What is the UKBOCWWB Solar Energy Assistance Scheme?

Solar Energy Assistance Scheme is a welfare scheme implemented by the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCWWB) under the Labour Department, Government of Uttarakhand. The scheme supplies solar energy plates or panels to the families of registered construction workers.

According to the Board's scheme material, under Solar Energy Assistance Scheme solar energy plates or panels will be provided, and for maintenance and service charges, beneficiaries have to contact the concerned supplier. The scheme appears on the Board's own Hindi scheme list as saur oorja sahayata yojana.

Two things about this scheme need to be clear from the start, because they are what readers most often get wrong.

First, the benefit is in kind, not cash. The Board does not credit a rupee amount to the worker's bank account under this scheme. It arranges the supply of solar plates or panels through a dealer. No official Board publication states a rupee value, a panel wattage or a fixed model, and this guide does not invent one.

Second, the scheme is once in a lifetime. The Board's application note states plainly that this benefit can be availed only once in a lifetime, so a household that has already received panels cannot come back for a replacement set.

The purpose is straightforward. Construction workers in Uttarakhand frequently live in hill villages and temporary settlements where grid supply is unreliable or absent. Solar plates give such a household basic lighting and charging independent of the grid. That is why the scheme sits alongside the Board's other in-kind schemes, the tool-kit scheme, the bicycle assistance scheme, the sanitary napkin scheme and the umbrella for rain or sun, rather than among its cash benefits like pension and marriage assistance.

Who is eligible for the Solar Energy Assistance Scheme?

You can apply if:

  • You are a construction worker registered with the Uttarakhand Building and Other Construction Workers Welfare Board.
  • Your Shramik Card is valid and your registration is live on the Board's records.
  • You have not availed a similar benefit from any other department, which is what the accompanying certificate is meant to establish.
  • You have not already taken this benefit, since it is a once-in-a-lifetime entitlement.

Registration with the Board is the whole of the published eligibility test. The scheme does not lay down a separate income limit, age band or landholding condition. The Board's register is itself the filter, because the fund comes from the labour cess collected on construction work.

You cannot apply if:

  • You are not registered with UKBOCWWB. An unregistered construction worker must first complete worker registration through ukbocw.uk.gov.in or a Shramik Suvidha Kendra before any Board scheme becomes available.
  • Your registration has lapsed. The Board's dashboard distinguishes registered, verified, active and inactive workers, and only a live registration can claim. Of roughly 7.10 lakh registered workers, about 5.54 lakh are verified and about 3.34 lakh are currently active, so a large share of cardholders would need to renew before applying.
  • You are not a construction worker within the Board's definition. The Board covers those working on construction, repair and maintenance of buildings, bridges, roads, airstrips, irrigation and drainage works, embankments, tunnels, flood control, power generation and transmission, waterworks, oil and gas installations, dams, canals, reservoirs, pipelines and towers — including labourers, masons, plumbers and electricians.
  • You have already received a similar benefit from another department or board.
  • You have already taken this benefit once.

What documents are required?

Document Mandatory Notes
Shramik Card Yes Self-attested photocopy; registration must be live
Aadhaar card Yes Self-attested photocopy
Self-declaration certificate Yes Standard Board declaration
Certificate of no similar benefit elsewhere Yes Confirms no duplicate benefit from another department

The Board's application note lists exactly these four attachments, and this guide does not add to them. Where a Shramik Suvidha Kendra asks for anything further, ask which Board instruction requires it.

How to apply for the Solar Energy Assistance Scheme

  1. Check that your registration is live. Use the worker registration status link on ukbocw.uk.gov.in, and complete the worker renewal there or at a Shramik Suvidha Kendra if your Shramik Card has lapsed.
  2. Visit a Shramik Suvidha Kendra. The online application is submitted through these centres; the Board publishes an authorised CSC list on its portal.
  3. Fill the scheme application for solar energy assistance with your Shramik Card number and personal details.
  4. Attach the self-attested photocopies of your Shramik Card and Aadhaar card, the self-declaration certificate, and the certificate confirming that no similar benefit has been availed from any other department.
  5. Submit the application and keep the acknowledgement or application number generated by the Kendra.
  6. Departmental investigation. The Board verifies the claim as part of its departmental investigation.
  7. Receive the panels. After verification, solar energy plates or panels are provided to the beneficiary through the concerned supplier or dealer.

How to register or renew with UKBOCWWB first

Registration is the whole eligibility test for this scheme, so it is worth treating as a separate task rather than something to sort out at the counter.

  1. Open ukbocw.uk.gov.in and use the worker registration (shramik panjiyan) link, or visit a Shramik Suvidha Kendra from the Board's authorised CSC list.
  2. Show that you work in building or other construction work as the Board defines it, and complete the registration with your identity and work details.
  3. If you already hold a Shramik Card, use the worker renewal (shramik navinikaran) link. Board registration lapses without renewal, and a lapsed card puts a worker into the inactive category where scheme claims are not taken up.
  4. Confirm on the worker registration status link that your record shows as verified and active before you apply for the solar panels.

How this scheme sits among the Board's other benefits

Solar Energy Assistance Scheme is one item on a longer list of UKBOCWWB schemes, and knowing the list helps a registered family use the registration properly. The Board's published scheme list includes a pension scheme at 60 years, housing assistance, disability pension, an accident assistance scheme, death and funeral assistance, a health insurance scheme, an infant benefit scheme, a tool-kit scheme, the post-marriage (daughter's marriage) assistance scheme, a maternity benefit scheme, a bicycle assistance scheme, this solar energy assistance scheme, an umbrella for rain or sun, a skill upgradation scheme, a sanitary napkin scheme and a toilet construction assistance scheme.

The practical point is that the same Shramik Card unlocks all of them, and the same renewal problem blocks all of them. A worker who renews the card in order to claim solar panels should check at the same visit whether the household is also entitled to the maternity, education, tool-kit or marriage benefits, because those claims are made through the same Shramik Suvidha Kendra and the same verification chain.

How to check the status of your application

  1. Keep the application number issued at the Shramik Suvidha Kendra.
  2. Use the worker and scheme status links on ukbocw.uk.gov.in, which let a registered worker check registration and scheme application status.
  3. Ask the same Shramik Suvidha Kendra that filed the claim, since it holds the login used for submission.
  4. Call the Board's toll-free number 1800-2127-174 if the application has not moved.

Why applications are rejected, and what to do about the panels afterwards

  • Registration lapsed. The most common reason, and the easiest to fix by renewing the Shramik Card before applying.
  • Missing self-attested Shramik Card or Aadhaar copy.
  • Missing certificate that no similar benefit was taken from another department.
  • Benefit already availed once, which bars a second claim outright.
  • Verification fails during the departmental investigation, for example where the worker is not found to be a working construction worker.

After delivery, remember where responsibility sits. The Board arranges supply; it does not run an after-sales service. For maintenance and service charges, the beneficiary must contact the concerned supplier. Keep the supplier's invoice, warranty paper and contact details from the day of installation, because that paperwork: not the Board: is what a household will need if a panel or battery fails later.

Where to complain

Frequently asked questions

What does the UKBOCWWB Solar Energy Assistance Scheme give?

Solar Energy Assistance Scheme provides solar energy plates or panels to the families of registered construction workers. The benefit is in kind — the Board arranges the panels through a supplier and does not pay a cash amount into the worker's account.

Who is eligible for the Solar Energy Assistance Scheme?

Only a construction worker registered with the Uttarakhand Building and Other Construction Workers Welfare Board is eligible. Registration must be live, which is why a valid Shramik Card is the first document the Board asks for.

How many times can a worker take this benefit?

This benefit can be availed only once in a lifetime. A worker who has already received solar plates or panels under the scheme cannot claim them again.

Who pays for maintenance of the solar panels?

The beneficiary does. For maintenance and service charges, beneficiaries have to contact the concerned supplier directly; the Board's role ends with arranging the supply of the plates or panels.

Who cannot apply for this scheme?

Construction workers who are not registered with UKBOCWWB are not eligible, and neither is a worker whose Shramik Card has lapsed. A worker who has already taken a similar benefit from another department also cannot apply.

Where is the application submitted?

How are the panels delivered?

After verification during the departmental investigation, solar energy plates or panels are provided to the beneficiary through the concerned supplier or dealer. Nothing is credited to the worker's bank account.
