Labour Card (BOCW) in Uttarakhand — UKBOCWWB Registration
Uttarakhand state government scheme
A labour card in Uttarakhand is beneficiary registration with the Uttarakhand Building and Other Construction Workers Welfare Board, whose portal is ukbocw.uk.gov.in. Construction workers aged 18 to 60 who have done at least 90 days of construction work in the preceding year apply with Aadhaar, a 90-day work certificate and a bank passbook. The Board has tied up with CSC SPV so registration can also be done at Common Service Centres.
What is a labour card in Uttarakhand?
A labour card in Uttarakhand is beneficiary registration with the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCWWB), constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and operating under the state Labour Department. The Board's official website, as listed by the Labour Department, is ukbocw.uk.gov.in, and it runs a Labour Management Information System that holds the beneficiary register for the state.
The card is not a benefit by itself. It is mandatory to avail the benefits of all the schemes provided by the Board; health services, insurance, education-related support and social security assistance. UKBOCWWB's published scheme list includes son and daughter education assistance and toolkit assistance for registered workers, and the whole set is closed to anyone who has not registered. A construction worker in Haridwar, Dehradun, Udham Singh Nagar or the hill districts who has worked twenty years without registering has no claim on the Board's corpus, which is funded by the 1 per cent cess collected from construction employers under the BOCW Welfare Cess Act, 1996.
Uttarakhand has made one notable change to the plumbing. The Board signed a memorandum of understanding with CSC SPV to enable online labour card registration across the state, using the Common Service Centre network to make registration reachable for workers in hill blocks who cannot travel to a district labour office. That means a worker in Pithoragarh or Champawat can complete registration at a village-level CSC rather than making a day-long trip to Dehradun.
Who is eligible for an Uttarakhand labour card?
A worker can apply if:
- The applicant is a resident of Uttarakhand or works as a labourer in the state. Migrant workers engaged on Uttarakhand sites are covered by the second limb.
- The applicant is engaged in recognised manual labour or construction-related activity: masonry, carpentry, bar bending, shuttering, plumbing, site electrical work, painting, welding, tile laying, stone cutting, well digging, road and bridge work, and unskilled site labour.
- The applicant has completed at least 90 days of construction work in the preceding year, which is the standard condition under the BOCW framework.
- The applicant is between 18 and 60 years of age.
- The applicant holds an Aadhaar-linked bank account in their own name for direct benefit transfer.
A worker cannot apply if:
- The applicant is below 18. Employment of children on construction sites is prohibited, so no registration is possible.
- The applicant is 60 or above at first registration. The Board's registration window closes at 60; existing beneficiaries who cross 60 are handled under the Board's pension provisions.
- The 90-day construction work condition cannot be met or evidenced, a worker who has just begun on site has to wait.
- The work is not construction work. Factory workers, shop employees, drivers and farm labour are outside UKBOCWWB and belong to other welfare routes.
- The applicant works in a supervisory or managerial capacity rather than as a manual worker.
- The applicant already holds a live UKBOCWWB registration number. A second application against the same Aadhaar is a duplicate.
What documents are needed for the Uttarakhand labour card?
Assemble Aadhaar, a work certificate from the contractor or employer covering the 90 days of construction work (self-certification routed through the labour office where no employer will sign), an Uttarakhand domicile or residence certificate or another address proof, an Aadhaar-linked bank passbook in your own name, a passport-size photograph, and age proof. Family and nominee details should be filled in at registration because several UKBOCWWB schemes, including children's education assistance, are claimed for family members and a blank family record slows those claims down.
Photocopy each document and keep the originals with you. Whether you register at a CSC or a labour office, the originals are shown for verification and returned; nobody should be keeping them.
How to apply for a labour card in Uttarakhand
- Open the Board's portal or visit a CSC. Go to ukbocw.uk.gov.in for online registration, or visit a Common Service Centre — the Board's MoU with CSC SPV was signed specifically to make CSC-based labour card registration available across the state.
- Start a new worker registration. Choose the new beneficiary registration option and enter your Aadhaar number to begin.
- Fill your details. Enter your name exactly as on Aadhaar, date of birth, permanent and current address in Uttarakhand, trade, employer or site details, and bank account with IFSC. Add family and nominee details.
- Upload the 90-day work certificate. Attach the certificate from your contractor, employer or registered establishment covering at least 90 days of construction work in the preceding year, together with the address and age proofs and your photograph.
- Submit and pay the fee at the counter. Complete the submission and note the application number. Any registration fee charged is the amount the Board lists; ask for a receipt for whatever you pay and do not pay a rupee more than the receipted amount.
- Complete verification. The district labour office verifies the application. Document verification may require a visit to the labour office even where the form was filled online or at a CSC.
- Collect the labour card. Once approved, the beneficiary registration number is generated and the identity card is issued through the district labour office or downloaded from the portal.
How do I check my Uttarakhand labour card status?
The Board's Labour Management Information System at ukbocw.uk.gov.in is where registration records live, and the application number issued at submission is what you quote to track a pending file. Where the online record does not appear, the district labour office that received your application is the office to ask, and the Board's headquarters at the 3rd Floor, GMVN Building, Rajpur Road, Dehradun 248001 is the escalation point. If you registered through a Common Service Centre, the CSC operator holds the submission receipt and can retrieve the reference for you.
Does the Uttarakhand labour card need renewal?
Yes. UKBOCWWB registration runs for a period and has to be renewed to stay live, and a beneficiary whose registration has lapsed is treated as unregistered when a claim is filed. Renew at the district labour office or through the portal before the period ends. Two other updates matter as much as renewal: change your bank account details on the record if you switch banks, because benefits are paid by direct transfer and fail silently to a closed account, and update family details after a marriage or a birth so education and maternity claims match the record.
Why do Uttarakhand labour card applications get rejected?
- No acceptable 90-day work certificate. This is the single biggest cause. Workers on unregistered small sites often cannot get a contractor to sign anything.
- Name mismatch between Aadhaar, the bank passbook and the application form.
- Bank account not Aadhaar-linked or not in the applicant's own name.
- Age outside 18 to 60, or an age proof inconsistent with the form.
- No Uttarakhand residence or work link established for the applicant.
- Duplicate registration against an Aadhaar that already carries a live UKBOCWWB number.
- Trade outside construction, an applicant doing agricultural or factory work applying to the construction board.
Is the Uttarakhand labour card free, and what about agents?
Register only at the Board's listed fee and only against a receipt. UKBOCWWB registration is a low-cost statutory process; nothing beyond the amount printed on your receipt at the labour office or the CSC counter is legitimate. Agents who hang around construction sites in Haridwar and Rudrapur offering to "get the card made" for several hundred or several thousand rupees are charging for a government service you can complete yourself at ukbocw.uk.gov.in or at any Common Service Centre. Ask the CSC operator for the receipted charge before starting, never hand over your original Aadhaar or bank passbook to a middleman, and never let anyone register a bank account that is not yours as the payment account.
Where do I complain about an Uttarakhand labour card problem?
The district labour office handles registration and rejection disputes first. Above that, the Uttarakhand Building and Other Construction Workers Welfare Board, 3rd Floor, GMVN Building, Rajpur Road, Dehradun 248001 is the Board's own address as published by the Labour Department, and the Labour Department's site at labour.uk.gov.in carries the department's contact and grievance links. Where a contractor refuses to certify genuine work, a registered construction workers' union is the practical route; unions in Uttarakhand file these certification requests for members routinely and carry more weight with a labour office than an individual worker does.
