What is the Kasturba Gandhi Residential Girls' Hostel scheme?

Kasturba Gandhi Residential Girls' Hostel: usually known by the abbreviation KGBV, from Kasturba Gandhi Balika Vidyalaya; is a residential schooling initiative under the Samagra Shiksha programme, implemented in Uttarakhand by the Secondary Education Department, Government of Uttarakhand. Each KGBV is a school with a hostel attached, so a girl lives on campus and studies without having to travel daily.

The scheme has one objective: to raise girls' participation in education at the upper primary and secondary levels and to give quality schooling to girls from disadvantaged groups studying in Classes 6 to 12. The target group is defined in the scheme's own language as socially disadvantaged classes: Scheduled Castes, Scheduled Tribes, minorities and Backward Classes: together with economically weaker sections and girls with special needs. These girls are identified and enrolled in the hostels.

Uttarakhand's terrain is the reason the model matters here more than in most states. In the hill districts a secondary school can be several kilometres of climb from a hamlet, and that distance, not the fee, is what ends a girl's schooling. The KGBV removes the daily journey entirely by keeping the student on campus through the session. That is also why the admission checklist includes a certificate that the school is more than 3 km from the girl's home.

Who is eligible for a KGBV seat in Uttarakhand?

A girl can be admitted if:

  • She is a resident of Uttarakhand.
  • She is studying at the upper primary or secondary level, Classes 6 to 12.
  • She belongs to SC, ST, OBC or a minority community, these categories together hold 75 per cent of the seats.
  • Or her family lives below the poverty line, BPL families hold the remaining 25 per cent of seats.
  • Or her family is economically weak, with annual income below Rs 55,000.
  • Or she has lost both parents, or one parent.
  • Girls with special needs are within the target group the scheme identifies for enrolment.

Who cannot apply / is not eligible:

  • Boys. The KGBV is a girls-only residential facility.
  • Girls below Class 6 or above Class 12, which fall outside the covered levels.
  • Girls whose families are outside every listed disadvantaged category, not SC, ST, OBC or minority, not BPL, not within the Rs 55,000 annual income line, and not orphaned.
  • Applicants who are not residents of Uttarakhand.
  • Applications made when there is no vacancy. Admission depends on seats falling vacant in the KGBV serving that block.

What documents are required for KGBV admission?

Document Mandatory Notes
School leaving certificate, or certificate of never having attended school Yes An affidavit or declaration is accepted instead
BPL certificate or ration card Yes For the 25 per cent BPL quota
Income certificate Yes Where admission is claimed on economic grounds
Caste certificate Yes For SC, ST, OBC and minority candidates
Distance certificate Yes School more than 3 km from the residence
Aadhaar card No For identity and enrolment records
Parent's death certificate No Only for orphan or single-parent claims

The affidavit route is the most important line in this list. A girl who was never enrolled, or who dropped out years ago and has no transfer certificate, is not shut out — a declaration is accepted in place of the school record. That is deliberate, because bringing out-of-school girls back into education is the point of the scheme.

How to apply for a KGBV seat in Uttarakhand

  1. Wait for the vacancy notice. Before the commencement of the academic session, applications for vacant seats are invited through wide publicity in the block, through schools, Gram Panchayats, ANMs and anganwadi workers.
  2. Collect the admission form from the KGBV itself, the Block Education Officer's office or the school where the girl is currently enrolled.
  3. Attach the school leaving certificate or the declaration of never having attended school, the BPL certificate or ration card, the income certificate, the caste certificate and the certificate that the school is more than 3 km from the residence.
  4. Submit the completed form at the KGBV or the office named in the vacancy notice, and keep an acknowledgement.
  5. The selection is made against the 75 per cent SC/ST/OBC/minority and 25 per cent BPL seat distribution, with orphans and economically weaker families considered as provided in the scheme.
  6. On selection, report to the KGBV with the girl's records for enrolment and hostel allotment.

There is no online application portal specific to KGBV admission in Uttarakhand. The process runs through the district and block education machinery, which is why the vacancy notice period is the moment that matters.

What does a girl get at a KGBV?

A KGBV provides residential schooling, classroom teaching plus boarding and lodging on the same campus, for girls of Classes 6 to 12 identified from the target groups. The girl lives at the hostel through the academic session under the supervision of a warden and teaching staff appointed under Samagra Shiksha. There is no cash transfer to the student or the family; the benefit is the residential facility itself.

Because KGBVs in Uttarakhand run to Class 12, a girl admitted in Class 6 can in principle complete her entire school career in one residential institution without a break caused by distance or by the family's inability to fund travel.

Common reasons an application does not succeed

  • No vacancy in the KGBV serving that block for the class applied to. This is the most frequent reason, and it is not a comment on the applicant.
  • Category certificate missing or expired. A caste or income certificate that is out of date is treated as absent.
  • No distance certificate, so the 3 km condition cannot be checked.
  • Class outside 6 to 12, most often an application for a younger sibling.
  • Income above the threshold with no other qualifying category.

If a certificate is the problem, get it issued at the tehsil and refile against the next vacancy notice. If the issue is capacity, ask the Block Education Officer to record the application so that the girl is considered when a seat falls vacant mid-session.

How the KGBV sits inside Samagra Shiksha

Kasturba Gandhi Balika Vidyalaya is not a standalone state scheme with its own budget line. In Uttarakhand it is a component of Samagra Shiksha, the integrated school education programme that merged the earlier Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan and teacher education schemes. That has three consequences a parent should know.

First, staffing and funding follow the Samagra Shiksha annual work plan, so the number of seats sanctioned in a given KGBV can change from year to year. Vacancy notices reflect the sanctioned strength for that session.

Second, the state implementation society for Samagra Shiksha in Uttarakhand (ssa.uk.gov.in) is the office that holds KGBV data, locations, sanctioned capacity and enrolment, while the Secondary Education Department is the administrative department. A question about whether a KGBV exists in a particular block is best put to the district Samagra Shiksha office.

Third, the upgrade to Class 12 came through Samagra Shiksha's extension of the KGBV model beyond the original upper-primary stage. A girl already enrolled in a KGBV therefore does not have to move at the end of Class 8 in the hostels that have been upgraded, which was the single largest cause of drop-out in the older model.

Parents should also be realistic about capacity. A KGBV serves an educationally backward block, and seats are limited relative to the number of eligible girls, which is why the 75:25 reservation and the 3 km distance condition function as selection filters rather than as formalities.

Where to ask and how to complain

  • KGBV warden of the hostel serving your block, the first point of contact for vacancy and admission questions.
  • Block Education Officer (BEO) for the block-level vacancy notice.
  • Chief Education Officer (CEO) of the district for admission disputes.
  • Samagra Shiksha, Uttarakhand at ssa.uk.gov.in, and the Secondary Education Department at schooleducation.uk.gov.in.
  • Uttarakhand CM Helpline 1905 for a grievance not resolved at district level.

Admission to a Kasturba Gandhi Residential Girls' Hostel is free. No fee is payable for the form, the seat or the hostel, and no intermediary is authorised to charge for securing an admission.

Girls resident in Uttarakhand who are studying at the upper primary or secondary level, that is Classes 6 to 12, and who belong to disadvantaged groups can get admission. The scheme covers SC, ST, OBC and minority girls, girls from BPL families, girls with special needs and orphans.

What is the reservation of seats in a KGBV in Uttarakhand?

Is there any income limit for KGBV admission?

Girls from economically weaker families with an annual income of less than Rs 55,000 are eligible for admission in addition to the caste and BPL categories. Girls who have lost both parents or one parent are also eligible.

Does the KGBV charge fees?

No. The Kasturba Gandhi Residential Girls' Hostel is a residential facility provided under the Samagra Shiksha programme, so schooling with boarding and lodging is provided to the enrolled girls without charge to the family.

Which classes does the Uttarakhand KGBV cover?

The hostels cover Classes 6 to 12, spanning the upper primary and secondary levels. Uttarakhand's KGBVs were upgraded from the earlier Class 6 to 8 model under Samagra Shiksha.

How do I apply for a KGBV seat?

Applications for vacant seats are invited through wide publicity before the academic session begins. Contact the KGBV warden, the Block Education Officer or the Chief Education Officer's office in your district when the vacancy notice is issued.

What is the 3-kilometre certificate for?

The scheme asks for a certificate stating that the distance between the school and the girl's residence is more than 3 km, because the hostel exists to remove distance as a reason for girls dropping out.

Can a girl who never went to school join a KGBV?

Yes. The admission document list accepts a certificate of never having attended school, or an affidavit or declaration to that effect, in place of a school leaving certificate, so out-of-school girls can be enrolled.
