Krishak Utpadak Kshati Sahayata Yojana (Uttarakhand)
Uttarakhand state government scheme
Krishak Utpadak Kshati Sahayata Yojana compensates farmers in Uttarakhand's notified mandi areas for crops, produce, property and livestock lost to fire, and for farmland damaged by flood or rain erosion. The claim must be filed within 7 days at the mandi samiti, the applicant must be 18 or above, and the Mandi Board pays by draft.
What is Krishak Utpadak Kshati Sahayata Yojana?
Krishak Utpadak Kshati Sahayata Yojana is a compensation scheme run by the Uttarakhand Agricultural Produce Marketing Board, the Krishi Utpadan Mandi Parishad, through its network of mandi samitis. The scheme pays a farmer or producer for a sudden, uninsured loss of crop, produce, property or livestock in the state's notified mandi areas, so that a single fire or flood does not wipe out a season's income.
The scheme sits in the marketing board's welfare list rather than in the Agriculture Department's subsidy list. That distinction matters in practice: the claim is filed at the mandi samiti, the inquiry is done by the mandi samiti secretary or the tehsildar, and the money comes as a bank draft from the Mandi Board, not as a DBT credit from the Agriculture Department.
What the scheme covers
According to the scheme's published description, compensation is available to farmers in Uttarakhand's notified mandi areas for:
- Fire damage to a crop standing in the field.
- Fire damage to a crop already cut and lying in the field.
- Fire damage to a crop kept in the khalihan (threshing yard) for threshing, and to produce residue.
- Loss of property and livestock caused by fire in the farmer's house.
- Damage to agricultural land caused by flood, or by erosion from rainfall.
Uttarakhand's exposure to all three hazards is real. Fire in a threshing yard at the end of the wheat harvest, cloudburst-driven erosion in the hill districts, and flooding along the Terai belt are recurring, and none of them is covered by a routine input subsidy.
Who is eligible for Krishak Utpadak Kshati Sahayata Yojana?
You can claim if:
- You are a resident of Uttarakhand. This is the scheme's stated eligibility condition.
- You have completed 18 years of age. The minimum age for a claim to be accepted is 18.
- The loss occurred within a notified mandi area of Uttarakhand.
- The loss falls within the covered categories, fire on the crop, in the threshing yard or in the house, or flood and erosion damage to agricultural land.
- You report the incident within 7 days.
You cannot apply, or you are not eligible, if:
- You are not a resident of Uttarakhand, or you are under 18.
- The loss happened outside a notified mandi area of the state.
- You reported the incident after 7 days. The reporting window is the scheme's hardest condition, and a late report is the most common reason a genuine loss goes uncompensated.
- The claim form is incomplete. The rules state expressly that the claim form must be filled completely and that the mandi samiti's inquiry report confirming the accident, along with the certificate, must be attached.
- The form carries no signature or thumb impression from the applicant.
- The inquiry or revenue verification does not confirm the loss.

How to apply for Krishak Utpadak Kshati Sahayata Yojana
- Report the incident within 7 days. Information about a fire accident or a flood-caused loss must be given by the affected farmer or producer on the prescribed form within a maximum of 7 days of the incident.
- Collect the prescribed claim form free of cost from the mandi samiti office. There is no charge for the form.
- Fill the form completely and sign it, or affix your left or right thumb impression. If the left thumb is missing, the right thumb is used; if both thumbs are missing, fingerprints of the working hand may be affixed. The same rule applies to women and men.
- Submit the form to the Secretary, Chairman or Administrator of the mandi samiti. Where there is no mandi samiti office in your area, submit it to the tehsildar of the area falling under that mandi samiti.
- The Secretary of the mandi samiti has the claim investigated and must complete the inquiry within one week, submitting the final report in the prescribed format to the Chairman or Administrator. Where there is no mandi samiti office, the tehsildar conducts the inquiry and forwards it to the concerned mandi samiti.
- The mandi samiti office scrutinises the claim form and takes it forward for payment with the approval of the Chairman or Administrator of the mandi samiti.
- Before the claim is approved, the Chairman or Administrator has it verified through officers of the Revenue Department.
- On approval, the file goes to the Managing Director, Uttarakhand Agricultural Produce Marketing Board, which prepares a bank draft in the claimant's name and sends it to the concerned mandi secretary for payment.
How long does a claim take?
The scheme sets out its own timetable, and it is unusually explicit:
| Stage | Time allowed |
|---|---|
| Reporting the incident | Within 7 days of the incident |
| Inquiry by the mandi samiti secretary | Completed within one week |
| Approval of the claim | As far as possible within one month |
| The whole process, start to payment | As far as possible within two months |
The Chairman or Administrator of the mandi samiti may extend these periods in special circumstances, so a delayed case is not automatically a rejected one. The Mandi Board also keeps an advance sum with mandi samitis so that a sanctioned claim can be paid promptly by bank draft rather than waiting for a fresh release.
How to follow up on a claim
- Note the date of submission and the name of the officer who received the claim form at the mandi samiti office.
- After a week, ask the Secretary of the mandi samiti whether the inquiry report has been completed and sent to the Chairman or Administrator.
- If the file is with the Chairman or Administrator, ask whether the Revenue Department verification has been done, since that step precedes approval.
- Once approved, ask the mandi secretary when the bank draft from the Managing Director of the Mandi Board is expected.
- If two months pass with no decision and no explanation, raise it on the CM helpline 1905 or in writing to the Managing Director, Uttarakhand Agricultural Produce Marketing Board, Rudrapur.
Why claims get rejected or delayed
- Reported after 7 days. The single most common and least fixable reason.
- Incomplete claim form. The rules require the form to be filled completely before it can be processed.
- No inquiry report attached. Confirmation of the accident by the mandi samiti, with a full inquiry report, is a stated requirement.
- Loss outside a notified mandi area, which puts it outside the scheme.
- No signature or thumb impression on the form.
- Revenue verification not supporting the claim β for example where the land record does not match the area or the ownership claimed.
How much money does the scheme pay?
The compensation is assessed case by case on the verified claim. The Uttarakhand government's citizen scheme compendium describes what the scheme covers and the full claim procedure, but does not publish a fixed rupee ceiling per hectare, per animal or per house. The right question to ask at the mandi samiti office is therefore what rate schedule the Mandi Board is currently applying to your category of loss, and to have that recorded on the file. Nothing in this guide should be read as a promise of a particular amount.
