Income Certificate in West Bengal
West Bengal state government scheme
Income Certificate in West Bengal is issued by the Block Development Officer in rural areas and the Sub-Divisional Officer in municipal areas, and is applied for free online at edistrict.wb.gov.in or in person at the BDO or SDO office. The certificate states the applicant's annual family income and is used for scholarships, reserved-quota admissions and scheme eligibility.
What is an Income Certificate in West Bengal?
An Income Certificate in West Bengal is a written statement, signed by a revenue or block-level officer, of the total annual income of an applicant's family from all sources. West Bengal treats it as a core citizen certificate alongside the domicile certificate, and district administrations issue it through the state e-District platform at edistrict.wb.gov.in, which is run under the Personnel & Administrative Reforms Department.
The certificate matters because almost every income-linked benefit in the state asks for it. Students use it for the Swami Vivekananda Merit-cum-Means scholarship and other state and central scholarships, families use it for fee concessions and hostel admissions, applicants use it for EWS and reserved-quota claims, and welfare departments use it to test income ceilings before sanctioning assistance.
Who issues the Income Certificate in West Bengal?
The Block Development Officer signs the certificate for a rural address, and the Sub-Divisional Officer signs it for an address inside a municipality. This is stated plainly by district administrations across the state, the Bankura district website says a citizen can apply for an income certificate "in the respective BDO Offices for Rural area and SDO office for Municipality area", and Hooghly, North 24 Parganas and Paschim Bardhaman carry the same instruction with a link to the e-District portal.
Because jurisdiction follows your address, applying to the wrong office is one of the most common reasons a West Bengal income certificate application stalls. Check whether your ward falls under a municipality or a gram panchayat before you pick the office in the form.
Who can and who cannot apply?
Any person ordinarily resident in West Bengal can apply for an Income Certificate for themselves or, in the case of a student, for the parent or guardian whose income is being certified. There is no caste restriction, no minimum age and no maximum income limit on the certificate itself, a high-income family can still be issued a certificate, it will simply state a high income.
You cannot apply if you are not a resident of West Bengal or if the address you give falls outside the state; the BDO or SDO has no jurisdiction to certify income for a resident of another state. You also cannot apply on behalf of an unrelated third party, and an application in which the declared income cannot be supported by any document or field enquiry will not be certified. Filing a false income declaration is a punishable misstatement, not a technical error.
Which documents do I need?
West Bengal district administrations list residential proof as the core requirement, naming ration card, PAN card, passport, driving licence, Aadhaar card, voter ID card or a domicile certificate as acceptable. On top of that you need identity proof, a photograph, and evidence of income for every earning member, a salary certificate for employees, a pension payment order for pensioners, an income tax return where one is filed, and a self-declaration where the family earns from farming, daily wages or a small trade.
Keep the originals with you. Even for an online application, the BDO or SDO office may call you for verification and will compare what you uploaded with what you produce.
How to apply for an Income Certificate in West Bengal online
- Open https://edistrict.wb.gov.in/portal/home and click the login or sign-up link at the top right of the home page. New users register with a mobile number and verify it with the OTP that arrives.
- Log in, open the services or certificates section, and select Income Certificate from the list of personal certificates.
- Fill in the applicant details the form asks for — name, date of birth, gender, Aadhaar number, mobile number, email and the present address, including the block name for a rural address or the subdivision and municipality for an urban one.
- Enter the annual income of the family, source by source, so that the total matches the documents you are about to upload.
- Upload identity proof, residence proof and income proof as scanned files in the sizes and formats the portal specifies.
- Submit the application and save or print the acknowledgement carrying your application identification number.
- Attend the field enquiry if the BDO or SDO office calls you, and download the digitally signed certificate from the same login once it is approved.
How to apply offline at the BDO or SDO office
- Visit the BDO office for your block if you live in a rural area, or the SDO office if your address falls under a municipality.
- Collect the income certificate application form at the counter and fill it in capital letters, entering the annual family income from every source.
- Attach self-attested copies of identity proof, residence proof and income proof, paste a passport photograph, and sign the declaration.
- Submit the form at the receiving counter and collect the acknowledgement.
- Cooperate with the local enquiry. A panchayat or ward-level functionary usually verifies the income statement before the file goes to the BDO or SDO for signature.
How do I check the status and get the certificate?
Log in to edistrict.wb.gov.in and use the track application option with the application identification number printed on your acknowledgement. The portal moves the file through submission, verification and approval, and the approved certificate becomes downloadable as a digitally signed PDF from the same account. For an offline application, the BDO or SDO office traces the same number in its register.
Processing depends on how fast the field enquiry is completed. Plan for a couple of weeks rather than a couple of days, and apply well before a scholarship or admission deadline instead of the week it closes.
What does it cost, and what about agents?
Apply directly on edistrict.wb.gov.in or at the BDO or SDO counter and you pay only what the government itself charges. The district administrations advertise no separate certificate fee. Assisted-service outlets such as Bangla Sahayata Kendras and CSCs may levy a small, published facilitation charge for typing and scanning.
Anyone who demands several hundred rupees to "get it passed", who says the BDO will not sign without a cut, or who asks for your e-District password, is a middleman and not a government officer. Never hand over your login credentials, and never pay for a certificate to be issued faster than the queue.
Why do applications get rejected?
Applications commonly fail because the income declared in the form does not match the salary certificate or land records found at enquiry, because a document is illegible or expired, because the address falls under a different BDO or SDO, or because the family composition entered in the form differs from the ration card. A duplicate application filed while an earlier one is still pending is also rejected.
Fix the specific defect named in the rejection and re-apply. The same portal login can carry a fresh application.
Where do I complain if nothing moves?
Take an undecided or wrongly rejected application first to the officer who was to decide it, the BDO for a rural application, the SDO for a municipal one. If that fails, escalate to the Sub-Divisional Officer and then to the District Magistrate's grievance cell, quoting your application identification number and the date of submission. Technical problems with the portal itself, such as an upload that will not go through or a certificate that will not download, should be reported through the help or contact link on edistrict.wb.gov.in.

Frequently asked questions
Who issues the Income Certificate in West Bengal?
The Block Development Officer issues it in rural areas and the Sub-Divisional Officer issues it in municipality areas. District administrations across West Bengal, including Bankura and North 24 Parganas, state that a citizen may apply at the respective BDO office for a rural address and the SDO office for a municipal address, or apply online through the state e-District portal.
Can I apply for a West Bengal Income Certificate online?
Yes — applications are accepted at https://edistrict.wb.gov.in/portal/home. Every district website in West Bengal points citizens to the same e-District portal, where the applicant registers once, selects Income Certificate under the certificates section, fills in personal details and income details, uploads proof and submits.
How much does an Income Certificate cost in West Bengal?
Applying through the e-District portal or directly at the BDO or SDO office carries no separate charge advertised by the district administrations. If you apply through a Bangla Sahayata Kendra, a CSC or a cyber cafe, that operator may charge a small facilitation amount; nobody is entitled to charge a "speed money" fee to move the file faster.
What income is written on the certificate?
The total annual income of the family from all sources is written, not just the applicant's own salary. The enquiring officer adds salary, pension, business or trade income, agricultural income and rent for all members of the family living together before the BDO or SDO signs.
How long is a West Bengal Income Certificate valid?
Most departments and scholarship portals in West Bengal accept an income certificate issued within the last one financial year, and many scholarship notices ask for a certificate dated in the current academic year. The certificate itself does not carry an expiry stamp, so always read the validity wording in the notice you are applying against and get a fresh one if the certificate is older than a year.
How do I check my income certificate application status in West Bengal?
Log in to edistrict.wb.gov.in with the same credentials used to apply and open the application status or track application screen using your application identification number. The acknowledgement slip issued at submission carries this number; keep it, because the BDO or SDO office also traces the file by that number.
What happens if my application is rejected?
The BDO or SDO records a reason, most often a mismatch between the income declared and the income found at field enquiry, an incomplete document set, or an address outside that office's jurisdiction. Correct the defect and apply afresh, or take the rejection to the Sub-Divisional Officer and then the District Magistrate's grievance cell.
