What is Mukhyamantri Hunar Yojana?

Mukhyamantri Hunar Yojana is a skill-training scheme of the Minority Welfare Department, Government of Uttarakhand. The scheme, often written locally as Mukhyamantri Hunar Yojana and abbreviated MMHY; was designed to raise employability and self-reliance among people from minority communities by paying for their trade and Information Technology training in full and supporting them with an honorarium while they train.

According to the Uttarakhand government's departmental scheme compendium, Mukhyamantri Hunar Yojana covers two broad families of courses. The first is traditional trades: sewing, embroidery, knitting, plumbing and electronics. The second is Information Technology: computer hardware, computer software, networking and computerised accounting. Both streams are delivered through implementing agencies and voluntary organisations empanelled by the department, not by the department's own staff.

The central idea of Mukhyamantri Hunar Yojana is that a certificate alone does not help a person who cannot afford to stop earning for two or three months. So the scheme pairs free tuition with a cash honorarium tied strictly to attendance, which keeps trainees in the classroom until the course actually ends.

Main features

  • Training is entirely free for the selected candidate.
  • An honorarium of Rs 2,000 to Rs 4,500 is paid, scaled to course duration.
  • A minimum of 90% attendance is mandatory to draw the honorarium.
  • Selection is made by a district-level committee, after an interview.
  • Training batches are run every year through empanelled agencies.

Who is eligible for Mukhyamantri Hunar Yojana?

You can apply if:

  • You are a permanent resident of Uttarakhand.
  • You are a man or a woman belonging to a notified minority community, Muslim, Sikh, Christian, Parsi, Buddhist or Jain.
  • Your age is between 18 and 45 years.
  • You have completed your education either from a Government school or from a Madrasa.
  • For traditional trade courses: sewing, embroidery, plumbing, electronics, knitting and similar, you are at least Class 5 pass, or literate.
  • For Information Technology courses, computer hardware, software, networking, accounting. You have passed at least High School.
  • Your annual family income does not exceed Rs 3,50,000 in rural areas or Rs 4,50,000 in urban areas.

You cannot apply / are not eligible if:

  • You are below 18 or above 45 years of age on the date of application.
  • You are not a permanent resident of Uttarakhand, even if you currently work in the state.
  • You do not belong to one of the six notified minority communities and therefore cannot produce a minority certificate.
  • Your family income exceeds the rural Rs 3,50,000 or urban Rs 4,50,000 ceiling.
  • You want an IT course but have not passed High School, or a trade course but cannot show Class 5 pass or literacy.

The educational condition is course-specific rather than blanket. A person who is literate but has not passed Class 10 is not eligible for the computer hardware or networking batch, but is fully eligible for sewing, knitting or plumbing.

What documents are required for Mukhyamantri Hunar Yojana?

Document Mandatory Notes
Aadhaar card Yes Identity proof; original shown at the interview

Minority certificate Yes Proof of minority-community status
Income certificate Yes Must show income within the rural or urban ceiling
Educational qualification certificate Yes Class 5 / literacy for trades, High School for IT
Passport-size photographs No For the form and the training register
Bank account passbook No For crediting the training honorarium

Every one of these has to be produced in original at the interview stage. Photocopies alone are accepted with the form, but the selection committee verifies originals before a candidate is admitted to a batch.

How to apply for Mukhyamantri Hunar Yojana

Mukhyamantri Hunar Yojana is currently an offline process run at district level.

  1. Watch for the departmental advertisement. The Minority Welfare Department publishes advertisements inviting applications for training whenever a batch is to be started in your district.
  2. Collect the application form from the District Minority Welfare Office. There is no charge for the form.
  3. Fill the form and attach photocopies of your Aadhaar card, permanent residence certificate, minority certificate, income certificate and educational qualification certificate.
  4. Submit the completed form at the District Minority Welfare Office and keep the receipt or acknowledgement you are given.
  5. Attend the interview before the district-level selection committee chaired by the District Minority Welfare Officer or the District Social Welfare Officer. Carry the original copies of all documents for verification.
  6. Join the batch on the date given. After selection, training is delivered by the designated institute or voluntary organisation, and your attendance is recorded from day one.

A useful detail many applicants miss: you do not have to wait for an advertisement. The department accepts forms in advance at the Minority Welfare Office, and those pending applications are taken up when the next training session commences. Filing early is often the difference between getting into a batch and being told the seats are full.

How much money does a trainee get?

Mukhyamantri Hunar Yojana pays an honorarium fixed by course length:

Training duration Honorarium
100 hours Rs 2,000
150 hours Rs 2,500
250 hours Rs 4,000
300 hours Rs 4,500

The honorarium is disbursed on the basis of attendance, and the scheme sets a hard floor of 90% attendance. A trainee who drops below that threshold can complete the course but risks losing the honorarium, because the payment is not a stipend for enrolment — it is a payment for presence. The training itself is separately paid for by the department to the implementing agency, so the trainee pays nothing for tuition or course material.

How do I check my application status?

Mukhyamantri Hunar Yojana does not publish an online applicant tracker. Status is checked at the District Minority Welfare Office where the form was submitted, quoting the acknowledgement number and the date of submission. The same office confirms interview dates, the selection list and the training centre allotted to you. For general help in reaching the right district office, the Uttarakhand Citizen Call Centre on 155300 is the state's published number.

Why applications get rejected, and how to fix them

  • Age outside 18 to 45; nothing can be done except applying within the window; check the age recorded on your Aadhaar before you file.
  • Income certificate above the limit. The ceiling is Rs 3,50,000 rural and Rs 4,50,000 urban. Get a fresh certificate from the tehsil for the correct financial year if the old one is out of date.
  • No minority certificate, obtain one before applying; the form cannot be processed without it.
  • Qualification mismatch, applying for an IT course without High School is a straight rejection. Switch to a trade course, or apply after clearing High School.
  • Originals not produced at the interview. The committee verifies originals; carry every document even if you already submitted copies.
  • Residence proof missing, a permanent residence certificate of Uttarakhand is required; a rent agreement or work address is not a substitute.

Grievance and contact route

Complaints about a delayed selection list, a training centre that did not start, or an unpaid honorarium should go first to the District Minority Welfare Officer, who chairs the selection committee, and then to the Directorate of Minority Welfare, Government of Uttarakhand at minoritywelfare.uk.gov.in. The state's Citizen Call Centre, 155300, can route you to the correct district office.

Mukhyamantri Hunar Yojana training is free. No institute, agent or middleman can lawfully charge you money for a seat, for "getting your name in the list", or for releasing your honorarium.
