ECCE (Early Childhood Care and Education) - Uttarakhand
Uttarakhand state government scheme
ECCE is Uttarakhand's Early Childhood Care and Education programme that gives free pre-primary schooling to children aged 3 to 6 years at Anganwadi centres co-located with government schools. Admission costs nothing, needs only the child's Aadhaar or birth certificate, and is done in person at the local co-located Anganwadi centre.
What is ECCE in Uttarakhand?
ECCE: Early Childhood Care and Education; is the pre-primary education programme of the Government of Uttarakhand for children aged 3 to 6 years. The programme is delivered at Anganwadi centres that have been co-located with government schools, so that the youngest children get structured pre-school learning on the same campus they will later attend for Class 1. These pre-primary sections are commonly called Balvatikas.
According to the myScheme entry for the Uttarakhand programme, ECCE is implemented under the Samagra Shiksha framework and works on three fronts: providing infrastructure such as furniture, teaching-learning material (TLM) and child-friendly furniture at co-located Anganwadi centres; training Anganwadi workers and assistants to deliver early learning; and building school readiness before the child is admitted to Class 1.
On the delivery side, ECCE runs through the Anganwadi network of the Department of Women Empowerment and Child Development. The department's own statement of ICDS objectives lists Early Childhood Care and Education as one of the services provided at Anganwadi centres, alongside supplementary nutrition, immunisation, health check-ups, referral services and nutrition and health education. The stated objectives include improving the nutritional and health status of children below 6 years, laying the psychological, physical and social foundations of development, and reducing school dropout.
Who is eligible for ECCE in Uttarakhand?
A child can be enrolled if:
- The child is between 3 and 6 years of age.
- The child has not completed 6 years on the date the academic session commences.
- The family lives in the area served by a co-located Anganwadi centre.
- The child's age can be proved by an Aadhaar card or a birth certificate.
A child is not eligible if:
- The child has already completed 6 years on the session start date. That child should be admitted directly to Class 1 rather than to a Balvatika.
- The child is under 3 years. Children below 3 are covered by other ICDS services such as supplementary nutrition, growth monitoring and immunisation, but not by the pre-primary education component.
- Age proof cannot be produced. The myScheme entry describes the Aadhaar card or birth certificate as mandatory at enrolment, so a child without either document should first have a birth certificate obtained from the local registrar.
There is no income test, caste condition or occupation condition for ECCE. It is a universal service open to every child of the right age in the area a centre serves, and admission is free.
What does ECCE give a child?
ECCE is not a cash transfer. Its benefits are physical and educational:
- Free pre-primary education for the 3 to 6 age group at the co-located Anganwadi centre, with no admission or tuition charge.
- Child-friendly furniture sized for small children, supplied to the co-located centres.
- Teaching-learning material (TLM), play and learning aids used to build early numeracy, language and motor skills.
- Trained Anganwadi workers and assistants, with training funded under the programme so that early learning is delivered to a structured plan rather than ad hoc.
- School readiness before Class 1, which is the single measurable purpose of the programme: a child who has been through a Balvatika enters Class 1 already used to a classroom routine.
Because the Anganwadi centre also delivers ICDS services, a child enrolled for ECCE is in practice also within reach of supplementary nutrition, growth monitoring, immunisation and referral services at the same location.
What documents are required for ECCE enrolment?
| Document | Mandatory | Notes |
|---|---|---|
| Birth certificate of the child | Yes (or Aadhaar) | Proof that the child is 3 to 6 years old |
| Aadhaar card of the child | Yes (or birth certificate) | Accepted in place of the birth certificate |
| Parent or guardian identity proof | No | Usually recorded by the centre |
| Residence proof | No | Establishes that the family lives in the centre's service area |
The binding requirement is a single valid proof of age. Everything else is recorded for the centre's register.
How to apply for ECCE admission in Uttarakhand
ECCE enrolment is entirely offline. There is no online application form and no fee at any stage.
- Find the co-located Anganwadi centre (Balvatika) serving your area. It is usually on or beside the government primary school campus your child will later attend; the Anganwadi worker or the school head teacher will confirm.
- Carry the child's Aadhaar card or birth certificate as proof of age. One of these two is mandatory.
- Take the child in person to the centre. The Anganwadi worker verifies the age proof and records the child's details in the centre register.
- Confirm the session start date and daily timings with the Anganwadi worker, and check that the child's name has been entered in the enrolment register.
- If the centre says its intake is full or that the child's age cannot be accepted, take the matter to the Child Development Project Officer (CDPO) of your project or the District Programme Officer.
When should you enrol?
Enrolment follows the academic session. The single hard date in the ECCE rule is that the child must not have completed 6 years of age on the day the academic session commences, a child who crosses 6 before that date belongs in Class 1. Because the rule is tied to the session start rather than to a statewide application window, the practical answer is to approach the Anganwadi centre a few weeks before the session begins.
Common reasons an ECCE enrolment fails, and how to fix them
- No age proof. This is the most common blocker. Obtain the birth certificate from your municipal or panchayat registrar, or enrol the child for Aadhaar, and return to the centre.
- Child has crossed 6 years. The correct route is direct admission to Class 1 at the government primary school, which the same campus usually houses.
- Child is under 3. Register the child with the Anganwadi centre anyway for supplementary nutrition, growth monitoring and immunisation under ICDS, and enrol for ECCE when the child turns 3.
- Wrong centre. Anganwadi centres serve defined habitations. If you have approached a centre outside your service area, the worker will point you to the correct one.
- Centre says it has no Balvatika. Not every Anganwadi is co-located with a school. Ask the CDPO which nearby centre carries the co-located pre-primary section.
Where to raise a complaint about ECCE
- Anganwadi worker at the centre — the first point of contact for enrolment, attendance and material.
- Child Development Project Officer (CDPO) of the ICDS project, for refusal of admission, absent staff or missing material.
- District Programme Officer, Department of Women Empowerment and Child Development, in your district headquarters.
- Department of Women Empowerment and Child Development, Uttarakhand; wecd.uk.gov.in.
- Childline 1098, the national toll-free helpline for any child in distress.
ECCE admission is free. No Anganwadi worker, assistant or school staff member may charge a fee, a donation or a "material cost" for enrolling a child in a Balvatika, and any such demand should be reported to the CDPO.

Frequently asked questions
What age can a child join ECCE in Uttarakhand?
ECCE in Uttarakhand is for children aged 3 to 6 years, and the child must not have completed 6 years of age on the date the academic session begins. A child who turns 6 before the session starts moves on to Class 1 instead.
Does ECCE admission cost anything?
No. ECCE admission at a co-located Anganwadi centre is free. There is no admission fee, tuition fee or charge for the teaching-learning material and furniture provided under the programme.
How do I enrol my child in ECCE?
Take the child in person to the co-located Anganwadi centre serving your area, along with the child's Aadhaar card or birth certificate as proof of age. Enrolment is offline; there is no online application form.
What does ECCE actually provide?
ECCE provides structured pre-primary education, child-friendly furniture and teaching-learning material at Anganwadi centres co-located with government schools, plus training for Anganwadi workers and assistants so that children are ready for Class 1.
Which department runs ECCE in Uttarakhand?
ECCE is delivered under the Samagra Shiksha programme of the school education department, working with the Department of Women Empowerment and Child Development, which runs the Anganwadi network under ICDS.
What is a co-located Anganwadi centre or Balvatika?
A co-located Anganwadi centre is an Anganwadi that sits on or next to a government primary school campus, so the same child moves from pre-school to Class 1 without changing location. These pre-primary sections are also called Balvatikas.
Is ECCE the same as ICDS?
No, but they overlap. ICDS is the wider Integrated Child Development Services package that includes supplementary nutrition, immunisation, health check-ups and referral services, and Early Childhood Care and Education is one of the six services it delivers through Anganwadi centres.
Can a child join ECCE mid-session?
Approach the Anganwadi worker at your local centre. Enrolment is handled at centre level rather than through a fixed statewide window, so the worker or the Child Development Project Officer will confirm whether a mid-session admission is possible at that centre.
