West Bengal Incentive Scheme 2020 for Approved Industrial Parks (SAIP 2020)
West Bengal state government scheme
West Bengal Incentive Scheme 2020 for Approved Industrial Parks, known as SAIP 2020, pays a private park developer a one-time infrastructure subsidy of Rs 2 crore for 20 to 39 acres, rising to Rs 10 crore for 100 acres and above. A Special Purpose Vehicle applies to WBSIDCL for in-principle and final approval.
What is the West Bengal Incentive Scheme 2020 for Approved Industrial Parks?
West Bengal Incentive Scheme 2020 for Approved Industrial Parks: referred to throughout state documents as SAIP 2020: is a state incentive scheme of the Department of Micro, Small and Medium Enterprises and Textiles that pays a private developer to build an industrial park on its own land for MSME units.
SAIP 2020 was notified with effect from 16 September 2020, replacing the earlier 2014 version of the industrial park scheme, and the notification was amended twice, in September 2021 and November 2021. According to the official SAIP portal run by WBSIDCL, the scheme was stated to remain in force for five years from notification unless withdrawn or amended by a further gazette notification.
The stated objective is to provide state support, in fiscal and non-fiscal form, to encourage the private sector to set up industrial parks on their own land with quality infrastructure, so as to catalyse the growth of MSME units in West Bengal, generate employment, and improve technology adoption and environmental compliance.
Who runs it
- Department: Micro, Small and Medium Enterprises and Textiles, Government of West Bengal.
- Nodal agency: West Bengal Small Industries Development Corporation Ltd (WBSIDCL).
- Approving body: State Level Evaluation Committee (SLEC).
- Portal: saipwbsidc.wb.gov.in, with single-window processing linked to Silpa Sathi at silpasathi.wb.gov.in.
Who is eligible under SAIP 2020?
A developer qualifies if:
- It applies through a Special Purpose Vehicle registered under the Companies Act, the Societies Registration Act, the Partnership Act or the LLP Act.
- The SPV holds the land in legal possession, either by direct purchase or on lease from the State Government.
- The proposed park meets the scheme's size threshold: published summaries refer to a minimum of 5 acres to apply, while the incentive slabs themselves begin at 20 acres.
- The park is designed to host MSME units, with published summaries citing a minimum of about 20 units and around 60 percent of allottable space reserved for industrial activity.
- The park commences only after SLEC approval and complies with the terms and conditions attached to that approval.
A proposal is not eligible if:
- The applicant is an individual seeking a personal benefit. Individuals cannot apply under SAIP 2020 in their own name; the vehicle must be a registered SPV.
- The land is not in the SPV's legal possession, or is encumbered or not permitted for industrial use.
- Construction started before in-principle and final approval were obtained.
- The park is aimed at large industry rather than MSME units, or reserves less than the prescribed share of allottable area for industrial use.
- The developer cannot demonstrate the financial capacity to complete the common infrastructure.
How much is the SAIP 2020 incentive?
The core benefit is a one-time back-ended incentive for development of Basic and Essential Common Infrastructure Facilities, scaled by the land area of the park.
| Park land area | One-time infrastructure incentive |
|---|---|
| 20 to 39 acres | Rs 2 crore |
| 40 to 59 acres | Rs 4 crore |
| 60 to 79 acres | Rs 6 crore |
| 80 to 99 acres | Rs 8 crore |
| 100 acres and above | Rs 10 crore |
Alongside the acreage slab, published summaries of the SAIP 2020 notification list further support:
- Common Effluent Treatment Plant reimbursement at about Rs 5 lakh per acre, for parks that build shared effluent treatment.
- Stamp duty reimbursement on the purchase of the park land.
- Power substation support, where the SPV provides the land for the substation.
- Approach road construction of up to 1.5 km connecting the park to the nearest public road.
"Back-ended" is the operative word. The subsidy is not an advance. It is released against infrastructure actually built and expenditure actually incurred, after physical verification.
What counts as basic and essential common infrastructure?
SAIP 2020 funds the shared backbone of a park, not the individual factory sheds of the units inside it. In practice that means internal roads and drainage, the boundary wall and gate, water supply and storage, the internal power distribution network, street lighting, effluent and solid waste handling, firefighting arrangements and a common administrative or facility building. Expenditure on land cost itself, and on assets that belong to a single unit rather than the park, is not part of the eligible infrastructure cost.
How to apply for SAIP 2020
- Form the Special Purpose Vehicle and register it under the Companies Act, Societies Registration Act, Partnership Act or LLP Act. Every subsequent step is taken in the SPV's name.
- Secure legal possession of the land by purchase or by lease from the State Government, and obtain the land use and conversion clearances that permit industrial use.
- File Form-I with WBSIDCL seeking in-principle approval. Published summaries describe a review period of up to 180 days, with the in-principle approval valid for 12 months.
- Prepare and submit the Detailed Project Report, setting out the park layout, the common infrastructure to be built, the number and size of MSME plots, the project cost and the financing plan.
- Obtain final approval from the State Level Evaluation Committee (SLEC) after the DPR is accepted and land possession is confirmed.
- Build the park within the timeline attached to the approval: published summaries put construction completion at about two years.
- File the Form-II incentive claim for each instalment, supported by chartered engineer and chartered accountant certificates on the work done and money spent.
- Undergo physical verification by WBSIDCL, after which the sanctioned instalment is released to the SPV.
The SAIP portal at saipwbsidc.wb.gov.in hosts the notification, the two amendments, the Form-I and Form-II templates including instalment-specific variants, an English user manual and a GIS mapping tool showing approved park locations.
How do you check the status of a SAIP application?
Status is tracked through WBSIDCL, quoting the Form-I or Form-II reference number issued when the application was accepted. Because industrial approvals in West Bengal are routed through the Silpa Sathi single-window portal, a developer who filed through Silpa Sathi can also follow the application ID there and see which department or agency currently holds the file. There is no citizen-facing DBT-style status lookup for this scheme, because the beneficiary is a company, not an individual.
Why do SAIP 2020 applications fail?
- Land not in the SPV's legal possession at the time of application, or held personally by a promoter rather than by the SPV.
- Construction started before approval, which breaks the rule that the park commences only after SLEC clearance.
- Park size below the slab threshold, so no incentive slab applies even if the proposal is otherwise sound.
- Industrial area share too low — allottable space diverted to commercial or residential use beyond the permitted share.
- DPR not backed by a credible financing plan, so the committee cannot be satisfied the infrastructure will actually be completed.
- Timeline missed. Delay beyond the construction period stated in the approval can lead to withdrawal of the approval itself.
- Claim documents incomplete, a Form-II claim without the chartered engineer and chartered accountant certificates cannot be verified.
What obligations continue after the subsidy is released?
SAIP 2020 is not a build-and-walk-away subsidy. The SPV is expected to operate and maintain the park for a minimum of five years, keep the common infrastructure functional, and achieve and hold the occupancy level attached to the approval; published summaries cite around 80 percent. Selling the park land off as plain real estate, or letting the common facilities fall into disuse, exposes the developer to withdrawal of the sanction and recovery of the incentive.
Where do you get help or file a grievance?
- Nodal agency: West Bengal Small Industries Development Corporation Ltd (WBSIDCL), which operates the scheme for the department.
- Scheme portal: saipwbsidc.wb.gov.in, carrying notifications, amendments, forms and the user manual.
- Single window: silpasathi.wb.gov.in for clearances and application tracking.
- Grievance: the Grievance Redressal Portal for Industries at grpi.wb.gov.in, and the Department of Micro, Small and Medium Enterprises and Textiles at msme.wb.gov.in.
A developer weighing SAIP 2020 should also look at the department's other packages listed on msme.wb.gov.in, Banglashree for MSME units, the West Bengal Textile Incentive Scheme 2022, and the Bhabishyat Credit Card Scheme, because a unit locating inside an approved park may separately draw unit-level incentives under those schemes while the park developer draws the SAIP infrastructure subsidy.
