Jai Bangla Scheme (Taposili Bandhu and Jai Johar Pension)
West Bengal state government scheme
Jai Bangla Scheme is a West Bengal social pension umbrella that pays Rs 1,000 per month to Scheduled Caste beneficiaries under Taposili Bandhu and to Scheduled Tribe beneficiaries under Jai Johar. Applicants must be 60 years or above, resident in West Bengal and not drawing another government pension. Forms go to the BDO, SDO or municipal office.
What is the Jai Bangla Scheme?
Jai Bangla Scheme is the umbrella social pension programme of the Government of West Bengal, notified in 2020, that brought several separate state pensions under one administrative roof. Jai Bangla pays Rs 1,000 per month to eligible beneficiaries through direct benefit transfer, and is often written locally as Joy Bangla.
Jai Bangla has distinct components, and the one you apply under depends on who you are:
- Taposili Bandhu, for Scheduled Caste residents aged 60 years and above. Administered by the Backward Classes Welfare Department.
- Jai Johar, for Scheduled Tribe residents aged 60 years and above. Also administered by the Backward Classes Welfare Department.
- Manabik, for persons with disabilities of 40 percent and above, administered by the Women and Child Development and Social Welfare Department.
This guide covers Taposili Bandhu and Jai Johar. The Manabik component has its own separate guide because its age rule, disability certification and administering department all differ.
The 2020 restructuring did two useful things for applicants. It merged older, overlapping pension orders that had produced inconsistent rates across departments, and it standardised the benefit at a single Rs 1,000 per month figure paid directly into the beneficiary's own account rather than routed through an intermediate office.
Who is eligible for Jai Bangla pension?
You can be considered under Taposili Bandhu if:
- You belong to a Scheduled Caste notified for West Bengal and hold a caste certificate from a competent authority.
- You are 60 years of age or above.
- You are a resident of West Bengal.
- You have a live bank account in your own name.
You can be considered under Jai Johar if:
- You belong to a Scheduled Tribe notified for West Bengal and hold an ST certificate from a competent authority.
- You are 60 years of age or above.
- You are a resident of West Bengal.
- You have a live bank account in your own name.
You are not eligible if:
- You already draw any other pension from the central or a state government, including a service pension, a family pension, or an old-age or widow pension under a different scheme. Jai Bangla is not payable on top of another pension.
- You are below 60 years of age, for these two components.
- You are not SC or ST, or cannot produce a valid caste certificate.
- You are not a resident of West Bengal.
The single-pension rule is the one that catches most households. A widow drawing a widow pension, or an elderly person already covered by the National Social Assistance Programme pension routed through the state, cannot draw Taposili Bandhu or Jai Johar in addition. Applicants should check what the household is already receiving before applying.
What documents are required for Jai Bangla?
| Document | Mandatory | Notes |
|---|---|---|
| SC or ST caste certificate | Yes | Issued by a competent authority in West Bengal |
| Age proof | Yes | Voter ID, birth certificate or Aadhaar showing 60 years or above |
| West Bengal residence proof | Yes | Voter ID, ration card or residential certificate |
| Bank passbook first page | Yes | Account must be in the beneficiary's own name for DBT |
| Aadhaar card | No | Used for identity matching and de-duplication |
| Digital ration card | No | Common supporting household evidence |
| Passport size photograph | Yes | Recent, affixed on the form |
| Declaration of no other pension | Yes | Core eligibility declaration |
Photocopies should be self-attested. Carry the originals to the counter, because verifying staff frequently ask to see the caste certificate and the bank passbook in original before accepting the file.
How to apply for the Jai Bangla pension
- Collect the prescribed Jai Bangla application form from your Block Development Officer's office, the Sub-Divisional Officer's office, your municipality, or the Kolkata Municipal Corporation Commissioner's office depending on where you live.
- Choose the correct component on the form — Taposili Bandhu if you are Scheduled Caste, Jai Johar if you are Scheduled Tribe.
- Fill in the form with your name exactly as it appears on the caste certificate, your date of birth, address and bank account details including the IFSC code.
- Attach the documents, caste certificate, age proof, residence proof, bank passbook copy, photograph and the declaration that you draw no other pension.
- Submit the file at the correct office: the BDO office for a rural applicant, the SDO office or municipality for an urban applicant outside Kolkata, and the KMC Commissioner's office inside Kolkata.
- Collect the dated acknowledgement and keep it safe; every follow-up on your case will be traced through it.
- Wait for field verification. The block or municipal staff verify age, caste, residence and the no-other-pension declaration before the sanction is issued and DBT begins.
Can I apply at a Duare Sarkar camp?
Yes. The Government of West Bengal collects Jai Bangla applications at Duare Sarkar camps, the periodic doorstep-government camps held at the block and ward level. Camps are the practical route for elderly applicants who cannot travel to the block headquarters, because the same counter accepts the form, checks the documents and issues the acknowledgement on the spot.
Carry the full document set to the camp. Camp counters cannot chase missing papers later, and an incomplete file at a camp usually means reapplying in the next round.
How do you check Jai Bangla pension status?
Status is tracked through the office where you submitted the form, using the acknowledgement number. Ask the BDO, SDO or municipal office to confirm whether your case is at verification, sanctioned, or rejected. Once sanctioned, the Rs 1,000 arrives in your bank account by direct benefit transfer, so your passbook entry is the plainest evidence that the pension has started.
Where a sanction is recorded but no money arrives, the cause is nearly always a bank-side failure: a dormant account with incomplete KYC, a closed account, a wrong IFSC code, or an account not held in the beneficiary's own name. Correcting the bank details at the sanctioning office restores the flow, generally with arrears.
Why Jai Bangla applications get rejected
- Another pension already being drawn by the applicant.
- Age below 60 years on the documents produced.
- Caste certificate not from a competent authority, or a name mismatch between the caste certificate and the bank account.
- Bank account not in the applicant's own name.
- Residence outside West Bengal, or no acceptable residence proof.
- Duplicate application already on record for the same person.
A name mismatch is the quietest and most common problem: the caste certificate may carry a full formal name while the bank account carries a short form. Get one of the two corrected before submitting rather than after rejection.
Key dates
Jai Bangla applications have no fixed annual last date. Forms are accepted throughout the year at the BDO, SDO, municipal and KMC offices, and are collected in bulk during each Duare Sarkar camp round. An applicant who misses a camp round does not lose the right to apply and can submit directly at the office instead.
Where do you raise a Jai Bangla grievance?
- Block Development Officer for rural applicants, the first point of appeal on verification and rejection.
- Sub-Divisional Officer for municipal applicants outside Kolkata.
- Kolkata Municipal Corporation Commissioner's office within Kolkata.
- District Backward Classes Welfare Officer for caste-certificate and category disputes under Taposili Bandhu and Jai Johar.
- Duare Sarkar camp grievance counter during a camp round.
Applying for Jai Bangla is free at every stage. No panchayat member, agent or office intermediary is authorised to charge for the form, its submission or its sanction, and no official will ask an elderly applicant for a bank OTP.

Frequently asked questions
How much pension does the Jai Bangla Scheme pay?
Jai Bangla pays Rs 1,000 per month, credited by direct benefit transfer to the beneficiary's own bank account. The same Rs 1,000 rate applies under both the Taposili Bandhu component for Scheduled Castes and the Jai Johar component for Scheduled Tribes.
What is the difference between Taposili Bandhu and Jai Johar?
Taposili Bandhu is the Scheduled Caste component and Jai Johar is the Scheduled Tribe component of the same Jai Bangla umbrella. The benefit, documents and application route are identical; only the caste certificate required differs.
What is the minimum age for Jai Bangla pension?
The minimum age is 60 years. An applicant below 60 is not eligible under Taposili Bandhu or Jai Johar, though a person with 40 percent or more disability may instead qualify under the Manabik component of the same Jai Bangla umbrella at any adult age.
Who cannot get the Jai Bangla pension?
A person already drawing any other central or state government pension cannot get Jai Bangla. Government pensioners, beneficiaries of the old age or widow pension under other state schemes, non-SC/ST applicants and residents of other states are all excluded.
Where do I submit the Jai Bangla application form?
Submit the form at the Block Development Officer's office if you live in a rural area, at the Sub-Divisional Officer's office for a municipal area outside Kolkata, or at the Kolkata Municipal Corporation Commissioner's office within Kolkata. Duare Sarkar camps also collect these forms.
Do I need a bank account for Jai Bangla pension?
Yes, a live bank account in the beneficiary's own name is required, because the pension is paid only through direct benefit transfer. A joint account where the beneficiary is not the first holder, or an account of a relative, will not be accepted.
Is there any fee to apply for Jai Bangla?
No. The form and the submission are free at the BDO, SDO, municipal office or a Duare Sarkar camp. No agent, panchayat functionary or intermediary may charge for filling in or forwarding the application.
