What is Son/Daughter Education Assistance under UKBOCWWB?

Son/Daughter Education Assistance is an education-support scheme implemented by the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCWWB) under the Labour Department, Government of Uttarakhand. The scheme gives annual financial assistance to the children of registered building and construction workers, from Class 1 all the way to higher education and professional courses.

The reasoning behind the scheme is straightforward. Construction work in Uttarakhand is seasonal and site-dependent, and the cost that most often forces a construction worker's child out of school is not tuition but the annual bundle, uniform, books, exam fees, hostel and travel. Son/Daughter Education Assistance targets that annual bundle with a single yearly payment, and it scales the amount up as the child moves to more expensive stages of education.

How the benefit is structured

  • Assistance is annual, not monthly.
  • It is limited to two children of a registered worker.
  • Amounts rise with the class level, from Rs 1,800 to Rs 10,000 a year.
  • For ITI, polytechnic and higher education, the course fee is paid directly to the government institution or college.
  • The whole year's amount is credited in one instalment to the worker's bank account.

How much education assistance is paid?

According to the Board's scheme details, the rates are:

Class / Course Financial assistance (yearly)
Class 1 to 5 Rs 1,800
Class 6 to 10 Rs 2,400
Class 11 to 12 Rs 3,000
Graduation / Post-graduation or equivalent Rs 10,000
ITI, polytechnic or higher-education courses Course fee payable to the government institution or college

The last row works differently from the rest. For ITI and polytechnic courses, the Board does not hand the family a fixed sum. It pays the course fee to the government institution or college. A family planning for a technical course should therefore expect the money to move between the Board and the institution rather than into their own account.

Who is eligible for Son/Daughter Education Assistance?

You can apply if:

  • You are a construction worker registered with UKBOCWWB and your membership is active.
  • You are claiming for your own children, and for no more than two children in total.
  • The child is enrolled and studying, anywhere from Class 1 to post-graduation, or in an ITI, polytechnic or higher-education course.
  • You can produce an enrolment certificate from the educational institution and, for every class above Class 1, an attested copy of last year's mark sheet.
  • You file within the application window: between November of the financial year of admission and June of the next academic session.

You cannot apply / are not eligible if:

  • You are not registered with the Board, or your Shramik card has lapsed and the annual contribution is unpaid.
  • You are claiming for a third or subsequent child. The scheme caps the benefit at two children.
  • You have already received financial assistance for the same purpose from another department or government, which the mandatory certificate specifically rules out.
  • You file after June of the next academic session. Applications received after this period are not considered by the Board.
  • The child is not currently enrolled and no institution will issue an enrolment certificate.

How to apply for Son/Daughter Education Assistance

  1. Confirm your UKBOCWWB registration is active. Register at ukbocw.uk.gov.in or your District Labour Office if needed, and clear any pending annual contribution.
  2. Collect the child's papers. The child's Aadhaar card, the enrolment certificate from the school or college, and an attested copy of last year's mark sheet (not needed for a Class 1 student).
  3. Visit a Shramik Suvidha Kendra. Construction workers apply online through Shramik Suvidha Kendras, which are the Board's assisted-service counters.
  4. Attach the full set of documents with the application: Shramik Card, worker's Aadhaar, mobile number, bank account details, child's Aadhaar, mark sheet, enrolment certificate, self-declaration form, and the certificate that no other department has given assistance for the same purpose.
  5. File within the window, between November of the financial year in which admission was taken and June of the next academic session. Take the acknowledgement with your application reference.
  6. Wait for the departmental verification. If the information is found correct, the assistance for the entire academic session is credited in one instalment to the worker's bank account.

When exactly is the application window?

The window is the detail that trips up most families. The Board accepts applications from November of the same financial year in which admission is taken, through to June of the next academic session. Anything received later is simply not considered. In practical terms, a child admitted in July should have the claim filed after November of that year and well before the following June: not at the start of the school year, and not after the results are out.

The rule also means the claim is filed for a session already under way, which is why the enrolment certificate matters more than an admission receipt: the Board is confirming that the child is actually studying, not just that a seat was taken.

How do I check my application status?

Track the claim at the Shramik Suvidha Kendra where it was filed, quoting the acknowledgement reference, or at your District Labour Office. Registration and benefit status against a Shramik card can also be checked on ukbocw.uk.gov.in. The mobile number given at the time of application is the number the Board uses for alerts, so keep it active. The Uttarakhand Citizen Call Centre, 155300, is the state's published number for reaching the right district office.

Common reasons a claim is rejected, and how to fix them

  • Filed outside the November-to-June window. The most frequent rejection. Diarise the window as soon as the child is admitted.
  • Shramik card lapsed β€” renew and clear the annual contribution before applying; no UKBOCWWB benefit runs on an inactive card.
  • Third child claimed, only two children of a registered worker are eligible, so decide which two before filing.
  • Enrolment certificate missing, an admission slip or fee receipt is not a substitute; get the institution's certificate on its letterhead.
  • Mark sheet not attested for a class above Class 1. Get it attested by the institution before submission.
  • Assistance already drawn from another department. The no-duplicate certificate is checked, and a parallel scholarship for the same purpose disqualifies the claim.
  • Bank account not in the registered worker's name, the money is credited to the worker, so correct the account details with the Board.
  • Name mismatch between the child's Aadhaar and school records: fix one to match the other before applying rather than refiling with the same mismatch.

How this fits with the Board's other benefits

Son/Daughter Education Assistance sits alongside the UKBOCWWB's other cess-funded benefits, a toolkit, a bicycle or sewing machine, maternity and medical support, Rs 61,000 marriage assistance for a daughter, housing assistance and an old-age pension. A single active registration unlocks all of them, so a worker filing an education claim should check what else the same Shramik card already entitles the family to.

Grievance and contact route

For a delayed or rejected claim, approach your District Labour Office first, then the UKBOCWWB office at the GMVN Building, Rajpur Road, Dehradun 248001. Keep the acknowledgement slip and Shramik card number ready.

Education assistance is free to apply for. No agent, contractor or middleman can lawfully charge you money to register with the Board, to file this claim, or to get a sanction released.

How is the money paid?

After the department verifies the application, the financial assistance for the entire academic session is credited in one instalment to the construction worker's bank account. It is not paid monthly.
