Mukhyamantri Nishulk Gas Refill Yojana - Uttarakhand
Uttarakhand state government scheme
Mukhyamantri Nishulk Gas Refill Yojana is a Uttarakhand scheme under which Antyodaya Anna Yojana ration card families receive free LPG cylinder refills, so that the poorest households are not pushed back to firewood by the cost of a refill. Eligibility runs off the existing AAY ration card, there is no separate income test.
What is Mukhyamantri Nishulk Gas Refill Yojana?
Mukhyamantri Nishulk Gas Refill Yojana, the Chief Minister's Free Gas Refill Scheme: is a scheme of the Government of Uttarakhand aimed at the state's poorest ration card category, families holding an Antyodaya Anna Yojana (AAY) card. The scheme addresses a gap that opened after the spread of LPG connections: a household may hold a cylinder and a stove and still cook on firewood, because the refill costs more than the household can spare.
The Department of Food, Civil Supplies and Consumer Affairs of Uttarakhand runs the state's ration card system, including the Antyodaya Anna Yojana category listed on its schemes page alongside the National Food Security Act and the State Food Yojana. Antyodaya is the most food-insecure category in the ration card hierarchy, which is why it is used as the targeting device here, a family already identified as Antyodaya does not have to prove poverty again.
What the scheme does
- Covers the cost of LPG cylinder refills for AAY ration card families.
- Uses the existing AAY ration card as the eligibility test, so there is no fresh income survey.
- Applies to households that already hold a domestic LPG connection — the benefit is on the refill, not on the connection.
Who is eligible, and who is not
Covered:
- Families holding a valid Antyodaya Anna Yojana ration card in Uttarakhand.
- Households that already have a domestic LPG connection in the family's name, with a consumer number that can be matched to the ration card.
Not eligible / cannot claim:
- Families holding a Priority Household (PHH) or other non-AAY ration card category. The scheme is targeted at AAY, and a family that believes it has been wrongly categorised must first get the ration card category corrected.
- Households with no ration card at all in Uttarakhand.
- Households with no LPG connection. The route for them is a new connection, for eligible women of poor households, through Pradhan Mantri Ujjwala Yojana; after which the refill benefit can apply.
- Commercial LPG connections. The benefit is for domestic cooking gas.
- A family claiming more than one connection against the same ration card. The Aadhaar and ration card linkage exists precisely to catch this.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Antyodaya Anna Yojana ration card | Yes | The card category is the eligibility test |
| LPG connection consumer number | Yes | The connection must already exist and be domestic |
| Aadhaar card | Yes | Links the ration card and the LPG connection to one household |
| Bank account passbook | No | Needed only where the refill cost is reimbursed to the consumer |
How to apply for the free gas refill
- Confirm your ration card category. Check that your card is an Antyodaya Anna Yojana (AAY) card and not a Priority Household card. If the category is wrong, apply for correction through your District Supply Officer; the Food, Civil Supplies and Consumer Affairs Department handles ration card issuance, modification and cancellation as a listed citizen service.
- Confirm your LPG consumer number. Take your gas connection passbook or the last refill receipt to your LPG distributor and ask them to record your AAY ration card number and Aadhaar against the connection.
- Ask the distributor to apply the scheme at the time of booking. Because the benefit is administered through the distributor and the district supply office rather than through a self-service portal, the booking counter is where the entitlement is applied or the refund is initiated.
- Keep every refill receipt. Where the state reimburses the cost rather than settling it directly with the oil marketing company, the receipt is the basis of the claim.
- Escalate to the District Supply Officer if the distributor does not recognise the entitlement, and then to the CM Helpline on 1905.
What could not be verified
This guide states only what can be traced to an official source. Two things could not be confirmed on the Uttarakhand Food, Civil Supplies and Consumer Affairs Department's own website at the time of writing:
- The number of free refills allowed per AAY family in a year, which has been revised since the scheme was first announced.
- The current operational status of the scheme in the running financial year, and any application form or portal specific to it.
The department's public pages list the ration card and Public Distribution System services and the Antyodaya Anna Yojana category, but do not carry a dedicated page for the gas refill scheme. Readers should therefore treat the entitlement figure they hear locally as provisional and confirm it with the District Supply Officer before planning around it. No figure has been invented here to fill that gap.
Help and grievance redressal
- Uttarakhand CM Helpline: 1905
- Department of Food, Civil Supplies and Consumer Affairs: fcs.uk.gov.in
- District Supply Officer of your district, for ration card category corrections and for scheme entitlement questions
- Your LPG distributor, for the connection and refill record
No fee is payable for claiming the free refill entitlement, and no distributor, delivery staff member or agent is authorised to charge a commission for "arranging" it. Report any such demand to the District Supply Officer or on the CM Helpline.

Frequently asked questions
What is Mukhyamantri Nishulk Gas Refill Yojana?
Mukhyamantri Nishulk Gas Refill Yojana is a Government of Uttarakhand scheme that gives free LPG cylinder refills to Antyodaya Anna Yojana ration card families, so that the cost of a refill does not push the poorest households back to firewood and chulha smoke.
Who is eligible for the free gas refill?
Families holding an Antyodaya Anna Yojana (AAY) ration card in Uttarakhand are the target group, and they must already have a domestic LPG connection because the benefit is on the refill and not on a new connection. There is no separate income application — the AAY card is itself the eligibility test.
Do I have to apply separately?
No separate online application portal has been published for this scheme. The benefit is administered through the existing Antyodaya ration card, the LPG distributor and the District Supply Officer, so the practical step is to confirm your AAY status and your LPG consumer number with those two offices.
How many free refills does a family get in a year?
The number of free refills allowed in a year is set by the Government of Uttarakhand and has been revised since the scheme was announced, so confirm the current entitlement with your District Supply Officer or LPG distributor rather than relying on an older figure.
Is this the same as Pradhan Mantri Ujjwala Yojana?
No. Pradhan Mantri Ujjwala Yojana is a central scheme that provides the LPG connection itself to eligible women of poor households, while Mukhyamantri Nishulk Gas Refill Yojana is a state scheme that covers the cost of refills for AAY families who already hold a connection. An Ujjwala beneficiary holding an AAY card can be covered by both.
What if my family has a BPL or priority household card instead of AAY?
Priority Household (PHH) and other ration card categories are not the AAY category, and this scheme is targeted at AAY families. If you believe your household should be classified as Antyodaya, the correction has to be made on the ration card itself through the District Supply Officer.
Who do I complain to if the free refill is refused?
Take it up first with your LPG distributor, then with the District Supply Officer of your district, who administers the Food, Civil Supplies and Consumer Affairs Department at district level. The Uttarakhand CM Helpline on 1905 is the escalation route.
