What is the UKBOCWWB Financial Assistance for Daughter's Marriage?

Financial Assistance for Daughter's Marriage is a welfare scheme implemented by the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCWWB) under the Labour Department, Government of Uttarakhand. The scheme gives registered construction workers a cash grant towards wedding expenses, so that a daughter's marriage does not force the household into high-interest debt.

According to the Board's scheme guidelines, Financial Assistance for Daughter's Marriage provides Rs 51,000 for each marriage. The Board notes that assistance is available for the marriage of up to 2 daughters of the registered worker, and also for the worker's own marriage. On the Board's own Hindi scheme list the scheme appears as vivahoparant yojana, the post-marriage assistance scheme.

The money comes from the labour cess collected from construction projects under the Building and Other Construction Workers legislation, not from general revenue. That is the reason the scheme is closed to anyone outside the Board's register: the fund exists for workers on whose behalf the cess was collected.

Key features

  • Rs 51,000 per marriage, paid in cash by transfer to the worker's account.
  • Covers up to 2 daughters, plus the registered worker's own marriage.
  • Restricted to workers registered with UKBOCWWB.
  • Application must be made within 1 year of the date of marriage.
  • Filed online through a Shramik Suvidha Kendra, not by post.

The Board's public dashboard puts the scale of the register in context: roughly 7.10 lakh registered workers, of whom about 5.54 lakh are verified and about 3.34 lakh are currently active. That gap between registered and active matters for this scheme, because only a live registration can claim.

Who is eligible for the UKBOCWWB marriage assistance?

You can claim if:

  • You are a construction worker registered with the Uttarakhand Building and Other Construction Workers Welfare Board and hold a valid Shramik Card.
  • The claim is for the marriage of one of your first 2 daughters, or for your own marriage.
  • The marriage took place not more than 1 year ago.
  • The marriage has been registered and you hold the marriage registration certificate.
  • No other government department has already given assistance for the same marriage.

You cannot apply if:

  • You are not registered with UKBOCWWB. An unregistered construction worker must first register through the Board's worker registration route on ukbocw.uk.gov.in before any Board scheme is available.
  • Your Shramik Card has lapsed. Board registration needs periodic renewal, and a card that has not been renewed puts the worker in the inactive category, where scheme claims are not entertained.
  • The claim is for a third or later daughter. The limit of 2 daughters is part of the scheme's own conditions.
  • The marriage took place more than 1 year before the application.
  • Another department or board has already paid assistance for the same marriage. This is exactly what the self-written certificate is meant to establish.
  • You cannot produce a marriage registration certificate, because the Board has no verified date of marriage to check the 1-year window against.

How to apply for the UKBOCWWB marriage assistance

  1. Confirm your registration is live. Check your Shramik Card status on ukbocw.uk.gov.in and complete the worker renewal there if the registration has lapsed. A lapsed card is the most common reason a claim never starts.
  2. Register the marriage with the registrar of marriages and obtain the marriage registration certificate.
  3. Visit a Shramik Suvidha Kendra. The Board's designated Common Service Centre network, and ask for the marriage assistance application under the Board's schemes.
  4. Fill the online application with your Shramik Card number, the names and Aadhaar details of the bride and groom, the date of marriage, and your bank account number with IFSC code.
  5. Attach the documents: Shramik Card, bank account details, marriage card, Aadhaar cards of the bride and groom, the marriage registration certificate, the self-written certificate that no assistance has been received from any other department, and the self-declaration certificate.
  6. Submit within 1 year of the date of marriage and keep the acknowledgement or application number generated by the Kendra.
  7. Departmental verification follows. If the application and documents are found correct, the financial assistance is transferred directly into the construction worker's bank account.

How to register or renew with UKBOCWWB first

No Board scheme, including this one, can be claimed without a live registration, so this is the step that decides everything else.

  1. Open ukbocw.uk.gov.in and use the worker registration (shramik panjiyan) link, or go to a Shramik Suvidha Kendra from the Board's authorised CSC list.
  2. Establish that you are a building or other construction worker within the Board's definition. The Board covers those working on the construction, repair and maintenance of buildings, bridges, roads, airstrips, irrigation and drainage works, embankments, tunnels, flood control, power generation, transmission and distribution, waterworks, oil and gas installations, dams, canals, reservoirs, pipelines and towers, including labourers, masons, plumbers and electricians.
  3. If you already hold a Shramik Card, use the worker renewal (shramik navinikaran) link instead. Registration lapses if it is not renewed, and a lapsed card moves the worker into the inactive list where scheme claims are not entertained.
  4. Check your status on the worker registration status link before filing the marriage claim, so that a renewal problem is discovered before the 1-year window closes rather than after.

What the 2-daughter limit and the worker's own marriage mean in practice

The Board's guidelines set out two separate entitlements under the same head. Assistance of Rs 51,000 is available for the marriage of up to 2 daughters of the registered worker, and separately for the registered worker's own marriage. Each is Rs 51,000 per marriage.

Read together, that means a registered worker with two daughters can claim twice for those weddings, and a worker who marries after registering can claim for that marriage as well. What the scheme does not cover is a third daughter's marriage, or a son's marriage, since the assistance is framed around the worker and the worker's daughters. Each claim is a separate application with its own marriage registration certificate, its own marriage card and its own 1-year clock running from that particular wedding date.

How to check your application status

  1. Keep the application number issued by the Shramik Suvidha Kendra at submission β€” every later query needs it.
  2. Use the worker and scheme status links on ukbocw.uk.gov.in, which let a registered worker look up registration status and scheme applications.
  3. Ask the same Shramik Suvidha Kendra that filed the claim to pull up the current stage, since the Kendra holds the login through which it was filed.
  4. Call the Board's toll-free number 1800-2127-174, or write to the Board at its Dehradun office, if the application has not moved.

Why marriage assistance claims are rejected

  • Registration not live, the Shramik Card has expired and the worker sits in the inactive list.
  • Application filed after 1 year from the date of marriage.
  • No marriage registration certificate, so the date of marriage cannot be verified.
  • Claim for a third daughter, beyond the 2-daughter limit.
  • Duplicate assistance, the same marriage was already funded by another department, contradicting the self-written certificate.
  • Bank account details wrong, or the account is not in the registered worker's own name, so the transfer fails after approval.
  • Mismatch between names on the Shramik Card, Aadhaar and the marriage certificate.

Most of these can be cured before the 1-year window closes, which is the strongest reason to start the claim soon after the wedding rather than months later.

Where to complain

  • UKBOCWWB toll-free number: 1800-2127-174.
  • Email: ukbocw[at]gmail[dot]com.
  • Uttarakhand Building and Other Construction Workers Welfare Board, Third Floor, GMVN Building, Rajpur Road, Dehradun 248001.
  • District Labour Office / Assistant Labour Commissioner in your district, for verification delays and rejections at field level.
  • Chief Minister's helpline 1905, where the Board does not resolve the matter.

Financial Assistance for Daughter's Marriage is a free entitlement of registered construction workers. Only the notified assisted-service fee at a Common Service Centre is payable, and no agent may charge to have a claim sanctioned.

Assistance is available for the marriage of up to 2 daughters of the registered worker, and additionally for the worker's own marriage. A third daughter's marriage is not covered.

What is the deadline to apply after the wedding?

It is mandatory to apply within 1 year from the date of marriage. An application filed after that window is liable to be rejected on time bar alone, however complete the documents may be.

Who cannot apply for this UKBOCWWB marriage assistance?

Where do I apply for the marriage assistance?

Applications are submitted online through a Shramik Suvidha Kendra, the Board's designated Common Service Centre network. The Board's own portal is ukbocw.uk.gov.in and its toll-free number is 1800-2127-174.

The scheme benefit itself is free. A Common Service Centre operating as a Shramik Suvidha Kendra may charge only the government-notified assisted-service fee for filling the form; no one may charge to "get the claim passed".
