OBC Non-Creamy-Layer Certificate in West Bengal (State OBC NCL and Central OBC NCL)

West Bengal state government scheme

Quick answer

OBC Non-Creamy-Layer Certificate in West Bengal is issued free of cost by the Backward Classes Welfare Department through the OSCAR portal at castcertificatewb.gov.in, which carries two separate application links; one for a Fresh OBC or State OBC NCL certificate and one for a Central OBC NCL certificate. No documents are uploaded online, but a photograph, an ID number and two local referees are compulsory.

Benefit
A digitally signed OBC-A or OBC-B certificate carrying non-creamy-layer status, used for reserved seats and posts in West Bengal, with a separate Central OBC NCL certificate for central jobs and central institutions
How to apply
Both — online at castcertificatewb.gov.in, or on paper at the Sub-Divisional Officer's office

What is the OBC Non-Creamy-Layer certificate in West Bengal?

The OBC Non-Creamy-Layer certificate in West Bengal is the Backward Classes Welfare Department's written finding that a named person belongs to a community listed as Other Backward Class in West Bengal and that the person's family does not fall into the creamy layer, the better-off slice of OBC families that the law keeps out of reservation. West Bengal issues it through OSCAR, the Online Submission of Caste-Certificate Application Request system, at castcertificatewb.gov.in, a portal designed by the National Informatics Centre and content-managed by the department.

West Bengal is one of the states where the OBC certificate and the non-creamy-layer finding are not two separate trips. The same OSCAR application decides both, which is why the online form shows OBC applicants an extra page that SC and ST applicants never see.

The portal menu makes the structure explicit. There are two distinct OBC application links:

  • Apply For Fresh OBC / State OBC NCL, the certificate used for West Bengal's own reserved seats, posts and welfare schemes, naming your sub-category as OBC-A or OBC-B.
  • Apply For Central OBC NCL, the separate certificate needed for central government recruitment and central educational institutions, which is only possible if your community also appears on the Central List of OBCs.

Applicants routinely file only the first and are then rejected at a central recruitment. If your target is a bank, a railway post, a central university or an SSC or UPSC vacancy, the Central OBC NCL link is the one you need.

Who can and who cannot apply?

You can apply for a West Bengal OBC NCL certificate if you ordinarily reside in West Bengal, your community appears on the West Bengal OBC-A or OBC-B list, and your family's income and agricultural holdings fall below the creamy-layer thresholds the application's Page II tests. Descent is traced through the father in the ordinary case.

You cannot apply in West Bengal if your family's OBC record belongs to another state, a certificate from Bihar, Jharkhand or Odisha does not convert into a West Bengal one, and reservation follows the state that recorded your family. You are also not eligible if your community is not on the West Bengal OBC list at all, or if your family crosses the creamy-layer line, in which case the department can still certify the community but not the non-creamy-layer status.

For the Central OBC NCL link specifically, you are not eligible if your community is absent from the Central List of OBCs, even though West Bengal itself treats you as OBC-A or OBC-B. This mismatch between the state list and the central list is the single most misunderstood point in West Bengal, and it is the reason the portal keeps the two applications apart.

What documents are required?

West Bengal's approach here is unusual and worth reading carefully. The portal's How To Apply page states that no documents are required to be uploaded for the online caste certificate application. Instead:

  • Page I takes your district, category, biographical details, residential history and the names and addresses of two local referees.
  • Page II appears only for OBC applicants and takes your family's income and agricultural holdings, the creamy-layer test.
  • Page III takes your scanned photograph, which the portal says is mandatory, plus the typed particulars of your documents for identity, age, citizenship and residence.

You must have at least one of an EPIC (voter card) number, an Aadhaar number or a ration card number to complete the form. Keep the originals of every document you cite ready. Nothing is uploaded, so verification happens in the field, and the enquiring officer will ask to see what you declared and may speak to the two referees you named.

How to apply for an OBC certificate in West Bengal online

  1. Open castcertificatewb.gov.in and pick the right link. Choose "Apply For Fresh OBC/State OBC NCL" for a West Bengal certificate, or "Apply For Central OBC NCL" if you need it for a central job or a central institution. Filing the wrong one wastes the whole enquiry cycle.
  2. Complete Page I. Select your district and subdivision, choose the OBC category, and enter your name, father's name, date of birth, present and permanent address, residential history and the details of two local referees with their addresses.
  3. Complete Page II, the creamy-layer page. Enter the family's annual income from all sources and the agricultural holdings. Answer honestly; this page is exactly what the Sub-Divisional Officer's enquiry will test.
  4. Complete Page III and upload your photograph. Enter the EPIC, Aadhaar or ration card number and the particulars of your age, citizenship and residence documents, then upload the scanned photograph. No other file is uploaded.
  5. Submit and download the acknowledgement. After you click Submit, the portal generates the filled application form, an acknowledgement and the service details. Save all three — the acknowledgement number is how you track and later download the certificate.
  6. Cooperate with the field enquiry. Keep the original documents and the referees available. The Sub-Divisional Officer decides the case after this enquiry.

How do you apply offline in West Bengal?

  1. Visit the office of the Sub-Divisional Officer for your subdivision with the originals and photocopies of your identity, age, residence and income documents, plus passport-size photographs.
  2. Ask for the OBC certificate application and state clearly whether you need the state OBC NCL or the central OBC NCL. They are treated as different applications here too.
  3. Fill in the same particulars the online form asks for, including the two local referees and the family income and land-holding details.
  4. Collect a written acknowledgement with a reference number, and use the same portal links later to check and download the digitally signed certificate.

How do you check the application status and download the certificate?

Use the OBC-specific links on the portal menu rather than the SC/ST ones:

  • Application Check (OBC) to see the current stage of a pending file.
  • Check Certificate (OBC) to verify an issued certificate.
  • Check Certificate (State/Central OBC NCL on/after 01.08.2025). A separate verification link West Bengal added for certificates issued from 1 August 2025 onward.
  • Reprint Application / Acknowledgement Slip (OBC) if you lost the acknowledgement.
  • Download Certificate (OBC) for the digitally signed PDF.

The portal warns in capitals that certificates can only be downloaded once digitally signed, and that certificates issued digitally after November 2022 can only be downloaded from the portal. Do not wait at the SDO office for a paper copy that will not be issued.

If a file stalls, the Contact Us page lists the email addresses of 61 SDO offices across West Bengal's subdivisions. Write to the SDO office named for your subdivision, quoting the acknowledgement number, and keep the reply.

Is the certificate valid forever, and does it need renewal?

The community finding does not change, but the non-creamy-layer finding depends on your family's income and holdings, and those do change. Employers, central recruiters and colleges therefore routinely insist on an OBC NCL certificate issued recently: commonly within the last financial year; rather than an old one. West Bengal's portal supports this by keeping a fresh-application route open and by offering separate verification for certificates issued on or after 1 August 2025.

Plan around the recruiting body's rule, not around the certificate's appearance. If a notification says the NCL certificate must be issued after a given date, an older certificate will be rejected however genuine it is.

Why are West Bengal OBC applications rejected?

  • The community claimed is on another state's OBC list, not on West Bengal's OBC-A or OBC-B list.
  • A Central OBC NCL certificate was sought for a community that is not on the Central List of OBCs.
  • The name or date of birth entered does not match the EPIC, Aadhaar or ration card quoted.
  • The photograph was not uploaded. The portal makes it mandatory and the file will not proceed.
  • The income and agricultural holdings declared on Page II do not survive the field enquiry.
  • The two local referees could not be traced or did not support the claim.
  • The applicant is not ordinarily resident in the subdivision where the application was filed.

What does it cost, and what about agents?

The West Bengal OBC Non-Creamy-Layer certificate is free. The Backward Classes Welfare Department's own How To Apply page says issuance of the certificate is free of cost, and the online application takes no payment step at all. No clerk, no cyber café and no middleman is entitled to a rupee for filing it, and nobody can move your file up the queue, it still goes to the same Sub-Divisional Officer for the same field enquiry.

If you cannot fill the form yourself, ask a relative or a local help desk. Where someone demands money or promises a certificate "in a week", write to the SDO office listed for your subdivision on the portal's Contact Us page, quoting the acknowledgement number, and keep a copy of the complaint.

Documents required

Scanned passport-size photograph of the applicant
The portal states that uploading the applicant's photograph is mandatory during the online application. It is the only file the online form actually asks you to attach.
An identity number — EPIC, Aadhaar or ration card
The "How To Apply" page requires at least one of the EPIC (voter card) number, the Aadhaar number or the ration card number to be entered on the application.
Details of two local referees with addresses
West Bengal replaces uploaded caste proof with two named local referees whom the enquiring officer can approach during field verification.
Income and agricultural holding details of the family
Page II of the online form appears only for OBC applicants and asks for family income and agricultural holdings. This is the creamy-layer test, and it is what separates the OBC application from the SC/ST one.
Document details proving identity, age, citizenship and residence
Page III asks you to type in the particulars of these documents. The portal states that no documents have to be uploaded for the online caste certificate application itself.
Existing OBC certificate of the father or a paternal relativeoptional
Not uploaded online, but the strongest evidence to produce during the Sub-Divisional Officer's field enquiry or at a paper application.
Income certificate or salary certificateoptional
Useful at the enquiry stage to support the income figures declared on Page II, especially for a salaried family near the creamy-layer line.

Frequently asked questions

What does an OBC Non-Creamy-Layer certificate cost in West Bengal?

Nothing — the West Bengal caste certificate portal states plainly that "Issuance of Certificate is free of cost." There is no government fee for a Fresh OBC, State OBC NCL or Central OBC NCL certificate, and anyone demanding money to get one processed is charging for something the Backward Classes Welfare Department gives free.

What is the difference between State OBC NCL and Central OBC NCL in West Bengal?

State OBC NCL is used for West Bengal government seats and posts, while Central OBC NCL is used for central government jobs and central institutions, and castcertificatewb.gov.in carries a separate application link for each. The Central OBC NCL certificate is only possible where your community also appears on the Central List of OBCs, which does not include every community West Bengal lists as OBC-A or OBC-B.

Do I have to upload documents for a West Bengal OBC certificate?

No — the portal's How To Apply page says no documents are required to be uploaded for the online caste certificate application. You type in the particulars of your identity, age, citizenship and residence documents, upload only your photograph, and produce the originals when the enquiring officer verifies your case.

Who issues the OBC certificate in West Bengal?

The Sub-Divisional Officer of your subdivision issues it, under the Backward Classes Welfare Department. The portal's Contact Us page lists the email addresses of 61 SDO offices across West Bengal, and that SDO office is where a stuck application has to be chased.

Where do I download my West Bengal OBC certificate?

Download it from the "Download Certificate (OBC)" link on castcertificatewb.gov.in once it has been digitally signed. The portal warns that certificates issued digitally after November 2022 can only be downloaded from the portal, so no office will hand you a printed copy instead.

What is OBC-A and OBC-B in West Bengal?

West Bengal divides its state OBC list into two sub-categories, OBC-A and OBC-B, each with its own reservation share in state seats and posts. Your certificate names which of the two your community belongs to, and a state recruitment or admission form will ask you to pick the same one.

My certificate was issued on 1 August 2025 or later — where do I verify it?

Use the separate link "Check Certificate (State/Central OBC NCL on/after 01.08.2025)" on the portal menu. West Bengal added this second verification path for certificates issued from that date, so an older certificate and a newer one are checked through different links.

Can I fix a mistake after submitting the application?

Yes — the portal has an "Edit Application (OBC)" link that lets you reopen and correct a submitted OBC application. Use it before the enquiry stage, because a name or date of birth that does not match your EPIC, Aadhaar or ration card is the most common reason a file is sent back.
