Khadya Sathi Scheme
West Bengal state government scheme
Khadya Sathi is West Bengal's food security scheme, launched on 27 January 2016, that supplies subsidised rice and wheat at Rs 2 per kg to roughly 9 crore residents through digital ration cards. Coverage runs across five card categories from AAY to RKSY-II. Apply free at food.wb.gov.in or at your local ration shop.
What is the Khadya Sathi Scheme?
Khadya Sathi, Bengali for "food companion", and often written Khaddya Sathi: is the flagship food security programme of the Government of West Bengal, run by the Department of Food and Supplies from New Khadya Bhaban, 11A Mirza Ghalib Street, Kolkata 700087. Khadya Sathi was launched on 27 January 2016 and merges the state's obligations under the National Food Security Act, 2013 with additional state-funded coverage for households the central Act leaves out.
According to the Department of Food and Supplies, Khadya Sathi at launch covered about 8.66 crore people, roughly 90 per cent of West Bengal's population, a figure that has since risen past 9 crore as new digital ration cards were issued. That coverage share is far higher than the National Food Security Act alone requires, because West Bengal funds the RKSY-I and RKSY-II categories from its own budget rather than from central allocation.
What Khadya Sathi does
- Supplies rice and wheat at the statutory subsidised rate of Rs 2 per kg.
- Issues a digital ration card to each family member, with entitlement drawn at any fair price shop against biometric authentication on an e-PoS machine.
- Extends coverage to groups outside the National Food Security Act priority list, including workers of closed tea gardens, Jangalmahal residents, people of the Darjeeling hill areas, drought-affected residents of Purulia, Aila-affected families, pavement dwellers in Kolkata and primitive tribal groups.
- Supplies fixed grain and pulse packets through coupons to mothers and children in Nutritional Rehabilitation Centres.
Who is eligible for Khadya Sathi?
You can be covered if:
- You are an ordinary resident of West Bengal and your family is not already holding an active digital ration card elsewhere.
- Your household falls in one of the five recognised categories: AAY, PHH, SPHH, RKSY-I or RKSY-II. AAY is reserved for the poorest households identified by the state; PHH and SPHH cover National Food Security Act priority and state-priority families; RKSY-I and RKSY-II cover the remaining households at a lower per-head scale.
- Every member you wish to add holds an Aadhaar number that can be seeded to the card.
- You are a newborn, a newly married spouse or a person who has moved into West Bengal, in which case you apply for inclusion in an existing family card rather than a fresh card.
You are not eligible, or cannot apply, if:
- You already hold an active ration card in West Bengal or in another state and have not surrendered it. Duplicate Aadhaar seeding is the single largest cause of rejection.
- You are not an ordinary resident of West Bengal.
- The household has been identified as ineligible during the department's verification and de-duplication drives, for example where a card was obtained on false particulars.
- You are seeking a card purely as an identity document without intending to draw the entitlement; the department periodically deactivates cards that record no transaction over long periods, and such a card must be reactivated before use.
Khadya Sathi does not apply a single statewide income cut-off in the way a scholarship or pension does. Category assignment is decided by the state's beneficiary list under the National Food Security Act plus the state's own inclusion criteria, and a household that believes it is in the wrong category may apply for a category conversion using the prescribed form.
What is the monthly entitlement under Khadya Sathi?
| Card category | Rice | Wheat | Price |
|---|---|---|---|
| AAY (Antyodaya Anna Yojana) | 21 kg per family | 14 kg per family | Rs 2 per kg |
| PHH (Priority Household) | 3 kg per head | 2 kg per head | Rs 2 per kg |
| SPHH (State Priority Household) | 3 kg per head | 2 kg per head | Rs 2 per kg |
| RKSY-I | 5 kg of foodgrain per head | : | Rs 2 per kg |
| RKSY-II | 2 kg of foodgrain per head | — | Rs 2 per kg |
These are the scales published for Khadya Sathi in the department's entitlement schedule. West Bengal revises the rice–wheat split and, at times, the price by notification: the state has on several occasions distributed the entitlement free of cost rather than at Rs 2 per kg. Because of that, the figure that governs your own family in a given month is the one shown on the rate and entitlement board that every fair price shop is required to display, and on the entitlement page of food.wb.gov.in.
Where a card category also carries sugar, the AAY entitlement historically included 1 kg of sugar per family per month at a notified rate. Confirm the current sugar issue with your dealer, as it is allocation-dependent.
How to apply for a Khadya Sathi digital ration card
- Open the Department of Food and Supplies portal at food.wb.gov.in and choose the ration card service. Select Form 3 for a new digital ration card for a family or an individual not covered anywhere.
- Enter the head of family's Aadhaar number and mobile number, and verify the OTP sent to that mobile.
- Fill in the family details, every member's name, Aadhaar number, date of birth and relationship to the head of family, and the full West Bengal residential address with district, block or municipality and ward.
- Choose the card category you are applying under and upload the supporting documents: Aadhaar for each member, residence proof, and the photograph of the head of family.
- Submit the form and save the acknowledgement slip with the application reference number. Nothing is payable for a new card.
- Wait for field verification by the Inspector of Food and Supplies, who may visit the address or call you for document checking.
- Once approved, download the digital ration card from the portal, or collect it through your ration dealer. Complete Aadhaar biometric seeding at the fair price shop before your first draw.
Other forms you may need instead of Form 3: use Form 4 to add a new member to an existing card, Form 5 for corrections to name, age or address, Form 6 to report a lost card and get a duplicate, Form 7 to surrender a card, and Form 10 for category conversion.
How to apply offline for Khadya Sathi
- Collect the printed form from your ration dealer (fair price shop), the office of the Inspector of Food and Supplies, the Block Development Officer in a rural area, or the borough office of the municipality in an urban area.
- Fill it in and attach self-attested photocopies of Aadhaar for each member, residence proof and the photograph.
- Submit it at the same office and take the stamped acknowledgement with the reference number.
- Cooperate with the Inspector of Food and Supplies during field verification, and collect the card once it is issued.
Duare Sarkar camps, the state's outreach camps held periodically in every Panchayat and ward, accept Khadya Sathi ration card applications and corrections as one of their standard service counters. For most rural applicants this is the simplest route.
How do I check my Khadya Sathi status?
- Go to food.wb.gov.in and open the ration card section.
- Choose Check Application Status and enter the application reference number from your acknowledgement slip.
- To find an issued card, use Search Ration Card with the ration card number, or retrieve it with your registered mobile number.
- To confirm the current month's stock and your entitlement at a particular shop, use the portal's fair price shop and stock search.
The status screen shows whether the application is pending with the Inspector of Food and Supplies, approved, or returned for correction. A returned application tells you what was found deficient, so read that note before resubmitting.
Why do Khadya Sathi applications and drawings fail?
- Aadhaar already linked to another active card. The de-duplication engine rejects the second application. Surrender the older card using Form 7 and attach the deletion certificate.
- Name or date-of-birth mismatch between Aadhaar and the application. Correct the Aadhaar record first, then reapply or file Form 5.
- Unacceptable residence proof. A rent agreement alone is often not accepted; add a Panchayat Pradhan or municipal councillor certificate.
- Biometric authentication failure at the e-PoS machine. Worn fingerprints are common among older and manual-labour beneficiaries; the dealer can use the nominee or one-time-password route, and the department permits authentication by another seeded family member.
- Card marked inactive for long non-drawing. Ask the Inspector of Food and Supplies to reactivate it.
- Dealer refusing full quantity or charging above Rs 2 per kg. This is a distribution offence, not an eligibility problem. Record the date and quantity and complain on the helpline.
What are the key dates and where do I complain?
Khadya Sathi accepts applications all year round; there is no application window and no last date. Distribution runs on a monthly cycle, and each fair price shop must display its opening days and hours. Special distribution rounds are announced by the department by notification, particularly after cyclones and floods, when free grain is released to affected districts.
Grievance route, in order:
- Ration dealer; raise short weight or overcharging on the spot and ask for the entry in the shop register.
- Toll-free helpline 1967 or 1800-345-5505, operated by the Department of Food and Supplies, roughly 8 am to 8 pm.
- Inspector of Food and Supplies for your area, then the Sub-Divisional Controller and District Controller of Food and Supplies.
- Online Helpdesk on food.wb.gov.in for a written, tracked complaint.
- State Food Commission, West Bengal, the statutory appellate body under the National Food Security Act, for grievances not resolved by the district machinery.
Khadya Sathi registration, card issue, corrections and duplicates are all free. No ration dealer, agent or middleman may charge a fee to add a name to the beneficiary list, and no official will ask for your Aadhaar OTP over the phone.

Frequently asked questions
How much rice and wheat does a Khadya Sathi cardholder get each month?
Entitlement depends on the card category — Antyodaya Anna Yojana families receive 21 kg of rice and 14 kg of wheat per family per month, Priority Household and State Priority Household members receive 3 kg of rice and 2 kg of wheat per head, RKSY-I members receive 5 kg of foodgrain per head and RKSY-II members 2 kg per head. Confirm your own scale on the entitlement page at food.wb.gov.in, as the state revises quantities by notification.
What does Khadya Sathi grain cost?
Khadya Sathi grain is issued at the statutory subsidised rate of Rs 2 per kg for rice and wheat. West Bengal has at several points distributed the entitlement free of cost to cardholders; the ration dealer's rate board shows the price actually charged in the current month.
Which ration card categories exist under Khadya Sathi?
Five categories operate — AAY (Antyodaya Anna Yojana), PHH (Priority Household), SPHH (State Priority Household), RKSY-I and RKSY-II. AAY, PHH and SPHH carry the highest per-head entitlement; RKSY-I and RKSY-II are state-funded categories for households above the National Food Security Act priority list.
How do I apply for a new digital ration card in West Bengal?
Apply online at food.wb.gov.in using Form 3 for a new card, or submit the same form offline to your ration dealer, the Inspector of Food and Supplies or the Block Development Officer. Applying is free and no dealer or agent may charge for it.
How do I check my Khadya Sathi application status?
Use the "Check Application Status" option on food.wb.gov.in with the application reference number printed on your acknowledgement slip. The portal also lets you search your ration card by card number or by mobile number.
Why would a Khadya Sathi application be rejected?
The commonest reasons are an Aadhaar number already linked to another active ration card, a name or date-of-birth mismatch between Aadhaar and the form, no acceptable West Bengal residence proof, and failure to produce a deletion certificate from a previous district or state. Each of these is correctable and the application can be resubmitted.
Can I use my West Bengal ration card in another state?
Yes, under One Nation One Ration Card a West Bengal digital ration card can be used at any e-PoS-enabled fair price shop in India, provided the card is Aadhaar-seeded and biometric authentication succeeds.
What is the Khadya Sathi helpline?
Call the toll-free numbers 1967 or 1800-345-5505, which the Department of Food and Supplies operates for ration card and distribution complaints. The department also runs an online Helpdesk on food.wb.gov.in.
Is there a last date to apply for a Khadya Sathi ration card?
No. Khadya Sathi accepts applications all year round — there is no application window and no last date. You can apply for a new digital ration card, add or correct a member, or convert category at any time through food.wb.gov.in, your ration dealer, or a Duare Sarkar camp.
Can I download a digital Khadya Sathi ration card online?
Yes. Once your application is approved, you can download the digital ration card from food.wb.gov.in, or collect it through your ration dealer. Complete Aadhaar biometric seeding at the fair price shop before your first draw of grain.
