Banglashree for MSMEs
West Bengal state government scheme
Banglashree for MSMEs is the West Bengal incentive package notified on 22 July 2020 that gives a new manufacturing unit a capital investment subsidy of 15 to 60 percent, interest subsidy of 55 to 70 percent for 5 years, power subsidy of Rs 1 to Rs 1.50 per unit and SGST reimbursement for up to 8 years. Apply at the District Industries Centre within 12 months of starting production.
What is Banglashree for MSMEs?
Banglashree for MSMEs is the incentive scheme of the Micro, Small and Medium Enterprises and Textiles Department, Government of West Bengal, notified by order No. 1543/MSMET-18011(11)/1/2020 dated 22 July 2020. Banglashree replaced the earlier state incentive scheme for MSMEs and set out a single package of fiscal benefits for entrepreneurs setting up or expanding manufacturing units anywhere in the state.
Banglashree is not a cash handout and not a loan. Banglashree is a reimbursement-and-subsidy package: the entrepreneur invests, builds the unit, starts production, and then claims back defined shares of capital cost, interest, electricity charges, stamp duty and state GST over a period of years. The Department's stated purpose, in the notification, is to encourage entrepreneurs to set up micro, small and medium enterprises with an emphasis on balanced development across all districts of West Bengal.
The main features of Banglashree
- Applies to manufacturing enterprises registered as micro, small or medium.
- Graded by geography; West Bengal is divided into five zones, A to E, and the less developed the zone, the larger the incentive.
- Requires prior approval of the project before implementation, and MSME registration under Udyog Aadhaar, now Udyam.
- Claims run for defined periods after commercial production begins, up to 5 years for interest and power subsidy and up to 8 years for SGST reimbursement.
- Administered on the ground by the District Industries Centres, with the Silpa Sathi single-window portal handling the associated approvals and licences.
What incentives does Banglashree pay?
According to the Banglashree notification, the package covers the following heads. Rates vary by zone and by whether the unit is micro, small or medium, and the entitlement in each case is fixed in the eligibility certificate issued by the District Industries Centre.
| Incentive | What Banglashree gives |
|---|---|
| Capital investment subsidy | 15 to 60 percent of fixed capital investment for micro and small enterprises, graded by zone |
| Interest subsidy | 55 to 70 percent of interest paid on the term loan, for 5 years |
| Power subsidy | Rs 1 to Rs 1.50 per unit of electricity consumed, for 5 years |
| Waiver of electricity duty | 50 to 100 percent, depending on zone and category |
| SGST reimbursement | 30 to 50 percent of net State GST paid, for up to 8 years |
| Stamp duty and registration fee | Relief on the duty paid for project land and buildings, graded by zone |
| Patents and quality certification | 50 percent reimbursement of the cost incurred |
The capital investment subsidy is the headline benefit and the one most units apply for first. Fixed capital investment for this purpose means the investment in land, building, plant and machinery and other eligible fixed assets certified by a chartered accountant, not the working capital or the promoter's drawings.
The interest subsidy is paid on the interest actually paid on a term loan taken from a scheduled commercial bank or a recognised financial institution for the approved project. An account that slips into default or is classified as a non-performing asset stops earning the subsidy for the period of default.
The power subsidy and the electricity duty waiver together lower the running cost of a manufacturing unit, and they matter most to units with a heavy connected load. Both are claimed against actual electricity bills for the unit's own connection.
Who is eligible for Banglashree, and who is not eligible?
A unit can claim Banglashree if:
- It is a micro, small or medium enterprise in the manufacturing sector.
- It holds a valid MSME registration, Udyog Aadhaar under the original notification, now Udyam registration.
- The project was approved before implementation, not after the fact.
- Commercial production commenced within the scheme window notified by the Department, which the 2020 order set as 1 April 2019 to 31 March 2025.
- The unit is located in West Bengal and holds the statutory clearances for its line of manufacture, including pollution control consent where applicable.
- The claim is filed within 12 months of the date of commercial production.
A unit is not eligible, or cannot apply, if:
- It is a trading, retail or purely service business. Banglashree's manufacturing incentive package does not extend to buying and reselling goods.
- It started commercial production outside the notified scheme window.
- It implemented the project without prior approval, which forfeits the claim.
- It has no valid MSME registration.
- It is claiming the same expenditure under another state incentive scheme. Double-dipping on the same head of cost is not permitted.
- It missed the 12-month application deadline from commencement of production.
An individual cannot apply to Banglashree for a personal benefit. Banglashree is an enterprise incentive, and the applicant is the registered enterprise, a proprietorship, partnership, LLP, company or cooperative that actually manufactures. A person who wants a personal or small-venture loan in West Bengal should look at the West Bengal Bhabishyat Credit Card Scheme instead.
How to apply for Banglashree incentives
- Register the enterprise first. Obtain Udyam registration for the unit and complete the state-level registrations and licences for your line of manufacture through the Silpa Sathi single-window portal at silpasathi.wb.gov.in. Silpa Sathi is the state's digital gateway for statutory compliance and carries the MSME incentives and licence modules.
- Get the project approved before you build. Banglashree requires prior approval of the project. Submit the Detailed Project Report to the District Industries Centre of your district and obtain the approval on record before implementation begins. A project implemented first and presented later is outside the scheme.
- Commence commercial production and document the date. The date of commencement of commercial production is the trigger for every timeline in the scheme — the 12-month application window, the 5-year interest and power subsidy periods and the 8-year SGST reimbursement period. Keep the certificate, the first sale invoices and the excise or GST records that fix the date.
- File Form-A at the District Industries Centre within 12 months. Submit the prescribed Form-A along with the DPR, the Udyam certificate, the audited accounts, the chartered accountant's certificate of fixed capital investment, the land documents and the term loan papers. The application goes to the DIC of the district where the unit stands, not to Kolkata.
- Attend the physical inspection. A DIC team inspects the unit before the eligibility certificate is issued. Keep the plant, the machinery invoices and the installation records available for verification on the day.
- Collect the eligibility certificate and file each incentive claim. Once the eligibility certificate is issued, the unit files separate periodic claims: annual interest subsidy claims against bank certificates, power subsidy claims against electricity bills, and SGST reimbursement claims against returns, for as long as each entitlement runs.
How do I check the status of a Banglashree claim?
The District Industries Centre that received the Form-A is the office of record for status. Quote the application number and the name of the unit as registered. For queries about the Silpa Sathi portal, licences and the MSME incentive modules, the state's Quick Response Team can be reached on the toll-free number 1800-345-5562, on 033-2262-2004 between 10 am and 5 pm Monday to Friday, or on WhatsApp at +91 9062211211.
Because Banglashree claims are made over several years, a unit typically has more than one live claim at a time. Track each head separately, an approved capital investment subsidy does not automatically mean the interest subsidy claim for the same year has been passed.
Why are Banglashree applications rejected?
- Application filed after the 12-month window. This is the single most common and least recoverable reason. The clock starts at commercial production, not at registration or at loan sanction.
- No prior approval of the project. Units that build first and apply later are turned down on principle.
- Wrong sector. A trading or service business applying under the manufacturing package is rejected at scrutiny.
- Fixed capital investment not certified. A claim without an audited chartered accountant's certificate separating eligible fixed assets from ineligible items cannot be quantified and is returned.
- Missing statutory clearance. A unit operating without the required pollution control consent is not entitled to state incentives.
- Loan account in default. Interest subsidy stops for any period in which the term loan account is irregular or classified as a non-performing asset.
- Same cost claimed twice. Claiming the same expenditure under Banglashree and under a central or other state scheme leads to disallowance.
Most of these are fixable before filing rather than after. Get the project approval on paper before the first brick is laid, and diarise the 12-month deadline the day commercial production starts.
Key dates and current status of Banglashree
Banglashree for MSMEs was notified on 22 July 2020 and was made operative for projects commencing commercial production between 1 April 2019 and 31 March 2025. The Green Firecracker Manufacturing, Storage and Selling Scheme notified in November 2023 expressly routes its fiscal benefits through an amended Banglashree, which confirms the scheme was being amended and used well after its original notification.
Readers planning a project in 2026 should treat the March 2025 end date as a matter to be confirmed rather than assumed. The Department has not published, on the sources verified for this guide, a notification either closing Banglashree or replacing it with a named successor. Ask the District Industries Centre directly which incentive package a project starting production today falls under, and get the answer in writing before you rely on it in a project report.
Where do I raise a grievance about Banglashree?
Take the matter first to the General Manager of the District Industries Centre that is handling the file, in writing, quoting the application number. If the matter is not resolved there, escalate to the Directorate of Micro, Small and Medium Enterprises under the Micro, Small and Medium Enterprises and Textiles Department at wbmsmet.gov.in. Portal and licence problems on Silpa Sathi go to the Quick Response Team on 1800-345-5562 or qrt.silpasathiwb@gmail.com.
No consultant or agent can get a Banglashree claim sanctioned faster, and there is no fee payable to any private intermediary for the sanction itself. The statutory fees are those charged for registration, licences and clearances, and they are paid to the government against a receipt.

Frequently asked questions
What does Banglashree for MSMEs give an enterprise?
Banglashree for MSMEs gives a package of fiscal incentives rather than a single cash grant — a capital investment subsidy of 15 to 60 percent depending on zone and enterprise size, an interest subsidy of 55 to 70 percent of interest paid on the term loan for 5 years, a power subsidy of Rs 1 to Rs 1.50 per unit of electricity for 5 years, a waiver of 50 to 100 percent of electricity duty, and reimbursement of 30 to 50 percent of net SGST for up to 8 years. Reimbursement of 50 percent of patent and quality certification cost is also available.
Who can claim Banglashree incentives?
Banglashree covers micro, small and medium enterprises in the manufacturing sector that are registered in West Bengal and that commenced commercial production within the scheme window. Service and trading units are outside the manufacturing incentive package, and a project must be approved before it is implemented.
When must the Banglashree application be filed?
The application in Form-A must reach the District Industries Centre within 12 months of the date of commencement of commercial production. A unit that misses this window loses its claim to the incentives even if it is otherwise eligible, so the date of first commercial production should be documented carefully.
Is Banglashree still open in 2026?
The Banglashree package notified by order No. 1543/MSMET dated 22 July 2020 was declared operative for projects commencing commercial production between 1 April 2019 and 31 March 2025. Whether that window has been extended or replaced by a successor package is a question for your District Industries Centre or the Silpa Sathi helpline on 1800-345-5562 — do not assume the old dates still run.
How do the Banglashree zones work?
Banglashree divides West Bengal into five zones, A through E, and pays more in the less developed ones. Zone A and Zone B cover the developed urban districts and attract the lowest rates, while Zones C, D and E cover progressively more backward areas and attract the highest capital investment subsidy, the longest SGST reimbursement and the fullest electricity duty waiver.
Can a service business or a shop claim Banglashree?
No. The Banglashree incentive package for MSMEs is built around manufacturing enterprises, and a pure trading, retail or service business is not eligible for the manufacturing incentives. Small service and business ventures in West Bengal are instead served by credit schemes such as the West Bengal Bhabishyat Credit Card Scheme.
Where is the Banglashree application submitted?
The application is submitted to the District Industries Centre of the district in which the unit is located. A physical inspection of the unit is carried out before the eligibility certificate is issued and any incentive is released.
Does Banglashree reimburse stamp duty and registration fees?
Yes, the Banglashree package includes relief on stamp duty and registration fees paid on the purchase or lease of land and buildings for the project, with the rate graded by zone. This claim is made with the registered conveyance or lease deed and the receipted challan.
