Atal Awas Yojana - Uttarakhand
Uttarakhand state government scheme
Atal Awas Yojana in Uttarakhand gives Rs 1,30,000 in hilly areas and Rs 1,20,000 in plain areas, released in 3 instalments, to homeless Scheduled Caste families that are BPL or earn up to Rs 48,000 a year and own land. Applications are taken free at the development block office each year against district targets.
What is Atal Awas Yojana in Uttarakhand?
Atal Awas Yojana is a housing assistance scheme run by the Social Welfare Department, Government of Uttarakhand. The scheme pays cash assistance to homeless Scheduled Caste families so they can build a pucca house on land they already own.
According to the Social Welfare Department's scheme guidelines, Atal Awas Yojana provides Rs 1,30,000 for hilly areas and Rs 1,20,000 for plain areas, and the amount is disbursed in 3 instalments for construction of the house. The higher figure for the hills reflects the cost of carrying materials and building on slope, which is materially different from building in Haridwar or Udham Singh Nagar.
Atal Awas Yojana is deliberately narrow. It is for a family that has no house of its own but does have a plot, the missing piece is construction money, not land. That is why property documents are mandatory and why the scheme cannot help a completely landless household.
Key features
- Rs 1,30,000 in hilly areas, Rs 1,20,000 in plain areas.
- Paid in 3 instalments tied to construction progress, not as a single transfer.
- Restricted to Scheduled Caste families of Uttarakhand.
- Income test: BPL category, or annual income not exceeding Rs 48,000.
- The family must own no house and must own land in the state.
- Selection is target-based; districts get annual targets and blocks get a share by population.
Who is eligible for Atal Awas Yojana in Uttarakhand?
You can be selected if:
- You are a native of Uttarakhand.
- You belong to a Scheduled Caste family and can produce a caste certificate.
- You are in the Below Poverty Line category, or your annual income does not exceed Rs 48,000.
- You do not have a house of your own.
- You own land in Uttarakhand on which the house can be built.
All five conditions apply together. Meeting four of them is not enough, the block office checks each one before a form enters the priority list.
You cannot apply if:
- You are not from a Scheduled Caste family. The scheme is category-specific and there is no relaxation.
- You already own a house. Atal Awas Yojana is for homeless families; a household with an existing house, even a small one, is not eligible.
- You are landless. The scheme funds construction on your own plot and does not buy land, so a family without a plot cannot be assisted here.
- Your annual income exceeds Rs 48,000 and you are not in the BPL list.
- You are not a native of Uttarakhand.
- You cannot produce property documents for the plot. An undocumented or disputed plot will hold the file even if every other condition is met.
What documents are required for Atal Awas Yojana?
| Document | Mandatory | Notes |
|---|---|---|
| Caste certificate | Yes | Scheduled Caste certificate from the tehsil |
| Income certificate or BPL card | Yes | Annual income up to Rs 48,000, or BPL ration card |
| Property documents | Yes | Ownership of the plot to be built on |
| Aadhaar card | Yes | Identity and bank seeding |
| CBS bank passbook, Aadhaar-seeded | Yes | The 3 instalments are credited here |

The Social Welfare Department's application note is explicit that the caste certificate, income certificate, photograph, Aadhaar card, CBS Aadhaar-seeded bank account details and property documents must all be attached with the application. A form submitted without any one of these is normally returned at the block counter rather than carried forward.
How to apply for Atal Awas Yojana in Uttarakhand
- Watch for the block's intake. Every year targets are assigned to the districts, and the districts allocate targets to the development blocks on the basis of population. Applications are received at the development block level, so ask at the Block Development Office when forms are being taken.
- Collect and fill the application form at the development block office, entering your personal details, caste, income, the location and area of your plot, and your bank account number with IFSC code.
- Attach the mandatory documents β caste certificate, income certificate or BPL card, photograph, Aadhaar card, CBS Aadhaar-seeded bank account details and the property documents for your plot.
- Submit the form at the block and collect the acknowledgement.
- Field verification. The Village Development Officer or Gram Panchayat Development Officer verifies the application, checking in particular that you have no existing house and that the plot is yours.
- Priority list. A priority list is prepared at the block development level from the verified applications.
- Selection. A committee comprising the Chief Development Officer, the Block Development Officer and the District Social Welfare Officer selects the eligible beneficiaries from the applications received.
- Fund release. The District Social Welfare Officer then starts the process of allocating funds as per the committee's recommendations, and the money is released to your account in 3 instalments.
There is no online self-application route for Atal Awas Yojana. The whole process runs through the block office and the district Social Welfare office.
How the 3 instalments work
Atal Awas Yojana money is not a single credit. The Social Welfare Department releases the assistance in 3 instalments so that the payment tracks actual construction. In practice this means the first tranche follows sanction and the start of work, and later tranches follow verified progress on site. A beneficiary who takes the first instalment and does not build will not receive the rest, and unspent assistance is recoverable.
Two practical consequences follow. First, keep the sanctioned account active and Aadhaar-seeded for the entire construction period, not just at application time. Second, tell the Village Development Officer when a stage is complete, because the next instalment depends on that verification being recorded.
Why Atal Awas Yojana applications are rejected
- Applicant is not from a Scheduled Caste family, or the caste certificate is missing or expired.
- Income above Rs 48,000 a year without a BPL card.
- An existing house is found during field verification by the Village Development Officer.
- No property documents, or a plot whose ownership is disputed or in a relative's name.
- Bank account not CBS or not Aadhaar-seeded, which blocks the instalments even after selection.
- Target exhausted for the block, a fully eligible applicant may simply not fit within the year's allotment and has to be considered in the next cycle. This is a queue position, not a rejection on merit.
- Name mismatch across the caste certificate, Aadhaar and bank passbook.
If the reason is a document, correct it and resubmit at the same block office. If the reason is the annual target, ask the Block Development Office where your name stands on the priority list for the next cycle.

Frequently asked questions
How much money does Atal Awas Yojana give in Uttarakhand?
Atal Awas Yojana gives Rs 1,30,000 for a house in a hilly area and Rs 1,20,000 for a house in a plain area of Uttarakhand. The amount is not paid in one go; the Social Welfare Department releases it in 3 instalments as construction progresses.
Who is eligible for Atal Awas Yojana in Uttarakhand?
A native of Uttarakhand from a Scheduled Caste family who has no house of their own but does own land to build on, and who is either BPL or has annual income up to Rs 48,000. All of these conditions apply together.
Can a non-Scheduled Caste family apply for Atal Awas Yojana?
No. Atal Awas Yojana is restricted to Scheduled Caste families in Uttarakhand, and a caste certificate is a mandatory document. Families from other categories are not eligible and should look at other housing programmes instead.
Can I get Atal Awas Yojana if I do not own land?
No. The applicant must have their own land in Uttarakhand on which the house will be constructed. The scheme funds construction, not the purchase of a plot, so property documents for the land are mandatory.
How is the Atal Awas Yojana money paid?
The assistance is released in 3 instalments into the applicant's Aadhaar-seeded CBS bank account. Instalments follow the construction stages, so the house must actually progress for the next tranche to be released.
How are beneficiaries selected under Atal Awas Yojana?
A committee of the Chief Development Officer, the Block Development Officer and the District Social Welfare Officer selects beneficiaries from the applications received. Forms are first verified by the Village Development Officer or Gram Panchayat Development Officer and a priority list is made at block level.
Where do I submit the Atal Awas Yojana application?
Applications are received at the development block level, not online. Every year, targets are assigned to districts, districts allot them to blocks on the basis of population, and the block collects the forms.
Is there a fee for applying to Atal Awas Yojana?
No. The application at the development block office is free. No official or middleman may charge to include a name in the block's priority list, and no one from the department will ask for a bank OTP.
