Akanksha Housing Scheme (West Bengal)
West Bengal state government scheme
Akanksha Housing Scheme is a West Bengal Housing Department project launched on 28 February 2014 that offers state government employees ownership flats at New Town, Kolkata to 576 flats across 13 towers in five categories from a 1BHK Standard to a 3BHK Elegant. Allotment is by lottery after eligibility verification.
What is the Akanksha Housing Scheme?
Akanksha Housing Scheme is a housing project of the Housing Department, Government of West Bengal, launched on 28 February 2014 to give state government employees a route to owning a flat at a controlled price rather than at open-market rates. The pilot project is at New Town, Kolkata, and comprises 576 flats across 13 towers.
The Bengali word akanksha means aspiration, and the scheme's logic follows from that: a large share of West Bengal's government workforce, particularly in the lower and middle grades, cannot buy in Kolkata's private market. Akanksha addresses that by building on state-held land in New Town, pricing the flats against grade pay, and allotting them by lottery so that the process cannot be influenced.
Akanksha is not a subsidy scheme and not a grant. An allottee buys the flat and pays for it in full, in instalments. What the scheme provides is access, price certainty and a transparent allotment mechanism; not free or discounted housing in the welfare sense.
What flats does Akanksha offer and at what price?
Five categories were offered in the launch schedule, mapped to grade pay so that a junior employee is not competing for the same units as a senior officer:
| Category | Configuration | Price in the launch schedule |
|---|---|---|
| Elegant | 3BHK | Rs 44,45,400 |
| Premium | 3BHK | Rs 39,46,300 |
| Classic | 2BHK | Rs 28,64,400 |
| Economy | 2BHK | Rs 15,62,000 |
| Standard | 1BHK | Rs 10,20,800 |
These are the prices published when the scheme opened. Car parking is charged separately under a modality the department notifies for the project, and allottees should read that document before assuming a parking space is included in the flat price.
Payment works as follows:
- Application money of Rs 25,000, deposited at designated Bank of Baroda branches at the time of applying.
- Construction-linked instalments thereafter, falling due as the project reaches defined milestones and notified to allottees through the department's Akanksha page.
- Interest at 12 per cent a year on delayed instalments under the scheme's general terms and conditions.
That last figure is the one Akanksha allottees most often overlook. The department publishes instalment notices on its own page rather than sending individual reminders, so an allottee who does not check the page can accumulate interest without realising it.
Who is eligible for the Akanksha Housing Scheme?
You can apply if:
- You are a serving employee of the Government of West Bengal.
- You are a permanent resident of West Bengal.
- You have not already been allotted a flat under Akanksha or another government housing scheme.
- Your grade pay falls within the band prescribed for the flat category you are applying for. Categories are tied to grade pay, and applying above your band results in rejection at verification rather than at the lottery.
- You can meet the construction-linked payment schedule. Eligibility to apply is not eligibility to default; non-payment leads to cancellation of the allotment under the terms and conditions.
You are not eligible if:
- You are a central government employee, a public sector undertaking employee, or a private-sector employee. Akanksha is confined to the state government workforce.
- You have already benefited from a government housing scheme, whether through Akanksha, a housing board allotment or another state scheme.
- You are not a permanent resident of West Bengal.
- You apply in a category above your grade pay entitlement.
- You are a retired employee, unless a specific notice for a phase extends eligibility to pensioners. The base scheme is framed around serving employees.
Applications from ineligible persons are filtered out during the verification stage, before the lottery. That order matters: winning a draw does not create a right if the underlying eligibility fails.
How to apply for the Akanksha Housing Scheme
The New Town application window has closed. The steps below describe the process the department used, which is also what a fresh phase would follow.
- Watch for the scheme notice on the Housing Department's Akanksha page at housing.wb.gov.in. Every phase, price revision, instalment call and lottery result is published there as a dated notice.
- Read the General Terms and Conditions and the car parking modality document before filling anything in. These two documents carry the payment schedule, the interest rate on delay, the cancellation clauses and the parking charge.
- Fill in the online application form on the Housing Department portal, choosing the flat category that matches your grade pay, and entering your employee details exactly as they appear on your service record.
- Deposit the application money of Rs 25,000 at a designated Bank of Baroda branch and keep the counterfoil. The application is incomplete without proof of this deposit.
- Submit the supporting documents — employee identity card, service certificate from your controlling officer, Aadhaar, residence proof, salary slip or income certificate, and the deposit receipt.
- Wait for eligibility verification by the Housing Department, which checks employment, grade pay and any earlier housing benefit.
- Check the lottery result published on the Akanksha page. Successful applicants receive an allotment and then move on to the instalment schedule; unsuccessful applicants get the application money refunded under the terms notified for the phase.
- Pay each instalment by its due date as notified, and complete registration and possession formalities when the tower is handed over.

How to check Akanksha application and allotment status
The Housing Department's Akanksha Housing Scheme page is the single source of record. It carries, going back to 2016:
- Lottery results for each category and tower.
- Instalment payment notices telling allottees what is due and by when.
- Construction progress reports for the New Town towers.
- General notices on parking, registration and possession.
There is no separate SMS or email tracker, so an allottee must check the page. For anything the notices do not answer, contact the department directly rather than through an intermediary.
Why Akanksha applications get rejected
- Category applied for does not match grade pay. The commonest reason, and it cannot be corrected after the draw.
- Service certificate missing or unsigned by the controlling officer.
- Application money not deposited or the counterfoil not attached.
- Earlier government housing benefit found on record.
- Instalments not paid on schedule after allotment, which leads to interest at 12 per cent a year and, in a persistent default, cancellation of the allotment under the terms and conditions.
An allottee facing a genuine payment difficulty should write to the department before the due date rather than after. Requests made in advance are the ones the department has scope to consider.

A note on accuracy: the prices, the Rs 25,000 application deposit and the 12 per cent delayed-payment interest above are the figures published for the New Town project as launched. A future phase, at New Town or elsewhere, would carry its own price schedule, and no figure on this page should be assumed to apply to it. Always read the notice for the specific phase you are applying under.
