Domicile Certificate in Uttarakhand (Mool Niwas and Sthayi Niwas Praman Patra)

Uttarakhand state government scheme

Quick answer

Uttarakhand issues two separate residence documents, the Mool Niwas Praman Patra (original domicile) and the Sthayi Niwas Praman Patra (permanent residence). Both are Revenue Department certificates signed by the Tehsildar or SDM, and both are applied for on the state e-District portal at edistrict.uk.gov.in or through a CSC / Jan Seva Kendra.

Benefit
An official Revenue Department proof of residence in Uttarakhand, used for state jobs, admissions, scholarships and horizontal reservation claims
How to apply
Both — online through the Uttarakhand e-District portal, or through a CSC / Jan Seva Kendra and the Tehsil office

What is a domicile certificate in Uttarakhand?

Uttarakhand handles residence proof differently from most states, and getting this wrong wastes weeks. The state's Revenue Department issues two separate documents:

  • Mool Niwas Praman Patra, the original domicile certificate, certifying a family's original and long-standing connection with the territory that is now Uttarakhand.
  • Sthayi Niwas Praman Patra. The permanent residence certificate, certifying that the applicant is settled permanently in Uttarakhand now.

Both are signed by the Tehsildar; or, in some tehsils, the Sub-Divisional Magistrate, under the Revenue Department, and both are applied for through the state's e-District portal at edistrict.uk.gov.in, which the Information Technology Development Agency (ITDA) runs for the Government of Uttarakhand. District administration sites such as dehradun.nic.in list the Domicile Certificate among the district's citizen services and route applicants to the online system.

The two certificates are not interchangeable. Uttarakhand recruitment notifications and some admission rules name one of them specifically. Read the advertisement first, then apply for the one it names, a Sthayi Niwas certificate handed in where Mool Niwas was demanded is rejected at document scrutiny, and by then the recruitment window has usually closed.

Residents need one of these certificates for:

  • Uttarakhand government recruitment through UKPSC, UKSSSC and the police and subordinate services boards, where residence is a condition of eligibility.
  • State-quota admissions in medical, engineering and other professional courses.
  • State scholarships and departmental welfare schemes.
  • Reservation and preference claims reserved for residents of the state.

Who is eligible for a Uttarakhand residence certificate?

You can apply for Sthayi Niwas (permanent residence) if:

  • You are an Indian citizen and are settled permanently in Uttarakhand at a fixed address in the state.
  • You can show a continuous residence trail for the address; ration card, electricity or water bills, house tax receipts, voter roll entry, that the Patwari or Lekhpal can verify on the ground.
  • You are a minor or student whose parents are permanent residents of Uttarakhand, in which case the parents' record carries the claim.
  • You are a woman who has married a permanent resident of Uttarakhand and now lives in the state, applying with the marriage certificate and the husband's residence proof.

You can apply for Mool Niwas (original domicile) if:

  • Your family's original domicile is in Uttarakhand, normally evidenced through a parent's Mool Niwas certificate, ancestral land records (khatauni / khasra) in the village, and old school and revenue entries.
  • The claim can be traced through the family record, not merely through your own current address. This is the distinction that trips up applicants who have lived in the state for years but whose family came from outside.

You cannot apply if:

  • You are a short-term resident. A college term, a posting or a work contract does not create domicile in Uttarakhand.
  • You already hold a domicile or residence certificate of another state. Domicile is single, and holding two is a ground for cancellation.
  • You are not an Indian citizen.
  • You are claiming Mool Niwas with no family record at all to support it. The Tehsil has nothing to verify, and the file will not move.

What documents are required?

Document Mandatory Notes
Identity proof (Aadhaar, voter ID, PAN, driving licence) Yes Name must match the application
Residence proof (ration card, electricity or water bill, house tax receipt, voter roll) Yes For the Uttarakhand address claimed
Age proof (birth certificate or class 10 certificate) Yes Establishes date of birth
Self-declaration / affidavit (shapath patra) Yes Citizenship and residence declaration
Passport-size photograph Yes Scanned upload
Parent's Mool Niwas certificate For Mool Niwas The usual basis of an original-domicile claim
Land record extract (khatauni / khasra) For Mool Niwas Establishes the family's old connection
Patwari or Lekhpal verification report Departmental Prepared by the revenue field officer

Scan every document clearly. In hill tehsils where the file travels physically between the Patwari and the Tehsil, an illegible upload can add weeks.

How to apply for a domicile certificate in Uttarakhand

  1. Decide which certificate you need; Mool Niwas or Sthayi Niwas. Read the recruitment advertisement, admission brochure or scheme guideline and use the exact term it uses. This single decision determines the document list.
  2. Open the Uttarakhand e-District portal at edistrict.uk.gov.in and register as a citizen user with your mobile number and email, verifying the OTP. If the portal is unreachable, go to step 3 instead, a CSC operator files on the same system.
  3. Log in and select the Revenue Department certificate service for the certificate you need, then open the application form.
  4. Fill the form — full name, father's name, date of birth, the complete Uttarakhand address with district, tehsil and village or ward, the period of residence, and the purpose for which the certificate is required.
  5. Upload the documents: identity proof, residence proof, age proof, the affidavit and the photograph, plus the parent's Mool Niwas certificate and the land record extract if you are claiming original domicile.
  6. Pay the fee shown on the payment screen and save the receipt.
  7. Submit and note the application number printed on the acknowledgement. This is the only reference that will trace your file later.
  8. Cooperate with the Patwari or Lekhpal verification. The revenue field officer visits or calls to confirm that you live at the stated address. Keep the original documents ready and your phone reachable.
  9. Download or collect the signed certificate once the status shows it has been issued by the Tehsildar or SDM.

How to apply offline through a CSC or the Tehsil office

  1. Visit a Common Service Centre (CSC) or Jan Seva Kendra in your area, or the Tehsil office for your tehsil.
  2. Tell the operator which certificate you need; Mool Niwas or Sthayi Niwas, and hand over the document set. The operator files the same e-District application on your behalf.
  3. Get the affidavit prepared and signed before you go if the Tehsil requires it in a specific format; the Tehsil counter will tell you the format in use.
  4. Pay the government fee plus the notified CSC service charge, and insist on a printed receipt showing both.
  5. Take the acknowledgement with the application number, and use it to track the file or to collect the certificate from the Tehsil counter.

How do I check the status of my application?

  • Online: use the application status page on edistrict.uk.gov.in with the application or acknowledgement number.
  • At the CSC where you filed. The operator can pull up the same status screen.
  • At the Tehsil office, which can tell you whether the file is with the Patwari or Lekhpal for verification or with the Tehsildar for signature.

Nearly every delayed Uttarakhand residence certificate is stuck at the field verification stage, not at the signature stage. If the file has not moved for weeks, the productive step is to contact the Patwari for your circle through the Tehsil office rather than to re-apply.

How long is it valid?

A residence or domicile certificate carries no expiry date and is normally treated as valid indefinitely, because domicile does not lapse the way an income certificate does. There is no renewal cycle.

The caveat is on the receiving side. Some recruitment and admission notifications ask for a certificate issued recently. Read the notification; if it sets a recency rule, apply afresh rather than argue at the scrutiny counter.

Why do applications get rejected?

  • Wrong certificate applied for, Sthayi Niwas filed where the notification demanded Mool Niwas. This is the distinctively Uttarakhand failure mode.
  • Name or date-of-birth mismatch between Aadhaar, the class 10 certificate and the form.
  • Residence proof that does not cover the claimed period.
  • A Mool Niwas claim with no family land record or parent's certificate to trace the original domicile through.
  • Affidavit missing, unsigned or in the wrong format.
  • Illegible or oversized uploads.
  • Address the Patwari could not verify. A locked house at the time of the visit and no phone response is enough to stall a file.

What it should cost, and what you should refuse to pay

An Uttarakhand residence certificate costs only the government fee displayed on the e-District payment screen, plus the notified service charge if you use a CSC or Jan Seva Kendra. Both come with a receipt. Ask for it every time.

There is no paid fast track at the Tehsil. Agents who promise a "guaranteed Mool Niwas in three days" for several thousand rupees are charging for a queue that does not exist, the file still has to pass the same Patwari verification. File it yourself on the portal, or use an authorised CSC and take the receipt. Never hand your Aadhaar OTP or e-District password to an agent; no revenue officer needs either to issue your certificate.

Grievance and helpline route

  • Portal: edistrict.uk.gov.in, application, status tracking and downloads
  • Tehsil level: the Tehsildar, who is the issuing authority, and the Patwari or Lekhpal for the field verification stage
  • Sub-division level: the Sub-Divisional Magistrate, for a delayed or refused application
  • District level: the District Magistrate / Collector, whose contact details are published on your district's .nic.in site, for example dehradun.nic.in, nainital.nic.in or haridwar.nic.in
  • Grievance portal: the state's SAMADHAN grievance system, linked from the district portals, for complaints about delay or refusal

Quote the application number in every follow-up. Without it, no office can trace the file.

Frequently asked questions

What is the difference between Mool Niwas and Sthayi Niwas in Uttarakhand?

Mool Niwas Praman Patra certifies original domicile — a family's long-standing original connection with Uttarakhand — while Sthayi Niwas Praman Patra certifies that a person is a permanent resident of the state now. Uttarakhand is unusual in issuing both, and some state recruitment notifications name one specifically, so read the notification before you apply.

Which certificate does a Uttarakhand government job need?

It depends on the notification — some Uttarakhand recruitment advertisements ask specifically for Mool Niwas and others accept Sthayi Niwas. Check the exact wording in the advertisement and apply for the one it names, because the two are not interchangeable at document scrutiny.

Where do I apply for a Uttarakhand residence certificate?

Apply through the Uttarakhand e-District portal at edistrict.uk.gov.in, or through a Common Service Centre or Jan Seva Kendra that files on the same portal. District portals such as dehradun.nic.in list the Domicile Certificate among the district's citizen services.

Who signs the certificate?

The Tehsildar, or the Sub-Divisional Magistrate in some tehsils, signs the certificate under the Revenue Department after the Patwari or Lekhpal completes the field verification of your address.

What does a Uttarakhand residence certificate cost?

The government fee is the amount shown on the e-District payment screen when you apply, and a CSC operator may add the notified service-centre charge on top. Take a printed receipt for whatever you pay, and pay nothing beyond the rate card.

How do I check my application status?

Use the application or acknowledgement number on the e-District portal's status page at edistrict.uk.gov.in, or ask at the Tehsil office or the CSC where you filed. Files most often sit at the Patwari verification stage.

Is the certificate valid for life?

A residence certificate does not carry an expiry date and is normally treated as valid indefinitely, since domicile does not lapse. Individual recruitment or admission notifications may still ask for a recently issued copy, so read the rules of the exam or course you are applying for.

Why do residence certificate applications get rejected in Uttarakhand?

The commonest causes are a name or date-of-birth mismatch across Aadhaar and the class 10 certificate, residence proof that does not cover the period claimed, an unsigned affidavit, and a Mool Niwas claim filed without any family land record or parent's certificate to support it.
