Banglar Bari
West Bengal state government scheme
Banglar Bari is West Bengal's own housing scheme for families living in kutcha or temporary shelter. Banglar Bari pays Rs 1,20,000 in two instalments of Rs 60,000 in plain areas and Rs 1,30,000 in hilly and Jangalmahal areas, credited by Direct Benefit Transfer. Selection is by government survey, not by open application.
What is Banglar Bari?
Banglar Bari, which translates as "Bengal's home", is the Government of West Bengal's own housing assistance scheme for families living without a permanent house. Chief Minister Mamata Banerjee launched it on 17 December 2024, when the first instalment was released to the opening phase of beneficiaries.
Banglar Bari exists because West Bengal decided to fund rural and urban housing for the poor from the state exchequer rather than wait on the central rural housing programme, after a dispute over the release of central funds. That origin matters for readers, it means the eligibility rules, the instalment amounts and the beneficiary lists are all decided by the state, and the money comes from the state budget.
The scheme runs in two streams. In rural West Bengal the Panchayat and Rural Development Department implements it through the gram panchayats and block development offices. In municipal areas the Urban Development and Municipal Affairs Department implements it through the State Urban Development Agency (SUDA) and the municipalities and municipal corporations.
The state allocated a reported Rs 6,600 crore for the first phase, covering around 12 lakh families across 21 districts, with a second phase of roughly 18 lakh more beneficiaries taken up afterwards.
How much does Banglar Bari pay?
| Area | Total assistance | Instalment pattern |
|---|---|---|
| Plain areas | Rs 1,20,000 | Rs 60,000 × 2 |
| Hilly areas and Jangalmahal, including Darjeeling | Rs 1,30,000 | Two instalments |
Both instalments are paid by Direct Benefit Transfer into the beneficiary's own bank account. No cash passes through any office, and no panchayat member, contractor or agent is entitled to a cut of the money.
The first instalment is released when the beneficiary is approved and the file is opened. The second instalment follows only after the block or municipal office verifies that construction has actually reached the agreed stage. Verification typically uses photographs of the construction with geo-tagging, which is why a beneficiary who takes the first Rs 60,000 and does not start building will not see the second.
The assistance is a construction grant, not a loan. Nothing has to be repaid, provided the declaration made at selection was true and the house is actually built.
Who is eligible for Banglar Bari, and who is not eligible?
A family can be selected if:
- It is a permanent resident household in West Bengal.
- It lives in a kutcha, thatched or temporary shelter, or is homeless.
- It owns no pucca house anywhere in the country.
- Its monthly household income is within the ceiling. The figure reported for the scheme is Rs 10,000 a month; confirm the current ceiling at your block or municipal office, since income tests are the criterion most often revised.
- It has an Aadhaar-seeded bank account for the DBT credit.
Priority within the eligible pool goes to women-headed households, families with a person with disability, and economically weaker section families. In urban areas, slum dwellers and families in unauthorised temporary shelter are the core target group.
A family cannot apply, or is not eligible, if:
- It already owns a pucca house, in West Bengal or elsewhere.
- Any member is an income tax payer.
- Any member is a government employee.
- It owns a motorised vehicle or a mechanised fishing boat.
- It has already received a house or housing assistance under another government housing scheme. Double benefit is specifically excluded.
Note carefully that there is no open application form for an individual to fill. Eligibility is established during the government survey. A family that believes it qualifies must get itself into the survey list or file a claim when the provisional list is displayed.
How to apply for Banglar Bari
Because Banglar Bari is survey-driven, the "application" is really a sequence of steps around the survey and the list.
- Take part in the door-to-door survey. Government enumerators visit each gram panchayat and municipal ward and record households living in kutcha or temporary shelter. Keep your Aadhaar card, ration card and bank passbook ready when the enumerator comes, and make sure the household is actually recorded.
- Check the provisional list. The eligible and ineligible lists are displayed at the gram panchayat office, the block development office or the municipal ward office, and are also read out at gram sabha meetings. Find your name.
- File a claim or objection during the window. If your name is missing or wrongly placed in the ineligible list, submit a written claim at the gram panchayat, block development office or municipal office within the notified claims-and-objections period. Attach your Aadhaar card, ration card, residence proof and the self-declaration that you own no pucca house.
- Complete the offline application form the office gives you once your claim is admitted, and submit it with the required documents.
- Go through document verification by the block or municipal authority, which cross-checks the no-pucca-house declaration and the exclusion criteria.
- Receive the first instalment of Rs 60,000 by DBT once the final list is approved, and start construction.
- Get the construction stage verified by the local office, then receive the second instalment of Rs 60,000.
How do you check your Banglar Bari status?
- At the gram panchayat or municipal ward office, where the beneficiary list and the payment status for your ward are maintained.
- At the block development office, which holds the file and the verification record for rural beneficiaries.
- With your bank passbook or bank SMS, since both instalments arrive as a DBT credit and are visible in the account statement.
- On the West Bengal urban services portal at wburbanservices.gov.in for the urban component.
If the first instalment has not arrived several weeks after your name appears in the final list, the usual cause is a bank-seeding problem rather than a cancellation, and the fix is at your bank branch.
Why do Banglar Bari names get struck off the list?
- A pucca house found during verification, which triggers immediate exclusion.
- A government employee or income tax payer in the household, discovered on cross-check.
- Ownership of a motorised vehicle or mechanised boat.
- A house already received under an earlier government housing scheme.
- Aadhaar and bank name mismatch, which stops the DBT credit even after approval.
- Construction not started after the first instalment, which blocks the second release.
- The household was not covered in the survey, so it never entered the list at all. This is the case the claims-and-objections window exists to fix.

Frequently asked questions
How much money does Banglar Bari give?
Banglar Bari gives Rs 1,20,000 per beneficiary family in plain areas, paid as two equal instalments of Rs 60,000 each by Direct Benefit Transfer. The amount is higher at Rs 1,30,000 in hilly areas and in the Jangalmahal districts, where construction costs more.
Who is eligible for Banglar Bari?
A permanent resident of West Bengal whose family lives in a kutcha, thatched or temporary shelter, or is homeless, and owns no pucca house anywhere, is eligible. The scheme prioritises women-headed households, families with a disabled member and economically weaker families.
Can I apply for Banglar Bari online?
No. Banglar Bari has no open online application form. Beneficiaries are identified through a government door-to-door survey, after which a provisional eligible and ineligible list is published for each gram panchayat and ward. Claims and objections are filed at that stage.
When was Banglar Bari launched?
Banglar Bari was launched on 17 December 2024 by Chief Minister Mamata Banerjee, when the first instalment was released to the first phase of beneficiaries. West Bengal introduced it as a state-funded housing programme after a dispute over central housing funds.
Who is not eligible for Banglar Bari?
Families that already own a pucca house, income tax payers, households with a government employee, families owning a motorised vehicle or a mechanised fishing boat, and anyone who has already received a house under another government housing scheme are not eligible.
How many instalments does Banglar Bari have and when does the second one come?
Banglar Bari is paid in two instalments of Rs 60,000 each. The first is released when the beneficiary is approved, and the second after the block or municipal office verifies that construction has reached the agreed stage. Photographic and geo-tagged verification is used before the second release.
My name is not in the Banglar Bari list — what do I do?
File a claim at your gram panchayat office, block development office or municipal ward office when the provisional list is displayed. The claims and objections window is the only route to get a name added, and it is far more effective than approaching a middleman.
Is Banglar Bari the same as Pradhan Mantri Awas Yojana?
No. Banglar Bari is funded by the Government of West Bengal from its own budget and is run as the state's alternative to the central rural housing programme. Eligibility and instalment amounts are set by the state, and the money comes from the state exchequer.
