West Bengal Transport Workers' Social Security Scheme, 2010
West Bengal state government scheme
West Bengal Transport Workers' Social Security Scheme, 2010 covers unorganised transport workers aged 18 to 60 who work on commercial vehicles. The Labour Department scheme pays a pension of Rs 1,500 a month after 60, Rs 50,000 on natural death, hospitalisation relief up to Rs 10,000 and education, marriage and funeral benefits. Enrol at the Regional Labour Office.
What is the West Bengal Transport Workers' Social Security Scheme?
West Bengal Transport Workers' Social Security Scheme, 2010 is a welfare scheme of the Labour Department, Government of West Bengal for unorganised workers in road transport. According to the Labour Commissionerate's own scheme note, the background is statutory: after Parliament enacted the Unorganised Workers' Social Security Act, 2008, the West Bengal State Social Security Board was constituted under the Labour Department by Notification No. 1025-IR dated 6 November 2009, under sub-section (1) of section 6 of that Act. The Board recommended a scheme for the social security of the state's transport workers, and the scheme was introduced by Labour Department, IR Branch Resolution No. 907-IR/E1EIL/1-A-4/110 dated 13 August 2010.
The scheme exists because road transport in West Bengal is largely an unorganised trade. A taxi driver, an auto-rickshaw operator, a tempo driver or a truck khalasi typically has no employer-funded provident fund, no gratuity and no group insurance. WBTWSSS gives that worker a registered identity, a pension at 60, and a defined list of reliefs for accident, illness, childbirth, a child's education, a marriage and a funeral.
Scale of the scheme. The Labour Commissionerate's progress note records 2,51,465 beneficiaries enrolled up to 31 March 2015, cumulative registration fees of Rs 75,43,950, cess collection of about Rs 67.78 crore and benefits disbursed of Rs 17.56 crore to 26,589 beneficiaries by that date. These are the last figures published in the note verified for this guide; current totals are higher and are not separately published there.
Who is eligible for the transport workers' social security scheme?
You can join if:
- You are between 18 and 60 years of age at the time of enrolment.
- You are an unorganised worker engaged in the operation of automobiles used for commercial purposes, cars, taxis, luxury taxis, light commercial vehicles, vans, auto-rickshaws, tempos, lorries, trucks, buses "or by whatever name called".
- You can produce a certification by the prescribed authority in the prescribed format, and, if you are a driver, a driving licence.
You are not eligible if:
- Your vehicle is solely owned by an individual for personal or family use. The scheme covers commercial operation, not private motoring.
- You are under 18 or over 60 at the time of enrolment. Enrolment is not allowed after 60; pension is what starts at 60.
- You have not completed five continuous years of enrolment: in which case you remain a member but do not qualify for the pension component.
Claims that cannot be paid. No assistance for death or permanent disablement is allowed where the death or disablement was caused by intentional self-injury, suicide or attempted suicide, insanity or immorality, or where the member was under the influence of intoxicating liquor, a drug or a narcotic; or where it resulted from riots, civil commotion or racing of any kind.
What benefits does the scheme provide?
Pension. Rs 1,500 per month on attaining 60 years, provided the worker has been a beneficiary for a continuous period of not less than five years, with an increase of Rs 10 for each completed year of enrolment in excess of five. Pension continues till death. After the beneficiary's death the widow or widower receives 50 per cent of the pension the beneficiary was drawing. In exceptional cases of total permanent disablement, the Executive Council may allow pension before 60.
Family pension. 50 per cent of the amount last drawn by the beneficiary, paid monthly to the family by DBT on the beneficiary's retirement or death.
Death and permanent disablement. Relief to the nominee or dependent of Rs 1,50,000 for death arising out of an accident and Rs 50,000 for normal death. The Labour Commissionerate's scheme note records that benefits were enhanced and puts accidental death relief at Rs 2,00,000; a claimant should confirm the rate current on the date of the claim with the Regional Labour Office. For permanent disability from an accident: Rs 25,000 each for loss of one hand from the elbow, one leg below the knee, one eye, or total hearing capacity in one ear; Rs 9,000 for loss of a thumb; Rs 4,000 for loss of any other finger. In multiple disablement the relief is computed on total disablement subject to a maximum of Rs 50,000.
Hospitalisation after an accident. Where a beneficiary is hospitalised for five or more days due to an accident, Rs 400 per day for the first five days and Rs 200 per day for the remaining period, subject to a total of Rs 10,000.
Major ailments. A beneficiary or a family member suffering from a major disease requiring hospitalisation and treatment is allowed relief of up to Rs 20,000 per annum, with additional relief for major surgery. The listed diseases include cancer, leprosy, TB, cardiac problems, malfunctioning of kidneys, AIDS and thalassemia, with brain stroke added with effect from 15 May 2013 and eye ailments and varicosis of veins added with effect from 12 October 2012. The Labour Commissionerate note also records cashless medical benefit up to Rs 30,000 for auto and taxi drivers only, and surgical relief up to Rs 1,00,000 for self and Rs 1,50,000 for family members including self per annum.
Maternity benefit. Rs 6,000 on successful delivery of a child, or on miscarriage, by the beneficiary or the beneficiary's wife, on a certificate from a registered medical practitioner, allowed not more than twice.
Education of children. One-time assistance for a maximum of two children: Rs 4,000 for Higher Secondary or Diploma, Rs 6,000 for Graduation, Rs 10,000 for Post-Graduation and Rs 30,000 for Engineering or Medical courses. The benefit has cumulative effect across levels. The Labour Department's Employment Bank page lists the post-graduation rate as Rs 8,000, so the exact figure should be confirmed at the Regional Labour Office when the claim is made.
Marriage assistance. Rs 10,000 for the marriage of the beneficiary, and Rs 10,000 for the marriage of a dependent son or daughter, up to a maximum of two. The Labour Commissionerate note records an enhanced figure of Rs 25,000 towards the marriage of a dependent daughter, allowed twice in a lifetime with an interval of five years with effect from 1 March 2015.
Spectacles. Rs 500 once every five years, on production of a proper prescription and proof of purchase.
Funeral expenses. Rs 3,000 on the death of a beneficiary. The application must be made along with the application for accidental or normal death relief, not separately.
How to apply for the transport workers' social security scheme
- Enrol as a beneficiary first. Approach the Regional Labour Office or a Labour Welfare Facilitation Centre in your district with the certification in the prescribed format, an age proof, your driving licence if you are a driver, your EPIC or Aadhaar card, and passport-size photographs of yourself and each dependent member. Benefits flow only from enrolment, and the five-year pension clock starts here.
- Register on the eDistrict 2.0 portal at edistrict.wb.gov.in. Click Log In/Sign Up, scroll to the bottom of the User Login window and click Register, fill in the details, choose a username and click Register. Enter the OTP received on your mobile to complete registration.
- Sign in with your username or email and the captcha, enter the OTP received and click Submit. You are taken to the Dashboard.
- Apply for the specific benefit from the right-side menu of the dashboard: pension, family pension, death or disablement relief, hospitalisation, maternity, education, marriage, spectacles or funeral expenses, and upload the documents the form asks for.
- Submit the claim papers: originals of Form I, Form II and Form IIA, a life certificate for a pension claim, bank account details for DBT, and three joint passport-size photographs with your spouse.
A worker who cannot use the portal can complete the same online application at a Bangla Sahayata Kendra (BSK), the state's assisted-service counters, or at the Regional Labour Office.
How is the money paid and how do I follow up?
All benefits under the scheme are transferred directly to the beneficiary's bank account through DBT. There is no cash counter payment, which is why an active bank account in the beneficiary's own name and correct account details are the first things to check when a sanctioned benefit has not arrived.
For a pension claim, the life certificate is the recurring requirement: a pension already sanctioned can stop if the life certificate is not furnished when asked for.
Common reasons a claim is rejected
- Enrolment gap — the five continuous years of beneficiary status were broken, which removes the pension entitlement.
- Vehicle is not commercial, so the applicant falls outside the scheme's definition.
- Age at enrolment outside 18 to 60.
- Death or disablement caused by an excluded circumstance: self-injury, suicide, insanity, immorality, intoxication, riots, civil commotion or racing.
- Funeral expenses claimed separately instead of along with the death relief application.
- Benefit already exhausted, for example maternity benefit claimed a third time, education assistance for a third child, or spectacles claimed within five years of the last claim.
- Bank account inactive or details mismatched, so the DBT credit fails.
Where to get help
- Regional Labour Office of your district, and the Labour Welfare Facilitation Centre, for enrolment, forms and claim status.
- Labour Commissionerate, West Bengal, wblc.gov.in, which publishes the scheme note and the benefit rates.
- eDistrict 2.0 portal, edistrict.wb.gov.in, for online applications.
- Bangla Sahayata Kendra counters, for assisted online submission.
Enrolment under the scheme involves a registration fee collected by the Labour Department; the sources verified for this guide record the total fee collection but do not publish the current per-worker rate, so confirm it at the Regional Labour Office. No agent is needed at any stage, and every benefit is paid into the beneficiary's own bank account.
How to check your application status
WBTWSSS does not run a single public tracking portal where a worker can type in a reference number and see a status bar. Status has to be checked through the same three channels used to enrol and to claim: the eDistrict 2.0 portal, the Regional Labour Office, and a Bangla Sahayata Kendra.
If you applied through the eDistrict 2.0 portal:
- Go to edistrict.wb.gov.in and sign in with the username or email you registered with, plus the captcha and the OTP sent to your mobile.
- On the Dashboard, open the section that lists your submitted applications (labelled by the benefit you applied for, such as pension, death relief, hospitalisation or education assistance).
- Each entry shows the current stage the application is at, for example received, under verification at the Regional Labour Office, or sanctioned for DBT payment. There is no separate SMS tracking number issued outside this dashboard view, so the portal login is the primary way to see where a claim stands.
- If a submitted application does not appear on the dashboard at all, it usually means the submission did not go through completely, most often because a required document upload failed silently. Re-check the application from the same menu rather than assuming it is simply slow.
If you enrolled or claimed at a Regional Labour Office or a Labour Welfare Facilitation Centre:
- Keep the acknowledgement slip or the stamped copy of Form I, Form II or Form IIA given at the time of submission; officials use the details on it, not a claim number, to pull up your file.
- Visit the same Regional Labour Office in person, or call it, and ask for the status against your name, enrolment number and the benefit applied for. Because there is no published centralised helpline for this scheme, the district office that received the paperwork is the only body that can confirm where your file is.
- For a pension already sanctioned, the recurring check is whether your latest life certificate has been received and processed; a pension credit can pause purely because this certificate is pending, independent of any other issue with the file.
If you applied through a Bangla Sahayata Kendra:
Return to the same BSK counter with your acknowledgement slip. Because the BSK operator submits the claim on your behalf through the same eDistrict system, the counter can look up the application's stage for you if you are not comfortable checking the portal yourself.
A general rule that applies across all three channels: since every benefit under this scheme is paid by direct bank transfer, a claim that shows as "sanctioned" but has not reflected in your bank account points to a bank account or IFSC mismatch rather than a processing delay. Confirming and correcting your bank details at the Regional Labour Office is the fastest way to resolve that specific situation, rather than repeatedly checking the portal for a status change that has already happened on the department's side.

Frequently asked questions
Who is covered by the West Bengal Transport Workers' Social Security Scheme?
The scheme applies to all unorganised workers between 18 and 60 years of age engaged on automobiles used for commercial purposes — cars, taxis, luxury taxis, light commercial vehicles, vans, auto-rickshaws, tempos, lorries, trucks and buses. Vehicles owned solely by an individual for personal or family use are excluded.
How much pension does a transport worker get?
A beneficiary gets Rs 1,500 per month on attaining 60 years of age, provided they have remained enrolled continuously for at least five years, with an increase of Rs 10 per month for each completed year of enrolment beyond five years. Pension continues until death, after which the widow or widower receives 50 per cent of the amount last drawn.
What does the scheme pay if a transport worker dies?
The nominee or dependent receives Rs 1,50,000 in the case of death arising out of an accident and Rs 50,000 in the case of normal death; the Labour Commissionerate's scheme note records an enhanced accidental-death figure of Rs 2,00,000. A separate funeral expenses assistance of Rs 3,000 is claimed along with the death relief application.
What is the hospitalisation benefit under the scheme?
A beneficiary hospitalised for five or more days because of an accident gets Rs 400 per day for the first five days and Rs 200 per day for the remaining period, subject to a total maximum of Rs 10,000. The money is credited by Direct Benefit Transfer.
Are major illnesses covered?
Yes. A beneficiary or a family member suffering from a major disease such as cancer, leprosy, TB, brain stroke, cardiac problems, malfunctioning of the kidneys, AIDS, eye ailments, varicosis of veins or thalassemia and requiring hospitalisation is allowed relief of up to Rs 20,000 per annum, with additional relief for major surgery.
Which transport workers cannot claim under this scheme?
Anyone whose vehicle is solely owned for personal or family use is not eligible, nor is anyone outside the 18 to 60 age band at the time of enrolment. Death or permanent disablement claims are not allowed where the cause was intentional self-injury, suicide or attempted suicide, insanity, immorality, intoxication by liquor, drugs or narcotics, or injuries from riots, civil commotion or racing of any kind.
How long must a worker stay enrolled before drawing pension?
At least five continuous years. A worker who does not complete five continuous years of enrolment under the scheme does not qualify for the pension, however old they are.
How are benefits paid out?
All benefits are paid by Direct Benefit Transfer into the beneficiary's bank account. That is why an active bank account and a life certificate with the pension claim are part of the mandatory document list.
Where does a transport worker enrol for this scheme?
Enrolment is done through the Regional Labour Office or a Labour Welfare Facilitation Centre. Benefit claims, once enrolled, can be filed online through the eDistrict 2.0 portal or at a Bangla Sahayata Kendra.
