Uttarakhand Tourism and Travel Business Registration Rules
Uttarakhand state government scheme
Uttarakhand Tourism and Travel Business Registration Rules require every tourism unit in the state: hotels, travel agents, restaurants, rafting and paragliding operators, to register online with the Tourism Department for a fee of Rs 1,000. Applications are filed at uttarakhandtourism.gov.in and verified by the District Tourism Development Officer.
What are the Uttarakhand Tourism and Travel Business Registration Rules?
Uttarakhand Tourism and Travel Business Registration Rules are the state's registration framework for tourism businesses, implemented by the Uttarakhand Tourism Development Board (UTDB) under the Department of Tourism, Government of Uttarakhand. The Rules set up a single, standardised online system through which every tourism-related unit in the state records itself with the Tourism Department and receives a registration number.
According to the Department of Tourism, the purpose is to make registration transparent, efficient and uniform across all thirteen districts. Before the online system, a hotel in Nainital and a rafting operator in Rishikesh followed different paper routes through different offices; the Rules put both on the same portal with the same document list, the same Rs 1,000 fee and the same inspecting officer, the District Tourism Development Officer.
Registration matters for practical reasons. A registered unit appears in the Tourism Department's records, can be listed and promoted through official channels, and is the unit the department deals with when it issues advisories, safety norms or seasonal instructions. For adventure operators in particular, registration is the state's basic safety-compliance check.
Which businesses need to register in Uttarakhand?
The Rules cover six broad categories of unit.
Units that can and must register:
- Residential units, hotels, motels, resorts, guest houses, dharamshalas and ashrams.
- Travel trade units, travel agents, domestic tour operators and excursion agents.
- Catering units, restaurants, beer bars, fast food centres, food plazas and food courts.
- Entertainment units, amusement and theme parks, golf courses, ropeways, sound and light shows and angling units.
- Adventure tourism units — adventure tour operators, kayaking, canoeing, water sports, river rafting, wall climbing, mountaineering, rock climbing and paragliding operators.
- Other tourism units; handicraft and souvenir shops, yoga and meditation centres and sadhana kutirs, tourist information centres, and nature, adventure and wildlife photography units.
Who is not eligible to register under these Rules:
- An individual seeking a personal benefit or subsidy is not eligible. The Rules register business units, not citizens, and pay no money out.
- A unit operating outside Uttarakhand cannot apply; the registration is state-specific and the DTDO inspection is district-based.
- A unit that cannot produce a land ownership document, a Fire NOC and a Pollution Control Board NOC will not clear the verification stage, and a catering unit without an FSSAI food licence cannot complete its file.
The list is deliberately wide. If a business earns its income from tourists in Uttarakhand, the safe assumption is that it falls into one of the six categories.

How to apply for Uttarakhand tourism and travel business registration
- Open the Tourism Department's official website at uttarakhandtourism.gov.in and go to Trade > Travel Trade Registration.
- Create the applicant login using your Aadhaar number and Aadhaar-linked mobile number, both of which are mandatory, and verify the OTP.
- Select the category of unit, residential, travel trade, catering, entertainment, adventure tourism or other, and fill the online application form with the company registration details asked for.
- Upload the documents: applicant PAN, unit PAN, GST certificate, a recent photograph of the unit, the balance sheet if the unit already exists, the Rs 10 affidavit, the land ownership copy, the employee list, and hotel tariff rates where applicable.
- Upload the compliance certificates; Fire NOC, Pollution Control Board NOC, and the FSSAI food licence if it is a catering unit.
- Pay the Rs 1,000 registration fee and attach the payment proof, then submit the application.
- Wait for the District Tourism Development Officer of your district to inspect the unit. Keep the premises, the staff list and the original documents ready for the visit.
- On successful verification, collect the registration number issued by the department. The unit is then authorised to operate legally.
Is there an offline route?
Uttarakhand Tourism and Travel Business Registration Rules are built around the online portal, and the Tourism Department describes registration as an online process. Operators without reliable internet access ordinarily approach the District Tourism Development Officer's office in their district for assistance with the online filing and for the inspection itself, since the DTDO is the officer who conducts verification in every case.
How to check the status of a tourism registration application
Log back into the Travel Trade Registration section of uttarakhandtourism.gov.in with the mobile number used at registration. The application dashboard shows whether the file is submitted, pending DTDO inspection, returned for clarification, or approved with a registration number. Where the file has been sitting past the inspection stage, the District Tourism Development Officer's office of the concerned district is the point of contact, since the inspection is the step that gates approval.
Common reasons a tourism registration is held up
- Missing Fire NOC or Pollution Control Board NOC. These are the two certificates most often not ready when the application is filed, and both are issued by separate authorities that take their own time.
- No FSSAI licence for a catering unit. A restaurant, food plaza or fast food centre cannot complete registration without it.
- Land ownership document not in the applicant's name. Units on leased premises need to produce a document that establishes lawful possession.
- Aadhaar not linked to a working mobile number. The OTP step cannot be completed and the application never reaches submission.
- Photograph or balance sheet not matching the declared unit. An existing unit that uploads no balance sheet, or a photograph that does not show the declared premises, is sent back at inspection.
- Fee paid but proof not uploaded. The Rs 1,000 payment proof is a listed document, not an automatic entry.
Why registration is worth completing
Registration under these Rules is the base on which most other tourism benefits in Uttarakhand sit. A registered unit is the one the Tourism Department recognises when it circulates safety standards for river rafting and paragliding, when it lists accommodation on official platforms, and when it deals with seasonal crowd and Char Dham management. Operating an unregistered tourism unit leaves the business outside that system entirely.
Help and grievance route
- Portal: uttarakhandtourism.gov.in, Trade > Travel Trade Registration
- Inspecting and first-level grievance authority: District Tourism Development Officer (DTDO) of the district where the unit is located
- Implementing body: Uttarakhand Tourism Development Board, Department of Tourism, Government of Uttarakhand
The only prescribed payment in this process is the Rs 1,000 registration fee paid to the department. No agent is authorised to charge for "arranging" a registration number, and the registration number is issued only after the DTDO inspection is recorded as successful.

Frequently asked questions
Who must register under the Uttarakhand Tourism and Travel Business Registration Rules?
Every tourism-related business and service provider operating in Uttarakhand must register — hotels, motels, resorts, guest houses, dharamshalas, ashrams, travel agents, domestic tour operators, restaurants, beer bars, food courts, amusement parks, ropeways, rafting and paragliding operators, handicraft shops, yoga and meditation centres and tourist information centres.
How much is the Uttarakhand tourism registration fee?
The registration fee is Rs 1,000 and proof of its payment must be uploaded with the application.
Where is the application filed?
The application is filed online at uttarakhandtourism.gov.in under Trade > Travel Trade Registration. There is no separate offline registration route.
Is Aadhaar mandatory for tourism business registration in Uttarakhand?
Yes. Both an Aadhaar number and an Aadhaar-linked mobile number are mandatory to complete the online registration.
Who inspects the unit before registration is granted?
The District Tourism Development Officer (DTDO) of the district in which the unit is located carries out the inspection after the online application is submitted.
What happens after the inspection is successful?
The applicant is issued a registration number, after which the unit is authorised to operate legally as a registered tourism unit in Uttarakhand.
Does a rafting or paragliding operator need to register?
Yes. Adventure tourism units — adventure tour operators, kayaking, canoeing, water sports, river rafting, wall climbing, mountaineering, rock climbing and paragliding — are a listed category under the Rules.
Does registration give any cash subsidy?
No. Registration is a licensing and compliance process, not a subsidy scheme; it gives the unit a registration number and legal standing rather than a payment.
How do I check the status of my tourism registration application?
Log back into the Travel Trade Registration section of uttarakhandtourism.gov.in with the mobile number used at registration. The application dashboard shows whether the file is submitted, pending DTDO inspection, returned for clarification, or approved with a registration number.
Why do tourism registration applications get held up?
Common causes include a missing Fire NOC or Pollution Control Board NOC, no FSSAI licence for a catering unit, a land ownership document not in the applicant's name, Aadhaar not linked to a working mobile number so OTP verification fails, a photograph or balance sheet not matching the declared unit, or the Rs 1,000 fee being paid but the payment proof not uploaded.
