What is the Orphan Certificate for horizontal reservation?

The Orphan Certificate procedure is administered by the Women Welfare Department, the Department of Women Empowerment and Child Development, Government of Uttarakhand. The certificate is not a cash benefit. It is the single official document that proves a person's orphan status so that they can claim the 5% horizontal reservation in government and non-government services that Uttarakhand provides for orphan children.

According to the Uttarakhand government's departmental scheme compendium, the certificate covers children whose both biological or adoptive parents have died within 21 years from the child's birth, and it also applies to orphan children residing in voluntary or government-run homes within the state. Uttarakhand's orphan reservation is often referred to locally alongside the state's Mukhyamantri Vatsalya Yojana support for orphaned children, but the certificate itself is a separate, standalone document.

Why the certificate matters

  • Recruitment boards accept the orphan quota claim only on production of this certificate.
  • The certificate is issued by a Sub-Divisional Magistrate or higher, so it carries the weight of a revenue document.
  • Issuance follows a departmental inquiry and the recommendation of the District Probation Officer, which is what makes it defensible in a recruitment challenge.

What does horizontal reservation mean here?

Horizontal reservation works differently from the familiar vertical categories. Vertical reservation divides posts among General, Scheduled Caste, Scheduled Tribe and Other Backward Classes. Horizontal reservation cuts across all of those. An orphan candidate is first placed in their own vertical category and the 5% orphan quota is then applied within each of those categories.

The practical consequence is that the orphan quota does not replace a caste-based claim and does not compete with it. A candidate can hold both. What the candidate must do is produce the Orphan Certificate at the time of applying, because a claim made after the recruitment process has closed is generally not entertained.

Who is eligible for the Orphan Certificate?

You can apply if:

  • You are a permanent resident of Uttarakhand.
  • Both your biological parents, or both your adoptive parents, have died, and both deaths occurred within 21 years from your birth.
  • You are an orphan child residing in a voluntary or government-run home within the state. Residents of such homes are expressly covered.

You cannot apply / are not eligible if:

  • One parent is alive. The condition is the death of both parents; a single-parent child is not covered by this certificate or by the 5% orphan reservation.
  • You are not a permanent resident of Uttarakhand, even if you were orphaned in the state.
  • The death of the second parent occurred after 21 years from your birth. The 21-year window is part of the definition and is checked against your date-of-birth proof.
  • You cannot produce death certificates for both parents and have no alternative official record the inquiry can rely on.

Because the 21-year condition is the criterion most often misread, it is worth stating plainly: the two deaths are measured from the child's own birth, not from the date the application is made. An applicant who is 30 today is still eligible if both parents died before the applicant turned 21.

What documents are required?

Passport-size photograph No Usually attached to the form

How to apply for the Orphan Certificate

The process is entirely offline. There is currently no online application route.

  1. Prepare the application for a certificate of orphanhood, addressed to the District Magistrate's Office or the District Probation Officer's Office of your district.
  2. Attach the required papers, the orphan child's Aadhaar card, the permanent residence certificate, and the death certificates of both parents. Add proof of date of birth so the 21-year condition can be verified.
  3. Submit the application at the District Magistrate's Office or the District Probation Officer's Office and take an acknowledgement.
  4. Cooperate with the inquiry. The department or the District Magistrate's Office conducts an investigation into the claim, which may include a home visit or verification with the children's home where the applicant resides.
  5. Collect the certificate. On the recommendation of the District Probation Officer, the certificate is issued by an officer not below the rank of Sub-Divisional Magistrate.
  6. Use the certificate when applying for services. Attach it to your job application. Only on presenting this certificate does a candidate become eligible for the orphan reservation.

How do I check the status of my application?

Status is tracked at the office where the application was filed, the District Probation Officer's Office or the District Magistrate's Office. Quote your acknowledgement number and the date of filing. Because the file passes through a departmental inquiry, a DPO recommendation and then an SDM-level signature, the applicant should expect the process to take longer than a routine revenue certificate and should follow up at each of those three points rather than only at the counter where the form was submitted.

The Childline number 1098 is the national child helpline available in Uttarakhand for children in need of care and protection, including children living in homes who need help approaching the district administration.

Common reasons an application fails, and how to fix them

  • Death certificate of only one parent submitted: both are required. If a parent's death was never registered, apply for a delayed registration of death through the registrar before filing.
  • Date-of-birth proof missing or inconsistent — the 21-year condition cannot be verified without it. Use the birth certificate, and if it does not exist use the school leaving certificate or family register consistently across all papers.
  • Residence certificate not produced. A permanent residence certificate of Uttarakhand is mandatory; a ration card or address proof alone is not treated as equivalent.
  • Name mismatch between Aadhaar and the parents' death certificates, get the spelling corrected before applying, because the inquiry links the child to the deceased parents through these names.
  • Certificate obtained but produced late. A recruitment claim for the 5% quota generally has to be made in the application itself. Apply for the certificate well before a recruitment advertisement you intend to answer.
  • Children's home residence not documented, an orphan living in a voluntary or government home should attach a certificate from the institution, which materially helps the inquiry.

Grievance and contact route

Complaints about a delayed or refused Orphan Certificate go to the District Probation Officer, then to the District Magistrate, and finally to the Directorate of Women Empowerment and Child Development, Government of Uttarakhand at wecd.uk.gov.in. The department also publishes district-wise contact details for its DPO and CDPO offices on the same site.

The Orphan Certificate carries no prescribed fee. No agent or middleman can lawfully charge for getting an orphan certificate issued or for "arranging" the 5% horizontal reservation.

Frequently asked questions

What does the Orphan Certificate in Uttarakhand give?

The Orphan Certificate gives the holder access to 5% horizontal reservation in government and non-government services in Uttarakhand. Without producing this certificate at the time of applying for a post, an orphan candidate cannot claim the reservation.

Who is eligible for the Orphan Certificate?

A permanent resident of Uttarakhand whose both biological or both adoptive parents died within 21 years from the child's birth is eligible. Orphan children residing in voluntary or government-run homes within the state are also eligible.

Which office issues the Orphan Certificate?

The certificate is issued by an officer not below the rank of Sub-Divisional Magistrate, on the recommendation of the District Probation Officer, after the department or the District Magistrate's Office completes an inquiry.

Where do I apply for the Orphan Certificate?

Apply at the District Magistrate's Office or the District Probation Officer's Office of your district. The process is currently offline; there is no online application route for this certificate.

What is horizontal reservation and how is 5% different from caste quota?

Horizontal reservation cuts across the vertical categories — General, SC, ST and OBC — instead of sitting alongside them. An orphan candidate is counted within their own vertical category, and the 5% orphan quota is applied across all of them.

What documents are needed for the Orphan Certificate?

The application needs the orphan child's Aadhaar card, a permanent residence certificate of Uttarakhand, and the death certificates of both parents. Proof of date of birth is also required to establish that both deaths occurred within 21 years of birth.

Is a child who lost only one parent eligible?

No. The condition is that both biological or both adoptive parents have died. A child with one surviving parent is not eligible for the Orphan Certificate or the 5% horizontal reservation.

Is there a fee for the Orphan Certificate?

No fee is prescribed for the certificate itself. The application is filed at the District Magistrate's or District Probation Officer's office, and no agent can lawfully charge you to get an orphan certificate issued.
