What is Bina Mulya Samajik Suraksha Yojana?

Bina Mulya Samajik Suraksha Yojana, usually shortened to BMSSY, is the Government of West Bengal's consolidated social security scheme for workers outside the organised sector. The Labour Department runs it through the Labour Commissionerate, and the scheme's own portal at bmssy.wblabour.gov.in describes it as the first scheme of its kind in the country to attempt cover for every eligible unorganised worker in a state.

BMSSY was introduced in 2017. Before that, West Bengal ran several separate provident fund and welfare schemes for different trades. BMSSY merged them into a single registration, a single card and a single benefit list. According to the BMSSY portal, the scheme covers workers in 46 notified unorganised industries and 15 self-employed occupations, and separately brings in construction workers and transport workers, who previously sat under their own welfare boards.

The Bengali phrase bina mulya means "without cost", and that is the defining feature. When BMSSY started, a registered worker paid Rs 25 a month into the provident fund and the state added Rs 30. The BMSSY portal records that the state government decided to waive the beneficiary contribution of Rs 25 a month with effect from 1 April 2020. Since then the worker pays nothing at all, and the state funds the entire contribution.

More than 1.8 crore beneficiaries are shown as registered on the BMSSY portal, which makes it one of the largest worker-registration databases run by any Indian state.

Who is eligible for BMSSY, and who is not eligible?

You can register if:

  • You are a permanent resident of West Bengal.
  • You are aged between 18 and 60 years on the date of registration.
  • You work in the unorganised sector, in one of the 46 notified industries or 15 self-employed occupations, or you are a construction worker or a transport worker.
  • Your household income falls within the ceiling set for the scheme. Reports of the scheme guidelines put the monthly family income limit at Rs 6,500, with construction workers and transport workers exempted from the income test because they are covered as separate notified categories. Confirm the current ceiling for your occupation at your district labour office before you apply, since this is the one criterion most often revised.
  • You have a bank account in your own name for Direct Benefit Transfer.

You cannot apply if:

  • You are below 18 or above 60. BMSSY registration is closed outside that band, although a worker who registered before turning 60 keeps the benefits already accrued.
  • You are not a resident of West Bengal. The scheme is state-funded and state-restricted.
  • You are an organised sector employee already covered by the Employees' Provident Fund Organisation or the Employees' State Insurance Corporation. The scheme exists to cover workers who fall outside those two systems.
  • You are already registered under BMSSY through another welfare board. Duplicate registrations are rejected at the de-duplication stage.

Being self-employed is not a bar. Hawkers, rickshaw pullers, domestic workers, beedi workers, tailors, cobblers, barbers, fishermen and similar occupations are exactly who BMSSY was designed for.

What benefits does BMSSY provide?

Benefit Amount
Provident fund contribution Rs 30 a month paid by the state, with the worker's Rs 25 share waived since 1 April 2020
Medical treatment Up to Rs 20,000 a year, covering clinical tests and medicines
Surgery Up to Rs 60,000 a year
Hospitalisation wage loss Rs 200 a day for the first five days, Rs 100 a day thereafter
Accidental death Rs 2,00,000 to the nominee
Natural death Rs 50,000 to the nominee
Permanent total disability, both eyes, hands or feet Rs 2,00,000
Loss of one eye, one hand or one foot Rs 1,00,000
Disability of 40 per cent or more Rs 50,000

BMSSY also carries an education assistance component for the children of registered workers. Published benefit tables put the yearly amounts at roughly Rs 4,000 to Rs 5,000 for Class XI and XII, Rs 6,000 to Rs 10,000 for ITI, polytechnic and undergraduate courses, Rs 10,000 for postgraduate study, and up to Rs 30,000 for medical and engineering degrees. A separate grant of Rs 25,000 is recorded for a worker's daughters, for up to two daughters, at the undergraduate stage. Amounts in this component have been revised more than once, so ask your district labour office for the current rate sheet before you plan around a figure.

How to apply for BMSSY online

  1. Open the official portal at bmssy.wblabour.gov.in.
  2. Select New Registration by Beneficiary on the home page.
  3. Enter your name, date of birth, mobile number and occupation category, and submit the first screen. Login credentials are sent to your mobile number by SMS.
  4. Log in with those credentials and complete the form section by section: basic details, permanent and present address, occupation and employer details where applicable, bank account details and nominee details.
  5. Upload scanned copies of your Aadhaar card, residence proof, bank passbook and photograph.
  6. Submit the completed application and note down the acknowledgement number shown on screen.
  7. Track the application on the portal using the same login. Once the labour office verifies it, your Samajik Suraksha (Samajik Mukti) card is issued with your registration number.

How to apply for BMSSY offline

  1. Visit your district or sub-divisional labour office, or the office of the Assistant Labour Commissioner for your area.
  2. Collect the BMSSY registration form and fill it in, or ask the office staff for help if you cannot write it yourself.
  3. Attach self-attested photocopies of your Aadhaar card, residence proof, bank passbook and two photographs, and record your nominee.
  4. Submit the form and collect the receipt with your acknowledgement number.

BMSSY registration is also taken at Duare Sarkar camps, the state's doorstep-service camps held periodically across every block and ward. For a worker without a smartphone or internet access, the camp is usually the fastest route.

How do you claim a benefit under BMSSY?

Registration alone does not release money. Each benefit is claimed separately when the event occurs.

  • Medical and surgical claims are filed with the district labour office after treatment, with original bills, prescriptions, the discharge certificate and your Samajik Mukti card number.
  • Disability claims need a disability certificate from a competent government medical authority stating the percentage of disability.
  • Death claims are filed by the recorded nominee with the death certificate. This is why the nominee field must be filled correctly at registration, a missing or wrong nominee is the commonest reason a family is left waiting.
  • Education assistance is claimed each academic year with the child's admission receipt and previous marksheet.

Payments are made by Direct Benefit Transfer to the bank account recorded in the registration, so keep that account active and the details updated.

Why do BMSSY applications and claims get rejected?

  • Aadhaar and bank name mismatch, which stops the DBT credit even after approval.
  • Age outside 18 to 60 on the date of registration.
  • Duplicate registration, most often when a construction worker registers again under a self-employed category.
  • Occupation not on the notified list of 46 industries and 15 self-employed occupations.
  • No nominee recorded, which blocks a later death claim.
  • Claim filed without original bills or without the disability certificate.
  • Inactive or closed bank account, so the transfer bounces back.

Most of these are fixable. Correct your details through the portal login, or take the correction to the district labour office with the supporting document.

Where do you complain about a BMSSY problem?

  • Shramik Sathi toll-free helpline: 1800-103-0009
  • Labour Commissionerate, West Bengal, 11th Floor, New Secretariat Building, 1 Kiran Shankar Ray Road, Kolkata 700001
  • Your district or sub-divisional labour office, which is the first point of contact for a stuck claim
  • The grievance and status-search options on bmssy.wblabour.gov.in

BMSSY registration is free from start to finish. No agent, union office or middleman is authorised to charge a fee for enrolling you, issuing your Samajik Mukti card or processing a claim, and no official will ask you for the OTP sent to your mobile number.

How to check your BMSSY application status

BMSSY registration goes through a verification step at the labour office before a Samajik Mukti card is issued, so there is usually a gap of a few days to a few weeks between submitting the form and getting confirmation. Here is how to check where your application or claim stands.

Online, through the portal login

  1. Go to bmssy.wblabour.gov.in and log in with the mobile number and credentials you used at registration.
  2. Open the applicant dashboard and enter the acknowledgement number you received when you submitted the form.
  3. The dashboard shows one of a few states: under verification at the labour office, sent back for correction, approved and card generated, or rejected with a reason. If it shows "sent back for correction", the portal usually names the field that needs fixing, such as a document or bank detail.
  4. Once the status changes to approved, the same login shows your registration number and lets you download or check the printing status of the Samajik Mukti card.

If you registered offline or at a Duare Sarkar camp

  1. Keep the receipt with the acknowledgement number that was handed to you at submission, since the online dashboard also accepts this number even for offline applications.
  2. If you were not given online credentials, visit the same district or sub-divisional labour office where you filed the form and ask the counter staff to look up your application by the acknowledgement number or your name and date of birth.
  3. At a Duare Sarkar camp registration, the camp organisers or the local labour department contact usually announces card distribution dates for that block or ward; ask at the camp desk for the next distribution schedule.

By phone

Call the Shramik Sathi toll-free helpline, 1800-103-0009, and give your acknowledgement number or registered mobile number. The helpline can confirm whether the registration is still pending, approved, or held up for a document, and can also give you a status update on a medical, disability or death claim you filed separately from your registration.

For a benefit claim already filed

A claim (medical reimbursement, surgery, disability or death benefit, or education assistance) is tracked separately from the registration itself. Ask the district labour office where you submitted the claim bills or certificate for the file or claim reference number at the time of submission, and quote that number, along with your Samajik Mukti card number, when you follow up by phone or in person. Claims involving a medical or disability certificate typically take longer to clear than a straightforward registration, since the labour office verifies the certificate with the issuing medical authority.

Frequently asked questions

Does Bina Mulya Samajik Suraksha Yojana cost anything to join?

No, BMSSY is completely free. The name itself means "social security scheme without payment". The Government of West Bengal waived the earlier beneficiary contribution of Rs 25 a month with effect from 1 April 2020, so the state now funds the whole provident fund contribution and every benefit under the scheme.

Who is eligible for BMSSY in West Bengal?

Any unorganised sector worker aged between 18 and 60 who is a resident of West Bengal is eligible. The Labour Department has notified 46 unorganised industries and 15 self-employed occupations, and construction workers and transport workers are covered as separate categories under the same umbrella.

How much does BMSSY pay if a registered worker dies?

BMSSY pays Rs 2,00,000 to the nominee for accidental death and Rs 50,000 for death from natural causes. Total and irrecoverable loss of both eyes, both hands or both feet is also compensated at Rs 2,00,000, and loss of one eye, one hand or one foot at Rs 1,00,000.

What medical benefits does BMSSY give?

BMSSY reimburses up to Rs 20,000 a year for treatment, including clinical tests and medicines, and up to Rs 60,000 a year for surgery. Registered workers admitted to hospital also receive a wage-loss payment of Rs 200 a day for the first five days and Rs 100 a day afterwards.

How do I register for Bina Mulya Samajik Suraksha Yojana online?

Open bmssy.wblabour.gov.in and choose "New Registration by Beneficiary". Enter your name, mobile number and occupation to receive login credentials by SMS, then log in and complete the address, bank, nominee and document sections before submitting.

What is the Samajik Mukti card?

The Samajik Mukti card is the smart card issued to an approved BMSSY beneficiary. It carries the registration number used for every later claim, and workers should quote it when applying for medical, education or death benefits at the district labour office.

Can a construction worker already registered with the building workers board join BMSSY?

Yes. Construction workers and transport workers were merged into BMSSY when the scheme was consolidated, so their existing welfare board benefits are delivered through the same BMSSY registration rather than a separate one. Workers should check their status on the portal instead of registering twice.

What is the BMSSY helpline number?

The Shramik Sathi toll-free helpline is 1800-103-0009. The Labour Commissionerate office is at the 11th Floor, New Secretariat Building, 1 Kiran Shankar Ray Road, Kolkata 700001, and district labour offices handle claims locally.
