Incentive Scheme for MSMEs in Powerloom Sector
West Bengal state government scheme
Incentive Scheme for MSMEs in Powerloom Sector is a West Bengal MSME and Textiles Department package that gives powerloom units a 20 percent capital investment subsidy on plant and machinery, plus interest subsidy, power subsidy, electricity duty waiver and SGST refund. Units applied to the Directorate of Textiles within 12 months of starting production.
What is the Incentive Scheme for MSMEs in Powerloom Sector?
Incentive Scheme for MSMEs in Powerloom Sector is a West Bengal state incentive package notified by the Department of Micro, Small and Medium Enterprises and Textiles for micro, small and medium enterprises that set up modern powerloom capacity in the state. The scheme was launched with effect from 1 January 2022 and ran as a three-year window to 31 December 2024.
The scheme exists because West Bengal's handloom and powerloom belt: spread across Nadia, Purba Bardhaman, Hooghly, Murshidabad and Purba Medinipur, was still dominated by old shuttle looms with low productivity and poor fabric consistency. The Incentive Scheme for MSMEs in Powerloom Sector was designed to push weavers and small textile entrepreneurs into new-age shuttle-less powerlooms, which weave faster, waste less yarn and produce fabric that meets buyer specifications.
According to the notification circulated by the Department of MSME and Textiles, the scheme is administered by the Directorate of Textiles, with Tantuja, the West Bengal State Handloom Weavers' Cooperative Society; acting as nodal agency for working capital and yarn supply for the first 2,000 powerlooms covered.
Main features
- Applies only to MSMEs registered on Udyam, not to large textile companies.
- Requires installation of new shuttle-less powerlooms meeting the technical specification laid down by the Directorate of Textiles.
- Uses West Bengal's five-zone classification, Zone A to Zone E, so a unit in a backward district draws a higher rate than one in a developed urban belt.
- Almost every incentive is back-ended; claimed after production starts and released after physical verification.
Who is eligible for the powerloom incentive scheme?
An enterprise qualifies if:
- It is a micro, small or medium enterprise with valid Udyam Registration, maintained live throughout the incentive period.
- It installs new-age shuttle-less powerlooms conforming to the technical specification approved by the Directorate of Textiles.
- It commenced commercial production between 1 January 2022 and 31 December 2024.
- It filed the incentive application within 12 months of the date of commencement of commercial production.
- It executed the four-party agreement between the enterprise, Tantuja, the Directorate of Textiles and the financing institution.
An enterprise is not eligible if:
- It has no Udyam Registration, or the registration lapses during the incentive period.
- It buys second-hand looms, or shuttle-fitted looms instead of shuttle-less machines.
- It crosses the MSME investment and turnover thresholds and becomes a large enterprise.
- It started production before 1 January 2022 or after 31 December 2024.
- It applied for incentives after machinery investment was already made without first filing Form-I with the Directorate of Textiles.
Individuals cannot apply to this scheme for a personal cash benefit. This is an industrial incentive scheme: the applicant is always a registered enterprise, and the money reimburses business costs.
What benefits does the powerloom scheme give?
| Incentive | What the scheme provides |
|---|---|
| Capital investment subsidy | 20 percent of fixed capital investment on plant and machinery, in all zones |
| Interest subsidy on term loan | Micro and small: 55 to 70 percent for 5 years; medium: 25 percent, capped at Rs 1.75 crore a year |
| Electricity duty waiver | 50 to 100 percent for 5 years, ceiling of roughly Rs 10 lakh to Rs 50 lakh a year by size and zone |
| Power subsidy | Rs 1 to Rs 1.50 per kWh for 5 years, capped between Rs 10 lakh and Rs 30 lakh a year |
| Energy efficiency subsidy | 50 percent of energy audit cost and 25 percent of conservation installation cost, maximum Rs 2 lakh |
| SGST refund | 30 to 50 percent for 8 years in Zones B to E, cumulative ceiling 75 percent of investment |
| Work Force Welfare Assistance | 100 percent of ESI and EPF employer contribution in year one, then 75 percent, for 5 to 9 years by zone |
| Standard quality compliance | 50 percent reimbursement of certification cost, maximum Rs 5 lakh |
| Patent registration | 50 percent reimbursement, maximum Rs 5 lakh |
Rates inside the ranges above depend on the zone in which the unit is located and on whether the enterprise is micro, small or medium. Zone A covers the more developed urban belt around Kolkata and draws the lowest rates; Zones D and E cover the backward districts and draw the highest.
Two sub-components are worth naming because they are listed separately on the national myScheme directory: Subsidy for Standard Quality Compliance, which reimburses the cost of certification from approved institutions and research labs, and Subsidy for Water Conservation and Environment Compliance, which reimburses expenditure on captive pollution control devices. Work Force Welfare Assistance reimburses the employer's ESI and EPF contribution.

How to apply for the powerloom incentive scheme
- Obtain Udyam Registration for the enterprise and keep the certificate ready, since every claim under the scheme is keyed to the Udyam number.
- File the Form-I application with the Directorate of Textiles, Government of West Bengal, before making the investment in plant and machinery. Applying after the machines are bought is the single most common ground for rejection.
- Obtain technical approval from the Directorate of Textiles confirming that the proposed shuttle-less powerlooms meet the prescribed specification.
- Secure financial approval — a term loan sanction from a bank or recognised financial institution, and execute the four-party agreement with the enterprise, Tantuja, the Directorate of Textiles and the financier.
- Submit the self-declaration affirming compliance with the scheme conditions, along with the detailed project report and machinery quotations.
- Install the looms, start commercial production, and obtain the certificate of commencement of commercial production.
- File the incentive claim within 12 months of commencement of production, attaching machinery bills, payment proof, the loan account statement and the commencement certificate.
- Cooperate with physical verification by the Directorate of Textiles, after which the sanctioned incentive is released to the enterprise's bank account.
Subsequent claims; interest subsidy, power subsidy, electricity duty waiver, SGST refund and Work Force Welfare Assistance, are filed year by year for up to five years, each supported by that year's proof of payment.
How do you check the status of a claim?
Claim status under the Incentive Scheme for MSMEs in Powerloom Sector is tracked through the Directorate of Textiles and the District Industries Centre that forwarded the file. There is no public status-lookup page for this scheme comparable to a citizen DBT portal, so the practical route is to quote the Form-I acknowledgement number to the Directorate or to the DIC handling the district. Enterprises that also hold registrations on Silpa Sathi (silpasathi.wb.gov.in), the state's single-window clearance portal, can use the same file reference when following up with the department.
Why are powerloom incentive claims rejected?
- Machinery bought before Form-I was filed. The scheme is explicit that the application must precede the investment.
- Shuttle looms or second-hand machines installed instead of new shuttle-less powerlooms.
- Udyam Registration lapsed or the enterprise reclassified as large.
- Four-party agreement not executed, so Tantuja's yarn and working capital linkage was never established.
- Claim filed after the 12-month window from commencement of production.
- Loan account irregular, interest subsidy is paid only on interest actually serviced on a standard account.
- Production stopped before five years, which triggers recovery of incentives already released rather than a fresh rejection.
What conditions continue after the subsidy is paid?
Incentive Scheme for MSMEs in Powerloom Sector attaches running conditions, not just entry conditions. The enterprise must remain in production for at least five years from commencement, comply with pollution control and labour laws, conduct energy audits where energy efficiency subsidy has been claimed, and keep Udyam Registration valid throughout. Failure on any of these lets the department withdraw the sanction and recover the amounts already disbursed.
Where do you get help or file a grievance?
- Sanctioning authority: Directorate of Textiles, Government of West Bengal.
- Nodal agency for yarn and working capital: Tantuja.
- Grievance: Principal Secretary, Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal.
- Online grievance route for industries: grpi.wb.gov.in.
- Department portal: msme.wb.gov.in, which also hosts the West Bengal Textile Incentive Scheme 2022 and Banglashree for MSMEs.
Enterprises in the powerloom belt should note that the powerloom scheme sits alongside the broader West Bengal Textile Incentive Scheme, 2022, which covers the wider textile value chain from fibre to stitched garments. A unit cannot draw the same incentive twice under two schemes, so the department decides which package a project is processed under before sanction.

Frequently asked questions
Is the Incentive Scheme for MSMEs in Powerloom Sector still open?
The scheme period ran from 1 January 2022 to 31 December 2024, so a unit had to start commercial production inside that window to qualify. Because applications were accepted up to 12 months after commencement of production, the last claims related to late-2024 units. Check with the Directorate of Textiles or msme.wb.gov.in before assuming a new unit can still register.
How much capital investment subsidy does the powerloom scheme give?
The scheme gives 20 percent of the fixed capital investment on plant and machinery, and this rate applies in all five zones of West Bengal. The subsidy is back-ended and released after the machinery is installed and commercial production has been verified.
Who cannot claim under the Incentive Scheme for MSMEs in Powerloom Sector?
Enterprises without Udyam Registration, units installing old or shuttle-fitted looms instead of new-age shuttle-less powerlooms, large enterprises outside the MSME definition, and units that started commercial production outside the 1 January 2022 to 31 December 2024 window are not eligible. Individuals cannot apply for a personal benefit.
What is the four-party agreement in the powerloom scheme?
The four-party agreement binds the enterprise, Tantuja, the Directorate of Textiles and the financing bank into a single contract. Tantuja acts as the nodal agency for working capital and yarn supply for the first 2,000 powerlooms covered, and the agreement is a precondition for release of incentives.
What interest subsidy is available on a powerloom term loan?
Micro and small enterprises receive 55 to 70 percent interest subsidy on the term loan for five years depending on zone, while medium enterprises receive 25 percent, capped at Rs 1.75 crore a year. Interest subsidy is paid on interest actually serviced, so loan accounts must stay standard.
How long must a powerloom unit stay in production after taking the subsidy?
The unit must remain in production for at least five years from the date of commencement of commercial production. Closing earlier, or diverting the subsidised machinery, exposes the enterprise to recovery of the incentives already released.
Where do you complain if an incentive claim is stuck?
Grievances go to the Principal Secretary, Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal. The state also runs a Grievance Redressal Portal for Industries at grpi.wb.gov.in for industrial incentive complaints.
