What is the Uttarakhand labour card?

Labour Card and Renewal of Labour Card is the worker-registration facility run by the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCWWB) under the Labour Department, Government of Uttarakhand. The card, commonly called the shramik card or labour card, is a photo identity card issued to a construction worker after their name is entered in the Board's labour register.

The Board was constituted by state notification number 2178 dated 31 October 2005 under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and the Uttarakhand rules framed under it in 2005. Its money comes from the companion Building and Other Construction Workers Welfare Cess Act, 1996, under which every construction establishment deposits 1 per cent of the cost of construction into the welfare fund. The card is what connects an individual worker to that fund.

The card itself pays nothing. Its value is that it is mandatory for every welfare scheme the Board runs, pension, death and funeral assistance, disability pension, housing advance, education assistance for children, maternity assistance, tool kits, cycles, solar lights, umbrellas, sanitary napkins and skill upgradation. Without a live labour card, none of those applications can even be filed.

Who is eligible for an Uttarakhand labour card?

You can register if:

  • You are a resident of Uttarakhand.
  • You are aged 18 or above and have not completed 60 years. Sixty is the superannuation age used by the Board.
  • You work in construction, repair or maintenance of government or private buildings, or on bridges, roads, airstrips, irrigation works, drainage, embankments, tunnels, flood-control structures, power generation, transmission and distribution, water works, oil and gas installations, dams, canals, reservoirs, pipelines, television towers and mobile or telephone towers.
  • You have worked at least 90 days as a construction worker in the preceding one year and can produce a certificate to that effect.
  • You are employed as construction labour under MGNREGA, such workers are specifically covered.

Trades covered include unskilled labourers, masons (mistri), plumbers, electricians, carpenters, painters, welders, bar benders and helpers.

You cannot apply / are not eligible if:

  • You are below 18 or have already completed 60 years of age.
  • You cannot produce a certificate of 90 days of construction work in the previous year.
  • You are not a resident of Uttarakhand and are not working on construction in the state.
  • You are the employer, contractor or establishment owner rather than a worker. Establishments register separately under the cess route at ukbocw.in/ukbocw.
  • Your earlier registration lapsed and has already been reinstated twice — the Board allows restoration of lapsed membership only two times.

What documents are required for a labour card in Uttarakhand?

Document Mandatory Notes
Two passport-size photographs Yes Submitted with the application form
Age proof Yes School record, birth certificate, medical officer certificate, notarised affidavit, voter ID, ration card, or Gram Panchayat / Pradhan / councillor certificate
90-day work certificate Yes At least 90 days of construction work in the previous year
Nomination form Yes Names your legal heirs for death and funeral claims
Aadhaar card Yes Of the worker; dependants' Aadhaar is also collected
Ration card Yes Family and residence proof
Aadhaar-linked bank passbook Yes All Board payments go to this account
Self-declaration form Yes Issued only at a Jan Suvidha or Shramik Suvidha Kendra

The Board deliberately simplified age proof: any one of the seven documents listed above is accepted, so a worker without a school certificate is not shut out.

How to apply for an Uttarakhand labour card

  1. Visit your nearest Shramik Suvidha Kendra or Jan Suvidha Kendra with your Aadhaar card, ration card, bank passbook, two photographs, age proof and the 90-day work certificate.
  2. Ask the operator to fill the UKBOCWWB registration application and the nomination form naming your legal heirs, and sign the self-declaration form handed to you at the counter.
  3. Let the operator upload the scanned documents and deposit the prescribed Rs 100 contribution; keep the receipt.
  4. The application is forwarded to the Registration Officer / Labour Enforcement Officer of your area, who verifies the papers.
  5. On verification, your details are entered in the Labour Register; the serial number at which your name is entered becomes your registration number.
  6. Collect the photo identity card from the public service centre of the department or from the Labour Department office. The card is valid for three years from registration.

Workers who prefer the offline route can submit the same application and nomination form directly to the Registration Officer, who supplies both forms free of charge. The Board also publishes downloadable declaration formats on ukbocw.uk.gov.in under "Download Declaration Forms".

How to renew an Uttarakhand labour card

  1. Start the renewal before the three-year validity ends: do not wait for the card to lapse.
  2. Go to the same Shramik Suvidha Kendra or the registration office where you are already registered and ask for renewal (navinikaran).
  3. Deposit the Rs 100 contribution for the next three-year block and attach a fresh 90-day work certificate if asked.
  4. Collect the renewed card or the updated validity endorsement.

If the deadline is missed, benefits stop until membership is restored. The authorised officer may allow reinstatement on payment of the outstanding contribution, but only twice in a worker's lifetime. Under the state's Right to Service notification, renewal is to be completed within 30 working days by the Assistant Labour Commissioner.

How do I check my labour card status?

  1. Open ukbocw.uk.gov.in.
  2. Click the link "Click here to know the status of worker registration" (LabourSearch), and enter your registration or application details.
  3. For a benefit claim, use "Click here to know the status of scheme application" (LabourSchemeSearch) on the same page.

The Board also runs a mobile app, linked from the top of its home page, for status checks.

Why labour card applications get rejected

  • No 90-day work certificate, or a certificate not signed by a recognised employer, contractor or local authority. This is the commonest failure.
  • Age outside 18–60, or age proof that contradicts the Aadhaar date of birth.
  • Name mismatch between Aadhaar, bank passbook and the application, which blocks later DBT payments even if the card is issued.
  • Nomination form left blank, which surfaces only when a family tries to claim death or funeral assistance.
  • Duplicate registration. A worker already registered in another district.
  • Renewal filed after expiry without paying the outstanding contribution.

Fix the paperwork and refile at the same Suvidha Kendra; there is no limit on refiling a registration application.

Frequently asked questions

How long is an Uttarakhand labour card valid?

An Uttarakhand labour card is valid for three years from the date of registration. According to the UKBOCWWB portal, the worker must deposit a contribution of Rs 100 before the three years end to keep membership of the welfare fund running for the next three-year block.

What is the fee for a labour card in Uttarakhand?

The UKBOCWWB "Parichay" page states that registration itself is free and that Rs 100 is payable as the contribution for each subsequent three-year period. The myScheme listing for this facility describes a Rs 100 deposit at the time of assisted online registration as well, so carry Rs 100 when you visit the Shramik Suvidha Kendra.

Who can get a labour card in Uttarakhand?

Construction workers aged between 18 and 60 who are residents of Uttarakhand and who have worked at least 90 days as a construction worker in the previous year can get a labour card. Masons, plumbers, electricians, helpers and MGNREGA construction labour are all covered.

What happens if I do not renew my labour card in time?

If a worker fails to renew within the stipulated time, they cannot draw Board benefits until membership is restored. With the permission of the authorised officer, membership can be reinstated by depositing the outstanding contribution, and this reinstatement facility can be used only twice.

How do I check my labour card registration status?

Open ukbocw.uk.gov.in and use the "Labour Registration Status" link on the home page, which opens DynamicPages/LabourSearch-hi.aspx. A separate link on the same page checks the status of a scheme application filed against your registration number.

How many days does registration take?

Under the Uttarakhand Right to Service Act 2011 notification shown on the Board's citizen charter, registration of workers and establishments must be completed within 30 working days by the Labour Enforcement Officer, and renewal within 30 working days by the Assistant Labour Commissioner.

What benefits does the labour card unlock?

The labour card is mandatory for every UKBOCWWB scheme, including pension of Rs 1,000 to Rs 1,500 a month after 60, Rs 4,00,000 on death in a workplace accident, Rs 2,00,000 on normal death, Rs 10,000 funeral assistance, housing advance up to Rs 50,000, disability pension of Rs 1,000 a month with ex gratia up to Rs 40,000, and education assistance of Rs 1,800 to Rs 10,000 a year for children.

Can an MGNREGA worker get a UKBOCWWB labour card?

Yes. The Board's scheme page explicitly covers construction workers employed under MGNREGA, and the eligibility list on myScheme names MGNREGA labourers, masons, electricians and plumbers as eligible for registration.

What documents do I need to apply for a labour card in Uttarakhand?

You need two passport-size photographs, an age proof (school record, birth certificate, medical officer certificate, notarised affidavit, voter ID, ration card, or a Gram Panchayat/Pradhan/councillor certificate), a 90-day work certificate, a nomination form for legal heirs, your Aadhaar card, a ration card, and Aadhaar-linked bank account details. A self-declaration form is filled in at the Suvidha Kendra itself.

Why do labour card applications get rejected in Uttarakhand?

The commonest reasons are a missing or unsigned 90-day work certificate, age outside the 18–60 band or age proof that contradicts the Aadhaar date of birth, a name mismatch between Aadhaar, bank passbook and the application, a blank nomination form, duplicate registration in another district, or renewal filed after expiry without paying the outstanding contribution. There is no limit on refiling at the same Suvidha Kendra once the paperwork is fixed.
