Caste Certificate in West Bengal (SC, ST, OBC-A, OBC-B)
West Bengal state government scheme
Caste Certificate in West Bengal is issued free of cost by the Backward Classes Welfare Department through the dedicated portal castcertificatewb.gov.in, which covers SC, ST, OBC-A and OBC-B certificates. Applications are decided by the Sub-Divisional Officer after field enquiry, and every certificate issued after November 2022 is digitally signed and downloaded only from that portal.
What is a caste certificate in West Bengal?
A caste certificate in West Bengal is the official document that records that you belong to a Scheduled Caste, a Scheduled Tribe, or a state-listed Other Backward Class, and it is the document every state department, university, public sector recruiter and welfare scheme asks for before allowing you to claim reservation or a category-linked benefit.
West Bengal handles this differently from most states. Instead of folding the certificate into a general e-District portal, the Backward Classes Welfare Department runs a dedicated site, castcertificatewb.gov.in, which deals only with category certificates. The portal issues SC and ST certificates, OBC certificates in three flavours; fresh, State OBC non-creamy-layer and Central OBC non-creamy-layer: EWS certificates, and digitised copies of old backlog certificates that pre-date the online system.
The other West Bengal peculiarity is the OBC-A / OBC-B split. The state divides its Other Backward Classes list into OBC-A, the more backward group, and OBC-B, and it publishes separate reservation percentages for each in state services and state-aided colleges. Your certificate names one of the two, and an application form that asks for "OBC-A" will not accept an OBC-B certificate.
Who can and cannot apply for a West Bengal caste certificate?
You can apply if:
- You are a resident of West Bengal and your family ordinarily resides in the state.
- Your community appears in the West Bengal SC list, ST list, or the state OBC list (OBC-A or OBC-B). Caste lists are state-specific; a community listed as OBC in Bihar may not be listed in West Bengal at all.
- You can show the caste through the paternal line. A father's or paternal relative's certificate, an old school record, or a land record carrying the caste entry.
- You are applying for the first time, replacing a lost certificate, or need a fresh non-creamy-layer OBC certificate for a current recruitment.
You cannot apply if:
- Your community is not on the West Bengal list for the category you claim, however it may be classified elsewhere.
- Your family's caste record belongs to another state. A migrant family is not eligible for a fresh West Bengal certificate merely because it now lives here; the certificate has to come from the state where the community is listed for the family.
- You are claiming a caste through marriage. Marrying into a Scheduled Caste or Scheduled Tribe family does not make a person eligible for the certificate.
- You claim OBC non-creamy-layer status while the family falls in the creamy layer on income or on the parents' service position.
What does it cost, and how long does it take?
Issuance of the caste certificate in West Bengal is free of cost. There is no government fee for an SC, ST, OBC-A or OBC-B certificate applied for on castcertificatewb.gov.in, and no fee is collected at the SDO office either.
Treat that as a hard line. A cyber cafe or a Bangla Sahayata Kendra operator may charge you a small typing or scanning charge for their own labour, but nobody is entitled to collect a "processing fee", a "speed money" payment or a share of any scholarship the certificate later unlocks. No officer of the Backward Classes Welfare Department will call you asking for an OTP or a payment to release a certificate.
The portal does not publish a fixed statutory turnaround. In practice the time taken is driven by the field enquiry stage; how quickly the block-level welfare staff verify your family record and forward the report to the SDO. Track the application by its number rather than by an assumed number of days.
How to apply for a caste certificate in West Bengal online
- Open castcertificatewb.gov.in and choose the correct link for what you need: SC/ST, OBC (fresh), State OBC non-creamy-layer, Central OBC non-creamy-layer, or EWS. Picking the wrong stream is the commonest reason an application has to be started again.
- Register with your mobile number and complete the OTP verification. Use a number you will keep, because status SMS messages go to it.
- Fill the application form — name exactly as in your school record, father's name, date of birth, permanent address with district, sub-division, block and police station, the caste as it appears in the state list, and the purpose of the certificate.
- Upload your photograph. The portal's own notice states that uploading the applicant's photograph is mandatory during the online application.
- Upload the supporting documents: residence proof, date-of-birth proof, and above all the father's or a paternal relative's caste certificate or the old school or land record carrying the caste entry. For an OBC non-creamy-layer certificate, add the income documents.
- Submit and print the acknowledgement slip. The portal has a reprint option for the acknowledgement, but save the application number separately.
- Attend the field enquiry. Block or sub-divisional welfare staff verify the family record locally and may visit or call you in. Keep the original documents ready to show.
- Download the digitally signed certificate from the portal once the Sub-Divisional Officer approves it.
How to apply offline at the SDO office
- Go to the Sub-Divisional Officer's office for your sub-division, district administration pages, such as Bankura's, name the SDO office as the place to apply in person for SC, ST, OBC-A and OBC-B certificates.
- Collect and fill the caste certificate application form at the counter.
- Attach self-attested copies of the residence proof, date-of-birth proof, photographs, and the family's existing caste record.
- Submit the file and take a dated receipt with the application reference.
- Cooperate with the local enquiry, then collect the approved certificate or download it from the portal.
A Bangla Sahayata Kendra can help you fill the online form if you do not have a computer. That is assistance with typing, not a separate channel with different rules or fees.
How do I check my application status?
Use the "View Status of Application" option on castcertificatewb.gov.in with your application number and the registered mobile number. The portal shows where the file sits, enquiry pending, forwarded, approved or rejected, and displays the rejection reason where one applies.
Once approved, use the digitally signed certificate download option on the same portal. Certificates issued after November 2022 are available only in that electronic form, so do not wait for a paper copy to be posted to you. The portal also offers a verification option so a college or employer can confirm that a certificate is genuine.
Why West Bengal caste certificate applications get rejected
- No paternal caste record. The enquiry cannot establish the caste through the father's line, and a bare affidavit is not accepted as a substitute.
- Community not on the West Bengal list for the category claimed, or claimed as OBC-A when it is listed under OBC-B.
- Photograph not uploaded, which the portal flags as mandatory.
- Name or date-of-birth mismatch between the school record, the Aadhaar and the application.
- Address outside West Bengal, or a family whose caste record belongs to another state.
- Creamy-layer income or parental service position for an OBC non-creamy-layer certificate.
- Illegible uploads. A phone photograph of a folded document that the verifying officer cannot read.
Where do I complain if nothing moves?
- Portal route: the contact and grievance links on castcertificatewb.gov.in, quoting your application number.
- Sub-divisional route: a written representation to the Sub-Divisional Officer who is the issuing authority, with a copy of the acknowledgement.
- District route: the District Backward Classes Welfare Officer, and above him the District Magistrate.
- Department route: the Backward Classes Welfare Department, Government of West Bengal.
Carry the acknowledgement slip and the application number to every one of these. Without the application number, no office can trace where the file is stuck.

Frequently asked questions
Is the caste certificate free in West Bengal?
Yes, issuance of the caste certificate in West Bengal is free of cost — the Backward Classes Welfare Department charges nothing for an SC, ST, OBC-A or OBC-B certificate applied for at castcertificatewb.gov.in. If a cyber cafe or agent asks for a fee, that money is going to them, not to the government.
Which portal issues the caste certificate in West Bengal?
West Bengal uses a dedicated portal, castcertificatewb.gov.in, run by the Backward Classes Welfare Department, rather than a general e-District site. The same portal handles SC/ST certificates, OBC (fresh, State OBC non-creamy-layer and Central OBC non-creamy-layer), EWS certificates and digitised backlog certificates.
What is the difference between OBC-A and OBC-B in West Bengal?
West Bengal splits its OBC list into two sub-categories — OBC-A for the more backward communities and OBC-B for the rest — and reservation quotas in state jobs and colleges are stated separately for each. Your certificate names the sub-category, so check that it matches the category you claim in an application form.
Who signs and issues the certificate?
The Sub-Divisional Officer of your sub-division issues the caste certificate in West Bengal, after a field enquiry by the block-level or sub-divisional backward classes welfare staff. District portals such as Bankura's list the SDO office as the place of issue.
How do I download my West Bengal caste certificate?
Log in at castcertificatewb.gov.in and use the "View / Download Digitally Signed Certificate" option with your application number. Certificates issued after November 2022 are available only in this digitally signed electronic form and are not handed over as a separately stamped paper copy.
Does a West Bengal caste certificate expire?
An SC or ST certificate does not expire, because caste status does not change. An OBC non-creamy-layer certificate is different — recruiters and universities routinely insist on one issued within the current or preceding financial year, because the income position it records can change.
Can I apply if I recently moved to West Bengal from another state?
No, you cannot apply for a fresh West Bengal caste certificate on the strength of residence alone if your family's caste is recorded in another state. Caste certificates are issued by the state where the community is listed and where the family ordinarily resided at the time of the relevant Presidential Order, so a migrant normally has to obtain the certificate from the parent state.
My application was rejected. What can I do?
Read the rejection reason shown against your application number on the portal, fix the specific defect, and either use the edit option or file a fresh application. Beyond that, the route is a representation to the Sub-Divisional Officer and then to the District Magistrate through the District Backward Classes Welfare Officer.
