Basic Kayaking Course
Uttarakhand state government scheme
Basic Kayaking Course is an Uttarakhand Tourism Development Board scheme that trains and certifies youth of the state as skilled kayaking instructors with life-saving skills. Only 15 candidates are selected in a batch, applicants must be 18 or above and able to swim 100 metres in 3 minutes, and the form goes to the District Tourism Development Officer.
What is the Basic Kayaking Course?
Basic Kayaking Course is a skills scheme implemented by the Uttarakhand Tourism Development Board (UTDB) under the Department of Tourism, Government of Uttarakhand. According to the state's departmental guidelines, the course aims to train and certify youth of Uttarakhand as skilled kayaking instructors who also hold essential life-saving skills.
Uttarakhand is India's centre of river tourism. The Ganga and its tributaries around Rishikesh, the Alaknanda, the Kali and the reservoir at Tehri support rafting, kayaking and other water sports that employ thousands of local young people during the season. Kayaking instruction is a specialised part of that sector: an instructor has to handle a boat in moving water, read a rapid, and be capable of rescuing a client. The Basic Kayaking Course exists to build that capability among the state's own youth rather than leave the skill base to seasonal operators from outside the state.
The benefit is in kind. A selected candidate receives the kayaking training free of the fees such a course normally carries; there is no cash transfer, no DBT credit and no stipend published in the scheme text.
Key features
- Run by the Uttarakhand Tourism Development Board, Department of Tourism.
- Batch size fixed at 15 beneficiaries.
- Entry is by offline application to the District Tourism Development Officer.
- Assessment is on practical parameters by trainers from the National Institute of Water Sports (NIWS), Goa.
- Aimed at producing certified kayaking instructors, not recreational participants.
Who is eligible for the Basic Kayaking Course?
Who can be considered:
- A youth of Uttarakhand.
- Aged 18 years or above on the date of application.
- Able to swim 100 metres within 3 minutes.
- Educated, as required by the guidelines.
- Mentally and physically fit for water-based training.
- Holding prior training in life-saving techniques and water sports operations from a recognised institute.
Who cannot apply / is not eligible:
- Anyone below 18 years of age cannot apply.
- Anyone who is not a youth of Uttarakhand is not eligible, since the scheme is a state programme for the state's own young people.
- A candidate who cannot swim 100 metres in 3 minutes cannot be selected; the swim standard is a screening test, not a formality.
- A candidate with no prior life-saving or water-sports training from a recognised institute is not eligible. This is a basic kayaking course, but it assumes a water-safety foundation is already in place.
- Anyone who is not medically fit for strenuous water activity cannot be selected.
Because only 15 places exist in a batch, meeting the minimum criteria does not guarantee selection. Candidates are ranked on practical performance.
What does a selected candidate get?
A selected candidate receives training in basic kayaking delivered under the Tourism Department's arrangement, with the objective of certifying them as a skilled kayaking instructor with essential life-saving skills. The two halves of that objective matter equally: boat-handling competence, and the ability to keep other people safe on the water.
For a young person in a river-tourism district, that combination is the entry qualification for paid work. Uttarakhand's rafting and kayaking operators are required to run with trained staff, and a certified instructor commands a different rate of pay from an untrained helper. The scheme's real value is therefore the certification and the employability it creates, not any money that changes hands.
The published scheme text does not fix a course duration, a training venue, a stipend or a placement guarantee. Those operational details are decided by the department for each batch, so a candidate should confirm them with the District Tourism Development Officer rather than assume them.
How to apply for the Basic Kayaking Course
The application route is offline, through the district tourism office.
- Contact the office of the District Tourism Development Officer (DTDO) in your district to confirm that a batch of the Basic Kayaking Course is being run and to obtain the prescribed application form.
- Complete the prescribed application form in full, giving your age, residence, educational details and prior water-sports qualifications.
- Attach the required documents; proof of age showing you are 18 or above, proof of Uttarakhand residence, your educational qualification certificate, a medical fitness certificate, and the certificate of prior training in life-saving techniques and water sports operations from a recognised institute.
- Submit the completed form and documents to the DTDO office, and keep an acknowledgement.
- Appear for the practical assessment. Applications are evaluated on practical parameters by trainers from the National Institute of Water Sports (NIWS), Goa: expect the 100-metre swim in 3 minutes and water-competence checks to be tested here.
- Await the selection list. A total of 15 beneficiaries are selected for the batch.
- Report for training on the dates and at the venue the department notifies.
There is no published online portal for this course. An applicant who is told to apply online, or asked to pay an agent for a seat, should verify directly with the district tourism office.
Why is the assessment done by NIWS, Goa?
The National Institute of Water Sports (NIWS) at Goa is the country's dedicated water-sports training institution, and the Uttarakhand guidelines provide that its trainers evaluate applications for this course on practical parameters. Bringing in NIWS assessors does two things. It sets a national standard for who is judged fit to be certified as a kayaking instructor in Uttarakhand, and it keeps the selection practical rather than paper-based, a candidate is judged on what they can do in the water, not only on the documents in the file.
For an applicant, the practical implication is straightforward: the swim time and water confidence should be genuinely met before applying, because they will be tested by external assessors.
Common reasons an application does not succeed
- Falling short of the swim standard — 100 metres has to be covered within 3 minutes.
- No recognised prior training in life-saving techniques or water sports operations, which is an explicit eligibility condition.
- Age below 18 on the date of application.
- Missing residence proof establishing that the applicant is a youth of Uttarakhand.
- No medical fitness certificate, or a fitness concern that makes strenuous water training unsafe.
- The batch being full, with only 15 seats, a strong candidate can still miss out and should apply again for the next batch.
Where to get help
The office of the District Tourism Development Officer is the operative point of contact for this course in each of Uttarakhand's 13 districts: forms, batch dates, assessment schedules and results all come through it. The Uttarakhand Tourism Development Board's official portal is uttarakhandtourism.gov.in, and the scheme conditions. The 15-seat intake, the age and swim standards, the NIWS assessment and the offline application route, are published in the Government of Uttarakhand's departmental guidelines document hosted at uk.gov.in, where this course appears at page 124.
If a candidate applies and hears nothing, the DTDO office is the right place to follow up, since it holds the applications and forwards them for assessment. A written representation to the Uttarakhand Tourism Development Board, or a Right to Information application asking how many batches were run and how candidates were ranked, are the formal escalation routes. There is no application fee published for this course and no agent can secure a seat; selection rests on the practical evaluation.

Frequently asked questions
What is the Basic Kayaking Course scheme?
Basic Kayaking Course is a training scheme of the Uttarakhand Tourism Development Board that trains and certifies youth of the state as skilled kayaking instructors with essential life-saving skills. The benefit is the training itself, not a cash payment.
How many people are selected?
A total of 15 beneficiaries are selected. The intake is deliberately small because the course is practical, water-based and instructor-intensive.
What is the swimming requirement?
The applicant must be able to swim 100 metres within 3 minutes. This is a hard practical requirement, not a formality, because kayak instruction involves live-water rescue situations.
What is the minimum age?
The applicant must be at least 18 years of age. No upper age limit is stated in the published guidelines for this course.
Who evaluates the applications?
Applications are evaluated on practical parameters by trainers from the National Institute of Water Sports (NIWS), Goa. NIWS is the national institution for water-sports training, so the assessment is done to a national standard rather than a local one.
Who cannot apply for the Basic Kayaking Course?
Anyone under 18, anyone who is not a youth of Uttarakhand, and anyone who cannot swim 100 metres in 3 minutes cannot apply. Applicants without prior training in life-saving techniques and water sports operations from a recognised institute are also not eligible.
Where do I submit the application?
The prescribed application form, with the required documents, goes to the office of the District Tourism Development Officer. There is no online submission route published for this course.
Does the course lead to a job?
The course is designed to certify participants as skilled kayaking instructors, which is a recognised livelihood in Uttarakhand's river-tourism sector. The scheme itself does not guarantee placement or employment.
