What is the Ati Sukshm (Nano) Udhyam scheme?

Mukhyamantri Swarozgar Yojana Ati Sukshm (Nano) Udhyam is the nano-enterprise stream of Uttarakhand's self-employment programme, run by the Directorate of Industries through its Investment Promotion & Facilitation Cell in Dehradun and the District Industries Centre in each district. Applications run on the same portal as the parent scheme, msy.uk.gov.in.

The word ati sukshm means "very small". Uttarakhand's main Mukhyamantri Swarozgar Yojana is built around projects of up to Rs 25 lakh in manufacturing and Rs 10 lakh in services; sums that suit a small workshop or a shop, but not a single person setting up a tiny home-based or roadside enterprise. The nano stream exists for that smaller end, so that a person needing a modest amount of working capital and equipment is not pushed into a project size they cannot service.

The delivery model is identical to the parent scheme, and it matters that applicants understand it: the state does not give cash. A nationalised or scheduled commercial bank lends the money; the state adds a one-time margin money subsidy that is adjusted against the loan account after the enterprise has run for a period. The District Industries Centre is the intermediary that scrutinises the file and takes it to a bank.

What does the scheme give?

Under the financial assistance rates published on the MSY portal, the state's margin money subsidy is fixed by the region category of the block where the unit is set up:

  • Category A (hilly) to 25% of project cost.
  • Category B and B+ (hilly) to 20% of project cost.
  • Category C and Category D to 15% of project cost.

Those percentages are applied against the ceiling for the sector concerned. For the parent MSY scheme the ceilings are Rs 6.25 lakh, Rs 5 lakh and Rs 3.75 lakh for manufacturing, and Rs 2.50 lakh, Rs 2 lakh and Rs 1.50 lakh for service and commercial activity. The specific project-cost ceiling notified for the nano stream is not published in readable form on the portal's public pages, so an applicant should confirm the current figure with the District Industries Centre or the portal helpdesk rather than assume the parent scheme's limits apply unchanged.

Two conditions travel with the subsidy in every stream of this scheme:

  • Own contribution. The applicant deposits 10% of project cost (general category) or 5% (Scheduled Castes, Scheduled Tribes, Other Backward Classes, minorities, ex-servicemen, women and persons with disabilities) with the bank.
  • Two-year lock. The margin money is adjusted only after the business has commenced operations successfully for at least two years. Closing the unit early forfeits it.

Who is eligible for the nano enterprise stream?

You can be considered if:

  • You are a resident of Uttarakhand and the enterprise will operate inside the state.
  • You are setting up a new, very small enterprise within the project ceiling notified for this stream.
  • You can deposit the own contribution of 10% or 5% of project cost with the bank.
  • You can produce a Detailed Project Report in the official format, backed by genuine quotations.
  • A bank is willing to sanction the credit, since the whole scheme runs on bank lending.

You cannot apply / are not eligible if:

  • You have already taken a loan under MSY, MSY 2.0 or MSSY. The portal states plainly that one account serves all three but a loan may be availed under only one scheme.
  • You are not a resident of Uttarakhand, or the enterprise will be located outside the state.
  • Your project is larger than the nano ceiling β€” in that case the correct route is the main Mukhyamantri Swarozgar Yojana, not this stream.
  • You cannot bring the own contribution. The subsidy supplements the applicant's stake, it does not replace it.
  • You are an existing defaulter to a bank or to an earlier government subsidy scheme, which the prescribed affidavit requires you to declare.
  • The bank declines the loan on credit grounds.

What documents are required?

  • Aadhaar card.
  • Uttarakhand residence or domicile proof, which also establishes the block category and therefore the 25%, 20% or 15% subsidy rate.
  • Detailed Project Report in the official Excel format, available on the portal in English and Hindi.
  • Quotations for the equipment or fit-out being financed.
  • Affidavit in the MSY affidavit format published on the portal.
  • Caste certificate, only if claiming the 5% special-category own contribution.
  • Bank passbook of the account through which the loan will run.

How to apply for the Ati Sukshm (Nano) Udhyam scheme

  1. Register at msy.uk.gov.in. Create an applicant account with an email address and password and confirm it through the verification email. Choose the nano stream deliberately, since the same login covers MSY, MSY 2.0 and MSSY and only one loan may be taken.
  2. Download and complete the DPR. Take the official DPR format and the application form structure from the portal's download section, and prepare a realistic project report with quotations. A thin project report is the single commonest reason a bank refuses.
  3. Submit the online application with uploads; Aadhaar, residence proof, the DPR, quotations, the prescribed affidavit and, where claimed, the caste certificate.
  4. Follow the file at the District Industries Centre. The DIC examines the application and forwards eligible cases to a bank branch; be available for any clarification.
  5. Complete bank formalities and deposit the own contribution of 10% or 5% of project cost once the bank sanctions the loan.
  6. Run the enterprise for at least two years, since the margin money is adjusted only after successful operation for that period.

Registration and application are free. The portal helpdesk is +91-7617576909, 10:00 AM to 5:00 PM.

How do I check my application status?

Log in at msy.uk.gov.in and open the application details page, which shows the stage the file has reached and whether it is with the District Industries Centre or with the bank. The portal also publishes a public beneficiary list by district, showing application ID, name, district and amount distributed across all 13 districts, which is the clearest confirmation that a disbursement has happened. If the file has been with a bank branch for a long time, follow up at the branch and ask the DIC to escalate to the lead district manager.

Why do applications fail?

  • A second application while already financed under MSY, MSY 2.0 or MSSY.
  • A weak or copied Detailed Project Report whose costs do not match the quotations.
  • Own contribution not deposited with the bank.
  • Bank rejection on credit grounds, including an existing default.
  • Incomplete uploads. A missing affidavit or a caste certificate claimed but not attached.
  • Project size mismatch, a project too large for the nano stream should be filed under the main MSY scheme instead.

Where do I raise a problem?

  • Portal helpdesk, +91-7617576909, 10:00 AM to 5:00 PM.
  • District Industries Centre (DIC) of your district, the operating office for the scheme.
  • Investment Promotion & Facilitation Cell, Directorate of Industries, Dehradun, the state-level administering office.

Note on figures: this page states only what the Government of Uttarakhand publishes in readable form. The margin money percentages of 25%, 20% and 15%, the 10% and 5% own-contribution rates, and the two-year condition. The project-cost ceiling specific to the Ati Sukshm (Nano) Udhyam stream could not be verified on an official source, because the MSY policy document on the portal is a scanned Hindi file. Confirm that ceiling with the District Industries Centre before you build your project report around it.

Frequently asked questions

What is Mukhyamantri Swarozgar Yojana Ati Sukshm (Nano) Udhyam?

It is the nano-enterprise stream of Uttarakhand's Mukhyamantri Swarozgar Yojana, run by the Directorate of Industries for people setting up very small businesses. Applications are made on the same portal, msy.uk.gov.in, as the main MSY scheme.

Can I take this and the main MSY scheme together?

No. The msy.uk.gov.in portal states that one account is valid for MSY 2.0, MSY and MSSY, but an applicant can avail a loan under only one scheme. A parallel claim on a second stream is rejected.

What subsidy rates apply?

Under the published MSY financial assistance rates the margin money subsidy is 25% in Category A hill areas, 20% in Category B and B+ areas and 15% in Category C and D areas, subject to the ceiling for the project's sector. Confirm the ceiling applicable to the nano stream on the portal before you apply.

How much own money do I have to put in?

General category applicants deposit 10% of project cost with the bank as their own contribution and special category applicants deposit 5%. Special category covers SC, ST, OBC, minorities, ex-servicemen, women and persons with disabilities.

When is the margin money released?

The margin money is adjusted only after the business has been running successfully for at least two years. It is held against the loan account until then, so an enterprise that closes early does not retain the subsidy.

Is there any fee to apply?

No. Registration and application on msy.uk.gov.in are free. No officer, bank employee or agent may charge to file or forward a file, and any such demand should be reported to the district helpdesk on +91-7617576909.

Who processes my application?

The District Industries Centre of your district scrutinises the application and forwards eligible cases to a nationalised or scheduled commercial bank, which takes the credit decision. The state adds the margin money subsidy on top of the bank loan.
