What is the Manabik Pension Scheme?

Manabik Pension Scheme is the disability pension of the Government of West Bengal, administered by the Women and Child Development and Social Welfare Department. Manabik pays Rs 1,000 per month by direct benefit transfer to residents of West Bengal who hold a certificate of 40 percent or more disability. The scheme is written locally as Manabik Prakalpa or Manobik.

Manabik was restructured in 2020. By the notification issued on 6 May 2020, the older West Bengal Disability Pension Scheme, 2010 was merged into Manabik and the whole was brought under the Jai Bangla Scheme umbrella with effect from 1 April 2020. Two changes in that notification matter enormously to applicants:

  • The disability threshold was reduced from 50 percent to 40 percent, which brought a large group of people with moderate disabilities inside the scheme for the first time.
  • The income ceiling was removed entirely. Under the earlier rules a family income above Rs 1,00,000 a year disqualified an applicant. That test no longer applies.

If you or a family member were refused a disability pension in West Bengal before 2020 on either of those two grounds. A disability assessed between 40 and 49 percent, or family income above the old ceiling. You should apply again. The grounds of that refusal no longer exist.

Who is eligible for Manabik pension?

You can be considered if:

  • You are a resident of West Bengal.
  • You hold a disability certificate of 40 percent or more issued by the competent medical authority.
  • You have a live bank account in your own name for direct benefit transfer.
  • You are not drawing any other government pension or disability assistance.

You are not eligible if:

  • Your certified disability is below 40 percent.
  • You already receive another central or state government pension, including an old-age pension, a family pension, a service pension, or another disability assistance scheme. Manabik is not payable on top of these.
  • You are not a resident of West Bengal.
  • You cannot produce a valid disability certificate from the competent authority. A private doctor's letter is not a substitute.
  • The bank account offered is not in the beneficiary's own name.

Unlike Taposili Bandhu and Jai Johar, the two old-age components of Jai Bangla, Manabik is not restricted to applicants aged 60 and above. Disability, not age, is the qualifying condition. This is the point most often misunderstood by families who assume the whole Jai Bangla umbrella is an elderly persons' scheme.

What documents are required for Manabik?

Document Mandatory Notes
Disability certificate, 40 percent or above Yes From the competent medical authority; the decisive document
West Bengal residence proof Yes Voter ID, ration card or residential certificate
Age and identity proof Yes Voter ID, birth certificate or Aadhaar
Bank passbook first page Yes Account must be in the beneficiary's own name
Aadhaar card No Identity matching and de-duplication
Passport size photograph Yes Recent, affixed on the form
Declaration of no other pension Yes Core eligibility declaration

Where a disability certificate is old, was issued under a superseded format, or records a percentage that has since changed, get a fresh assessment done before applying. A certificate that a verifying officer cannot read confidently is treated as absent.

How to apply for the Manabik pension

  1. Obtain or renew your disability certificate showing 40 percent or more disability from the competent medical authority: normally the district medical board or the certifying authority attached to the district hospital.
  2. Collect the prescribed Manabik application form from the Block Development Officer's office, the Sub-Divisional Officer's office, your municipality, or the Kolkata Municipal Corporation Commissioner's office.
  3. Fill in the form with your name exactly as it appears on the disability certificate, your address, and complete bank details including the IFSC code.
  4. Attach the documents — disability certificate, residence proof, identity and age proof, bank passbook copy, photograph, and the declaration that you draw no other pension.
  5. Submit at the correct office: BDO office for rural applicants, SDO office or municipality for urban applicants outside Kolkata, KMC Commissioner's office inside Kolkata.
  6. Collect the dated acknowledgement. Every later query is traced through it.
  7. Cooperate with field verification. Block or municipal staff verify the certificate, residence and the no-other-pension declaration before sanction.

Can I apply for Manabik at a Duare Sarkar camp?

Yes. Manabik forms are collected at Duare Sarkar camps held periodically at block and ward level, and camps are the practical route for applicants with mobility impairments who cannot reach the block headquarters. Camp counters accept the form, check documents and issue the acknowledgement in one visit.

Bring the complete document set, especially the disability certificate in original. Camp staff cannot pursue missing documents afterwards, so an incomplete file usually means waiting for the next camp round.

How do you check Manabik pension status?

Track the case at the office where you submitted the form, quoting the acknowledgement number, and ask whether it stands at verification, sanction or rejection. The office record is the authoritative one; do not rely on third-party "pension list" websites, which are not maintained by the Government of West Bengal.

Once sanctioned, the Rs 1,000 is credited monthly by direct benefit transfer, so the bank passbook is the clearest confirmation that payment has begun. A sanction recorded without any credit almost always points to a bank-side problem, dormant account with pending KYC, closed account, wrong IFSC, or an account not in the beneficiary's own name. Correct the details at the sanctioning office; arrears are normally released after the correction.

Why Manabik applications get rejected

  • Disability certified below 40 percent, or the percentage not stated at all on the certificate.
  • Certificate not issued by the competent authority, for example a private hospital letter without medical board endorsement.
  • Another pension already being drawn by the applicant.
  • Bank account not in the beneficiary's own name, or details mismatched.
  • Name mismatch between the disability certificate, the identity document and the bank account.
  • Residence outside West Bengal, or no acceptable residence proof.

Note what is not a valid ground of rejection any more: family income. If an office refuses a Manabik application on income grounds, cite the 2020 notification under the Jai Bangla Scheme, which removed the Rs 1,00,000 income ceiling, and ask for the refusal in writing.

Key dates

Manabik has no fixed annual last date. The prescribed form is accepted throughout the year at the BDO, SDO, municipal and KMC offices, and in bulk during each Duare Sarkar camp round. The rate of Rs 1,000 per month and the 40 percent disability threshold both took effect from 1 April 2020 under the notification dated 6 May 2020.

Where do you raise a Manabik grievance?

  • Block Development Officer for rural applicants, the first appeal point on verification and rejection.
  • Sub-Divisional Officer for municipal applicants outside Kolkata.
  • Kolkata Municipal Corporation Commissioner's office within Kolkata.
  • District Social Welfare Officer under the Women and Child Development and Social Welfare Department for scheme-level grievances.
  • District medical board for disputes about the assessed disability percentage itself, which is a medical rather than an administrative question.
  • Duare Sarkar camp grievance counter during a camp round.

Applying for Manabik is free at every stage. No agent, local representative or office intermediary may charge for the form, its submission, the disability certificate or the sanction, and no official will ask a beneficiary for a bank OTP.

Frequently asked questions

How much is the Manabik pension in West Bengal?

Manabik pays Rs 1,000 per month, credited by direct benefit transfer into the beneficiary's own bank account. The rate of Rs 1,000 was fixed with effect from 1 April 2020 when the scheme was brought under the Jai Bangla umbrella.

What disability percentage is needed for Manabik?

A certified disability of 40 percent or more is needed. The 2020 notification reduced the threshold from the earlier 50 percent, which widened eligibility considerably, so an applicant rejected under the old 50 percent rule should apply again.

Is there an income limit for Manabik pension?

No. The earlier income ceiling of Rs 1,00,000 per year was removed by the 2020 notification under the Jai Bangla Scheme. Family income is no longer an eligibility test for Manabik.

Who cannot get the Manabik pension?

A person already receiving another central or state government pension or disability assistance cannot get Manabik, because the schemes are not payable together. Applicants without a valid 40 percent disability certificate and non-residents of West Bengal are also not eligible.

Where do I apply for the Manabik pension?

Apply at the Block Development Officer's office if you live in a rural area, the Sub-Divisional Officer's office or municipality for an urban area outside Kolkata, and the Kolkata Municipal Corporation Commissioner's office within Kolkata. Duare Sarkar camps also accept the form.

Is there a minimum age for Manabik?

Manabik is a disability pension rather than an old-age pension, so it is not restricted to people aged 60 and above the way Taposili Bandhu and Jai Johar are. The decisive test is the certified disability of 40 percent or more.

Does Manabik come under the Jai Bangla Scheme?

Yes. Manabik is the disability component of the Jai Bangla Scheme, 2020, into which the earlier West Bengal Disability Pension Scheme of 2010 was merged. It is administered by the Women and Child Development and Social Welfare Department.
