What is Mukhyamantri Khiladi Protsahan Yojana?

Mukhyamantri Khiladi Protsahan Yojana, sometimes searched as Khiladi Protsahan Chhatravriti Yojana, is a sports scholarship scheme of the Government of Uttarakhand run by the Directorate of Sports under the Department of Sports. The scheme was launched in 2022 as one of the state's flagship efforts to encourage young athletes and to build a competitive sporting culture in Uttarakhand.

According to the Uttarakhand Sports Department, the scheme identifies talented sportspersons aged 14 to 23 years through district-level trials and supports them with a monthly scholarship of Rs 2,000 for one year and a one-time grant of Rs 10,000 to buy a personal sports kit. The aim is to keep promising players in organised sport at the stage where many otherwise drop out for want of money for coaching, travel and equipment.

Mukhyamantri Khiladi Protsahan Yojana works alongside the state's junior scheme, Mukhyamantri Udeeyman Khiladi Unnayan Chhatravriti Yojana, which covers younger children aged 8 to 14 years. Together the two schemes form a talent pipeline that starts in childhood and continues into the competitive teenage and young-adult years.

Who is eligible for Mukhyamantri Khiladi Protsahan Yojana?

You can be selected if:

• You are a permanent resident of Uttarakhand and can produce a domicile or permanent residence certificate.
• You are aged 14 to 23 years, with age counted as on 1 July of the selection year.
• You play one of the notified sports disciplines.
• You qualify the district-level physical efficiency test and the game-specific skill test.

The scheme divides the 14-to-23 band into four age groups, and each district selects players in every group, with equal representation for boys and girls. Reported district capacity is 50 candidates per age group per gender, giving a large state-wide intake across all 13 districts of Uttarakhand.

You cannot apply / are not eligible if:

• You are not a permanent resident of Uttarakhand.
• You are outside the 14-to-23 age band on the cut-off date.
• You are already receiving a similar scholarship from the State Government or the Sports Authority of India (SAI).
• You are training at a government sports hostel or sports college that already provides board, coaching and stipend.
• You do not clear the prescribed selection trials.

Because places are limited and awarded on merit, meeting the basic eligibility does not guarantee selection. The final list is decided by performance in the trials and approved by the District Level Selection Committee.

How to apply for Mukhyamantri Khiladi Protsahan Yojana

1. Open the Khelo Uttarakhand portal at khelouk.in, the online system the Sports Department uses for its athlete schemes.
2. Select new registration and create an account with your name, mobile number and email, then verify the OTP sent to your mobile.
3. Log in and choose Mukhyamantri Khiladi Protsahan Yojana from the list of schemes.
4. Fill the application form with your personal details, sport, district and bank account details.
5. Upload your domicile certificate, age proof, Aadhaar, bank passbook and photograph.
6. Submit the form and save the acknowledgement / registration number shown on screen.
7. Wait for verification, then appear for the district trials at the venue and date communicated to you.

How much benefit does the scheme provide?

Mukhyamantri Khiladi Protsahan Yojana provides two benefits. The first is a monthly scholarship of Rs 2,000, paid for one year, which adds up to Rs 24,000. The second is a one-time sports-kit grant of Rs 10,000 to help buy shoes, clothing and basic equipment for the player's discipline. Together the package is worth up to Rs 34,000 in a year.

The scholarship is renewable in principle for players who continue to perform, but each year's selection runs through fresh trials, so continued benefit depends on qualifying again rather than being automatic.

How are players selected?

Selection is competitive and happens at the district level. The Sports Department first scrutinises applications, then calls eligible players for a physical efficiency test made up of several components such as short sprints, jumps and shuttle runs, followed by a game-specific skill assessment. Marks from these tests are used to prepare a district merit list, drawn up separately for each age group and for boys and girls. A District Level Selection Committee approves the final list of scholarship holders.

Because the merit list is age-group and gender specific, a player competes only against others of the same age band and gender in the same district, which keeps the contest fair across Uttarakhand's mix of hill and plains districts.

How do I check my application and payment status?

Log back in to the Khelo Uttarakhand portal with your registered mobile number and password to see whether your application has been verified and whether you have been shortlisted for trials or selected. After selection, the monthly scholarship and the kit grant are released by DBT, so watch the bank account you registered. If a payment does not arrive after selection, the usual reasons are an inactive account, an Aadhaar-bank seeding problem or a name mismatch between your Aadhaar and bank records.

Common reasons applications are rejected

• Domicile not proved. The residence certificate is missing or in a different name.
• Age outside the band on the 1 July cut-off, or age proof that does not match the form.
• Already covered by another government scholarship or a sports hostel place.
• Failing the trials — the largest single reason, since places are limited.
• Bank account not Aadhaar-seeded, which stops the DBT payment even after selection.

Most of these are avoidable. Check your age against the cut-off, seed your bank account with Aadhaar before applying, and make sure every uploaded document carries the same spelling of your name.
