Skiing Course
Uttarakhand state government scheme
Skiing Course is an Uttarakhand Tourism Development Board scheme that gives professional skiing training to youth of the state so they can become skiers, competitors or certified skiing instructors. A total of 40 candidates aged 18 to 25 are selected on a first-come, first-served basis through the District Tourism Development Officer.
What is the Skiing Course scheme?
Skiing Course is a skills-and-sport scheme implemented by the Uttarakhand Tourism Development Board (UTDB) under the Department of Tourism, Government of Uttarakhand. According to the state's departmental guidelines, the scheme aims to promote skiing among the youth of the state by providing professional training, enabling participants to become proficient skiers, competitive athletes, or certified skiing instructors.
Uttarakhand is one of only two Indian states with an established skiing economy. Auli in Chamoli district is the country's best-known ski slope, and Dayara Bugyal, Munsiyari and Mundali are among the other winter-sport locations the state promotes. Winter tourism depends on trained local instructors and slope staff. The Skiing Course is the Tourism Department's route to building that trained pool from among Uttarakhand's own young people, instead of importing instructors for the season.
The benefit is delivered in kind. A selected candidate gets professional skiing training; there is no cash transfer, no DBT payment and no stipend stated in the scheme text. According to the guidelines, the outcome sought is that the beneficiary becomes a skiing trainer or competitor on completing the course.
Key features
- Run by the Uttarakhand Tourism Development Board, Department of Tourism.
- Intake capped at 40 beneficiaries.
- Age band fixed at 18 to 25 years.
- Selection on a first-come, first-served basis, finalised by a headquarters committee.
- Application is offline, through the District Tourism Development Officer.
Who is eligible for the Skiing Course?
Who can be considered:
- A youth of Uttarakhand.
- Aged between 18 and 25 years.
- Applying within the intake, since candidates are taken on a first-come, first-served basis up to the limit of 40 seats.
Who cannot apply / is not eligible:
- Anyone younger than 18 or older than 25 cannot apply. The age band is explicit in the guidelines and is not relaxable through the scheme text.
- Anyone who is not a youth of Uttarakhand is not eligible, because this is a state programme for the state's own young people.
- A person seeking a cash grant or equipment subsidy is not eligible; the scheme provides training only.
- An applicant who files after the 40 seats are filled cannot be accommodated in that cycle, even if otherwise eligible, and has to apply in the next one.
The first-come, first-served rule is the single most practical fact for an applicant. Unlike a merit-ranked scheme, timing decides who gets in, so an eligible candidate who waits is likely to lose the seat to someone who filed earlier.
What does a selected candidate get?
A selected candidate receives professional skiing training organised by the Tourism Department. The scheme's stated end-points are three:
- Becoming a proficient skier, competent on the slope with formal technique rather than self-taught ability.
- Becoming a competitive athlete, able to represent the state or the country in skiing events.
- Becoming a certified skiing instructor, which is the direct livelihood route in Uttarakhand's winter-tourism sector.
The department bears the training cost, so the candidate does not pay the fees a private skiing course would carry. The published scheme text does not fix a course length, a venue, an equipment allowance or a stipend, and no such figure should be assumed. Those details are set by the department for each batch and should be confirmed with the District Tourism Development Officer before a candidate commits to travel and time.
How to apply for the Skiing Course
The route is offline and runs through the district tourism office.
- Contact the office of the District Tourism Development Officer (DTDO) in your district as early in the cycle as possible, to check that the Skiing Course is being run and to collect the prescribed application form. Because selection is first-come, first-served against 40 seats, an early approach is the strongest single advantage an applicant has.
- Complete the prescribed application form in full, and attach the required documents; proof that you are between 18 and 25 years of age and proof that you are a resident of Uttarakhand, along with any medical or fitness papers the office asks for.
- Submit the form and documents to the DTDO office and obtain an acknowledgement showing the date of submission, which is what establishes your place in the first-come order.
- Appear for the tests the district office conducts or arranges for applicants.
- Wait for the district shortlist to be forwarded. On completion of the tests, the District Tourism Development Officer forwards the list of shortlisted candidates to the headquarters.
- Await the headquarters decision. Final selection of participants is made by a committee constituted at the headquarters of the Uttarakhand Tourism Development Board.
- Report for training on the dates and at the location the department notifies.
No online application route is published for this course, and no fee figure for the applicant appears in the scheme text.
How does the selection process work?
Uttarakhand runs a two-level process for the Skiing Course. At the district level, the DTDO receives applications, conducts the tests, and prepares a shortlist of candidates. At the headquarters level, a committee constituted by the Tourism Development Board makes the final selection from the shortlists sent in by the districts.
This structure explains why an applicant hears from two different places. The district office is the point of contact for the form, the tests and the follow-up; the final list, however, is not the district's to issue. When a candidate has cleared the district tests and is waiting, the delay is usually the headquarters committee stage, and the DTDO office is still the correct place to ask for a status update.
Common reasons a Skiing Course application does not succeed
- Age outside the 18–25 band on the date of application — the most common disqualifier and one that cannot be corrected.
- Applying late, after the 40 seats have been taken in the first-come order.
- Not being a resident of Uttarakhand, or being unable to prove it.
- An incomplete form or missing age proof, which can push an application out of the queue while it is corrected.
- Not appearing for the district tests when called.
An applicant who misses out on seats in one cycle keeps their eligibility for the next, provided they are still within the 18–25 age band, which is a real constraint for a candidate close to 25.
Where to get help or follow up
The office of the District Tourism Development Officer is the working contact point in each of Uttarakhand's 13 districts for forms, test dates and status queries on this course. The Uttarakhand Tourism Development Board's official portal is uttarakhandtourism.gov.in.
The scheme's conditions, the 40-seat intake, the 18 to 25 age band, the first-come, first-served rule, the district-to-headquarters selection route and the offline application mode: are published in the Government of Uttarakhand's departmental guidelines document hosted at uk.gov.in, where the Skiing Course appears at page 125. That document is the controlling text and is revised periodically, so a candidate should check the current edition before applying.
If a candidate has applied and heard nothing after the district tests, a written follow-up with the DTDO office is the first step, and a written representation to the Uttarakhand Tourism Development Board is the escalation. A Right to Information application asking how many candidates were shortlisted and selected in a given cycle is the formal route where a candidate believes the first-come order was not followed. No agent can obtain a seat on this course; the only valid route is the prescribed application filed with the district tourism office.
