Trade Licence in Uttarakhand (Nagar Sewa Trade License)

Uttarakhand state government scheme

Quick answer

A trade licence in Uttarakhand is issued by the nagar nigam, nagar palika parishad or nagar panchayat where the shop stands, and the Urban Development Department lists "Trade License" as one of four Nagar Sewa online services at nagarsewa.uk.gov.in alongside Property Tax, Road Cutting and Mutation. The fee is the one your own urban local body has notified and is shown on the portal payment screen.

Benefit
Municipal permission to run a shop, hotel, eating house or commercial establishment inside an Uttarakhand nagar nigam, nagar palika parishad or nagar panchayat area
How to apply
Both — online on the Nagar Sewa portal at nagarsewa.uk.gov.in, or at the counter of your own nagar nigam or nagar palika parishad

What is a trade licence in Uttarakhand?

A trade licence in Uttarakhand is the written permission of the urban local body to carry on a named trade at a named address inside its limits. Uttarakhand's Urban Development Department, at udd.uk.gov.in, oversees every nagar nigam, nagar palika parishad and nagar panchayat in the state, and it runs a common municipal services platform called Nagar Sewa at nagarsewa.uk.gov.in. The department lists exactly four Nagar Sewa services in its menu, Trade License, Property Tax, Road Cutting and Mutation, which tells you two useful things at once: the trade licence is a mainstream online municipal service in Uttarakhand, and it belongs in the same file as the property record of the shop.

The licence is issued in the name of the business, for one specific premises, for one specific line of trade. It is not transferable to another address, and it does not follow you if you shift the shop across a ward boundary or from one town to another. Change the premises and you apply again to the urban local body that governs the new address.

Uttarakhand has a two-tier urban map that matters here. The state's larger cities, Dehradun, Haridwar, Haldwani, Roorkee, Rudrapur, Kashipur and the other municipal corporations: are governed by a nagar nigam headed by a Municipal Commissioner. Smaller towns are nagar palika parishads and nagar panchayats headed by an Executive Officer. Both grant trade licences; both publish their own fee schedule; and both are reached through the same Nagar Sewa portal. Outside urban limits, in a Gram Panchayat area, there is no municipal trade licence at all and the panchayat's own permission applies instead.

Who can and who cannot apply?

You can apply for a trade licence in Uttarakhand if:

  • The premises where the trade is carried on lies inside the limits of a nagar nigam, nagar palika parishad or nagar panchayat in Uttarakhand.
  • You are the proprietor, a partner, a director or an authorised signatory of the business, and can prove identity.
  • You hold or occupy the premises lawfully: as owner, or under a registered rent agreement with the owner's no-objection.
  • Property tax on the shop building is paid up to date.

You cannot apply on the Uttarakhand municipal route where:

  • The shop is in a Gram Panchayat area outside any urban local body. Uttarakhand's municipal licence has no jurisdiction there; approach the Gram Panchayat.
  • The premises has no lawful right of occupation, an encroachment, an unauthorised structure or a property under a sealing order.
  • The building's approved use does not permit the trade, for example a heavy or hazardous trade in a purely residential block.
  • The trade is one that needs a higher licence first, a bar needs an excise licence, a clinic needs the health authority's registration, a petrol pump needs the explosives and petroleum approvals. The urban local body will not grant a trade licence in place of these.

There is no income test, no caste condition and no domicile requirement for an Uttarakhand trade licence. A trader from any state can hold one, provided the premises is in Uttarakhand and the papers are in order.

What documents are required?

Uttarakhand urban local bodies do not all publish an identical checklist, and the list on the Nagar Sewa application screen is the one that binds you. In practice these are the papers asked for:

  • Identity proof of the proprietor, partner or director: Aadhaar, PAN, voter ID or driving licence.
  • Proof of the premises; ownership document, or a registered rent agreement plus the owner's no-objection letter.
  • Property tax / house tax receipt for the shop building, paid up to date.
  • Photograph of the shop showing the name board in the trade name being applied for.
  • Constitution documents — partnership deed, certificate of incorporation and board resolution, or LLP agreement, where the applicant is not a sole proprietor.
  • GST registration certificate, where the business is registered under GST.
  • FSSAI registration or licence, for any eating house, bakery, sweet shop, dairy or hotel.
  • Fire Service no-objection certificate, for larger premises and trades the local body treats as hazardous.
  • Uttarakhand Shops and Establishment registration from lamslabour.uk.gov.in, where the local body asks to see it.

How to apply for a trade licence in Uttarakhand online

  1. Confirm which urban local body governs the shop. Trade licence jurisdiction in Uttarakhand follows the address of the premises, not your home town. Check whether the shop falls under a nagar nigam, a nagar palika parishad or a nagar panchayat, and note the ward.
  2. Clear the property tax on the premises first. Nagar Sewa carries Property Tax as a service alongside Trade License, and urban local bodies routinely hold up a licence where house tax on the shop building is in arrears. Pay it in the same account before you file.
  3. Create a Nagar Sewa account. Open nagarsewa.uk.gov.in, register as a citizen with your mobile number, verify the one-time password and set a password. Use a number you will keep, because every later renewal and status check runs through it.
  4. Open the Trade License service from the Nagar Sewa services list, select your urban local body and ward, and start a new application.
  5. Enter the business details; trade name exactly as it appears on the name board, the nature of the trade, the premises address and property identifier, the applicant's name and identity number, and the date the business started.
  6. Upload the supporting documents listed on the screen, each within the file size and format the upload panel states. Scan the property tax receipt and the rent agreement in full, not as cropped photographs.
  7. Pay the fee shown on the payment screen by net banking, card or UPI. The portal displays your own urban local body's notified fee for your trade category: pay that and nothing else. Save the transaction reference and the acknowledgement with the application number.
  8. Wait for the field check. The licence section of the urban local body verifies the premises and the papers, and may send an inspector to the shop before approval. Keep the originals of everything you uploaded at the shop.
  9. Download the licence from the same Nagar Sewa account once approved, and display it at the shop. Note the expiry date the moment you receive it.

How to apply offline at the urban local body

  1. Go to the tax or licence section of your own nagar nigam, nagar palika parishad or nagar panchayat. The office for the ward the shop is in.
  2. Collect and fill the trade licence application form used by that body, and attach identity proof, proof of premises, the property tax receipt and the photograph of the shop with its name board.
  3. Pay the notified fee at the counter and insist on a printed receipt. The receipt is your only proof that the fee you paid is the fee the local body charges.
  4. Keep the acknowledgement with the file number, and follow up with the same section. The inspector's visit to the premises is normally the step that decides how long the file takes.

How do you check the application status?

Log back in to nagarsewa.uk.gov.in with the registered mobile number and open the application by its reference number; the same account shows the trade licence, the property tax record and any road-cutting or mutation application for the property. Where the online record has not moved, the file physically sits with the licence section of your urban local body, carry the acknowledgement there. For an unresolved delay, the escalation runs to the Municipal Commissioner of the nagar nigam or the Executive Officer of the nagar palika parishad, and above them to the Urban Development Department at udd.uk.gov.in, whose site publishes the list of urban local bodies and their officers.

Validity and renewal

An Uttarakhand trade licence is a periodic permission, not a permanent registration. It carries an expiry date, and it must be renewed for the following period through the same Nagar Sewa account or at the counter, with the property tax on the premises again paid up to date. Renew before expiry: a lapsed licence puts you in the position of running an unlicensed trade, which lets the urban local body levy a penalty, refuse renewal or seal the premises. Any change of trade name, ownership, partner, premises or line of business is a fresh application or a formal amendment, not something to be carried quietly into the next renewal.

Why are trade licence applications rejected in Uttarakhand?

  • Property tax arrears on the shop building. The commonest single reason a file stalls.
  • The wrong urban local body, the application was filed against the trader's home town rather than the town the shop is in.
  • No lawful right to the premises; expired rent agreement, no owner's no-objection, or an unauthorised structure.
  • The trade name on the application does not match the name board in the uploaded photograph.
  • A missing sectoral approval, no FSSAI registration for a food business, no fire no-objection for a hotel or hazardous trade.
  • Building use does not permit the trade at that address under the approved plan.
  • Unreadable uploads or documents attached in the wrong slot on Nagar Sewa.

What does it cost, and what about agents?

Uttarakhand grants the trade licence at the fee its own urban local body has notified, and that amount appears on the Nagar Sewa payment screen or on the counter receipt before you pay. There is no separate charge for the application form, no charge for verification and no charge for downloading the licence. No clerk, inspector, ward officer or middleman is entitled to a rupee beyond the amount printed on that receipt.

Agents outside municipal offices in Dehradun, Haridwar and Haldwani sell a "quick trade licence" for several thousand rupees. They file the same application, on the same portal, and it queues before the same licence section. File it yourself at nagarsewa.uk.gov.in, keep the online receipt, and report any demand for extra money to the Municipal Commissioner or Executive Officer in writing.

What else does a shop in Uttarakhand need?

A trade licence is one of several permissions and does not replace the others. An establishment with employees also needs Shops and Establishment registration from the Uttarakhand Labour Department on the Labour Act Management System at lamslabour.uk.gov.in, the department has notified 24x7 operation for shops and establishments in the state. A food business needs FSSAI registration or a licence. A business over the turnover threshold needs GST registration. A hotel, banquet hall or hazardous trade will be asked for a Fire Service no-objection certificate. Sort out the sectoral approvals first; the municipal licence section will ask for them, and a file missing one of them simply waits.

Documents required

Identity proof of the applicant
Aadhaar, PAN, voter ID, passport or driving licence of the proprietor, partner or director signing the application, matching the name entered on Nagar Sewa.
Proof of the business premises
Ownership document, house tax or property tax receipt of the shop, or a registered rent agreement with the owner's no-objection letter. The Uttarakhand urban local body ties the licence to a specific premises, so the address on this paper must be the address on the application.
Municipal property tax receipt of the premises
Urban local bodies in Uttarakhand check that house tax on the shop building is paid up to date before granting or renewing a trade licence.
Photograph of the shop with its name board
The board should carry the same trade name you enter on the application, because the licence is issued in that name.
Constitution documents of the businessoptional
Partnership deed for a firm, certificate of incorporation and board resolution for a company, or the LLP agreement. Not needed for a sole proprietor.
GST registration certificateoptional
Asked for where the business is already registered under GST; a small shop below the GST threshold does not need one.
Shops and Establishment registration from the Labour Departmentoptional
A separate Uttarakhand Labour Department registration filed on the Labour Act Management System at lamslabour.uk.gov.in. Several urban local bodies ask to see it alongside the trade licence application, but it is a different certificate from a different department.
Food licence or registration from FSSAIoptional
Required in addition to the municipal trade licence for any eating house, sweet shop, bakery, dairy, hotel or food stall.
No-objection certificate from the Fire Serviceoptional
Asked for larger premises, hotels, banquet halls and any trade the urban local body treats as hazardous.

Frequently asked questions

Who issues a trade licence in Uttarakhand?

The urban local body where the shop physically stands issues the trade licence in Uttarakhand — the nagar nigam in a city such as Dehradun, Haridwar, Haldwani, Roorkee, Rudrapur or Kashipur, and the nagar palika parishad or nagar panchayat in a smaller town. All of them sit under the Urban Development Department at udd.uk.gov.in, which runs the common Nagar Sewa portal, but the licence itself is granted by your own local body and signed by its Municipal Commissioner or Executive Officer.

Where do you apply for a trade licence in Uttarakhand online?

Apply on the Nagar Sewa portal at nagarsewa.uk.gov.in, which the Uttarakhand Urban Development Department lists as its municipal services platform. The department shows four Nagar Sewa services in its menu — Trade License, Property Tax, Road Cutting and Mutation — so the trade licence is applied for and tracked in the same account you use to pay house tax on the shop.

What does a trade licence cost in Uttarakhand?

The fee is the one your own urban local body has notified for your category of trade, and Nagar Sewa shows the exact amount on the payment screen before you pay. Uttarakhand does not run a single state-wide flat rate: a nagar nigam in Dehradun and a nagar panchayat in a hill town fix different fee schedules, usually graded by trade type and by the size of the premises. Never accept a figure quoted by an agent instead of the one the portal or the counter receipt shows.

Is a trade licence the same as Shops and Establishment registration?

No — they are two different registrations from two different departments in Uttarakhand. The trade licence is municipal permission to carry on a trade at a given address, granted by the nagar nigam or nagar palika under the Urban Development Department. Shops and Establishment registration is granted by the Uttarakhand Labour Department on the Labour Act Management System at lamslabour.uk.gov.in and governs working hours, leave and employment conditions. Most shops with employees need both.

Does an Uttarakhand trade licence need renewal?

Yes — a municipal trade licence in Uttarakhand is a periodic licence, not a one-time registration, and it lapses unless renewed for the next period through the same Nagar Sewa account or at the urban local body counter. Renew before the expiry date printed on the licence, because a lapsed licence is treated as running an unlicensed trade and the urban local body can levy a penalty or seal the premises.

Do you need a trade licence for a business run from home in Uttarakhand?

A trade carried on from residential premises inside an Uttarakhand urban local body area still needs the local body's permission, and the local body will check whether the building's approved use permits it. A purely online or freelance activity with no shop, no signboard, no customers visiting and no stock is normally outside the licensing net — confirm with your own nagar nigam or nagar palika, because each urban local body decides its own list of licensable trades.

How do you check a trade licence application status in Uttarakhand?

Log back in to the Nagar Sewa account at nagarsewa.uk.gov.in with the mobile number you registered and open the application using the reference number on the acknowledgement. If the file has not moved, take the acknowledgement to the tax or licence section of your own nagar nigam or nagar palika parishad, which is the office that actually holds the file.

What other licences does a shop in Uttarakhand need?

A municipal trade licence alone is rarely enough. A food business also needs FSSAI registration or a licence, a business above the turnover threshold needs GST registration, an establishment with employees needs Uttarakhand Shops and Establishment registration on lamslabour.uk.gov.in, and a hotel, banquet hall or hazardous trade will be asked for a Fire Service no-objection certificate. Each of these is separate and none substitutes for the trade licence.
