Distribution of Sewing Machines at Free of Cost
Tamil Nadu state government scheme
Distribution of Sewing Machines at Free of Cost gives a free sewing machine to a person of the Backward Classes, Most Backward Classes or Denotified Communities in Tamil Nadu who knows tailoring, is aged 20 to 45 years and whose annual income is within Rs 72,000. Apply to the District Backward Classes and Minorities Welfare Office.
What is the free sewing machine distribution scheme in Tamil Nadu?
Distribution of Sewing Machines at Free of Cost is a self-employment scheme of the Backward Classes, Most Backward Classes and Minorities Welfare Department, Government of Tamil Nadu. Under it, a person from the Backward Classes (BC), the Most Backward Classes (MBC) or the Denotified Communities (DNC) who already knows tailoring is given a sewing machine free of cost, so that the trade can be carried on from home without the upfront cost of the machine.
The scheme is administered in each district by the District Backward Classes and Minorities Welfare Officer (DBCMWO), who sits at the District Collectorate, and the machines are routed through the Tamil Nadu Backward Classes Economic Development Corporation. District administrations publish the scheme on their nic.in sites, some under the name "priceless sewing machines", which is a direct translation of the Tamil phrase used locally.
The logic is narrow and practical. A woman who has completed a tailoring course can earn a real income from blouse stitching, school uniform work, alterations and falls and pico work, but a new machine costs several thousand rupees and a second-hand one is a gamble. Removing that single barrier is the whole scheme. It is deliberately paired with the requirement of a tailoring certificate, the department does not want machines going to households where nobody can use one.
One important caution before you apply. Tamil Nadu runs more than one free sewing machine scheme. The Social Welfare and Women Empowerment Department operates a free supply of sewing machine scheme of its own, and district material for the Backward Classes scheme states that people who already received a machine through the Department of Social Welfare and Nutritious Meal Programme are not eligible here. Take one, not both.
Who is eligible for a free sewing machine?
You can apply if:
- You belong to the Backward Classes, Most Backward Classes or Denotified Communities as listed by the Government of Tamil Nadu, and hold a community certificate.
- You are between 20 and 45 years of age.
- Your annual income does not exceed Rs 72,000, as recorded in district material for this scheme.
- You know tailoring and can produce a tailoring certificate from a government institute or a recognised training centre.
- You are a resident of Tamil Nadu and apply in the district where you live.
You cannot apply, or are not eligible, if:
- You belong to a community outside the BC, MBC and DNC lists. Scheduled Caste and Scheduled Tribe applicants are not eligible under this particular scheme and should approach the Adi Dravidar and Tribal Welfare Department, which runs its own self-employment support.
- You are below 20 or above 45 years of age.
- Your annual income is above the ceiling applied in your district.
- You have no tailoring training. A tailoring certificate is a mandatory document, not an optional one.
- You have already received a sewing machine from the Social Welfare and Nutritious Meal Programme department or under any other government scheme. Duplicate claims are checked against Aadhaar.
- You are not a resident of the district where you apply.
Note that the published income ceiling is not stated identically everywhere. Krishnagiri district's scheme page records Rs 72,000 a year, while some secondary summaries quote separate rural and urban ceilings. The DBCMWO for your district applies the current government figure, so ask there rather than relying on a summary.
How to apply for a free sewing machine in Tamil Nadu
- Complete a tailoring course if you have not already, at a government training institute, a community polytechnic, an ITI or a recognised tailoring school, and keep the certificate. Without it, the application will not be processed.
- Obtain the community certificate and the income certificate from the Tahsildar. Both can be applied for at an e-Sevai centre; the income certificate is the one that is usually missing when applications are filed.
- Visit the District Backward Classes and Minorities Welfare Office at your District Collectorate and ask for the sewing machine application form. Krishnagiri district, for example, directs applicants to submit the documents at the DBCW office in the district headquarters.
- Fill the form with your name, community, age, address, income and details of your tailoring training, and paste the passport-size photographs.
- Attach self-attested photocopies of the income certificate, residence proof, community certificate, tailoring certificate, age proof and Aadhaar card, and carry the originals for verification.
- Submit the application at the district office and take an acknowledgement with the date. The office maintains a register of applicants against the machines allotted to the district.
- Attend the verification if the office calls you. A field functionary may confirm your address and that you actually do tailoring work.
- Collect the machine at the distribution event. Machines are usually handed over at a camp or a function organised by the district administration, and applicants are informed of the date.
What documents does the district office ask for?
| Document | Mandatory | Notes |
|---|---|---|
| Community certificate (BC, MBC or DNC) | Yes | From the Tahsildar |
| Income certificate | Yes | District material records a Rs 72,000 annual ceiling |
| Tailoring certificate | Yes | The scheme is for trained tailors only |
| Residence proof | Yes | Ration card, voter ID or utility bill |
| Age proof | Yes | Must show 20 to 45 years |
| Aadhaar card | Yes | Identity and duplicate check |
| Passport-size photographs | Yes | For the form and the district register |
| Declaration of no earlier machine | Where asked | Prior recipients are not eligible |
Krishnagiri district's published requirement is short and specific; photocopies of the income certificate, residential proof, community certificate and tailoring certificate β so at minimum arrive with those four.
How do I check the status of my application?
There is no online tracker for this scheme. The chain is:
- The District Backward Classes and Minorities Welfare Officer at the District Collectorate, who holds the applicant register and the district allotment.
- The District Collector's weekly grievance day, where a petition can be filed if the district office is not responding.
- The Tamil Nadu Backward Classes Economic Development Corporation, which supplies the machines against the district's allotment.
Keep the acknowledgement. Because distribution is against a limited annual allotment, an application that is not rejected may simply be waiting for the next batch. Ask the office to tell you which of the two it is, that single question saves months.
Why applications get rejected, and how to fix them
- No tailoring certificate. The most common rejection. Enrol in a course at a government institute and reapply with the certificate.
- Income certificate above the ceiling. If the certificate overstates household income, apply to the Tahsildar for a fresh assessment with correct particulars.
- Wrong community certificate. A general Backward Class certificate is accepted, but a certificate that does not fall within the BC, MBC or DNC lists is not.
- Age outside 20 to 45. Not curable.
- Machine already received under another department's scheme. Aadhaar-based checking catches this, and a false declaration can lead to recovery of the machine.
- Applied in the wrong district. Apply where you actually reside, since the allotment and the verification are district-based.
- Incomplete photocopies. Self-attest every copy and carry the originals to the counter.

Frequently asked questions
Who gives out the free sewing machine in Tamil Nadu?
The Backward Classes, Most Backward Classes and Minorities Welfare Department, through the District Backward Classes and Minorities Welfare Officer in each district and the Tamil Nadu Backward Classes Economic Development Corporation. A separate free sewing machine scheme is run by the Social Welfare and Women Empowerment Department, and you cannot take both.
What is the age limit?
20 to 45 years. District material for the scheme records that the applicant should be between 20 and 45 years of age at the time of application.
What is the income limit?
District material records an annual income ceiling of Rs 72,000. Some published summaries quote lower rural and urban ceilings, so confirm the figure applied in your district with the District Backward Classes and Minorities Welfare Officer before you file.
Do I need to already know tailoring?
Yes. A tailoring certificate is a mandatory document, and the scheme exists to put a machine in the hands of someone who can already earn from it. An untrained applicant should first complete a tailoring course at a government or recognised training institute.
Can I apply if I already received a sewing machine from another department?
No. District material states that those who previously received sewing machines through the Department of Social Welfare and Nutritious Meal Programme are not eligible. Aadhaar-based checking is used to catch duplicate claims.
Can men apply?
Yes. The scheme is for individuals of the Backward Classes, Most Backward Classes and Denotified Communities engaged in tailoring work, and it is not restricted to women, although the large majority of beneficiaries are women.
Is the machine really free?
Yes. The machine is supplied free of cost. No payment is due at any stage, and there is no fee for the application form at the district office.
How long does it take?
Distribution depends on the annual allotment of machines to the district and is usually organised as a camp or a function rather than a counter-by-counter handover. Ask the District Backward Classes and Minorities Welfare Officer when the next distribution is scheduled.
