What is Karma Sathi Prakalpa?

Karma Sathi Prakalpa is a self-employment credit scheme launched by the Government of West Bengal in 2020. Its stated objective is to help young entrepreneurs of the state set up new manufacturing enterprises and small businesses, including services and trading, by arranging institutional credit they would struggle to obtain on their own.

Karma Sathi Prakalpa is administered by the Micro, Small and Medium Enterprises and Textiles Department, with the District Industries Centre acting as the field-level office, and the scheme's own portal at karmasathi.wb.gov.in.

The structure has three parts, and confusing them is the most common mistake applicants make:

  • A soft loan of up to Rs 2,00,000 provided to the beneficiary. This is a loan from a bank and it has to be repaid.
  • An interest subsidy paid by the state, which is payable for a maximum period of 3 years.
  • A subsidy on project cost, also provided by the West Bengal government.

So the scheme is not a cash handout of Rs 2 lakh. It is a credit-linked package in which the state reduces the effective cost of borrowing and shares part of the project cost, while the applicant carries a real repayment obligation to the lending bank.

The unusually wide activity coverage is worth flagging. Many self-employment schemes fund manufacturing and services but exclude trading outright. Karma Sathi Prakalpa's own description includes trading, which brings small retail and distribution ventures into scope.

Who is eligible for Karma Sathi Prakalpa?

You can apply if:

  • You are a resident of West Bengal.
  • You are aged 18 to 50 years.
  • You have passed at least class VIII.
  • You intend to set up a new manufacturing enterprise or a small business in services or trading.
  • You have a workable project proposal with realistic costs.
  • You hold an individual, active bank account.

You cannot apply, or are not eligible, if:

  • You are below 18 or above 50 years of age.
  • You have not passed class VIII.
  • You are not a resident of West Bengal.
  • You are seeking money to repay an existing loan or to refinance an established business rather than start a new venture.
  • You are a defaulter on an existing bank loan. No lending bank will process a fresh sanction against a live default, whatever the scheme.
  • You are in salaried government service, since the scheme targets unemployed youth setting up their own enterprise.

A realistic caution: eligibility on paper gets your file to the district committee. It does not by itself produce a sanction. The lending bank still runs its own appraisal, and a proposal whose numbers do not add up will be declined even from a fully eligible applicant.

  4. Enter the project details: activity, proposed location, total project cost, the loan amount sought within the Rs 2,00,000 ceiling, and how the business will earn.
  5. Upload the documents: Aadhaar, age proof, class VIII certificate, residence proof, photograph, bank passbook page and the project report.
  6. Submit the application and save the acknowledgement number that appears.

  8. When the bank calls you for appraisal, attend with your originals and be ready to explain your costings. This meeting is where most cases are decided.

How to apply for Karma Sathi Prakalpa offline

  1. Visit the District Industries Centre (DIC) of your district, or the block development office, and ask for the Karma Sathi Prakalpa application form.
  2. Fill the form and attach self-attested copies of Aadhaar, age proof, class VIII certificate, residence proof, bank passbook and photograph.
  3. Attach the project report setting out the activity, the machinery or stock needed, the total cost, your own contribution and the expected monthly income.
  4. Submit the file at the DIC and collect a dated receipt with a reference number.
  5. Follow up with the DIC for the district committee's decision and for the name of the bank branch your case has been sponsored to.

Offline filing is the practical route for applicants in areas with weak connectivity, and the DIC staff can also sanity-check a project report before it goes to a bank, which is worth more than it sounds.

What is the benefit and how is it paid?

The core benefit is a soft loan of up to Rs 2,00,000, sanctioned and disbursed by the lending bank, not by the department. On top of that the West Bengal government provides an interest subsidy, payable for a maximum of 3 years, and a subsidy on project cost.

Because the interest subsidy is capped at three years, the effective cost of the loan rises after that point. An applicant planning repayment should assume concessional years first and normal interest thereafter, and build the business's cash flow around that shift rather than around the subsidised rate alone.

Disbursement in credit-linked schemes is commonly staged against actual use. A tranche against machinery purchase, a tranche as working capital — rather than paid as a lump sum into the account. Confirm the disbursement schedule with your branch at sanction, and keep every invoice, because the subsidy claim is settled against documented expenditure.

How do I check my Karma Sathi Prakalpa application status?

  1. Log in to karmasathi.wb.gov.in with the credentials created at registration.
  2. Open the application status view and note the current stage; submitted, under district scrutiny, sponsored to bank, sanctioned, or disbursed.
  3. If the case shows as sponsored to a bank, the next move is with the branch. Visit it with your acknowledgement number rather than waiting for a call.
  4. If the status has not moved at the district scrutiny stage, follow up at the District Industries Centre.

The portal has periodically been unavailable to automated access; if the site does not open, the DIC remains the reliable channel for a status enquiry.

Why do Karma Sathi Prakalpa applications get rejected?

  • A vague project report. "Grocery shop, Rs 2 lakh" is not a plan. A plan names the stock or machinery, the cost of each item, the working capital needed, the expected monthly sales and the repayment capacity that follows.
  • Age outside the 18 to 50 band on the date of application.
  • No class VIII certificate, or a certificate that cannot be produced in original at verification.
  • Existing loan default in the applicant's name.
  • A joint or inactive bank account, which cannot be used for disbursement and repayment.
  • Residence not established in West Bengal.
  • Project cost inflated beyond what the activity plausibly requires, which fails at bank appraisal even when the district clears the file.
  • Duplicate applications from the same household for the same activity.

The fixable ones are almost all documentary. Applicants who lose at the bank appraisal stage usually do so on the plan, not on the paperwork, which is why the project report deserves more time than the form.

Where do I raise a Karma Sathi Prakalpa grievance?

  • District Industries Centre (DIC) of your district, the first and most effective point of contact for scrutiny, sponsorship and delay complaints.
  • Micro, Small and Medium Enterprises and Textiles Department, Government of West Bengal, for policy questions and escalation.
  • The lending bank's branch manager, and above that the bank's regional office, for sanction and disbursement disputes once a case has been sponsored.
  • Grievance option on karmasathi.wb.gov.in, where available.

Applying is free. No fee is payable to any person for lodging a Karma Sathi Prakalpa application or for "arranging" a sanction, and no bank official will ask for your internet banking password or OTP.

Frequently asked questions

How much loan does Karma Sathi Prakalpa give?

Karma Sathi Prakalpa arranges a soft loan of up to Rs 2,00,000 for a beneficiary. The Government of West Bengal adds an interest subsidy and a subsidy on project cost, with the interest subsidy payable for a maximum period of 3 years.

Who can apply for Karma Sathi Prakalpa?

Residents of West Bengal aged 18 to 50 who have passed at least class VIII and want to set up a new manufacturing, service or trading enterprise can apply. The scheme was launched in 2020 to help young entrepreneurs start small businesses.

Is Karma Sathi Prakalpa a grant or a loan?

It is a loan, not a grant. The principal is a soft loan of up to Rs 2,00,000 that must be repaid to the lending bank; what the state provides on top is an interest subsidy for up to 3 years and a subsidy on project cost.

Do I need a guarantor or collateral for Karma Sathi Prakalpa?

Security requirements are set by the lending bank under its own credit policy, not by the scheme portal. Ask the branch that receives your sanctioned case what it requires before you commit to equipment purchases.

Can a government employee apply for Karma Sathi Prakalpa?

No. Karma Sathi Prakalpa is meant for unemployed youth setting up their own enterprise, so people already in salaried government service are outside the target group the scheme was announced for.

What kind of businesses are allowed under Karma Sathi Prakalpa?

New manufacturing enterprises and small businesses including services and trading are covered, which is unusually broad — many self-employment schemes exclude trading entirely. The proposal still has to stand up as a viable project on paper.

How long does the Karma Sathi Prakalpa process take?

The timeline depends on the district-level committee's meeting cycle and the lending bank's appraisal, so it is measured in weeks to months rather than days. A complete, well-costed project report is the single biggest thing an applicant controls.

Where do I apply for Karma Sathi Prakalpa?

Apply at the official portal karmasathi.wb.gov.in, or offline through the District Industries Centre of your district, which is the field arm of the MSME and Textiles Department for this scheme.
