West Bengal Bhabishyat Credit Card Interest Subsidy Scheme
West Bengal state government scheme
Bhabishyat Credit Card Interest Subsidy Scheme is a West Bengal MSME Department scheme, effective 1 April 2024, that pays banks up to 8.50 percent a year of the interest on a Bhabishyat Credit Card loan so the borrower pays only 4 percent. It applies automatically to loans up to Rs 5 lakh sanctioned on or after 1 April 2024 that are not classified as NPA.
What is the Bhabishyat Credit Card Interest Subsidy Scheme?
The West Bengal Bhabishyat Credit Card Interest Subsidy Scheme is a companion scheme to the West Bengal Bhabishyat Credit Card Scheme, both run by the Micro, Small and Medium Enterprises and Textiles Department, Government of West Bengal. It was notified by Memo No. 1000/MSMET-18011(11)/75/2023 dated 7 March 2024 and became effective from 1 April 2024.
The scheme does one thing, and it does it for the borrower without the borrower having to do anything. It pays the bank up to 8.50 percent a year of the interest charged on a Bhabishyat Credit Card loan, so that the borrower's own cost of the loan comes down to 4 percent a year.
Understanding why this scheme exists separately helps. The parent Bhabishyat Credit Card Scheme, notified in March 2023, made a collateral-free loan of up to Rs 5 lakh available to residents of West Bengal starting a venture, and added a margin money grant of 10 percent capped at Rs 25,000 plus a full credit guarantee. What it did not originally fix was the price of the money. Banks lent at their own commercial rates. The 2024 interest subsidy scheme closed that gap by putting a state subsidy between the bank's rate and the borrower's pocket.
Key features
- Subsidy of up to 8.50 percent a year paid on the borrower's behalf.
- Ceiling lending rate of 12.50 percent a year against which the subsidy is computed.
- Effective borrower cost of 4 percent a year.
- Applies to loans up to Rs 5,00,000 per borrower.
- Automatic, no separate application form for the borrower.
- Effective from 1 April 2024, continuing until withdrawn or amended.
Who is eligible for the interest subsidy, and who is not eligible?
Your loan qualifies if:
- It is a loan under the West Bengal Bhabishyat Credit Card Scheme. The subsidy does not extend to ordinary business loans, personal loans or loans under other schemes.
- It was sanctioned and disbursed on or after 1 April 2024.
- The financial assistance is not more than Rs 5 lakh for that borrower.
- The account is not classified as a non-performing asset. Existing WBBCCS accounts that are regular are covered.
- You are not already drawing an interest subsidy on the same loan from any other state or central government scheme.
You are not eligible if:
- Your loan is not a Bhabishyat Credit Card loan.
- Your loan was sanctioned and disbursed before 1 April 2024. The cut-off is the operative date of the notification.
- Your account has become an NPA. The subsidy stops for the period of default.
- You already receive an interest subsidy for the same borrowing under another scheme.
- The assistance exceeds the Rs 5 lakh ceiling, in which case the subsidy is in any case limited to that ceiling.
An individual cannot apply to this scheme on its own. There is no standalone enrolment for interest subsidy. The only route in is to be sanctioned a Bhabishyat Credit Card loan in the first place, and that is the scheme you actually apply for, at bccs.wb.gov.in.
How to get the Bhabishyat Credit Card interest subsidy
Because the subsidy is automatic once the underlying loan exists, the practical steps are the steps to obtain and keep a compliant Bhabishyat Credit Card loan.
- Apply for the Bhabishyat Credit Card loan itself. Register at bccs.wb.gov.in, verify your mobile number with the OTP, complete the application with your Detailed Project Report and upload your identity proof, residence proof, educational certificate, photograph and signature. There is no fee.
- Clear the screening stage. Rural applications are screened by the Block Level Screening Committee and urban applications by the Sub-divisional Sponsoring Committee, which sponsors the file to a bank. Banks are required to decide within 21 days.
- Complete the bank documentation and take disbursement. Sign the loan documents and get the amount disbursed. The disbursement date matters, the subsidy applies to loans sanctioned and disbursed on or after 1 April 2024.
- Confirm with the branch that the subsidy is flagged on your account. Ask the branch, in writing if necessary, to confirm that your account is marked under the WBBCCS interest subsidy and that your effective rate is 4 percent a year. Banks upload quarterly estimates for reimbursement, so an account not flagged will not be claimed for.
- Keep every instalment on time. The subsidy is conditional on the account staying standard. An account slipping into NPA classification loses the subsidy and reverts to the contractual rate.
How does the money actually move?
The borrower never handles the subsidy. According to the notification, the mechanism runs as follows.
- The Government of West Bengal nominates a State Nodal Bank β a scheduled commercial bank with strong IT infrastructure, to administer the scheme.
- The state deposits funds upfront into an escrow account operated by the State Nodal Bank.
- Lending banks upload quarterly estimates of the subsidy due on their WBBCCS portfolios on a dedicated portal.
- Reimbursement is settled against audited utilisation certificates submitted by the lending banks.
For the borrower, the visible effect is simply that the interest debited to the loan account each period reflects 4 percent a year rather than the bank's full rate. This is why the loan account statement, and not any subsidy certificate, is the document to check.
How do I check whether the subsidy is being applied?
Ask your branch for a loan account statement and look at the interest debits. Work out roughly what 4 percent a year on your outstanding balance should be and compare. On a Rs 5 lakh loan, 4 percent a year is about Rs 20,000 a year of interest, against roughly Rs 62,500 a year at the 12.50 percent ceiling rate. The difference is large enough to be obvious on a statement.
If the debits look like the full commercial rate rather than 4 percent, raise it with the branch manager immediately and quote the notification, Memo No. 1000/MSMET-18011(11)/75/2023 dated 7 March 2024. The most common cause is an account that was not tagged correctly in the bank's system when it was opened.
You can also track the underlying loan on bccs.wb.gov.in by logging in and clicking the "Details" link on your dashboard, which shows the stage of the application through sanction and disbursement.
Why might the interest subsidy not reach a borrower?
- The loan predates 1 April 2024. Loans sanctioned and disbursed before the operative date are outside the scheme.
- The account has been classified as an NPA. This is the single most common reason a subsidy stops mid-term. Regularising the account is the only remedy, and the position depends on the bank's own classification norms.
- The account was not tagged under the scheme. A clerical omission at the branch means the bank never claims for that account. Fixable, but only if the borrower notices and raises it.
- A duplicate subsidy elsewhere. If the borrower is already receiving an interest subsidy for the same loan under another scheme, this one is not payable.
- Borrowing above the ceiling. The subsidy is limited to assistance of Rs 5 lakh per borrower; anything above that carries no subsidy.
Key dates
| Date | What happened |
|---|---|
| 29 March 2023 | Bhabishyat Credit Card Scheme notified, Memo No. 1499-MSMET |

The interest subsidy scheme has no announced end date. The notification provides that it continues until it is withdrawn or amended by a gazette notification, which is a different and more open-ended position than the parent credit card scheme's five-year window from April 2023.
Where do I raise a grievance about the interest subsidy?
The first stop is the lending bank branch, because the bank is the entity that computes and claims the subsidy. Put the complaint in writing, attach the loan account statement showing the interest actually charged, and ask for the account to be tagged under the WBBCCS interest subsidy scheme.
If the branch does not act, escalate within the bank to its regional or zonal office, and in parallel to the Directorate of Micro, Small and Medium Enterprises under the Micro, Small and Medium Enterprises and Textiles Department at wbmsmet.gov.in. Portal and technical issues connected to the Bhabishyat Credit Card system go to helpdesknic.bccs@gmail.com or 033-2262-2004, available 10 am to 5 pm Monday to Friday.
No fee is payable to anyone for the interest subsidy. It is not something that has to be sanctioned separately for you, and no agent can arrange it.

Frequently asked questions
How much interest subsidy does the scheme give?
The Bhabishyat Credit Card Interest Subsidy Scheme pays up to 8.50 percent a year of the interest on the loan. Against a ceiling lending rate of 12.50 percent a year, that leaves the borrower paying an effective 4 percent a year.
Do I have to apply separately for the interest subsidy?
No. There is no separate application for the borrower. The lending bank computes the subsidy and claims it from the state through a State Nodal Bank, and the benefit reaches the borrower as a reduced effective rate on the loan account.
Which loans qualify for the interest subsidy?
Loans under the West Bengal Bhabishyat Credit Card Scheme that were sanctioned and disbursed on or after 1 April 2024, up to a maximum of Rs 5 lakh per borrower, and whose accounts are not classified as non-performing assets.
What happens to the subsidy if I miss instalments?
The subsidy stops for an account classified as a non-performing asset. The borrower then pays the bank's full contractual rate, which can be up to 12.50 percent a year, so keeping repayments regular is worth roughly 8.50 percentage points a year.
Can I take this subsidy along with another interest subsidy scheme?
No. A borrower already receiving an interest subsidy for the same loan under any other state or central government scheme is not eligible for this one. The scheme does not allow the same interest to be subsidised twice.
Who pays the money to the bank?
The Government of West Bengal deposits funds upfront into an escrow account operated by a State Nodal Bank, a scheduled commercial bank nominated by the state. Lending banks upload quarterly estimates on a dedicated portal and settle against audited utilisation certificates.
When did the interest subsidy scheme start?
The scheme was notified by Memo No. 1000/MSMET-18011(11)/75/2023 dated 7 March 2024 and became effective from 1 April 2024. It continues until it is withdrawn or amended by a gazette notification.
