Financial Support Scheme for Farm Mechanization (FSSM), West Bengal
West Bengal state government scheme
Financial Support Scheme for Farm Mechanization (FSSM) is a West Bengal Agriculture Department subsidy that pays 50 to 60 per cent of the indicative price of power-operated farm machinery, subject to a ceiling of Rs 3,00,000, to small and marginal farmers registered under Krishak Bandhu. Farmers apply online on the Matir Katha FMS portal at wbfms.matirkatha.net.
What is the Financial Support Scheme for Farm Mechanization?
Financial Support Scheme for Farm Mechanization (FSSM) is a component of the Farm Mechanization Umbrella Scheme of the Department of Agriculture, Government of West Bengal. FSSM was launched on 5 December 2012 to extend financial support, in the form of subsidy, to the small and marginal farmers of the state for the purchase of power-operated farm equipment and machinery. The stated aims are better productivity and a lower cost of cultivation through mechanisation.
FSSM is applicable uniformly throughout West Bengal except Kolkata district. Applications are received on the state's Farm Mechanization System (FMS) portal, which sits on the Agriculture Department's Matir Katha platform at wbfms.matirkatha.net.
How the money actually moves
- The government does not buy any machine. The farmer buys it.
- The purchase is made from a manufacturer or dealer enlisted on the departmental portal, normally with a bank loan.
- The subsidy is then released as back-ended subsidy, that is, after the purchase, and paid to the beneficiary through DBT.
That sequence matters, because it means an FSSM applicant needs either bank finance or own funds up front. The subsidy reduces the effective cost after the fact; it is not an advance.
How much subsidy does FSSM provide?
FSSM pays a subsidy of 50 to 60 per cent of the indicative price of the machinery, subject to a maximum ceiling of Rs 3,00,000 per beneficiary. The percentage that applies to a specific machine follows the cost norms and pattern of financial assistance under the Government of India's Sub-Mission on Agricultural Mechanization (SMAM), reproduced as Annexure-II of the state's operational guidelines.
Before the online application window opens, the State Project Management Team (SPMT) publishes on the Matir Katha portal the available models of each farm machine or implement along with their indicative price. The subsidy is calculated on that published indicative price, not on whatever price a dealer quotes.
Machines excluded from FSSM. No large machines are provided under FSSM. The guidelines specifically rule out tractors, rice transplanters above four rows and combine harvesters. Farmers or entrepreneurs who want that class of machinery are directed to the Farm Machinery Bank / Farm Machinery Hub and Custom Hiring Centre components of the same umbrella scheme.
Who is eligible for FSSM in West Bengal?
You can apply if:
- You are an individual farmer registered under the Krishak Bandhu (Natun) scheme, or
- You are a group: SKUS/PACS, an FPO, FPC, FIG, a duly graded SHG, LAMPS or a similar body approved or recognised by any government institution or department.
- You are at least 18 years old at the time of application.
- For a power tiller or a solar photovoltaic water pumping system, you hold a minimum of 0.5 acre (half an acre) of agricultural land in the Record of Rights.
You cannot apply if:
- You or your spouse received a subsidy under any state farm mechanization scheme — FSSM, OTA-SFI, FMB/FMH or CHC; within the last four years. The cooling period runs from the date the last subsidy was released.
- You are an employee or retired employee of the State Government, a statutory body, a government undertaking, a panchayat, a municipal corporation or municipality, a local body, or a government-aided educational institution.
- You are in Kolkata district, which is outside the area of operation.
- You are under 18.
The spouse rule is worth reading twice. Because eligibility is checked against the Aadhaar of both the applicant and the spouse, a household cannot draw two subsidies in quick succession by applying in the other partner's name.

How to apply for FSSM in West Bengal
- Wait for the advertisement. Online application under FSSM opens only after the Agriculture Department advertises the window in leading dailies and on the departmental website and Matir Katha portal.
- Open the FMS portal at wbfms.matirkatha.net and click New Registration. Fill in every mandatory field of the Applicant Registration form, verify the details and click Sign Up.
- Return to the portal and click Log In. Enter your Voter Card number and password, select the season, and log in.
- Fill in all mandatory fields of the application form, including your Krishak Bandhu ID, land particulars and the machine, model and manufacturer or dealer chosen from the approved list on the portal.
- Submit the online application and note the serial number generated. That serial number must be quoted in all further correspondence.
- Print the application along with the acknowledgement receipt, attach a recent passport-size photograph and the other prescribed documents (self-attested where required), and submit the hard copy to the office of the Assistant Director of Agriculture of your Block within the stipulated period.
One edit only. The applicant gets a single edit option in the specified fields after online submission, but only before the hard copy reaches the Block Assistant Director of Agriculture. Once the hard copy is submitted, no edit is allowed.
How are FSSM applications selected?
FSSM does not work first-come-first-served. Valid applications go into a computerised lottery or random selection, Gram Panchayat-wise, run by the District Level Sanctioning Committee (DLSC) with the help of the IT personnel engaged for software maintenance. The lottery produces a priority list, and the stated purpose is to give every applicant within a GP an equal opportunity.
For a farmer, that has one practical implication: applying on day one confers no advantage, but applying with a defective form does confer a disadvantage, because an invalid application never enters the lottery.
Why FSSM applications get rejected
- No Krishak Bandhu (Natun) registration, or a Krishak Bandhu ID that does not match the applicant's records.
- Less than 0.5 acre of land in the RoR where the machine applied for is a power tiller or a solar photovoltaic water pumping system.
- The four-year cooling period not completed by the applicant or the spouse.
- Applicant is a serving or retired government or local-body employee.
- Hard copy not submitted to the Block Assistant Director of Agriculture within the stipulated period, so the online application is never validated.
- Machine or dealer not on the approved list published on the departmental portal; subsidy is only applicable for purchases from enlisted manufacturers and dealers.
Help and grievance redressal for FSSM
- Farm Mechanization helpline desk: 8336957298, 10.00 am to 6.00 pm
- Block office: Assistant Director of Agriculture of your Block, which receives the hard copy and handles verification
- District office: Deputy Director of Agriculture, for district-level sanctioning and lottery queries
- Krishak Bandhu ID check: krishakbandhu.net/farmer_search
FSSM registration and application are free. No agent can charge a fee to add a name to the priority list, since the list is produced by computerised lottery, and no government officer will ask for money to release a subsidy that is paid directly to the beneficiary's bank account by DBT.
How to check your FSSM application status
FSSM does not have a separate public "track status" page outside the FMS portal itself, so status checking runs through the same login you used to apply, backed up by the block and district agriculture offices.
- Log in again on the FMS portal. Go to wbfms.matirkatha.net and log in with the same Voter Card number and password used at the time of application. The dashboard against your login shows whether your application was accepted at data-entry stage, and, once the lottery has run, whether you were selected.
- Quote your application serial number for any query. The serial number generated at the time of online submission is the reference the department uses internally. Keep the printed acknowledgement receipt safe and quote this number in every phone call, email or written query about the application.
- Check whether the hard copy was received. A large share of "my status shows nothing" cases trace back to the hard copy never reaching the Block Assistant Director of Agriculture within the stipulated window. Since the online form is validated only after the hard copy is received and checked, confirming at the Block office that your papers were logged in is a necessary step before expecting any movement on the portal.
- Ask about the lottery date for your Gram Panchayat. Because selection under FSSM happens through a computerised, GP-wise lottery run by the District Level Sanctioning Committee (DLSC) rather than in the order applications arrive, there is no meaningful status to check before that lottery has actually taken place for your GP. The Block or District Agriculture office can tell you whether the draw for your area is done, pending, or scheduled.
- Call the Farm Mechanization helpline desk on 8336957298, 10.00 am to 6.00 pm, with your serial number, Voter Card number and Krishak Bandhu ID ready, if the portal login does not show a clear update.
- Escalate to the district office if the block cannot resolve the query. The Deputy Director of Agriculture at the district level handles DLSC sanctioning and lottery-related questions and can confirm whether a file has moved past the block stage.
- Watch your registered mobile and bank account, since disbursal is a back-ended DBT credit paid directly into the beneficiary's bank account once the purchase and verification are complete. A credit entry, not a portal message, is usually the first confirmation that a claim has been fully sanctioned and paid.

Frequently asked questions
How much subsidy does FSSM give?
FSSM gives a subsidy of 50 to 60 per cent of the indicative price of the machinery, subject to a maximum ceiling of Rs 3,00,000 per beneficiary. The exact percentage for each machine follows the cost norms and pattern of financial assistance of the Sub-Mission on Agricultural Mechanization (SMAM), listed in Annexure-II of the departmental guidelines.
Which machines are not covered by FSSM?
Large machines are excluded — no tractor, no rice transplanter above four rows and no combine harvester is provided under FSSM. The scheme is meant for power-operated equipment within the reach of small and marginal holdings; larger machines are handled through the Farm Machinery Bank and Custom Hiring Centre components instead.
Do I need a Krishak Bandhu registration to apply for FSSM?
Yes. An individual applicant must be registered under the Krishak Bandhu (Natun) scheme and must quote the Krishak Bandhu ID in the application. You can check your ID at krishakbandhu.net/farmer_search. Groups such as SKUS/PACS, FPOs, FPCs, FIGs, graded SHGs and LAMPS approved or recognised by a government institution can apply as groups.
How are FSSM beneficiaries selected?
Selection is by computerised lottery. Valid applications are randomly selected Gram Panchayat-wise by the District Level Sanctioning Committee (DLSC), with the help of the IT personnel engaged for software maintenance, to prepare a priority list. This is done so that every applicant within a GP has an equal chance regardless of when they applied.
Does the government buy the machine for me?
No. No machine or equipment is procured by the government. The farmer buys the machine — normally with a bank loan — from an approved manufacturer or dealer enlisted on the departmental portal, and the government then releases the subsidy as back-ended subsidy through DBT.
How soon can I apply again after receiving an FSSM subsidy?
Not before four years from the release of the last subsidy. A beneficiary or their spouse cannot apply afresh for any type of machinery under any farm mechanization scheme of the state — FSSM, OTA-SFI, FMB/FMH or CHC — before four years have elapsed.
Is FSSM available everywhere in West Bengal?
FSSM applies uniformly throughout the state except Kolkata district. The same area-of-operation rule applies to the other components of the Farm Mechanization Umbrella Scheme.
Is there any fee for applying under FSSM?
No fee is charged for applying. Registration and application on the Matir Katha/FMS portal are free, and the helpline desk on 8336957298 (10.00 am to 6.00 pm) answers queries at no cost.
When was FSSM launched?
FSSM was launched on 5 December 2012 to extend financial support to small and marginal farmers of West Bengal for the purchase of power-operated farm equipment and machinery, and it continues as a component of the state's Farm Mechanization Umbrella Scheme.
