Domicile / Local Residence Certificate in West Bengal
West Bengal state government scheme
A West Bengal domicile certificate, listed on the state e-District portal as the Local Residence Certificate, proves that you permanently reside in West Bengal. Applications are filed online at edistrict.wb.gov.in and are decided by the Sub-Divisional Officer under the District Magistrate. District pages do not publish a citizen fee, and processing runs to a few weeks depending on field verification.
What is a domicile certificate in West Bengal?
A domicile certificate in West Bengal is an official statement by the district
administration that the holder permanently resides in the state. West Bengal
delivers the service through the West Bengal e-District portal, where it
appears under the certificate services as the Local Residence Certificate.
The Darjeeling district administration page for the domicile certificate sends
applicants to that portal login at edistrict.wb.gov.in/PACE, which is the
single entry point for the service across districts.
The certificate matters because a large number of West Bengal government opportunities are reserved for or weighted towards state residents. State government recruitment through the West Bengal Public Service Commission and the staff selection boards, seats in state-funded colleges and technical institutions, and eligibility screening for several state welfare schemes all call for proof that the applicant belongs to West Bengal rather than to a neighbouring state. A ration card or an Aadhaar card shows an address; a domicile certificate is the district administration's own confirmation of that address.
Note the difference from a residential address proof issued by a landlord or a society. A domicile certificate is issued after field verification by the block or municipal revenue staff, and it is signed by a gazetted officer of the district administration, which is why departments accept it as conclusive.
Who can and cannot apply in West Bengal?
You can apply if:
- You permanently reside in West Bengal and can produce a document tying you to a specific address in the state, such as a land deed, a rent agreement with receipts, a municipal tax receipt or a utility bill.
- You were born in West Bengal and continue to live there, which is the simplest case and the easiest to verify.
- You moved into West Bengal and have settled here, provided your residence proof and your date-of-birth or schooling record together show a settled stay rather than a temporary posting.
- You are a woman who was not originally from West Bengal but has married a permanent resident of the state. This route is specifically recognised, and it rests on the husband's residence proof plus the marriage certificate.
- You are a minor, in which case the application is made on the strength of the parents' residence and household document.
You cannot apply if:
- You are only temporarily present in West Bengal: on a short work posting, a training course or a college term: while your permanent home and family record remain in another state. A hostel address is not a domicile.
- You already hold a domicile or residence certificate from another state. Domicile is claimed in one state at a time, and holding two is a ground for cancellation of both.
- You cannot produce any address document in your own or a parent's name for the address you have declared. Verification fails at the field stage in this situation more than in any other.
- Your declared address cannot be located or confirmed by the block or municipal staff who conduct the enquiry.
What documents are required?
| Document | Mandatory | What it proves |
|---|---|---|
| Land deed, rent receipt, tax receipt or utility bill | Yes | The West Bengal address |
| Aadhaar, EPIC, PAN, passport or driving licence | Yes | Identity |
| Birth certificate, Madhyamik admit card or school leaving certificate | Yes | Date of birth and length of stay |
| Ration card or family document | Optional | Links a minor or dependent to the household |
| Passport-size photograph | Yes | Attached to the certificate record |
| Marriage certificate | Only for the marriage route | Residence claimed through the husband |
| Self-declaration of residence | Yes | The declared address and period of stay |
Scan each document as a clear PDF or JPG before you start. The e-District form will not let you go past the upload stage with an unreadable file, and a blurred land deed is the commonest reason an otherwise complete file is sent back.
How to apply for a West Bengal domicile certificate online
- Open the West Bengal e-District portal at
https://edistrict.wb.gov.in/PACE/oswicslogin.do. This is the login page that the district administration pages themselves link to for the domicile certificate. - Register a citizen account if you do not already have one, using your mobile number and email. Complete the OTP verification; every later status check runs through this same login.
- Log in and open the Services section, then choose the certificate group and select the Local Residence / Domicile Certificate service.
- Fill the application form with your name exactly as it appears on your photo ID, your father's or husband's name, your full West Bengal address with district, subdivision, block or municipality and ward, and the period for which you have lived at that address.
- Upload the documents, residence proof, photo ID, date-of-birth proof, the photograph and the signed self-declaration — in the sizes and formats the form specifies.
- Submit the application and save the acknowledgement number that the portal returns. Photograph the screen if you are applying from a phone; that number is the only handle you have on the file.
- Respond to the field verification. The block or municipal revenue staff, or the local officer nominated by the Sub-Divisional Officer, will confirm that you live at the declared address. Keep the originals of everything you uploaded ready at home during this period.
- Download the signed certificate from the same login once the status shows the certificate as issued. The digitally signed copy downloaded from the portal is the valid document; you do not need a separate stamped paper copy.
How to apply offline in West Bengal
West Bengal has moved certificate services onto the e-District portal, so there is no parallel paper counter that produces a different certificate. What exists is assisted filing:
- Go to the Sub-Divisional Officer's office for your subdivision, or the Block Development Officer's office, and ask at the citizen services counter for help with the Local Residence Certificate application.
- Alternatively use a Common Service Centre or Bangla Sahayata Kendra, where an operator files the same online form for you. The operator may charge a small assistance fee for typing and scanning; that is a service charge, not a government fee for the certificate.
- Carry originals plus one photocopy set of every document, because the operator scans from your originals.
- Collect the acknowledgement slip with the application number before you leave the counter.
How do I check my application status?
Log in to edistrict.wb.gov.in with the credentials you used to apply and open
your application history. Each application shows its stage, submitted, under
verification, approved or rejected; against the acknowledgement number. If the
status has not moved for several weeks, take the acknowledgement number to the
Sub-Divisional Officer's office named on the form, since that office holds the
file physically and can say which desk it is sitting on.
How long is the certificate valid?
A West Bengal domicile certificate does not print a fixed expiry date. Residence is a continuing status, so the document does not lapse in the way an income certificate does. In practice the recruiting board or the college decides the shelf life: many West Bengal advertisements ask for a certificate issued within the last six months or the last year. Read the advertisement, and apply afresh if your existing certificate is older than the window it specifies. A fresh application is cheaper and faster than losing a form for a stale certificate.
Why do West Bengal domicile applications get rejected?
- Name spelt differently on the Aadhaar, the EPIC and the land deed. Match the spelling to your photo ID and keep it identical everywhere.
- Address in the form does not match the address on the uploaded proof, down to the ward or mouza. Verification is done against the uploaded document.
- No document in the applicant's own or a parent's name. A bill in a landlord's name alone will not carry an application.
- Applicant not found at the address during field verification, usually because nobody was home on repeated visits.
- Blurred or partial uploads, especially of multi-page land deeds.
- A domicile already held in another state, which surfaces during scrutiny.
Where do I complain if the file is stuck?
Escalate inside the district administration, in this order:
- The Block Development Officer or the municipal office that conducted the field verification, if the enquiry has not happened.
- The Sub-Divisional Officer of your subdivision, who signs the certificate and holds the file.
- The District Magistrate's office, through the public grievance counter, if the subdivision level does not respond.
Applying for a domicile certificate in West Bengal is done directly by the citizen on the official e-District portal at the government's own listed charge, and no district page publishes any additional citizen fee for it. Anyone who offers to "get the certificate made" for a few thousand rupees is charging you for a form you can submit yourself in twenty minutes. No government officer will ask for an OTP from your phone to release a certificate.

Frequently asked questions
Which portal issues the domicile certificate in West Bengal?
The West Bengal e-District portal at edistrict.wb.gov.in issues it, and the Darjeeling district administration page for the domicile certificate points applicants to the same portal login at edistrict.wb.gov.in/PACE. The certificate itself is signed by the office of the Sub-Divisional Officer under the District Magistrate.
What is the domicile certificate called in West Bengal?
West Bengal lists the service as the Local Residence Certificate on the e-District portal, though district administration pages and readers both call it the domicile certificate. Both names refer to the same document.
How much does a West Bengal domicile certificate cost?
No citizen fee for the certificate is published on the West Bengal district administration pages or on the e-District service page, and the application is filed directly by the citizen on the portal. Confirm the current charge on the portal before you pay anything, and do not pay an agent to file a form you can submit yourself.
Who signs the certificate in West Bengal?
The Sub-Divisional Officer of the applicant's subdivision signs it, working under the District Magistrate, after the Block Development Officer or the local revenue staff verify the address. The signed certificate is downloaded from the same e-District login used to apply.
Can a woman married into West Bengal apply?
Yes, a woman who is a permanent resident of another state but has married a permanent resident of West Bengal can apply on the strength of her husband's residence, supported by the marriage certificate and his residence proof.
How do I check the status of my application?
Log in to edistrict.wb.gov.in with the same credentials used to apply and open the application history, where the acknowledgement or application number shows the current stage. Keep the acknowledgement number that appears on submission.
Does the certificate expire?
A West Bengal domicile certificate does not carry a printed expiry date, because residence status does not lapse on a fixed schedule. Many recruiting boards and colleges still ask for a certificate issued within the last six or twelve months, so check the advertisement you are applying against.
What do I do if the application is rejected or stuck?
Take the acknowledgement number to the Sub-Divisional Officer's office named on the application, since that office holds the file and records the reason for rejection. A fresh application with the corrected document is usually faster than arguing a rejected one.
