Jai Johar Scheme (Old Age Pension for Scheduled Tribes)
West Bengal state government scheme
Jai Johar is West Bengal's old age pension for Scheduled Tribe residents, paying Rs 1,000 per month by Direct Benefit Transfer to every eligible person aged 60 years and above. Around 2.84 lakh tribal elders drew the pension in 2024-25. Applications go to the BDO, SDO or KMC Commissioner, or through the Jai Bangla portal.
What is the Jai Johar Scheme?
Jai Johar is a monthly old age pension paid by the Government of West Bengal to Scheduled Tribe residents who have completed 60 years of age. The Tribal Development Department, part of the Backward Classes Welfare and Tribal Development set-up, administers the scheme from Adivasi Bhawan, Rajarhat, Kolkata. The name "Jai Johar" is the traditional Santali and Adivasi greeting, and it is often written in Bengali as Joy Johar.
Jai Johar was announced in the 2020-21 state budget together with a companion scheme for Scheduled Castes called Taposili Bandhu, and both were rolled out with effect from 1 April 2020. According to the Tribal Development Department, Jai Johar pays Rs 1,000 per month through Direct Benefit Transfer, and covered 2,83,664 beneficiaries in 2024-25, with cumulative disbursement of about Rs 1,489.94 crore since inception.
The pension is not a one-time grant. Once sanctioned, it continues for life as long as the beneficiary remains a resident of West Bengal and does not begin drawing another government pension.
Why the scheme exists
- Scheduled Tribe households in West Bengal's districts such as Jhargram, Purulia, Bankura, Alipurduar and Jalpaiguri have low formal-sector employment, so very few tribal elders retire with a service pension.
- Older central and state pensions in the state paid only Rs 600 to Rs 750 a month, and coverage was capped by fixed district quotas.
- The Jai Bangla umbrella of 2020 did two things at once: it raised every such pension to a uniform Rs 1,000 per month, and it created Jai Johar and Taposili Bandhu as universal category-based pensions without the old quota restrictions.
Who is eligible for Jai Johar?
You can get the Jai Johar pension if:
- You belong to a Scheduled Tribe notified for West Bengal and hold a valid ST caste certificate issued by the competent state authority.
- You have completed 60 years of age. Age is reckoned from the date of birth on your voter identity card, birth certificate, Aadhaar or another accepted government photo identity.
- You are an ordinary resident of West Bengal. There is no separate domicile certificate in most cases; a voter card or ration card of the state is taken as proof.
- You have a bank account in your own name into which the pension can be credited.
You are not eligible if:
- You are already drawing a pension under any other social security scheme of the central or state government, including old age pension, widow pension, disability pension or a farmers' pension.
- You are a service pensioner of the central government, the state government, a public sector undertaking or a local body.
- You do not hold a Scheduled Tribe certificate. Scheduled Caste applicants cannot apply under Jai Johar and must apply under Taposili Bandhu instead; applicants from other categories are covered by the general old age pension.
- You are below 60 years on the date of application.
There is no separate income ceiling notified for Jai Johar. Eligibility turns on caste, age, residence and the absence of any other pension, which is why the caste certificate and the de-duplication check are the two points where applications most often fail.

How to apply for Jai Johar
- Collect the application form. Pick it up free of cost from the Block Development Officer's office in a rural area, the Sub-Divisional Officer's office in a municipal area outside Kolkata, or the office of the Commissioner, Kolkata Municipal Corporation, inside Kolkata. The same form is handed out at Duare Sarkar camps.
- Fill in the form with your name exactly as it appears on the caste certificate, your date of birth, address, Aadhaar number and bank account details including IFSC code. Paste a recent passport-size photograph.
- Attach self-attested copies of the caste certificate, age proof, residence proof, Aadhaar card and the first page of the bank passbook showing the account number, IFSC and account holder's name.
- Submit the completed form at the same office, or at a Duare Sarkar camp in your area, and take the acknowledgement slip. Keep it safely; it carries the application number you will need to track the case.
- Apply online instead if you prefer, at jaibangla.wb.gov.in, filling the same fields and uploading scanned copies of the documents.
- Wait for verification. The District Magistrate's office verifies your age, caste certificate and residence, and checks the Aadhaar number against other pension databases to make sure you are not already drawing a pension.
- Check that the first credit has arrived in your bank account after the sanction letter is issued. Pension is paid monthly by DBT.
How to check your Jai Johar application status
- Open jaibangla.wb.gov.in and select the application status option.
- Enter the application number printed on your acknowledgement slip.
- If you applied at a Duare Sarkar camp and lost the slip, visit the BDO or SDO office where you applied and ask the pension section to look up your case by name, Aadhaar number and block.
- Bangla Sahayata Kendra counters, which operate across blocks and municipalities, will also check the status for you free of charge.
Once sanctioned, the pension is credited every month. If a month is missed, check the bank account first: a dormant account or a KYC block at the bank stops credits without any change in your sanction.
Why Jai Johar applications get rejected
- Caste certificate not in order; expired, issued in another state, or the name on it differs from the name on the Aadhaar card.
- Age below 60 on the date of application, or conflicting dates of birth across the voter card and Aadhaar.
- Another pension already being drawn, picked up during Aadhaar based de-duplication. If the other pension has stopped, produce a certificate to that effect.
- Bank account details wrong — a mistyped account number or IFSC code is the most common reason a sanctioned pension never reaches the account.
- Account not in the applicant's own name. A joint account with a son or daughter as first holder is regularly rejected for DBT.
- Residence not established because the address on the documents belongs to another state.
Most of these are curable. Take the correction along with the acknowledgement slip to the same BDO, SDO or KMC office and ask for the record to be amended rather than filing a fresh application, which pushes you to the back of the queue.
Where to raise a Jai Johar grievance
- Block Development Officer or Sub-Divisional Officer who received your application. The first stop for delay, rejection or a stopped credit.
- District Magistrate's office, which is the verifying and sanctioning authority for the district.
- Tribal Development Department, Adivasi Bhawan, Rajarhat, Kolkata 700156, for policy level questions and unresolved district cases.
- Bangla Sahayata Kendra counters at bsk.wb.gov.in for free help with filling forms and checking status.
Applying for Jai Johar is free. No agent, dalal or middleman can charge you a fee to add your name to the pension list, and no official will ask for an OTP sent to your mobile phone.

Frequently asked questions
How much pension does Jai Johar pay every month?
Jai Johar pays Rs 1,000 per month, which works out to Rs 12,000 a year. The amount is credited by Direct Benefit Transfer into the beneficiary's own bank account. The rate has been Rs 1,000 since the scheme was rolled out on 1 April 2020, when West Bengal raised several older pensions that paid Rs 600 to Rs 750 to a uniform Rs 1,000.
Who is eligible for the Jai Johar pension?
Any Scheduled Tribe person who is an ordinary resident of West Bengal and has completed 60 years of age is eligible. The applicant must not be drawing a pension under any other government social security scheme.
What is the difference between Jai Johar and Taposili Bandhu?
Jai Johar is for Scheduled Tribe residents and Taposili Bandhu is for Scheduled Caste residents. Both pay Rs 1,000 per month from 1 April 2020 and both were announced together under the Jai Bangla umbrella, but Jai Johar is run by the Tribal Development Department while Taposili Bandhu is run by the Backward Classes Welfare Department.
Can I get Jai Johar if I already receive an old age pension?
No. A person already drawing an old age, widow, disability or any other government pension is not eligible for Jai Johar. The scheme is meant to cover tribal elders who are outside every other pension net, and Aadhaar based de-duplication is used to catch double claims.
Where do I submit the Jai Johar application form?
Submit it to the Block Development Officer if you live in a rural block, to the Sub-Divisional Officer if you live in a municipality outside Kolkata, and to the Commissioner of the Kolkata Municipal Corporation if you live inside Kolkata. Duare Sarkar camps accept the same form.
Is there an online way to apply for Jai Johar?
Yes, applications can be filed on the Jai Bangla portal at jaibangla.wb.gov.in, which also lets you track the status of a submitted application. Many applicants still use the physical route through the BDO or a Duare Sarkar camp because the supporting documents have to be verified in person anyway.
How many people receive the Jai Johar pension?
The Tribal Development Department reported 2,83,664 beneficiaries in 2024-25, close to 3 lakh tribal elders. Total disbursement since the scheme began stands at about Rs 1,489.94 crore.
Why has my Jai Johar pension stopped coming?
The usual reasons are a closed or dormant bank account, a bank account not seeded with Aadhaar, a name mismatch between the caste certificate and the bank record, or the case being flagged during de-duplication against another pension. Take the passbook and the sanction letter to the BDO or SDO office that sanctioned the pension.
