What is Banglar Awaas Yojana?

Banglar Awaas Yojana is the rural housing programme of the Panchayats and Rural Development Department, Government of West Bengal. Its purpose is narrow and concrete: give a houseless rural family, or a family living in a kutcha or dilapidated house, enough money to build a pucca house of their own on their own homestead plot.

The entitlement is Rs 1.20 lakh per household, paid in instalments by Direct Benefit Transfer into the beneficiary's Aadhaar-seeded bank account. Money is released against verified construction progress rather than all at once, so a household receives the next tranche only after the previous stage of the house is built and photographed.

The scheme's name has changed more than once, which is the main source of confusion for readers. The state-funded rural housing line ran as Banglar Bari Gramin (BBG), is widely searched as Banglar Awaas Yojana or Bangla Awas Yojana, and was renamed Paschim Banga Awas (PBA) after the new state government took office in May 2026. All of these describe the same Rs 1.20 lakh rural housing entitlement administered through Gram Panchayats and blocks.

How much does Banglar Awaas Yojana pay, and when?

The total assistance is Rs 1.20 lakh per household, released in tranches:

  • First instalment: Rs 60,000, released on sanction, to start the plinth and walls.
  • Second instalment: Rs 60,000, released after verified progress on the earlier stage.

On 6 August 2026 the state transferred the second instalment of Rs 60,000 each to more than 10.20 lakh beneficiaries, a payout of roughly Rs 6,122 crore, with over Rs 600 crore of that drawn from state funds for the phase. The Chief Minister announced at the same time that remaining eligible applicants would be covered in subsequent phases as verification is completed and funds become available.

Households also get unskilled labour wages of 90 to 95 person-days through MGNREGA while building the house, provided they hold a job card. That is paid by the rural employment programme, not out of the Rs 1.20 lakh.

For comparison, the centrally sponsored PMAY-Gramin line administered by the same department pays Rs 1.20 lakh in plain areas and Rs 1.30 lakh in difficult and IAP areas, released as Rs 60,000, Rs 50,000 and Rs 10,000 in plain areas. West Bengal's own housing line was built to mirror that entitlement using state money.

The house itself must be at least 25 square metres with a dedicated cooking area. The standard specification for rural housing in India.

Who is eligible for Banglar Awaas Yojana?

Households that can be included:

  • Houseless rural families in West Bengal.
  • Families living in a kutcha or dilapidated house with one or two rooms and kutcha walls and roof.
  • Households appearing in the verified rural housing list prepared at Gram Panchayat and block level, or in the permanent wait list derived from the Socio-Economic and Caste Census 2011 for the centrally sponsored line.
  • Households that own the homestead plot on which the house will be built. Landless households must first be given a patta before sanction.

Households that are not eligible:

  • Families that already own a pucca house anywhere.
  • Families that have already received housing assistance under this scheme, under PMAY-Gramin, or under any other government housing programme.
  • Income-tax paying households and households with a member in regular government service.
  • Households owning a motorised four-wheeler, mechanised three or four wheel agricultural equipment, or a Kisan Credit Card above the prescribed limit.
  • Households with a member earning above the prescribed monthly income ceiling.
  • Urban households. The rural line runs only in Gram Panchayat areas. Urban housing in West Bengal is handled by the Housing Department and the municipal bodies.

Fresh verification in 2026 by the Panchayat department, Block Development Officers and Sub Divisional Officers identified roughly 12,500 ineligible beneficiaries who had drawn funds. Recovery proceedings began with about 1,000 of them and notices went to the others. This matters practically: a household that is not genuinely eligible does not simply keep the money.

How to apply for Banglar Awaas Yojana

Banglar Awaas Yojana has no open online application form and no walk-in sanction. Selection is from lists built and verified locally. The steps below are how a household actually gets on to that list.

  1. Go to your Gram Panchayat office and ask to have your household recorded in the rural housing survey. Bring your Aadhaar card, ration card and any proof of your homestead land. This is the entry point; everything else follows from being surveyed.
  2. Have the survey team visit and record your existing house. The team photographs the kutcha structure and records family composition. Do not demolish an existing kutcha house before this survey; the photograph is the evidence of your eligibility.
  3. Check the draft list when it is displayed at the Gram Panchayat office and at the Gram Sansad meeting, and raise an objection immediately if your name is missing or wrongly excluded. Draft lists are read out and displayed for exactly this purpose.
  4. Complete the verification stage at the Block Development Office. The BDO and the Sub Divisional Officer check the list against the exclusion criteria: pucca house, four-wheeler, income tax, earlier housing benefit, before sanction.
  5. Seed Aadhaar into a bank account in the sanctioned beneficiary's own name, and confirm the seeding at your branch. Instalments are paid only by DBT and a failed seeding is the most common cause of a missing payment.
  6. Start construction once the first instalment is credited, and inform the Gram Panchayat when the stage is complete so that the progress can be inspected and geo-tagged. The second instalment is released against that inspection.
  7. Complete the house and apply for a job card entry for the MGNREGA labour days you are entitled to during construction.

What documents are needed?

Document Mandatory Notes
Aadhaar card Yes Identification and DBT seeding
Bank passbook Yes Aadhaar-seeded, in the beneficiary's own name
Proof of homestead land Yes Patta, deed or record of right
Ration card No Used during verification for family composition
MGNREGA job card No Needed to claim the labour days
Photographs of the existing house No Taken by the survey team

How to check your Banglar Awaas Yojana status

  • Gram Panchayat office. The displayed beneficiary list and the sanction order are the primary record for any household.
  • Block Development Office — for sanction status, instalment release and geo-tagging of construction stages.
  • AwaasSoft. The national MIS used for the centrally sponsored line, which lets you look up a beneficiary by registration number, state, district, block and panchayat.
  • Panchayat helpline 1800-889-9451, the department's citizen line.

Keep the sanction or beneficiary identification number written down. Almost every status query in this scheme fails simply because the applicant does not have that number to hand.

Why instalments stop or applications are rejected

  • Aadhaar not seeded to the named bank account, so the DBT fails and the money returns to the treasury.
  • Name mismatch between Aadhaar, bank record and the sanction list.
  • Construction stage not verified or geo-tagged, which holds the next instalment until an inspection happens.
  • Exclusion criterion found during verification. An existing pucca house, a four-wheeler in the household, income tax filed, or an earlier housing benefit already drawn.
  • Land dispute on the homestead plot, which stops sanction until title is settled.
  • Household migrated or the sanctioned beneficiary died, requiring a formal substitution order rather than an informal transfer.

The fix for the first two is at your bank branch and takes days, not weeks. The fix for a verification issue is at the Block Development Office with documentary evidence.

Where to raise a grievance

  • Gram Panchayat office, first stop for list inclusion and instalment queries.
  • Block Development Officer, for sanction, verification and release disputes.
  • Panchayat helpline: 1800-889-9451.
  • Online grievance portal: prdgrievance.wb.gov.in, run by the Panchayats and Rural Development Department.
  • District Magistrate's office where a block-level grievance is not resolved.

No fee is payable at any stage of Banglar Awaas Yojana. A demand for money to place a name on the housing list, or to release an instalment, is corruption and should be reported to the Block Development Officer or the District Magistrate.

Frequently asked questions

How much money does Banglar Awaas Yojana give?

Banglar Awaas Yojana provides Rs 1.20 lakh per household to build a pucca house, released in instalments through Direct Benefit Transfer. The second instalment of Rs 60,000 was transferred to 10.20 lakh beneficiaries on 6 August 2026, a payout of about Rs 6,122 crore.

Has Banglar Awaas Yojana been renamed?

Yes. The rural housing scheme run as Banglar Bari Gramin was renamed Paschim Banga Awas after the new state government took office in May 2026. The benefit structure of Rs 1.20 lakh per household continued unchanged through the renaming.

How do I apply for Banglar Awaas Yojana?

There is no open application form. Households are drawn from verified lists prepared at Gram Panchayat and block level and checked by Block Development Officers and Sub Divisional Officers. Approach your Gram Panchayat office to have your household surveyed and included.

Who is not eligible for Banglar Awaas Yojana?

Households that already own a pucca house, families that have already received assistance under this or any other government housing scheme, income-tax paying households, and households owning motorised four-wheelers or mechanised farm equipment are not eligible.

What happens if someone ineligible received the money?

The money is recovered. Fresh verification by the Panchayat department in 2026 identified about 12,500 ineligible beneficiaries who had received funds; recovery began with about 1,000 people and notices were issued to the rest.

How is Banglar Awaas Yojana different from PMAY-Gramin?

PMAY-Gramin is the centrally sponsored rural housing scheme paying Rs 1.20 lakh in plain areas and Rs 1.30 lakh in difficult areas, with beneficiaries drawn through AwaasSoft. Banglar Awaas Yojana is the state-funded line that West Bengal ran when central funds were withheld, using state money for the same Rs 1.20 lakh entitlement.

Do I get labour wages on top of the house money?

Yes, where the household holds an MGNREGA job card. Rural housing beneficiaries are entitled to 90 to 95 person-days of unskilled labour wages through MGNREGA in addition to the housing assistance, paid separately by the rural employment programme.

Where do I complain if my instalment has not arrived?

Start at your Gram Panchayat and Block Development Office, then use the Panchayat helpline 1800-889-9451 or the department's grievance portal at prdgrievance.wb.gov.in. Carry your sanction or beneficiary identification number.
