What is the Bhabishyat Credit Card Scheme?

The West Bengal Bhabishyat Credit Card Scheme, usually written simply as Bhabishyat Credit Card or WBBCCS, is a credit scheme of the Micro, Small and Medium Enterprises and Textiles Department, Government of West Bengal. It was notified by Memo No. 1499-MSMET dated 29 March 2023 and took effect from 1 April 2023 for a period of five years.

Bhabishyat Credit Card exists to solve a specific problem. A young person in West Bengal with a workable business idea and no property to pledge cannot normally get a bank loan, because banks want security. The scheme removes that barrier by guaranteeing the loan in full, adding a state grant towards the margin money the bank asks for, and cutting the interest the borrower actually pays down to 4 percent a year.

The name translates roughly as the "future" credit card, and it is a credit facility rather than a plastic card in the usual sense. What the beneficiary receives is a sanctioned, collateral-free bank loan for a project of up to Rs 5 lakh.

Key features of the Bhabishyat Credit Card Scheme

  • Project cost financed up to Rs 5,00,000.
  • Margin money grant of 10 percent of project cost from the state, capped at Rs 25,000, which the borrower does not repay.
  • 100 percent credit guarantee to 85 percent by CGTMSE and 15 percent by the Government of West Bengal, at no additional fee to the borrower.
  • Effective interest of 4 percent a year to the borrower, with the balance met by the state under the linked interest subsidy scheme.
  • No collateral and no third-party guarantee demanded by the bank.
  • No income ceiling. The scheme has no upper income bar for applicants.

The scale is not small. As reported on the official dashboard at bccs.wb.gov.in at the time of this fact-check, the scheme had received over 2.5 lakh applications, with 53,750 sanctioned and 41,358 disbursed.

Who is eligible for the Bhabishyat Credit Card, and who is not eligible?

You can apply if:

  • You are an Indian national residing in West Bengal for the past 10 years.
  • You are aged between 18 and 55 years. The FAQ published on bccs.wb.gov.in states this range and expressly includes motor transport workers and building and other construction workers. Note that the original March 2023 notification set the band at 18 to 45 years, so the portal's current 18 to 55 range reflects a widening of the scheme.
  • You want to set up a venture in manufacturing, service, business or trading, or an agro-based activity.
  • No other member of your family has already taken the benefit. Self and spouse are counted as one family unit.
  • Your project cost is within Rs 5 lakh.

You cannot apply if:

  • You are a government employee, or a member of a government employee's family. This exclusion is explicit in the scheme.
  • You are a defaulting borrower on an existing loan.
  • Another member of your family has already been sanctioned a Bhabishyat Credit Card. Only one person per family is eligible.
  • You are below 18 or above 55 years of age.
  • You have not been residing in West Bengal for the past 10 years.

There is no income bar. A common misunderstanding is that the Bhabishyat Credit Card is a poverty scheme with an income ceiling like a pension or a housing grant. It is not. The scheme is aimed at anyone in the state who wants to start a venture and lacks security to offer a bank, regardless of what the family earns today.

What documents are required for the Bhabishyat Credit Card?

Document Mandatory Notes
Photo identity proof Yes Aadhaar, voter ID or equivalent government photo ID
Residence proof Yes Must show 10 years of residence in West Bengal
Educational certificate Yes Highest qualification passed
Detailed Project Report Yes Activity, cost, machinery or stock, expected income
Passport photograph Yes Uploaded at registration
Specimen signature Yes Scanned and uploaded
Bank account details Yes For loan and margin money disbursement

The Detailed Project Report is the document that decides most applications. The portal publishes a blank project proforma and a set of model schemes and model DPRs precisely so that a first-time applicant can produce a credible one. Use them. A DPR that names the trade, lists the machinery or stock with quantities and prices, states the working capital needed and works out a monthly income against the instalment is far more likely to clear screening than a one-paragraph description of an idea.

How to apply for the Bhabishyat Credit Card

  1. Open the portal and register. Go to bccs.wb.gov.in, click "Login" and then "Register Here". Enter your name, address, gender, date of birth and mobile number.
  2. Verify with the OTP. A one-time password is sent to the mobile number you entered and is valid for 60 seconds. Enter it to create your login. Use a number that is with you at the time. The same number receives status alerts later.
  3. Fill in the application form. Log in and complete the form with your personal details and the details of the project you propose — the activity, the location, the project cost and how the money will be used. Only one application is allowed per login credential, so fill it carefully rather than quickly.
  4. Upload the documents. Attach the photo identity proof, residence proof, educational certificate, Detailed Project Report, photograph and signature. Scans must be legible; an unreadable document is treated as a missing one.
  5. Submit and note the application number. Submission is free. Record the application number shown on screen. It is what you will quote at every later stage.
  6. Wait for screening. If your address is rural, the application goes to the Block Level Screening Committee. If it is urban, it goes to the Sub-divisional Sponsoring Committee. The committee examines the project and sponsors the application to a bank.
  7. Attend the bank. The sponsored application reaches a bank branch, which is required to take a decision within 21 days. Carry your originals for verification and complete the bank's own account opening and loan documentation.

Offline help is available if you cannot manage the online form yourself. The Block Development Office in rural areas and the Sub-divisional Office in urban areas are the offices that handle the screening stage and are the right places to ask for guidance on filling the form and preparing the project report.

How do I check my Bhabishyat Credit Card application status?

Log in to bccs.wb.gov.in with the credentials you created and click the "Details" link on your dashboard. The dashboard shows the current stage of the application, registered, under screening, sponsored to bank, sanctioned or disbursed.

For technical trouble with the portal, the official help channels are helpdesknic.bccs@gmail.com and the phone number 033-2262-2004, available from 10 am to 5 pm Monday to Friday, excluding holidays. That same number is the state's Quick Response Team line for MSME matters.

Why are Bhabishyat Credit Card applications rejected?

  • A weak or missing project report. The most common cause. Screening committees reject vague proposals. Use the model DPRs on the portal.
  • A second application from the same family. Only one member per family, counting self and spouse as one unit, can be sanctioned. A duplicate is filtered out.
  • Government service in the family. Government employees and their family members are excluded outright.
  • An existing default. A borrower already in default on another loan is not eligible, and the bank's own credit check will catch it.
  • Residence not established for 10 years. A residence proof that shows a shorter period, or an address outside West Bengal, fails the basic test.
  • Illegible or mismatched documents. A name spelt differently on the Aadhaar card and the educational certificate is a routine cause of a file being sent back. Fix the mismatch at source before reapplying.
  • Project cost above Rs 5 lakh. The scheme's ceiling is firm. A larger project must be financed elsewhere or scaled down.

If your application is returned for a curable defect, the practical route is to correct the document and go back through the same block or sub-divisional committee rather than starting a fresh registration.

How does the 4 percent interest rate actually work?

The borrower does not negotiate 4 percent with the bank. The bank lends at its own rate, subject to a ceiling of 12.50 percent a year, and the West Bengal Bhabishyat Credit Card Interest Subsidy Scheme, notified by Memo No. 1000/MSMET-18011(11)/75/2023 dated 7 March 2024, pays up to 8.50 percent a year of that interest directly to the lender through a State Nodal Bank. What is left for the borrower is 4 percent.

Two conditions attach. The subsidy applies to loans sanctioned and disbursed on or after 1 April 2024, and the account must not be classified as a non-performing asset. A borrower who stops paying loses the subsidy and reverts to the bank's full contractual rate, which is the strongest practical reason to keep the instalments regular.

Where do I raise a grievance?

Start with the office that is holding your file. Before sponsorship that is the Block Development Office or the Sub-divisional Office; after sponsorship it is the bank branch, which is bound by the 21-day decision timeline. Quote your application number in writing.

If the matter is not settled locally, escalate to the Directorate of Micro, Small and Medium Enterprises under the Micro, Small and Medium Enterprises and Textiles Department, whose portal is wbmsmet.gov.in. Portal and technical grievances go to helpdesknic.bccs@gmail.com or 033-2262-2004.

Remember that the scheme charges nothing. If anyone asks for money to get your Bhabishyat Credit Card sanctioned, that is not a scheme fee and should be reported.
