Gatidhara Scheme
West Bengal state government scheme
Gatidhara Scheme is a West Bengal Transport Department programme that gives an unemployed applicant a subsidy of 30 percent of the vehicle price, capped at Rs 1,00,000, to buy a commercial passenger or goods vehicle. Applicants must be Employment Bank registered, aged 20 to 45, Class VIII pass, with family income under Rs 25,000 a month.
What is the Gatidhara Scheme?
Gatidhara Scheme is a self-employment programme of the Transport Department, Government of West Bengal, implemented with the West Bengal Transport Infrastructure Development Corporation. Gatidhara helps an unemployed person buy a commercial vehicle by giving a capital subsidy of 30 percent of the vehicle price, capped at Rs 1,00,000, alongside bank finance and priority in the issue of a transport permit.
Gatidhara is worth understanding as three linked pieces rather than as a single grant:
- The subsidy. 30 percent of the vehicle price, maximum Rs 1,00,000, adjusted against the purchase rather than paid out in cash.
- The finance. Nationalised banks, gramin banks and other empanelled lenders provide the vehicle loan, with the subsidy counting towards the buyer's stake.
- The permit. The Transport Department issues permits to Gatidhara beneficiaries on a priority basis, which is often the harder half of setting up a transport livelihood.
The scheme has been running at scale: around 2.2 lakh participants have been associated with it. Applicants should note the departmental point clearly: the scheme's objective is to move a person out of unemployment and into the transport trade as an owner-operator, so it is not open to people already employed or already running a transport business.
Who is eligible for the Gatidhara Scheme?
You can be considered if:
- You are a permanent resident of West Bengal.
- You are unemployed.
- You are aged 20 to 45 years, with age relaxation for SC, ST and OBC applicants.
- You have passed at least Class VIII.
- You are registered on the Employment Bank of the Labour Department, or at an employment exchange.
- Your family monthly income is below Rs 25,000.
- Differently abled persons are expressly eligible on the same terms.
You are not eligible if:
- You are already employed, in government or private service.
- Your family income is Rs 25,000 a month or more.
- You are outside the 20 to 45 age band even after the applicable relaxation.
- Another member of your family already holds a Gatidhara benefit, the scheme allows one member per family.
- You are already drawing Yuvasree unemployment assistance and intend to continue drawing it. The two benefits are mutually exclusive.
- You are not a permanent resident of West Bengal.

How to apply for the Gatidhara Scheme
- Enrol on the Employment Bank at employmentbankwb.gov.in, or register at your district employment exchange, and save the registration number. This is the precondition for the whole application.
- Collect the Gatidhara application form from the Regional Transport Officer's office in your district, or from the Transport Department website at transport.wb.gov.in, which carries the scheme forms and the online Gatidhara application link.
- Decide the vehicle and the trade. Gatidhara covers commercial passenger and goods vehicles; the vehicle you name determines the price, and so the 30 percent subsidy amount up to the Rs 1,00,000 cap.
- Fill in the form and attach the documents — Employment Bank registration, age proof, Class VIII certificate, income certificate, residence proof and caste certificate if you are claiming relaxation.
- Obtain the recommendation of your local public representative as the scheme requires, and attach it to the file.
- Submit the application to the Regional Transport Officer of your district, or to the Regional Transport Authority offices at Kolkata, Durgapur or Siliguri, and collect the dated acknowledgement.
- Complete the bank formalities. The empanelled nationalised or gramin bank assesses the loan; the subsidy is adjusted in that arrangement.
- Apply for the permit through the same RTO or RTA office once the vehicle purchase is settled. Gatidhara beneficiaries are given priority in permit issue.
How much can you actually get under Gatidhara?
The arithmetic is straightforward and worth doing before you apply. Gatidhara pays 30 percent of the vehicle price, subject to a ceiling of Rs 1,00,000. That means:
- On a vehicle costing Rs 3,00,000, the 30 percent figure is Rs 90,000, and you receive Rs 90,000 because it is below the cap.
- On a vehicle costing Rs 5,00,000, the 30 percent figure is Rs 1,50,000, but the subsidy is capped at Rs 1,00,000.
Beyond the cap, the additional cost is entirely yours to fund through the bank loan and your own margin. Choosing a costlier vehicle therefore does not increase the subsidy; it only increases your loan. Applicants should size the vehicle to the route and trade they realistically intend to run, not to the maximum the bank will lend.
How do you check your Gatidhara application status?
Track the application at the Regional Transport Officer's office where it was submitted, quoting the acknowledgement number. The RTO record shows whether the case is at scrutiny, recommended, sanctioned, or pending for a document. The financing bank separately tracks the loan file, so a Gatidhara case can be sanctioned by the department while the loan is still under bank appraisal, and vice versa. Both have to close before the vehicle is delivered.
The Transport Department's online Gatidhara link at transport.wb.gov.in is the place to check for current forms and notices, since the scheme's operating instructions have been revised more than once since launch.
Why Gatidhara applications get rejected
- No Employment Bank registration, or a registration that cannot be matched.
- Family income certificate showing Rs 25,000 a month or more.
- Age outside the eligible band after applying the SC, ST or OBC relaxation.
- Applicant found to be employed at verification.
- Duplicate benefit within the family, or an existing Yuvasree benefit still running.
- Bank loan not sanctioned, which stalls the whole file even when the department's part is in order.
- Missing recommendation from the local public representative.
The loan is the step applicants underestimate. A weak repayment case, an existing default, or no margin money will stop a Gatidhara file at the bank regardless of the departmental sanction. Discuss the loan with the financing branch early rather than after submitting the application.
Key dates
Gatidhara has no fixed annual last date announced. Applications are received through the year at RTO and RTA offices, and sanction depends on the Transport Department's outlay for the year. Because the subsidy is tied to the vehicle price, applicants should also keep in mind that a delay between sanction and purchase can change the price on which the 30 percent is computed.
Where do you raise a Gatidhara grievance?
- Regional Transport Officer of your district. The first point for application, scrutiny and permit grievances.
- Regional Transport Authority offices at Kolkata, Durgapur and Siliguri.
- Transport Department, Government of West Bengal, through the contact page on transport.wb.gov.in, for scheme-level grievances.
- Your district employment exchange for problems with the underlying Employment Bank registration.
- The financing bank's branch manager and the bank's grievance cell for loan delays, which are outside the department's control.
Gatidhara involves no fee to the department. The subsidy is never released as cash to the applicant, so any agent offering to "encash your Gatidhara subsidy" or to guarantee a permit for a payment is running a fraud and should be reported to the RTO in writing.

Frequently asked questions
How much subsidy does the Gatidhara Scheme give?
Gatidhara gives a subsidy of 30 percent of the vehicle price subject to a maximum of Rs 1,00,000. The subsidy is a capital contribution towards the purchase, not a cash payment, and the balance is met by the applicant's own margin and a bank loan.
Who is eligible for the Gatidhara Scheme?
A permanent resident of West Bengal aged between 20 and 45 years, who is unemployed, has passed Class VIII, is registered on the Employment Bank, and whose family monthly income is below Rs 25,000, is eligible. SC, ST and OBC applicants get age relaxation.
Can I take Gatidhara and Yuvasree together?
No. Gatidhara and Yuvasree are treated as mutually exclusive benefits for the same person, since Yuvasree is an unemployment allowance and Gatidhara makes the beneficiary self-employed. A Yuvasree beneficiary sanctioned Gatidhara stops drawing the Rs 1,500 monthly allowance.
Do I get a route permit with Gatidhara?
Yes, the Transport Department issues permits on a priority basis to Gatidhara beneficiaries, which is a substantial part of the scheme's value. Permit applications are handled through the Regional Transport Officer or the Regional Transport Authority.
Who cannot apply for Gatidhara?
Applicants already in employment, applicants outside the 20 to 45 age band after relaxation, families with monthly income of Rs 25,000 or more, people who are not permanent residents of West Bengal, and a second member of a family that already holds a Gatidhara benefit are not eligible.
Can a person with a disability apply for Gatidhara?
Yes. Differently abled persons are eligible under the scheme, subject to the same residence, income and Employment Bank conditions as other applicants.
Where do I apply for the Gatidhara Scheme?
Apply through the Regional Transport Officer of your district, or the Regional Transport Authority offices, after enrolling on the Employment Bank portal. The Transport Department website at transport.wb.gov.in carries the scheme forms and the online Gatidhara application link.
Is the Gatidhara subsidy paid to me in cash?
No. The subsidy is adjusted against the cost of the vehicle in the financing arrangement rather than handed over as cash. Any person offering to release the subsidy amount to you in cash for a commission is running a fraud.
How many people have benefited from Gatidhara so far?
Around 2.2 lakh participants have been associated with Gatidhara since it started, which reflects the scale at which the Transport Department has run the scheme.
What types of vehicles can be bought under Gatidhara?
Gatidhara covers commercial passenger and goods vehicles. The vehicle you choose fixes the price, and so the 30 percent subsidy amount up to the Rs 1,00,000 cap, so applicants should size the vehicle to the trade and route they realistically intend to run.
