West Bengal Student Credit Card Scheme (WBSCC)
West Bengal state government scheme
West Bengal Student Credit Card Scheme gives students a collateral-free education loan of up to Rs 10 lakh at 4 per cent simple interest a year, repayable over 15 years including the moratorium. Students up to 40 years old who have lived in West Bengal for 10 years can apply free at wbscc.wb.gov.in.
What is the West Bengal Student Credit Card Scheme?
The West Bengal Student Credit Card Scheme, commonly abbreviated to WBSCC, is a state-backed education loan programme run by the Higher Education Department of the Government of West Bengal. According to the scheme's own portal at wbscc.wb.gov.in, it exists so that a student can continue studying "without having any financial constraints", and it was introduced under Chief Minister Mamata Banerjee.
WBSCC gives a student a loan of up to Rs 10 lakh at 4 per cent simple interest per annum, with no property collateral. The loan is issued by the West Bengal State Cooperative Bank and its affiliated Central Cooperative Banks and District Central Cooperative Banks, along with participating public sector and private sector banks. The state government stands behind the loan, which is why the rate is far below a normal education loan and why no house or land needs to be mortgaged.
The scheme is often called the Chhatra Credit Card in everyday Bengali usage. It is not a credit card in the plastic, swipe-at-a-shop sense, it is a term-education-loan facility with a card-style identity.
Who is eligible for the West Bengal Student Credit Card, and who is not eligible?
You can apply if:
- You are an Indian citizen.
- You have been a resident of West Bengal for at least 10 years.
- You are below 40 years of age on the date of application.
- You are enrolled in Class 10 or above in a recognised school, madrasah, college, university or affiliated institute, in India or abroad.
- You are pursuing secondary, higher secondary, undergraduate, postgraduate or professional and equivalent courses.
- You are attending a coaching institution for a competitive examination such as engineering, medical, law, IAS, IPS or WBCS.
- Your parent or legal guardian is willing to sign as co-borrower.
You cannot apply if:
- You have lived in West Bengal for less than 10 years.
- You are 40 years or older at application.
- You are studying below Class 10, since the scheme begins at the Class 10 stage.
- Your institution is not recognised. Enrolment in an unrecognised body will not pass verification.
- You cannot produce a co-borrower. The co-obligation of a parent or guardian is not optional, even though no property is mortgaged.
How much does the West Bengal Student Credit Card give, and on what terms?
| Term | Detail |
|---|---|
| Maximum loan | Rs 10,00,000 |
| Interest rate | 4 per cent per annum, simple interest |
| Interest concession | A further 1 per cent reduction if interest is fully serviced during the study period |
| Collateral | None. Co-obligation of parent or guardian only |
| Margin | Nil for loans up to Rs 4 lakh; 5 per cent above that |
| Repayment period | Up to 15 years, including the moratorium or repayment holiday |
| Age limit | Under 40 years at application |
| Residence | 10 years in West Bengal |
The loan can be used for tuition and course fees, hostel charges, examination fees, books and study materials, and coaching fees for competitive examinations. Disbursement is split: institutional fees go directly to the educational institution, while non-institutional expenses are credited to the student's own bank account. That split is deliberate, it stops the fee component being spent elsewhere.
Repayment begins after the moratorium, generally one year after the course ends. A student who takes the full 15-year window therefore has a long runway before the loan needs to be cleared, and the 4 per cent simple-interest structure keeps the total cost far below a commercial education loan.
How to apply for the West Bengal Student Credit Card online
- Open the official portal at wbscc.wb.gov.in and click Student Credit Card on the home page.
- Choose student registration, and select whether your institution is in India or abroad.
- Complete the registration screen. The system generates a user ID and password, which are sent to you and are also shown on screen. Save them.
- Log in to the applicant dashboard with those credentials.
- Fill in the application section by section: personal details, co-borrower details and present address, permanent address and course details, loan amount required, and bank information.
- Upload the scanned documents: Aadhaar card, age proof, residence proof, admission receipt, fee structure, last qualifying marksheet, photographs of student and co-borrower, PAN or the self-declaration undertaking, and the co-borrower's address proof.
- Review the completed application carefully, then submit it. Corrections after submission mean a resubmission cycle, which costs time.
- Track the application on the dashboard as it moves through institution verification, higher education department forwarding and bank sanction.
There is no offline route. The scheme is administered entirely through the online portal, and the application is free.
How does the WBSCC application move after you submit it?
WBSCC applications pass through more than one desk, which is why sanction is not instant.
- Your educational institution verifies that you are enrolled and that the fee figures are correct.
- The application is forwarded to the Higher Education Department, which routes it to a lending bank.
- The bank branch examines the application, checks the co-borrower details and sanctions the loan.
- On sanction, institutional fees are released to the institution and the non-institutional component is credited to the student's account.
If the application sits at the institution stage, chase your college or school office, not the bank. If it sits at the bank stage, visit the branch with your application number.
How do you check WBSCC application status?
- Log in to wbscc.wb.gov.in with the user ID and password generated at registration.
- Open the applicant dashboard. The current stage of the application is shown there.
- If the dashboard shows a resubmission request, correct the flagged field or re-upload the flagged document and submit again.
- For anything the dashboard does not explain, call 1800-102-8014 or email support-wbscc@bangla.gov.in.
Why do West Bengal Student Credit Card applications get rejected?
- Residence of less than 10 years in West Bengal, or a residence document that does not establish the 10-year period.
- Applicant aged 40 or above on the date of application.
- Name mismatch between the Aadhaar card, the institution record and the bank account.
- Incomplete or unreadable uploads, particularly a blurred fee structure or a photograph in the wrong format.
- Admission receipt missing or issued by an institution that is not recognised.
- Co-borrower details incomplete, for example missing address proof for the parent or guardian.
- Fee amount claimed does not match the prospectus, which triggers a resubmission.
Most rejections here are documentary, not eligibility-based. Read the resubmission note on the dashboard, fix exactly what it names, and submit again rather than starting a fresh application.
When should you apply for the West Bengal Student Credit Card?
There is no announced annual last date. Apply once you have secured admission and hold the admission receipt and fee structure, because both are mandatory uploads. Applying before admission is confirmed will stall at the institution verification stage.
For a course that runs across several years, the loan is structured around the full course rather than a single year's fees, so put the whole course cost into the application rather than applying afresh each year.
Where do you complain about a WBSCC problem?
- Toll-free helpline: 1800-102-8014
- Email: support-wbscc@bangla.gov.in or contactwbscc@gmail.com
- Your institution's WBSCC nodal officer, for anything stuck at verification
- The bank branch to which your application was routed, for sanction and disbursement delays
- Higher Education Department, Government of West Bengal
The portal also hosts the scheme guidelines, FAQs and user manuals as downloadable documents, and reading the user manual before you start the form saves a resubmission cycle.
Applying for the West Bengal Student Credit Card is free. No agent, consultant or middleman is authorised to charge for filling the form or for "getting the loan sanctioned", and no bank official will ask for your portal password or the OTP sent to your mobile number.

Frequently asked questions
How much loan can a student get under the West Bengal Student Credit Card Scheme?
A student can borrow up to Rs 10 lakh under the West Bengal Student Credit Card Scheme. The loan carries 4 per cent simple interest a year, with a further 1 per cent concession if the interest is serviced during the study period, and no property collateral is required.
Who is eligible for the West Bengal Student Credit Card?
An Indian citizen who has lived in West Bengal for at least 10 years, is under 40 years of age and is enrolled in Class 10 or above in a recognised institution is eligible. Coaching students preparing for engineering, medical, law, IAS, IPS and WBCS examinations are also covered.
Do I need to give property as security for the WBSCC loan?
No. The West Bengal Student Credit Card Scheme requires no property collateral. The only requirement is the co-obligation of a parent or legal guardian, who signs as co-borrower on the application.
What is the interest rate and repayment period for WBSCC?
The interest rate is 4 per cent per annum, simple interest, and the total repayment period is 15 years including the moratorium. Servicing the interest during the study period earns a further 1 per cent concession.
When does repayment of the Student Credit Card loan start?
Repayment starts after a moratorium, generally one year after the course is completed. The full 15-year repayment window includes that repayment holiday, so the borrower is not asked for an instalment while still studying.
What expenses does the West Bengal Student Credit Card cover?
The card covers tuition and course fees, hostel charges, examination fees, books and study materials, and coaching fees for competitive examinations. Institutional fees are released directly to the institution; other expenses are credited to the student's own bank account.
Can I use WBSCC to study abroad?
Yes. The scheme covers institutions within and outside India, and the online registration form asks the applicant to choose between an Indian and a foreign institution at the start. The Rs 10 lakh ceiling applies either way.
What is the WBSCC helpline number?
The toll-free helpline is 1800-102-8014. Queries can also be emailed to support-wbscc@bangla.gov.in or contactwbscc@gmail.com, and application status is visible on the student dashboard at wbscc.wb.gov.in.
Is a PAN card mandatory for the West Bengal Student Credit Card?
Not strictly. The portal asks for a PAN card of the student or the co-borrower, but where either of them does not have one, a self-declaration undertaking in the prescribed format is accepted instead.
