Bhorsa Karmasathi Scheme (West Bengal Unemployment Allowance)
West Bengal state government scheme
Bhorsa Karmasathi Scheme is the West Bengal unemployment allowance announced in the 2026-27 State Budget, paying Rs 3,000 a month to graduate unemployed youth and Rs 2,000 a month to other unemployed youth aged 21 to 45. Implementation is planned from October 2026; no application portal has opened yet.
What is the Bhorsa Karmasathi Scheme?
Bhorsa Karmasathi is the unemployment allowance announced for West Bengal in the State Budget for 2026-27, presented in the State Assembly on 22 June 2026. The scheme commits a monthly cash transfer to unemployed youth in the state so that they can meet day-to-day costs while they look for work, prepare for competitive examinations or complete a skill course.
The Bengali word bhorsa means trust or reassurance, and karmasathi means work-companion. Readers searching in Bengali transliteration will also find the scheme written as Bhorsha Karmasuchi or Bharosa Karmasathi; these refer to the same budget announcement.
The headline numbers are straightforward:
- Rs 3,000 per month for eligible graduate unemployed youth.
- Rs 2,000 per month for other eligible unemployed youth.
Bhorsa Karmasathi sits inside a budget that also announced one lakh government recruitments, a 33 per cent reservation for women in state recruitment, a 20 per cent Dearness Allowance hike taking total DA to 38 per cent from 1 October 2026, and the Annapurna Yojana women's assistance line with an allocation of Rs 36,000 crore. Read against that package, Bhorsa Karmasathi is the youth income-support leg of the state's employment strategy rather than a standalone welfare programme.
Is the Bhorsa Karmasathi Scheme open for applications?
No. This is the single most important thing to understand before reading any further. As of the last fact-check on 2 August 2026:
- No Bhorsa Karmasathi application form has been published.
- No dedicated registration portal exists.
- No department notification laying down detailed eligibility rules has been gazetted.
- No camp calendar has been announced by the Labour Department or by district administrations.
The implementation date being reported is October 2026. A budget speech announces intent and sets aside money; the operational scheme comes afterwards through a departmental notification that fixes the eligibility test, the application channel, the verification chain and the payment cycle. Until that notification is out, every "apply online now" page for Bhorsa Karmasathi is either a news aggregator or a fee-collecting scam.
Who is eligible for the Bhorsa Karmasathi Scheme?
The budget speech itself describes the beneficiary group in broad terms. The more specific criteria circulating in scheme coverage: carried over from the manifesto commitment that became this scheme: are set out below and marked as unconfirmed where they are not in an official document.
You are likely to be covered if:
- You are a permanent resident of West Bengal.
- You are unemployed at the time of application, with no salaried job and no regular self-employment income.
- You are between 21 and 45 years of age (reported band, pending notification).
- Your annual family income is below the ceiling the scheme sets. Coverage of the manifesto commitment cites Rs 1 lakh a year; treat this as unconfirmed until the notification is published.
- You hold a graduation degree, if you are claiming the higher Rs 3,000 rate. Non-graduates fall in the Rs 2,000 band.
You are not eligible if:
- You are employed in the government, a public sector undertaking, or in regular private-sector work.
- You are already drawing another state unemployment or social-protection allowance. The announced design excludes double benefit.
- You are not a resident of West Bengal, even if you studied in the state.
- Your family income is above the prescribed ceiling.
- You fall outside the age band once it is formally notified.
Note one open question that the notification will have to settle: whether registration on the West Bengal Employment Bank remains a precondition, as it was under the older Yuvashree Prakalpa. Anyone who is unemployed and expects to claim should register on the Employment Bank in the meantime, because it costs nothing and is the state's standing record of job-seekers.
How to apply for the Bhorsa Karmasathi Scheme
No application route has opened. What follows is the sequence to follow so that you are ready on day one and do not lose weeks to document gaps.
- Register on the West Bengal Employment Bank at employmentbanks.wb.gov.in with your qualification details, and keep the registration number safe. Every previous West Bengal unemployment allowance used this database as its base.
- Get a residence certificate from your Block Development Officer, Sub Divisional Officer or municipal authority, and an income certificate for your family. These two documents are the ones that most often take weeks to obtain and hold applications up.
- Seed your Aadhaar into a bank account in your own name and confirm the seeding through the NPCI mapper at your bank branch. Monthly transfers fail more often on Aadhaar seeding than on eligibility.
- Keep your graduation certificate and marksheets ready in original and scanned form. The Rs 3,000 rate turns on this single document.
- Watch the Labour Department and Finance Department pages at wblabour.gov.in and finance.wb.gov.in, and your district's own nic.in site, for the notification and the camp schedule. State assistance schemes in West Bengal are usually rolled out through duare-style camps at the block and ward level in addition to any online portal.
- Apply as soon as the window opens, and collect the acknowledgement slip or application number. Do not rely on a photograph of the form; the acknowledgement number is what lets you track and appeal.
What documents will be required?
| Document | Mandatory | Notes |
|---|---|---|

| Bank passbook | Yes | Aadhaar-seeded account for monthly transfer |
| Passport-size photograph | No | Normally pasted on the application form |
| Employment Bank registration number | No | Likely to be asked for; free to obtain now |
How will payment and status checking work?
West Bengal runs its monthly-assistance schemes — the state's social pensions, the women's assistance line and its student support schemes, through Direct Benefit Transfer into Aadhaar-seeded accounts, with credit typically in the first half of the month. Bhorsa Karmasathi is expected to follow that pattern, but the budget announcement does not itself specify the payment mechanism or the credit date, so this page does not state one as fact.
Once a portal exists, the status route will almost certainly be an application number plus a mobile OTP. Until then, the only reliable status route after applying at a camp will be the block office where you submitted the form.
Why applications get rejected in West Bengal assistance schemes
Bhorsa Karmasathi has no rejection history yet, but the failure modes in West Bengal's existing DBT schemes are consistent and worth pre-empting:
- Aadhaar not seeded to the bank account, so the transfer bounces back.
- Name mismatch between Aadhaar, the bank record and the certificate.
- Income certificate above the ceiling, or issued by an authority not recognised for the scheme.
- Existing benefit under another scheme detected during de-duplication.
- Closed or dormant bank account, especially old accounts opened for a scholarship years earlier.
- Duplicate applications from the same person across camps, which get flagged and held.
Fix the first three before the window opens, and most of the risk disappears.
Where to raise a complaint
No scheme-specific grievance channel has been notified for Bhorsa Karmasathi. The standing routes in West Bengal are the Block Development Office for rural areas, the municipal ward office in towns, the District Employment Exchange for job-seeker records, and the state's public grievance system. The Labour Department, which the budget identifies as the owner of the employment agenda, is the department to write to once the scheme notification names a nodal officer.
Two cautions worth repeating. First, no fee is payable for any West Bengal welfare application, and no agent can add your name to a beneficiary list. Second, several private websites carrying "Bhorsa Karmasathi" in their domain name are collecting personal data with no government link at all. Give your Aadhaar and bank details only at a government camp or on a gov.in portal.

Frequently asked questions
How much money does the Bhorsa Karmasathi Scheme give?
Bhorsa Karmasathi pays Rs 3,000 a month to eligible graduate unemployed youth and Rs 2,000 a month to other eligible unemployed youth. The Rs 3,000 figure is the one the Finance Minister used in the 2026-27 State Budget speech on 22 June 2026, and it is the headline number reported across national coverage of that budget.
Can I apply for Bhorsa Karmasathi right now?
No. As of August 2026 no application form, portal or camp schedule has been notified for Bhorsa Karmasathi. The scheme was announced in the June 2026 budget with implementation indicated from October 2026. Anyone charging a fee to "register" you today is running a scam.
Is Bhorsa Karmasathi the same as the Yuva Shakti Bharosa Card?
Yes, in substance. Yuva Shakti Bharosa Card was the name used in the 2026 election manifesto for the same Rs 3,000 monthly youth allowance, and the 2026-27 State Budget carried it into government as Bhorsa Karmasathi. Treat the two names as one benefit until the department notification settles the official title.
Who is not eligible for Bhorsa Karmasathi?
Anyone already employed, anyone already drawing another state unemployment or social-protection allowance, and non-residents of West Bengal are outside the announced scope. Reported eligibility also sets an age band of 21 to 45 years and a family income ceiling.
What happened to Yuvashree and Banglar Yuba Sathi?
Yuvashree Prakalpa paid Rs 1,500 a month to Employment Bank registrants and Banglar Yuba Sathi was the later scheme of the previous government. Bhorsa Karmasathi is positioned as the replacement for that line of unemployment assistance at a higher rate, but no formal closure order for the earlier schemes has been published alongside the budget announcement.
Will Bhorsa Karmasathi money come by DBT?
Every recent West Bengal monthly-assistance scheme pays by Direct Benefit Transfer into an Aadhaar-seeded bank account, so expect the same here. The budget announcement itself does not spell out the payment mechanism, so confirm it against the department notification.
Is there a helpline for Bhorsa Karmasathi?
No dedicated helpline has been notified. Until one exists, route questions through your Block Development Office, the District Employment Exchange or the Labour Department, and ignore any private number advertised online as an official Bhorsa Karmasathi helpline.
