What is the Sugarcane Development Scheme?

Sugarcane Development Scheme is a state programme of the Cane Development and Sugar Industry Department, Government of Uttarakhand: in Hindi, the Ganna Vikas Evam Chini Udyog Vibhag. Its purpose is to raise the productivity, quality and recovery of sugarcane grown in Uttarakhand, which supports both the incomes of cane-growing families and the state's sugar mills. Sugarcane is a major cash crop in the Terai belt of Udham Singh Nagar, Haridwar, Nainital and adjoining districts, and this scheme is the department's main vehicle for improving how it is grown.

According to the Cane Development and Sugar Industry Department, the scheme works on the supply side of cultivation: getting better planting material and better crop-care practices to the ordinary grower. In practice that means promoting improved and disease-resistant cane varieties, supporting plant-protection against pests and diseases, running demonstrations and training on modern agronomy, and helping growers adopt techniques that lift per-hectare yield and sugar recovery.

Because the scheme is delivered through the department's field network rather than as a single cash benefit, the route to it is grower registration with the local Cane Development Council, not a standalone application form.

How does a grower benefit from the scheme?

Sugarcane Development Scheme delivers support in kind and in knowledge rather than as a lump-sum payment:

• Improved seed / planting material of high-yielding, disease-resistant cane varieties.
• Plant-protection support against the pests and diseases that reduce cane yield and sugar recovery.
• Training, demonstrations and extension advice on modern cane agronomy, including planting method, spacing, and input use.
• Linkage through the cane survey to supply tickets (parchi) for delivering cane to the assigned sugar mill.

Exact per-unit subsidy rates for seed, fertiliser and plant-protection inputs are not published in English on the official portal and vary by input and by season. A grower should confirm the current rates at the Cane Development Council before planning purchases, rather than assume a fixed figure.

Who is eligible for the scheme?

You can benefit if:

• You are a sugarcane grower in Uttarakhand.
• You are registered with your local Cane Development Council (Ganna Vikas Samiti).
• Your cane area is recorded in the department's annual cane survey.

You cannot apply / are not eligible if:

• You are not a registered cane grower and have no cane area recorded in the survey, an unregistered farmer cannot apply for the scheme's inputs.
• Your land is outside the cane-development area served by a Council, so it falls outside any council's jurisdiction and is not eligible.
• You grow no sugarcane at all, the scheme is only for cane cultivation, not for other crops on the same holding.

Registration and the annual survey are therefore the gatekeepers: without them a grower cannot access the scheme's inputs or the supply tickets that follow.

According to the Cane Development and Sugar Industry Department, the state runs 10 Sugarcane Development Councils concentrated in its cane belt: six in Udham Singh Nagar (Sitarganj, Kichha, Gadarpur, Bajpur, Nadehi and Kashipur), three in Haridwar (Iqbalpur, Libberheri and Laksar) and one in Dehradun (Doiwala). A grower must be enrolled with the council whose area covers their land; a farmer whose plots lie outside all ten council areas has no council to register with and so cannot access the scheme.

How to apply for the Sugarcane Development Scheme

The scheme is accessed offline through the local Cane Development Council.

1. Visit your local Cane Development Council (Ganna Vikas Samiti) office at the start of the planting season with your land record and identity proof.
2. Register as a grower and get your cane area recorded in the annual cane survey. This is the single most important step, because everything else flows from it.
3. Ask the Council staff which inputs, seed varieties and plant-protection support are available under the Sugarcane Development Scheme for the current season, and how to claim them.
4. Collect improved seed / inputs and attend demonstrations as arranged by the Council, and use your recorded survey to obtain supply tickets for delivering cane to the mill.

There is no charge to register with the Cane Development Council.

What does the Cane Development Council actually do?

According to the department's portal at sugarcane.uk.gov.in, each Cane Development Council does far more than record a survey. A council decides the sugarcane development programme for its area, manages the supply and multiplication of improved seed varieties, arranges fertilisers and other agricultural inputs, works to secure irrigation and farm facilities, runs pest- and disease-control drives, and takes steps to improve soil health: all with the single aim of lifting per-hectare yield and sugar recovery. Councils also manage the funds allotted to them and carry out national agricultural programmes at the ground level. This is why registration with the right council is so valuable: it plugs a grower into seed, input, training and irrigation support at once, and into the supply-ticket (parchi) system that governs how much cane the mill will accept from each farmer. All ten councils sit in the Terai and adjoining plains, where soil, water and a long warm season suit sugarcane, so the scheme's reach is concentrated in Udham Singh Nagar, Haridwar and the Doiwala belt of Dehradun rather than the hill districts, which grow little or no cane. A grower in a hill district who wants to try sugarcane should first ask the nearest council whether their land falls within a serviceable area before counting on the scheme's inputs.

How do I check my registration and supply status?

Growers should follow up at their Cane Development Council office to confirm that their cane area is correctly recorded in the survey and that they are listed for the season's inputs and supply tickets. Errors in the survey — wrong area, missing plot, are the most common problem and are corrected at the Council.

Common problems and fixes

• Not registered / not surveyed, the commonest reason a grower misses out; register early each season.
• Cane area understated in the survey: get it corrected at the Council so your inputs and supply tickets match your actual crop.
• Expecting a fixed cash subsidy, the scheme mainly gives inputs, training and linkage, not a guaranteed cash amount; confirm what is on offer each year.
