Mukhyamantri Kaushal Unnayan and Vaishvik Rojgar Yojana
Uttarakhand state government scheme
Mukhyamantri Kaushal Unnayan and Vaishvik Rojgar Yojana trains Uttarakhand youth in skills and foreign languages for jobs abroad in nursing, elderly care and hospitality in Japan, Germany and the UK. The Directorate of Training and Employment reported 143 youth trained in foreign languages and 92 placed overseas. Apply at the Dehradun training centre.
What is Mukhyamantri Kaushal Unnayan and Vaishvik Rojgar Yojana?
Mukhyamantri Kaushal Unnayan and Vaishvik Rojgar Yojana, the Chief Minister's Skill Enhancement and Global Employment Scheme, also written Mukhyamantri Kaushal Unnayan evam Vaishvik Rojgar Yojana; is a scheme of the Department of Skill Development and Employment, Government of Uttarakhand. It is run operationally through the Directorate of Training and Employment, whose Overseas Placement Cell is the working arm of the scheme.
The purpose is narrow and clear: to give the youth of Uttarakhand skill upgradation training along with country-specific training, so that they can take up employment abroad. Uttarakhand has long exported labour informally through private recruiting agents, often at high cost and high risk. This scheme places the state itself between the candidate and the foreign employer.
According to the Directorate of Training and Employment, students under the scheme are prepared for employment abroad and connected with international firms for potential foreign job opportunities. Candidates are also provided with mobilisation and group discussion facilities for recruitment. Training programmes are organised by the department from time to time, and the department collaborates with industry experts so that the training stays relevant to current international employment trends.
Key features
- Sectors: nursing, care of the elderly, and hospitality.
- Destination countries named by the department: Japan, Germany, the United Kingdom and others.
- Foreign-language training as a core component, since language is the real barrier for a nurse or care worker going to Japan or Germany.
- Country-specific training on workplace practice and expectations.
- Reported progress: 143 youth trained in foreign languages, 92 youth placed in jobs abroad.
- Training centres: one operational at Dehradun, with a second announced for Almora in the Kumaon region.
- The benefit is training and placement support. There is no cash payout to the candidate.
Who is eligible for Mukhyamantri Kaushal Unnayan and Vaishvik Rojgar Yojana?
You can apply if:
- You are a youth of Uttarakhand. The department names the youth of the state as the beneficiary group.
- You hold, or are completing, a qualification relevant to the sectors being recruited for; nursing qualifications such as GNM or ANM, elderly-care training, or hotel management and hospitality qualifications.
- You are willing to work abroad and to complete the foreign-language and country-specific training that goes with it.
- You can obtain a valid passport, which is unavoidable for overseas placement.
You cannot apply / are not eligible if:
- You are not from Uttarakhand. The scheme is a state scheme for the state's own youth.
- You do not have the professional qualification for the sector in the batch being recruited, a hospitality batch will not take an untrained candidate for a nursing role, and the reverse is also true.
- You are unable or unwilling to relocate abroad, in which case the department's domestic employment services, not this scheme, are the right route.
- You are looking for a cash grant or a stipend as the main benefit. This scheme's benefit is training and placement, not money.
The Directorate of Training and Employment has not published a single fixed age band or a single minimum qualification for the scheme as a whole, because the requirements are set by the employer and the destination country for each batch. Ask at the Dehradun centre what the current batch requires rather than assuming.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Uttarakhand domicile or residence certificate | Yes | The scheme is for youth of the state |
| Aadhaar card | Yes | Identity for batch registration |
| Educational and professional certificates | Yes | Nursing, hospitality, ITI or sector-relevant qualification |
| Passport | Yes | Essential for overseas placement: start early |
| Passport-size photographs | Yes | Registration and placement files |
| Employment exchange registration | No | The department's normal entry point for jobseekers |
| Experience certificates | No | Strengthens candidature |
A passport takes weeks and needs police verification. Candidates who wait until a placement offer arrives before applying for one lose the offer. If you are serious about this scheme, apply for a passport before your training even starts.

Common reasons a candidate does not get placed, and the fixes
- No passport, or a passport applied for too late. This is the single most common practical failure. Apply early.
- Language proficiency not reached. Japan and Germany set real language benchmarks for care and nursing roles. Attendance in the language module is not optional if you want the placement.
- Qualification does not match the vacancy. Nursing vacancies need nursing qualifications; hospitality vacancies need hospitality training.
- Documents incomplete at the time the employer's shortlist is drawn.
- Domicile not established, since the scheme is for the state's youth.
- Withdrawing mid-training, which forfeits the place in the batch.
None of these is a rejection by the state. The scheme trains and connects; the hiring decision belongs to the foreign employer, so the candidate's own preparation is what decides the outcome.
What else is available if this scheme does not fit?
The Directorate of Training and Employment lists a small set of related programmes on rojgar.uk.gov.in that cover jobseekers who are not going abroad:
- Rojgar Prayag Portal, the state's portal for outsourced human-resource procurement in government departments and their subordinate institutions through the GeM platform.
- Coaching-cum-Guidance Centres (CCGC) to 16 centres providing coaching and career guidance.
- Model Career Centres (MCC): career services centres.
- National Career Service (NCS), the central portal for registration of jobseekers, employers and skill providers.
- NSDC JobX and YouthHub; digital platforms for jobs and skilling, YouthHub being aimed at the 15-29 age group.
- Yuva Kaushal and the District Skill Development Plan.
A candidate who wants to work abroad but is not yet qualified for a nursing or hospitality batch should use the coaching-cum-guidance centre route first to get the qualification, then return to the Overseas Placement Cell.

A note on what is and is not confirmed
The scheme's sectors, destination countries, implementing department, offline application route and the reported figures of 143 youth given foreign-language training and 92 placed abroad are all traceable to the Directorate of Training and Employment and to myScheme. A per-candidate stipend, an age band, a fixed course duration and a formal fee structure have not been published on an official Uttarakhand source, so this guide does not state any. Confirm those at the Dehradun centre before you commit.
