What is Samuhik Kanya Vivah Sahayata Yojana?

Samuhik Kanya Vivah Sahayata Yojana is a marriage-assistance scheme of the Labour Department, Government of Uttarakhand, implemented by the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCWWB). The scheme supports the marriage of daughters of registered construction workers when the wedding is solemnised at an organised group marriage (samuhik vivah) event.

The scheme's design has two halves. The first is direct cash to the worker's family so that a daughter's wedding does not push a construction household into debt. The second is a payment to the organiser of the mass marriage, so that group weddings actually get held rather than remaining a rule on paper. Uttarakhand funds all of this from the construction cess the Board collects on building activity in the state, not from general revenue.

What the scheme pays

  • Rs 61,000 as financial assistance to the registered construction worker for the daughter's marriage.
  • Rs 5,000 to each of the bride and the groom for purchasing wedding attire.
  • Rs 10,000 per couple to the organiser, to cover the cost of organising the mass marriage.

Registration with the Board is the gateway to all of this. A construction worker who is not on the Board's rolls cannot draw the assistance, however genuine the wedding.

Who is eligible for Samuhik Kanya Vivah Sahayata Yojana?

You can apply if:

  • You are a construction worker registered with UKBOCWWB with an active, renewed membership.
  • The marriage is that of your daughter, and it is being solemnised at a group marriage event.
  • Your registration and the application are completed at least 15 days before the scheduled date of the marriage.
  • The daughter is at least 18 years old and the proposed groom at least 21 years old.
  • The daughter's Aadhaar authentication can be completed, which is mandatory under the mass marriage scheme.
  • You can give a self-written certificate stating that no assistance for this marriage has been received from any other department.

You cannot apply / are not eligible if:

  • You are not registered with the Board, or your Shramik card has lapsed and the annual contribution is unpaid.
  • The bride is under 18 or the groom under 21. Both minimum ages are conditions of the scheme and of the law.
  • The application is filed less than 15 days before the event, or after the wedding has already taken place.
  • You have already taken marriage assistance for the same daughter from another department or scheme.
  • The marriage card is not certified by the village head, tehsildar, member or councillor, so the marriage cannot be verified.
  • Aadhaar authentication of the daughter cannot be completed.

What documents are required?

Document Mandatory Notes
Shramik card (UKBOCWWB registration) Yes Active membership of the worker
Aadhaar card of the daughter Yes Aadhaar authentication is mandatory
Age proof of the bride Yes Birth certificate, school leaving certificate or family register; minimum 18
Age proof of the groom Yes Minimum 21 years
Marriage card / invitation Yes Certified by village head, tehsildar, member or councillor
Self-written no-duplicate-assistance certificate Yes No help taken from any other department
Bank passbook of the worker Yes Assistance is credited here

All age proofs are to be submitted as self-attested copies. The scheme accepts three alternatives for age: birth certificate, school leaving certificate or the family register, which matters in hill districts where a birth certificate is often not available for an adult.

How to apply for Samuhik Kanya Vivah Sahayata Yojana

  1. Make sure your UKBOCWWB registration is active. Register at ukbocw.uk.gov.in or your District Labour Office if you are not already on the Board's rolls, and clear any pending annual contribution. Registration must be complete at least 15 days before the marriage date.
  2. Go to a Shramik Suvidha Kendra or Common Service Centre with your Shramik card, the daughter's Aadhaar, both age proofs, the certified marriage card and your bank passbook.
  3. Complete Aadhaar authentication of the daughter at the centre. This step is compulsory and cannot be skipped or substituted.
  4. Attach the certified marriage card; verified by the village head, tehsildar, member or councillor, and the self-written certificate that no other department has given assistance for this marriage.
  5. Submit the application at least 15 days before the scheduled date of the group marriage, and collect the acknowledgement with your application reference number.
  6. Wait for the departmental verification. The Board checks your registration, the ages and the marriage details, and on approval credits the assistance to the worker's bank account.

When is the money paid?

Payment follows sanction, and sanction follows the Board's own verification of the file. The Rs 61,000 is credited to the registered worker's bank account. The Rs 5,000 each for the bride's and groom's attire is meant to be available for the wedding itself, which is exactly why the 15-day advance filing rule exists, a file received a day before the wedding cannot be verified and paid in time.

The Rs 10,000 per couple paid to the organiser is not a benefit the family claims. It goes to whoever organises the mass marriage event, so a family should confirm that the event they are joining is a recognised group marriage for which the organiser has filed with the Board.

How do I check my application status?

Check the status through the Shramik Suvidha Kendra where you filed, quoting the application reference on your acknowledgement, or at your District Labour Office. Registration and benefit status for a Shramik card can also be seen on ukbocw.uk.gov.in. For help in reaching the right district office, the Uttarakhand Citizen Call Centre on 155300 is the state's published number.

Common reasons a claim is rejected, and how to fix them

  • Filed within 15 days of the wedding β€” the single most common failure. File as soon as the marriage date is fixed.
  • Membership lapsed; renew the Shramik card and pay the annual contribution before applying; benefits run only with an active registration.
  • Age below the minimum, a bride under 18 or a groom under 21 makes the claim ineligible, and no document can cure that.
  • Marriage card not certified; get it verified by the village head, tehsildar, member or councillor before submission.
  • Aadhaar authentication failure for the daughter, usually a name or biometric mismatch. Update Aadhaar first, then reapply at the Kendra.
  • Assistance already drawn elsewhere, a marriage grant taken from another department for the same daughter disqualifies the claim.
  • Bank account details wrong or not in the worker's name. The money is credited to the registered worker, so correct the account with the Board.

How this fits with the Board's other benefits

Samuhik Kanya Vivah Sahayata Yojana is one of a set of benefits the UKBOCWWB funds from the construction cess. The same single registration that unlocks this Rs 61,000 also opens up education assistance for the worker's children, a bicycle or sewing machine, a toolkit, maternity and medical support, housing assistance and old-age pension. Keeping the Shramik card active and the annual contribution paid therefore matters well beyond a single wedding.

Grievance and contact route

For a delayed sanction or a rejected claim, approach your District Labour Office first, then the UKBOCWWB office at the GMVN Building, Rajpur Road, Dehradun 248001. Keep your acknowledgement and Shramik card number ready.

Registration and this assistance are free. No agent or middleman can lawfully charge you a fee to register you, to "get your file approved", or to add your daughter's name to a group marriage list.
