What is the BOCW Cost of Spectacles Reimbursement in West Bengal?

BOCW Cost of Spectacles Reimbursement is a welfare payment made by the West Bengal Building and Other Construction Workers' Welfare Board to a registered construction worker who has to buy prescribed spectacles. The benefit is administered by the Labour Department, Government of West Bengal.

According to labour.wb.gov.in, the Board "provides welfare measures including accident benefit, medical assistance, maternity benefit, death benefit, pension, educational support, funeral expenses, tools reimbursement, spectacles, bicycles, marriage assistance, girl child benefit, hearing aid and refund of subscription." Spectacles is therefore a named, officially listed welfare activity of the Board.

The Board was constituted in 2005 under sub-section (1) of Section 18 of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The Minister-in-Charge of the Labour Department chairs it, the Secretary of the Labour Department is Vice-Chairman, and the Labour Commissioner, West Bengal is Executive Vice-Chairman. Section 22 of the Act sets out the Board's functions, and allows welfare measures beyond the named heads, which is where a spectacles benefit sits.

Why spectacles matter on a construction site

Eyesight is a working tool in construction. A mason setting a line, a carpenter marking a cut, a bar-bender reading a bar bending schedule, a plumber threading a pipe joint; all of it depends on close vision. Presbyopia sets in for most people from the early forties, which is squarely within the working life of a construction worker.

A worker who cannot read a measurement makes mistakes, and mistakes on a site are expensive and sometimes dangerous. Uncorrected vision also raises the risk of trips, falls and mishandled tools. A pair of prescribed spectacles is one of the cheapest interventions available to keep an experienced worker safe and employed, which is why welfare boards across states carry this head.

How much does the West Bengal BOCW Board reimburse for spectacles?

The Labour Department's published benefit table on labour.wb.gov.in gives rupee amounts for six heads:

Benefit Amount
Assistance for accident (treatment) Rs 10,000
Disablement Rs 50,000
Pension (Beneficiary) Rs 750 per month
Pension (Family) Rs 375 per month
Death (natural) Rs 50,000
Death (accidental) Rs 1,50,000

Spectacles is not one of the six. The Board names spectacles as a welfare activity but does not publish a ceiling amount for it on its official page. Private scheme-listing websites quote specific rupee figures for this benefit, and none of those could be traced to a West Bengal government source, so this guide does not repeat them.

Practically, this means one thing: ask your Regional Labour Office for the current sanctioned rate before you buy the spectacles. Ask whether the limit is a flat amount or a percentage of the bill, whether frame and lens are both covered, and how often the benefit can be taken.

Who is eligible for the spectacles reimbursement in West Bengal?

You can claim if:

  • You are registered as a beneficiary with the West Bengal Building and Other Construction Workers' Welfare Board and hold a valid registration book or identity card.
  • Your membership is live: subscription or contribution entries are current.
  • You have a written eye test prescription from a qualified optometrist, ophthalmologist or government eye clinic.
  • You have bought the spectacles and hold the original itemised bill in your own name.
  • You work in building or other construction work as defined by the BOCW Act, 1996 to masonry, carpentry, bar-bending, plumbing, painting, welding, site electrical work, road and bridge work, or helper and headload work.

You are not eligible and cannot apply if:

  • You are an unregistered construction worker. Registration under Section 12 of the BOCW Act, 1996 is open to workers aged 18 to 60 who have worked in construction for at least 90 days in the preceding 12 months. Without a registration number there is no claim to make.
  • Your Board membership has lapsed because contributions stopped and were not revived.
  • You are a contractor, employer or establishment owner rather than a worker.
  • You bought non-prescription eyewear — plain sunglasses, fashion frames, or ready-made reading glasses bought off a pavement stall without a prescription.
  • You are claiming for safety goggles. Protective eyewear on a construction site is personal protective equipment that the employer must supply under occupational safety obligations; it is not a welfare board reimbursement.
  • You have no bill, or the bill is in someone else's name or is undated.

How to apply for the BOCW spectacles reimbursement

  1. Confirm the sanctioned rate and rules first at the Regional Labour Office of the Labour Commissionerate that holds your BOCW registration. Ask what is currently payable and what documentation the office expects. Doing this before spending prevents a claim being cut down later.
  2. Get your eyes tested by a qualified optometrist, an ophthalmologist or at a government eye clinic, and collect the written prescription showing the power for each eye and the date of testing.
  3. Buy the spectacles from a proper optical shop and insist on an itemised bill or cash memo in your own name, dated, showing frame and lens cost. A handwritten slip with no shop identity will not survive verification.
  4. Collect and fill the claim form at the Regional Labour Office, entering your registration number, name exactly as recorded with the Board, address and bank account number with IFSC.
  5. Attach the documents, prescription, original bill, registration book, Aadhaar, bank passbook first page and a passport size photograph. Carry originals for verification and self-attested photocopies for submission.
  6. Submit and take a dated acknowledgement, noting the acknowledgement or receipt number for follow-up.
  7. Attend verification if called, then wait for the sanctioned amount to be credited to your bank account.

How do I check my spectacles claim status?

  • Regional Labour Office, quoting the acknowledgement number. The file physically sits there, so this is the most dependable route.
  • Shramik Sathi helpline on 1800-103-0009, the Labour Department's toll-free number, to find the right office or escalate a stalled claim.
  • Bank passbook or statement, to confirm the credit.
  • Bangla Sahayata Kendra (BSK), the state's citizen service centre network, for help completing forms and drafting written follow-ups.

Why spectacles claims get rejected, and how to fix them

  • No prescription. The commonest reason. Ready-made glasses bought without an eye test cannot be reimbursed. Get tested and buy again against a prescription.
  • Defective bill: no shop name, no date, no itemisation, or a bill in another person's name. Return to the optical shop and ask for a proper bill against the same transaction.
  • Membership lapsed on the date of purchase. The Board looks at whether you were a live member when the expense was incurred.
  • Name mismatch across the registration book, Aadhaar, prescription, bill and bank account. Electronic payment fails on a name mismatch, so correct the weakest record before filing.
  • Bank account dormant or closed. Reactivate it or submit fresh account details in writing.
  • Claim filed long after the purchase date. Even where no limitation is published, an old bill draws questions. File promptly.
  • Claim for goggles or sunglasses, which fall outside the benefit.

What else can the same registration get you?

A live BOCW registration in West Bengal also opens: accident treatment assistance of Rs 10,000, disablement assistance of Rs 50,000, pension of Rs 750 per month after the age of 60, family pension of Rs 375 per month, death benefit of Rs 50,000 for natural death and Rs 1,50,000 for accidental death, together with the Board's listed activities, medical assistance, maternity benefit, educational support, funeral expenses, tools reimbursement, hearing aid, bicycles, marriage assistance, girl child benefit and refund of subscription.

Since a visit to the Regional Labour Office costs a worker a day's wage, it is worth asking at the same counter which other heads you currently qualify for.

Frequently asked questions

Does the West Bengal BOCW Board pay for spectacles?

Yes. The Labour Department of West Bengal lists "spectacles" among the welfare measures provided by the Building and Other Construction Workers' Welfare Board, alongside medical assistance, hearing aid, tools reimbursement, bicycles and marriage assistance.

How much is reimbursed for spectacles under the West Bengal BOCW Board?

The Labour Department has not published a rupee ceiling for spectacles on labour.wb.gov.in. Its published benefit table carries amounts only for accident treatment, disablement, pension and death. Confirm the current sanctioned rate at your Regional Labour Office rather than relying on figures quoted by private websites.

Who cannot claim the spectacles reimbursement in West Bengal?

Unregistered construction workers cannot claim it. Contractors, employers and establishment owners are not eligible, nor is a worker whose Board membership has lapsed, nor anyone buying spectacles without a written eye test prescription.

Do I need an eye test prescription to claim?

Yes, a written prescription from a qualified optometrist, ophthalmologist or government eye clinic is essential. The benefit is for prescribed corrective spectacles, so the prescription is what distinguishes a reimbursable medical aid from an ordinary purchase.

Are sunglasses or safety goggles covered?

No. The benefit is for prescribed corrective spectacles. Non-prescription sunglasses are not a medical aid, and protective safety goggles are personal protective equipment that an employer is required to supply on a construction site.

Can I claim the spectacles reimbursement online?

No online claim route is published on labour.wb.gov.in for this benefit. The Regional Labour Offices of the Labour Commissionerate function as the regional offices of the welfare boards, so the claim is filed there in person with the original documents.

What is the helpline for West Bengal construction worker welfare?

Shramik Sathi, the Labour Department's toll-free helpline, is 1800-103-0009. The Department of Labour is at 12th Floor, N.S. Building, Block-A, 1 Kiran Shankar Roy Road, Kolkata 700001.
