What is the West Bengal Incentive Scheme 2026?

West Bengal Incentive Scheme 2026, written in most official and trade correspondence as WBIS 2026, is the incentive package approved by the Government of West Bengal for micro, small and medium enterprises. WBIS 2026 is administered by the Micro, Small and Medium Enterprises and Textiles Department, whose head office is at Shilpa Sadan, Camac Street, 7th Floor, Kolkata 700016, and is delivered on the ground through the Directorate of MSME and the District Industries Centre in each district.

WBIS 2026 continues a long line of West Bengal incentive packages. The state has run zone-graded incentive schemes for decades, most recently Banglashree for MSMEs, notified on 22 July 2020, which offered a capital investment subsidy of 15 to 60 percent, an interest subsidy of 55 to 70 percent for five years, a power subsidy of Rs 1 to Rs 1.50 per unit and SGST reimbursement for up to eight years, all graded by how backward the location was. WBIS 2026 is the successor package for the next cycle.

Reporting on the state cabinet's approval describes WBIS 2026 as effective from 1 October 2026 for a five-year period, and states that units which began commercial production on or before 30 September 2026 are not eligible. That single cut-off is the most consequential fact in the scheme for any promoter currently building a unit: a commissioning date a few days on either side of 1 October 2026 decides which package governs the project for the next five years.

Which incentives does West Bengal give an MSME?

The MSME incentives module on the Silpa Sathi single-window portal lists the heads under which a West Bengal manufacturing MSME can claim:

  • State capital investment subsidy. A percentage of certified fixed capital investment in plant, machinery, land and building.
  • Interest subsidy on term loans, a share of interest actually paid on a term loan taken from a scheduled bank or notified financial institution.
  • Power subsidy, a per-unit rebate on electricity consumed by the unit.
  • Energy efficiency subsidy; support for energy audits and efficiency investments.
  • Stamp duty and registration fee subsidy: refund of duty paid on the purchase or lease of land and building for the project.
  • SGST subsidy; reimbursement of a portion of state GST paid on the unit's own output.
  • Water conservation and environment compliance subsidy.
  • Standard quality compliance subsidy; support for certification costs.
  • Workforce welfare assistance subsidy β€” assistance linked to the employer's statutory contribution for its workforce.
  • Patent registration subsidy: support for the cost of registering a patent.
  • Electricity duty waiver on electricity consumed for manufacturing.

An important structural point: these are grants and reimbursements, not loans. Silpa Sathi states expressly that the state has no credit schemes for business at present and that support to business is given through grants. A WBIS 2026 claim therefore never puts money in your hands before you have spent it, you invest, you commission, you certify, and then you claim.

Who is eligible for WBIS 2026?

Your enterprise can claim if:

  • The unit is a micro, small or medium enterprise holding a valid Udyam registration.
  • The unit is a manufacturing enterprise located in West Bengal.
  • The unit commences commercial production on or after 1 October 2026.
  • The unit's fixed capital investment is certified by a chartered accountant and is genuinely new investment in the project.
  • The unit holds the licences its line of business requires: trade licence, factory licence where applicable, and pollution control consent where the category attracts it.

You are not eligible, and cannot apply, if:

  • The unit began commercial production on or before 30 September 2026. Such units fall under the earlier package, not WBIS 2026.
  • You are an individual seeking a personal benefit. WBIS 2026 is an enterprise incentive, not a welfare payment, a stipend or a personal loan subsidy. There is no individual application.
  • The enterprise is not registered under Udyam or is above the medium enterprise thresholds.
  • The unit is located outside West Bengal, even if the promoter is a West Bengal resident.
  • The claim is for investment already subsidised under another state package for the same asset. Double-dipping on the same fixed asset is not allowed under West Bengal's incentive practice.

Eligibility for a rate is separate from eligibility for the scheme. West Bengal has always graded its incentives by zone, giving a unit in a backward district a materially higher percentage than an identical unit in Kolkata or Howrah. Which zone your block falls in is defined in the notification's schedule and is not negotiable at the district level.

How to apply for WBIS 2026

  1. Complete Udyam registration for the enterprise before you commission the unit, and keep the certificate. Every downstream claim is keyed to it.
  2. Register the unit on Silpa Sathi at silpasathi.wb.gov.in and open the MSME incentives module at silpasathi.wb.gov.in/msme_Incentives. Silpa Sathi is West Bengal's single-window system and also carries the approvals, licences and clearances the project needs.
  3. File the registration or eligibility application for WBIS 2026 with your project details; location, zone, fixed capital investment, means of finance and the date of commencement of commercial production.
  4. Obtain and upload the certificate of commencement of commercial production, showing a date on or after 1 October 2026, along with the chartered accountant's certified statement of fixed capital investment.
  5. Claim each incentive head separately. Capital investment subsidy, interest subsidy, power subsidy and stamp duty refund are distinct claims with distinct supporting papers; filing one does not file the others.
  6. Attend the District Industries Centre scrutiny. The DIC in your district verifies the documents, may inspect the unit, and forwards the recommendation to the Directorate of MSME.
  7. Track the claim on Silpa Sathi and respond to any query raised. Sanctioned amounts are released to the enterprise's bank account.

Offline support runs alongside the online route. The District Industries Centre is the physical counter for an MSME incentive matter in West Bengal, and the Silpa Sathi Single Window Cell helpline 1800-345-5562 (toll free) and the Quick Response Team on 033-2262-2004, working 10 am to 5 pm Monday to Friday, answer procedural questions.

What documents does a WBIS 2026 claim need?

Document Mandatory Notes
Udyam Registration certificate Yes Establishes micro, small or medium status
Certificate of commencement of commercial production Yes Must show a date on or after 1 October 2026
Detailed Project Report Yes Fixed capital investment and means of finance
CA-certified fixed capital investment statement Yes Subsidy is computed on certified, not projected, cost
Term loan sanction and disbursement letters No Only for interest subsidy claims
Electricity bills and connection papers No Only for power subsidy and electricity duty waiver
GST registration Yes Identity, and any tax-linked claim
Land or lease deed and trade licence Yes Proves location and zone
Pollution control consent No Where the industry category requires it

How do you check the status of a WBIS 2026 claim?

  1. Log in to silpasathi.wb.gov.in with the credentials used to file.
  2. Open the MSME incentives module and select the application reference number.
  3. Read the current stage; filed, under DIC scrutiny, query raised, recommended, sanctioned or disbursed.
  4. If a query is raised, upload the missing paper within the time allowed rather than filing a fresh application, which restarts the queue.

If the portal shows no movement for a long period, the escalation is the District Industries Centre first, then the Directorate of MSME, and then the department at Shilpa Sadan.

Why WBIS claims get rejected, and how to avoid it

  • Production date before 1 October 2026. The most common and least fixable rejection under a new package. Keep the commissioning record clean and dated.
  • Uncertified or inflated capital investment. Claims are settled on the chartered accountant's certified figure cross-checked against invoices and bank payments; a projected DPR figure will not carry a claim.
  • Second-hand plant and machinery claimed as new investment. West Bengal's incentive practice has consistently restricted this.
  • Wrong zone claimed. A unit claiming a backward-zone rate for a block that the schedule places elsewhere will be re-assessed at the lower rate.
  • Missing Udyam registration, or Udyam taken after commissioning, breaking the chain between the enterprise and the claim.
  • Interest subsidy claimed on working capital. The head is for term loans; a cash credit limit is not a term loan.
  • Claim filed after the window closes. West Bengal has historically required the application within a fixed number of months of commencement of commercial production, under Banglashree it was 12 months. Confirm the WBIS 2026 window with your DIC and diarise it on the day you commission.

Where can you get help on WBIS 2026?

  • Quick Response Team: 033-2262-2004, 10 am to 5 pm, Monday to Friday
  • District Industries Centre of the district where the unit is located
  • MSME and Textiles Department, Shilpa Sadan, Camac Street, 7th Floor, Kolkata 700016

A caution on unpublished figures

West Bengal Incentive Scheme 2026 was approved recently, and as of 2 August 2026 the department's public pages at msme.wb.gov.in and wbmsmet.gov.in do not yet carry the head-by-head rate table, the zone schedule or the claim-window length. This guide therefore states the scheme's structure, its cut-off date and its incentive heads, and deliberately does not quote percentages for WBIS 2026. Percentages circulating on consultancy blogs and social posts are not a substitute for the gazette notification. Before you commit capital on the strength of an expected subsidy, ask the District Industries Centre for the notification number and read the schedule yourself.

Frequently asked questions

What is the West Bengal Incentive Scheme 2026?

West Bengal Incentive Scheme 2026, commonly written as WBIS 2026, is the new incentive package approved by the Government of West Bengal for micro, small and medium enterprises. Reporting on the approval says the scheme runs for five years from 1 October 2026 and offers capital investment subsidy, interest subsidy, power subsidy and electricity duty waiver to new manufacturing units, with the aim of pushing industrial growth, employment and balanced regional development.

From which date is WBIS 2026 effective?

WBIS 2026 is reported to be effective from 1 October 2026. Units that had already begun commercial production on or before 30 September 2026 are outside its scope and must look at the earlier package under which they registered.

Who cannot claim WBIS 2026 benefits?

Enterprises that started commercial production on or before 30 September 2026 cannot claim under WBIS 2026. Individuals applying for a personal benefit, unregistered units without Udyam registration, and units located outside West Bengal are also outside the scheme.

How do I apply for WBIS 2026 incentives?

Apply online through the Silpa Sathi single-window portal at silpasathi.wb.gov.in, which carries the MSME incentives module for the state. Registration is done first, then each incentive head is claimed separately with supporting documents, and the District Industries Centre in your district scrutinises the claim.

What incentive heads does West Bengal offer MSMEs?

The Silpa Sathi incentives module lists state capital investment subsidy, interest subsidy on term loans, power subsidy, energy efficiency subsidy, stamp duty and registration fee subsidy, SGST subsidy, water conservation and environment compliance subsidy, standard quality compliance subsidy, workforce welfare assistance subsidy and patent registration subsidy.

Are the exact WBIS 2026 subsidy percentages published?

Not on the department's public pages as of 2 August 2026. The rate table for each head, and the zone-wise grading that West Bengal has traditionally used, must be read from the gazette notification itself. Do not plan a project on a percentage quoted by a consultant or a news site without seeing the notification.

Is WBIS 2026 a loan?

No. West Bengal's MSME incentives are grants and reimbursements, not credit. The Silpa Sathi portal states plainly that the state has no credit schemes for business at present and that support is provided through grants.

Which department runs WBIS 2026?

The Micro, Small and Medium Enterprises and Textiles Department, Government of West Bengal runs the scheme, from Shilpa Sadan, Camac Street, 7th Floor, Kolkata 700016, with delivery through the Directorate of MSME and the District Industries Centres.
