Duare Sarkar

West Bengal state government scheme

Quick answer

Duare Sarkar is West Bengal's doorstep outreach programme, launched under a standard operating procedure issued on 29 November 2020, which sets up camps in every gram panchayat and municipal ward so residents can apply for state schemes such as Krishak Bandhu, Swasthya Sathi, Lakshmir Bhandar and Rupashree Prakalpa in one place, free of cost, without travelling to a block office.

Benefit
A free single-window camp where residents apply for multiple West Bengal state schemes close to home
Maximum benefit
No cash benefit of its own — the value depends on the scheme applied for at the camp
Last date to apply
Runs in announced rounds rather than continuously — each round is publicised locally with camp dates and venues, and the Government of West Bengal publishes day-wise camp activity on wb.gov.in
How to apply
Offline — walk in to the camp held in your gram panchayat or municipal ward during an announced round

What is Duare Sarkar?

Duare Sarkar, which translates as "government at your doorstep", is the Government of West Bengal's outreach programme for delivering scheme applications and services at the doorstep of residents. The state issued a standard operating procedure for the campaign under memo 09-DS dated 29 November 2020, signed by the Secretary to the Government of West Bengal acting as State Nodal Officer, Duare Sarkar, and camps have run in announced rounds since.

Duare Sarkar is not itself a benefit. Understanding that single point saves a lot of confusion. There is no Duare Sarkar payment, no Duare Sarkar beneficiary list and no Duare Sarkar amount. What Duare Sarkar does is move the counter: instead of a farmer or a widow or a student travelling to a block office on a working day and standing in a queue, the state sets up a camp in the gram panchayat or municipal ward and staffs it with desks for individual schemes. Whatever benefit follows comes from the underlying scheme, under that scheme's own rules and timelines.

The design objective in the SOP is explicitly uniformity, that a resident of one district should get the same Duare Sarkar experience as a resident of another. The SOP therefore lays down common requirements for publicity of camp dates, times, locations and the services on offer; for crowd management, since the state anticipated heavy footfall at high-demand desks such as Krishak Bandhu and Swasthya Sathi; for careful registration and record-keeping of attendees; and for multi-platform communication before, during and after each camp.

Who can use a Duare Sarkar camp?

You can attend and apply if:

  • You are a resident of West Bengal and the camp is being held in your gram panchayat or municipal ward.
  • You want to apply for a state government scheme for which a desk is operating at that round.
  • You want to correct or follow up an application or record you already have, a wrong bank account, a spelling error, a pending verification.
  • You want information: camp help desks are tasked with explaining eligibility and handing out document checklists even to people who are not ready to apply on the day.

What you cannot do at a camp:

  • You cannot bypass a scheme's eligibility rules. Submitting a Krishak Bandhu form at a camp does not make you eligible if you have no land record, and a Rupashree Prakalpa form is still rejected if certified family income exceeds Rs 1.5 lakh a year. The camp changes where you apply, not who qualifies.
  • You cannot get a cash payment at the camp. Benefits under the underlying schemes are paid into bank accounts afterwards, so anyone offering cash at a camp in exchange for a form is not running a government desk.
  • You are not eligible to be charged anything. Forms, help and submission are free.

Which services are available at Duare Sarkar camps?

The set of desks has widened over successive rounds, and the exact list for a round is published in the local announcement for that round. What can be stated from the state's own documents is that Duare Sarkar was built around the highest-volume state welfare schemes:

  • Krishak Bandhu. The Department of Agriculture's farmer income support and death benefit scheme, named in the SOP as a desk expected to draw crowds.
  • Swasthya Sathi, the state health assurance scheme, also named in the SOP for crowd management.
  • Rupashree Prakalpa, the Rs 25,000 marriage grant, for which the state issued a separate SOP specifically for handling the scheme at Duare Sarkar camps, covering how help desks inform applicants, distribute forms with document checklists, collect completed applications and track grievances through the wbrupashree.gov.in portal.

Camps in later rounds have carried desks for other major state programmes including women's income support, students' education finance, girls' education assistance and social security pensions, along with certificate and document services. Because the composition varies by round and by district, check the announcement for your ward before you go rather than assuming a desk will be there.

How to apply at a Duare Sarkar camp

  1. Find out when the camp is being held near you. Dates, times, venues and the services on offer are publicised locally ahead of each round, as the SOP requires. Watch for announcements at the gram panchayat or ward office, and check the day-wise Duare Sarkar activity reports published on wb.gov.in.
  2. Decide which scheme you are applying for and read that scheme's document checklist first. This is the step most people skip, and it is the reason people are turned back at the desk.
  3. Assemble your documents — Aadhaar, bank passbook and the scheme-specific papers, with photocopies and a couple of passport-sized photographs.
  4. Go to the camp in your own gram panchayat or municipal ward and find the desk for your scheme. Help desk staff will give you the form free and explain what has to be filled in.
  5. Fill in and submit the form with your documents attached, and check the bank account number and IFSC yourself before handing it over. A wrong account number is the commonest cause of a failed benefit payment later.
  6. Collect and keep the acknowledgement. This is your reference number for every follow-up afterwards.
  7. Follow up at the block, sub-divisional or municipal office, or at the next camp round, quoting that acknowledgement, if the scheme's normal processing time passes without an outcome.

What documents should you carry to a Duare Sarkar camp?

Document Mandatory Notes
Aadhaar card Yes Original and photocopy; the primary identity document at almost every desk
Bank passbook Yes For any scheme paid by direct benefit transfer
Voter card or ration card No Often used to establish residence in the ward or gram panchayat
Scheme-specific documents Yes Land record, income certificate, age proof, school records, depends on the scheme
Passport-sized photographs No Several forms need one attached
Earlier acknowledgement slip No Essential if you are following up or correcting a record

How do you check what happened to a camp application?

Duare Sarkar does not have a single tracking number of its own: tracking happens inside each scheme. Practically, that means three things. First, keep the acknowledgement you were given at the desk. Second, follow up with the office that sanctions the scheme you applied for: the Block Development Officer's office or the Municipal Corporation for most welfare schemes, the Assistant Director of Agriculture for Krishak Bandhu. Third, use the scheme's own portal where one exists, such as wbrupashree.gov.in for Rupashree Prakalpa or krishakbandhu.wb.gov.in for Krishak Bandhu.

The camp help desks are themselves a grievance route. The Rupashree SOP explicitly makes tracking grievances through the scheme portal part of the help desk's job, and the same pattern is followed at other desks, so returning to the next camp round with your acknowledgement is a legitimate and often effective way to chase a stuck file.

Why do applications made at camps still fail?

  • A missing scheme-specific document, so the form is accepted but the verification stalls.
  • A wrong or dormant bank account number, so the eventual payment bounces.
  • Ineligibility under the scheme's own rules, which a camp cannot override.
  • Name or date-of-birth mismatches between Aadhaar, the bank record and the supporting certificate.
  • No acknowledgement kept, which makes the follow-up much harder than it needs to be.

Where do you complain about a Duare Sarkar camp?

  • The supervising officer at the camp itself, for anything that goes wrong on the day, including any demand for money.
  • The Block Development Officer or Municipal Commissioner for your area, for a stuck application submitted at a camp.
  • The scheme's own portal or helpline, for example wbrupashree.gov.in for Rupashree Prakalpa, or the Krishak Bandhu helpline on 033-23570021 between 10 am and 5 pm.
  • wb.gov.in, the Government of West Bengal portal, which publishes Duare Sarkar activity and links to departments.

Every service at a Duare Sarkar camp is free of charge. Nobody is authorised to sell you a form, charge a "camp fee", or take money to have an application approved.

Frequently asked questions

What is Duare Sarkar?

Duare Sarkar is the Government of West Bengal's doorstep camp programme, which brings scheme applications to the gram panchayat or municipal ward instead of making residents travel to a block or district office. The name means government at your doorstep, and the camps operate under a standard operating procedure issued by the state on 29 November 2020.

Does Duare Sarkar itself pay any money?

No, Duare Sarkar is a delivery channel and not a benefit in its own right. The camp is where you apply for a scheme such as Krishak Bandhu or Rupashree Prakalpa, and any payment comes later from that scheme under its own rules, into your own bank account.

Which schemes can I apply for at a Duare Sarkar camp?

Camps carry desks for a range of West Bengal state schemes, and the state's own SOP names Krishak Bandhu and Swasthya Sathi as among the highest-demand desks, with a separate SOP issued for handling Rupashree Prakalpa at camps. The list of desks at a given round is publicised locally before the camp, so check the announcement for your ward or gram panchayat.

Is there any fee to apply at a Duare Sarkar camp?

No, everything at a Duare Sarkar camp is free — the forms, the assistance in filling them and the submission. No official, volunteer or agent is authorised to charge for a form or for getting an application accepted, and any such demand should be reported to the camp's supervising officer.

How do I find out when the camp in my area is being held?

Camp dates, times and venues are publicised locally before each round through announcements, notices at the gram panchayat or ward office and local media, because the SOP makes advance publicity of dates, times, locations and available services a specific requirement. The Government of West Bengal also publishes day-wise camp activity reports on wb.gov.in.

What should I carry to a Duare Sarkar camp?

Carry Aadhaar, a bank passbook and the documents specific to the scheme you want, plus photocopies and a couple of passport photographs. The single commonest reason people leave a camp empty-handed is a missing scheme-specific document, such as a land record for Krishak Bandhu or an income certificate for Rupashree Prakalpa.

What do I get when I submit an application at a camp?

You are given an acknowledgement for your application, and you should keep it. It is the reference you quote when you follow up at the block or municipal office, or at the next camp round, and without it a follow-up is much slower.

Can I use a Duare Sarkar camp to correct an existing record?

Yes, camps handle corrections and follow-ups as well as fresh applications, which is why bringing your earlier acknowledgement slip helps. Bank account changes, name spelling corrections and pending verification queries on schemes like Krishak Bandhu are routinely taken up at camp desks.
