What is the Divyang Pension Scheme in Uttarakhand?

Divyang Pension Scheme is a state pension run by the Department of Social Welfare, Government of Uttarakhand, for persons with disabilities who have little or no independent income. According to the department's scheme page, the pension is meant to help persons with disabilities meet basic needs and improve their quality of life, and it is paid to residents above 18 years of age who have more than 40 per cent disability.

The pension amount is Rs 1,500 per month. The Social Security (Samajik Suraksha) portal of the Uttarakhand Social Welfare Department, ssp.uk.gov.in, is the single platform on which the scheme is applied for, verified, sanctioned and paid. The scheme is commonly searched by its Hindi name, Divyang Pension Yojana.

Divyang Pension Scheme is one of the largest of the eight social security pensions the department operates. The portal's own dashboard for the 2026-27 financial year shows 87,688 disability pensioners on the rolls against a disbursement of about Rs 54.91 crore, out of roughly 9.62 lakh pensioners across all Uttarakhand social security pensions.

Main features

  • State-funded monthly pension of Rs 1,500 with no yearly re-application once sanctioned.
  • Paid directly into an Aadhaar-seeded CBS bank account, with no cash handling.
  • Released in quarterly cycles, June, September, December and March.
  • Applied for online and free of cost, either by the applicant or through a Common Service Centre.

Who is eligible for the Divyang Pension Scheme?

You are eligible if:

  • You are a resident of Uttarakhand.
  • You are above 18 years of age.
  • You have a disability of more than 40 per cent, certified by the Chief Medical Officer of your district.
  • Your monthly family income from all sources is up to Rs 4,000, or your family holds a Below Poverty Line card.
  • You are not availing any other pension benefit from the government.

The Social Security portal's FAQ describes the covered conditions as including blindness, deaf-mute conditions and physical disability, and notes that leprosy-affected applicants are also paid at the Rs 1,500 rate.

You are not eligible if:

  • You are below 18 years of age.
  • Your assessed disability is 40 per cent or less.
  • Your family's monthly income exceeds Rs 4,000 and you do not hold a BPL card.
  • You are already drawing another government pension, such as old age pension, widow pension or a service pension. The department's eligibility condition is explicit that the applicant must not be availing other pension benefits.
  • You are not a resident of Uttarakhand, or your certificates were issued in a district other than the one where you are applying. The department requires all documents to be issued from the district in which the application is submitted.

How to apply for the Divyang Pension Scheme online

  1. Open the Uttarakhand Social Security portal at ssp.uk.gov.in and choose the online application menu, or go directly to the disability pension form at ssp.uk.gov.in/OnlineRegistration/FrmDisabilityOnlineApplicationForm.aspx.
  2. Click "New online application". Select Divyang Pension as the scheme first, then fill the registration form in order.
  3. Enter your name exactly as it appears on your Aadhaar card and bank passbook. Type Hindi-language fields (name, father's or husband's name, address) in English. The portal converts them to Hindi automatically.
  4. Fill your district, tehsil, block, panchayat, village or ward carefully. The portal warns that scheme, district, area, tehsil, block, panchayat, village, town and ward cannot be edited later by the applicant.
  5. Enter the mobile number and CBS bank account number that are linked to your Aadhaar.
  6. Save the form. You will receive a login ID and password by SMS on the mobile number you entered. Keep these safe, they are your own credentials.
  7. Log in again through Applicant Login, open the Upload Documents menu item, and upload each required certificate as a PDF under 1 MB. Download each file after uploading and check that it opens.
  8. Open the Print Application menu item and take a printout of the completed application for your records.

Applications can equally be filed through the Apuni Sarkar portal at eservices.uk.gov.in, the UMANG mobile app, or by asking a Common Service Centre operator to submit it on your behalf.

How to apply for the divyang pension offline or with help

  1. Collect your disability certificate from the office of the Chief Medical Officer of your district and your income certificate from the Tehsildar.
  2. In a village, get the open-meeting resolution of the Gram Panchayat recommending your case; in a town, get your form certified by the Ward Councillor.
  3. Carry the full document set to the nearest Common Service Centre, the Block Development Office or the District Social Welfare Office and ask for the application to be entered on ssp.uk.gov.in.
  4. Note down the login ID and password sent by SMS, and collect a printout of the submitted form.

How is the Uttarakhand divyang pension verified and paid?

Verification follows a fixed chain. In rural areas, the file moves from the Gram Panchayat Development Officer to the Assistant Social Welfare Officer, then to the Block Development Officer, and finally to the District Social Welfare Officer, who takes the decision. In urban areas, the Assistant Social Welfare Officer and the Sub-District Magistrate verify and recommend before the District Social Welfare Officer approves.

Once approved, the department states that the pension is credited to the applicant's bank account about one month after approval. Payments then run on the quarterly cycle listed in the portal FAQ — June, September, December and March.

How to check your divyang pension application and payment status

  1. Open ssp.uk.gov.in.
  2. Use the pensioner information page to look up your record with your registered mobile number, or the detailed pension information page for the full payment history.
  3. Use the application verification page to see the level at which a pending file is currently sitting; Panchayat, Block, Assistant Social Welfare Officer or District.
  4. Use the Aadhaar seeding status page to confirm that your bank account is properly seeded, since an unseeded account is the most common reason a sanctioned pension does not arrive.

Why divyang pension applications get rejected or payments stop

  • Disability certificate below the threshold, a certificate showing 40 per cent or less does not qualify.
  • Certificates issued in another district. The department requires all documents to be issued from the district of application.
  • Income certificate above Rs 4,000 a month without a BPL card.
  • Name mismatch between the application, the Aadhaar card and the bank passbook.
  • Bank account not Aadhaar-seeded, so the DBT credit fails.
  • Missing Gram Panchayat resolution or Councillor certification.
  • Documents uploaded above 1 MB, unreadable, or in a format other than PDF.
  • Another pension already being drawn by the same applicant.

Most of these are fixable. After logging in with the SMS credentials, an applicant can update the registered details and re-upload documents; only the location and scheme fields are locked.

Frequently asked questions

How much pension does the Divyang Pension Scheme pay in Uttarakhand?

The Divyang Pension Scheme pays Rs 1,500 per month. The Uttarakhand Social Welfare Department releases pension money in quarterly cycles — June, September, December and March — so a beneficiary normally receives Rs 4,500 covering three months in one credit rather than a separate monthly payment.

What disability percentage is needed for the Uttarakhand divyang pension?

More than 40 per cent disability is required, certified by the Chief Medical Officer of the district. The Social Security portal FAQ states the minimum as 40 per cent and covers blindness, deaf-mute conditions and physical disability. Leprosy-cured applicants are also covered at the same Rs 1,500 rate.

What is the income limit for the Divyang Pension Scheme?

Monthly family income from all sources must not exceed Rs 4,000, or the family must hold a BPL card. The income certificate has to be issued by the Tehsildar of the district in which the application is submitted.

Who cannot apply for the Divyang Pension Scheme?

People who are already drawing another government pension are not eligible, because the scheme requires that the applicant is not availing any other pension benefit. Applicants below 18 years, applicants with 40 per cent disability or less, applicants who are not residents of Uttarakhand, and families whose monthly income exceeds Rs 4,000 without a BPL card are also excluded.

How do I check my Uttarakhand divyang pension status?

Open ssp.uk.gov.in and use the pensioner information link, which retrieves your record from your registered mobile number. The portal also carries a detailed pension information page, an Aadhaar seeding status page and an application verification page that shows at which officer's level your file is currently pending.

When will the first pension instalment reach my account?

The pension is credited about one month after the District Social Welfare Officer approves the application. Before that, a rural file passes through the Gram Panchayat Development Officer, the Assistant Social Welfare Officer and the Block Development Officer; an urban file passes through the Assistant Social Welfare Officer and the Sub-District Magistrate.

Can I apply for the divyang pension offline?

The Uttarakhand Social Welfare Department routes all pension applications through the online Social Security portal, but you do not have to file it yourself. Any Common Service Centre will submit the form for you, and the District Social Welfare Office and Block office help with document verification.

Is there any fee for the Divyang Pension Scheme application?

No, the Uttarakhand Social Welfare Department charges nothing for the application. A Common Service Centre may charge a small notified service fee for assisted filing, but no agent can charge for "getting the pension sanctioned", and no officer will ask for your OTP or bank password.
